STORYLINE
After two days of sometimes acrimonious debate, President Hamid Karzai on Thursday looked likely to win a national peace conference's support for his plan to invite the Taliban to negotiations to try to end Afghanistan's years of war.
But delegates differed about exactly what to offer, and to whom, and when.
They argued over whether the top leadership should be welcomed to the negotiating table.
And some said the three-day jirga, as the conference is known, was too short to achieve a meaningful outcome.
The government says it called together the 1,500 provincial, religious, tribal and other leaders from across the country to advise Karzai on what to try next to end fighting between Taliban insurgents and Afghan forces backed by US and NATO troops.
Discussions meant to guide Karzai's next steps toward ending nearly nine years of war ranged from strengthening Islamic law to the role of the United Nations and the tens of thousands of NATO forces in the country, delegates said.
Ethnic and political fissures opened up in committee sessions held on Thursday, the second day of the jirga, which is to end on Friday.
There was general support for Karzai's desire to offer rank-and-file members of the insurgency amnesty and other incentives to lay down their arms, but delegates were split over the thornier issue of whether the government should negotiate directly with Taliban leaders.
Karzai met with leaders of a Taliban-allied group, Hizb-i-Islami, last March and has repeatedly said Taliban leader Mullah Mohammed Omar should be invited for talks if he accepts the Afghan constitution and renounces al-Qaida.
The Taliban have dismissed the jirga as a "phony reconciliation process" stacked with Karzai's supporters.
The Taliban insist there will be no negotiations until all foreign troops leave Afghanistan - a condition that Karzai could not accept.
The militants underscored their opposition by launching a rocket and suicide bomb attack on the meeting as it opened on Wednesday.
Two militants were killed and three civilians injured, but no delegates were harmed and the jirga went ahead.
Qiamuddin Kashaf, the jirga's deputy chairman, said there was support for forming a new ministry or commission that could push the reconciliation process forward.
He said that debate among delegates - who were split into committees of about 50 on Thursday - was sometimes fierce.
Among key points of difference: whether militant leaders should be removed from a UN blacklist that freezes assets and bars overseas travel, and whether US bounties on the heads of senior Taliban leaders should be lifted.

Ethnic and political fissures opened up in committee sessions held on Thursday, the second day of the jirga, which is to end on Friday.
There was general support for Karzai's desire to offer rank-and-file members of the insurgency amnesty and other incentives to lay down their arms, but delegates were split over the thornier issue of whether the government should negotiate directly with Taliban leaders.
Karzai met with leaders of a Taliban-allied group, Hizb-i-Islami, last March and has repeatedly said Taliban leader Mullah Mohammed Omar should be invited for talks if he accepts the Afghan constitution and renounces al-Qaida.
The Taliban have dismissed the jirga as a "phony reconciliation process" stacked with Karzai's supporters.
The Taliban insist there will be no negotiations until all foreign troops leave Afghanistan - a condition that Karzai could not accept.
The militants underscored their opposition by launching a rocket and suicide bomb attack on the meeting as it opened on Wednesday.
Two militants were killed and three civilians injured, but no delegates were harmed and the jirga went ahead.
Qiamuddin Kashaf, the jirga's deputy chairman, said there was support for forming a new ministry or commission that could push the reconciliation process forward.
He said that debate among delegates - who were split into committees of about 50 on Thursday - was sometimes fierce.
Among key points of difference: whether militant leaders should be removed from a UN blacklist that freezes assets and bars overseas travel, and whether US bounties on the heads of senior Taliban leaders should be lifted.

As Spanish unions waged a general strike on Thursday, challenging their government not yet 100 days old, tourism in one major city at least appeared largely unaffected.
Thursday's stoppage - called to protest changes to labour market rules long regarded as among Europe's most rigid - comes just a day before the government is due to serve up more austerity pain.
A budget expected on Friday is set to feature tens of billions of euros (dollars) in deficit-reduction measures.
The government says the cuts are designed to help Spain in its struggles to satisfy both the European Union and the international investors who determine the country's borrowing costs in the international debt markets - and therefore have a lot of say in whether Spain will follow Greece, Ireland and Portugal in needing a bailout.
In Barcelona though, on Thursday, tourists queued up to see the Sagrada Famiilia basilica as they might on any other day.

Unions said car factories and other industrial sites saw very strong support for the stoppage protesting what they see as the latest taste of bitter medicine the new
conservative government of Prime Minister Mariano Rajoy has prescribed to appease European Union overseers and international investors watching the size of Spain's debt burden and the poor health of its GDP.
The government downplayed the strike as not having a major impact, however, and said it would not falter in its austerity drive, calling the reforms essential to creating jobs and reviving an economy that is expected to contract 1.7 percent this year.
Among other things the changes make it cheaper and easier for companies to lay people off and let them cut their wages unilaterally.

STORYLINE:
Afghanistan's interim leader Hamid Karzai spoke in Rome at the Afghan embassy on Wednesday saying the imminent return of the former Afghan King Zaher Shah would bring stability and peace to Afghanistan.
Mohammad Zaher Shah, 87, is scheduled to return to Kabul on Thursday, accompanied by Prime Minister Hamid Karzai, three weeks after the U.S. and Italy postponed his initial departure date due to security concerns.
Zaher Shah has lived in Italy since 1973, when his cousin ousted him from power in a bloodless coup. Despite his three-decade exile, he is still seen as the only Afghan who can reconcile the country's ethnic and tribal factions after 23 years of war.
In June, the king is scheduled to convene a traditional tribal assembly, or loya jirga, that is to elect a transitional government to rule until elections.
Speaking to journalists at the embassy, Foreign minister Abdullah Abdullah said he was confident about the safety of the King in Afghanistan.
Earlier in the day Karzai met with Italian Senate President Marcello Pera and Margherita Boniver, the Italian Foreign Ministry Undersecretary for Afghan affairs.
On Wednesday afternoon Karzai is expected to meet the former king, Zaher Shah, at his villa on the outskirts of Rome before heading to the airport.

They made progress, significant progress, overnight in defining what it was they were to agree upon. We hope that they will begin exchanging the names of members of this administration in the next 24 hours or so and if they succeed in agreeing on that then I think we will have what we can call a success."

STORYLINE:
The United Nations continued on Sunday to push for a conclusion to the talks between rival factions in Bonn on the make-up of a post-Taliban government in Afghanistan.
Northern Alliance delegates, whose forces now control most of Afghanistan, and the other factions agreed to the broad outline for a power sharing government.
However there has been no agreement as to the names of those who will participate in such a government.
UN spokesman Ahmad Fawzi said the groups were due to report back to the UN special envoy Lakhar Brahimi on Sunday, but stressed the continuing problems with deciding on a list of names.
With (b) billions of dollars of reconstruction aid resting on the successful completion of a deal, the UN continued to make positive statements concerning the talks.
US envoy James F Dobbins was also upbeat about the direction of the talks when he briefed the press.
