The Quasi-War was an undeclared war fought mostly at sea between the United States and the French Republic from 1798 to 1800. In the United States, the conflict was sometimes also referred to as the Franco-American War, the Pirate Wars, or the Half-War.
The Kingdom of France had been a critical ally of the United States in the American Revolutionary War from the spring of 1776, and had signed in 1778 a Treaty of Alliance with the United States. But in 1794, after the French Revolution toppled that country's monarchy, the American government came to an agreement with the Kingdom of Great Britain, the Jay Treaty, that resolved several points of contention between the United States and Great Britain that had lingered since the end of the Revolutionary War. It also contained economic clauses.
The fact that the United States had already declared neutrality in the conflict between Great Britain and (now revolutionary) France, and that American legislation was being passed for a trade deal with their British enemy, led to French outrage. The French government was also furious over the U.S. refusal to continue repaying its debt to France on the grounds that the debt had been owed to the French Crown, not to Republican France.
Quasi is an American indie rock band formed in Portland, Oregon in 1993 by ex-husband and wife Sam Coomes (vocals, guitar, Rocksichord, various keyboards) and Janet Weiss (vocals and drums). The group performed as a trio from 2007 to 2011 with the addition of bassist Joanna Bolme.
In 1990, Coomes, Weiss, and Brad Pedinov formed the band Motorgoat. The band released two self-released cassettes and one 7" single before dissolving in 1993. Quasi started recording as a duo in 1993. They played with various additional musicians in early live appearances, but eventually settled on playing live as a duo as well. They self-recorded and self-released a cassette and a CD in 1993. They recorded R&B Transmogrification in the Portland band Pond's basement recording studio and released it on Up Records in 1997. They released two more albums with Up: Featuring "Birds" in 1998 and Field Studies in 1999; both albums were recorded at Jackpot Studios in Portland, Oregon.
In 1998 and 1999 they toured the U.S., Europe, Australia, and Japan opening for and serving as the backup band for Elliott Smith (who Coomes had played with in Heatmiser) as well as touring on their own in the U.S. and Europe. In 2001 They home-recorded The Sword of God and released it on Touch & Go. They released Hot Shit! in 2003 and When the Going Gets Dark in 2006, both on Touch & Go in the U.S. and Domino Records in Europe. In 2009, the band signed with Kill Rock Stars to release their next record.

In 2003, Nobel Laureate Richard E. Smalley identified war as the sixth (of ten) biggest problems facing the society of mankind for the next fifty years. In the 1832 treatise On War, Prussian military general and theoretician Carl von Clausewitz defined war as follows: "War is thus an act of force to compel our enemy to do our will."
While some scholars see warfare as an inescapable and integral aspect of human culture, others argue that it is only inevitable under certain socio-cultural or ecological circumstances. Some scholars argue that the practice of war is not linked to any single type of political organization or society. Rather, as discussed by John Keegan in his History of Warfare, war is a universal phenomenon whose form and scope is defined by the society that wages it. Another argument suggests that since there are human societies in which warfare does not exist, humans may not be naturally disposed for warfare, which emerges under particular circumstances. The ever changing technologies and potentials of war extend along a historical continuum. At the one end lies the endemic warfare of the Paleolithic[citation needed] with its stones and clubs, and the naturally limited loss of life associated with the use of such weapons. Found at the other end of this continuum is nuclear warfare, along with the recently developed possible outcome of its use, namely the potential risk of the complete extinction of the human species.
