A lieutenant governor or lieutenant-governor is a high officer of state, whose precise role and rank vary by jurisdiction, but is often the deputy or lieutenant to or ranking under a governor — a "second-in-command". In many Commonwealth of Nations states, a lieutenant governor is the representative of the monarch and act as chief executive officer of the state, province or territory they received appointment.
The Netherlands has a Lieutenant governor (Dutch: gezaghebber) in each of the three special municipalities on the islands in the Caribbean Netherlands; Saba, Bonaire, and Sint Eustatius, where their function is similar to a Mayor in the European Netherlands.
In the Netherlands Antilles, the Lieutenant governor (Dutch: gezaghebber) was head of the governing council of the island territories which formed a level of decentral government until the dissolution of the Netherlands Antilles.
Christopher John "Chris" Matthews (born December 17, 1945) is an American news anchor and political commentator known for his nightly hour-long talk show, Hardball with Chris Matthews, which is televised on the American cable television channel MSNBC. On weekends he hosts the syndicated NBC News–produced panel discussion program The Chris Matthews Show. Matthews makes frequent appearances on many other NBC and MSNBC programs. On March 22, 2009, Matthews renewed the contract for Hardball with Chris Matthews through 2012.
Matthews was born in Philadelphia, Pennsylvania, to Irish American parents and is a Roman Catholic. He attended La Salle College High School. He is a 1967 graduate of the College of the Holy Cross in Worcester, Massachusetts, and did graduate work in economics at the University of North Carolina at Chapel Hill.
Matthews served in the United States Peace Corps in Swaziland from 1968 to 1970 as a trade development adviser.
When Matthews first arrived in Washington, D.C., he worked as a police officer with the United States Capitol Police. Subsequently, he served on the staffs of four Democratic members of Congress, including Senators Frank Moss and Edmund Muskie. In 1974, he mounted an unsuccessful campaign for Pennsylvania's 4th congressional district seat in the U.S. House of Representatives in which he received about 24% of the vote in the primary. Matthews was a presidential speechwriter during the Carter administration and later worked for six years as a top aide to longtime Speaker of the House of Representatives Tip O'Neill, playing a direct role in many key political battles with the Reagan administration.

Plot: Young Danny Madigan is a big fan of Jack Slater, a larger-than-life action hero played by Arnold Schwarzenegger. Plot: Two sharpie promoters (Don Barry and Frank Jenks) put on a show they believe is so bad it will not play more than one day and they therefore will not have to pay the long list of investors,i.e, suckers and buyers. But one of the investors dies intestate and his interests pass to the state. The governor's secretary (Lynne Roberts) engages new talent (the Four Step Brothers, Guadalajara Trio, St. Clair & Vilvoa, Dolores and Don Graham, et al) and a new orchestra (Jan Savitt), in order to make the show successful and a profitable investment for the state. Barry (in another of the vast majority of his films in which he was not billed as Don "Red" Barry), who has fallen in love with the first-billed Roberts, reforms and buys up the surplus stock.
