Çavuşoğlu graduated from Ankara University in 1988 where he studied international relations. He then received a masters in economics from Long Island University in New York, and doctorates from Bilkent University and the London School of Economics, where he was for a time president of the Turkish Society. He is married with one child.
While serving in parliament, he has chaired the Committee on Migration, Refugees and Population. In November 2009 he met the foreign minister of the Russian Federation, Sergei Lavrov, in the context of a report that the Assembly is preparing on the Soviet famine of 1932–1933.
Çavuşoğlu joined the Parliamentary Assembly of the Council of Europe in 2003 and soon after was named the head of the Turkish delegation and a vice-president of the Assembly. During the January 2010 session of the Assembly he was nominated and elected on January 25, 2010 to replace outgoing President Lluís Maria De Puig of Spain. In the October reshuffle, this was the reason given for why he did not receive extra responsibilities in Prime Minister Recep Tayyip Erdoğan's government. His candidacy for this post was supported by all of Turkey's main parties. He became president just months before Turkey took up the chairmanship of the Committee of Ministers of the Council of Europe (November 2010) and at the same time that there was a Turkish president of the Congress of the Council of Europe. In 2012 he was succeeded by France's Jean-Claude Mignon.
The son of an Army Air Corps serviceman, Kerry was born in Aurora, Colorado. He attended boarding school in Massachusetts and New Hampshire and went on to graduate from Yale University class of 1966, where he majored in political science. He enlisted in the Naval Reserve in 1966 and, during 1968-1969, served a four-month tour of duty in South Vietnam as officer-in-charge (OIC) of a Swift Boat. For that service he was awarded several combat medals that include the Silver Star, Bronze Star, and three Purple Hearts. After returning to the United States, Kerry joined the Vietnam Veterans Against the War in which he served as a nationally recognized spokesperson and as an outspoken opponent of the Vietnam war. During that period, he appeared before the Senate Committee on Foreign Affairs where he deemed United States war policy in Vietnam to be the cause of "war crimes".

Referring to Dujarric remarks, Cavusoglu said: "He did not say these in a press conference. This was a remark in response to a question asked as he walked in the aisle."
Turkish President Recep Tayyip Erdogan on Tuesday lodged a criminal complaint against Can Dundar, the editor-in-chief of the Cumhuriyet newspaper that carried images allegedly showing arms being transported to Syria by the Turkish intelligence service.
In the complaint, passed on to the Ankara Chief Public Prosecutor's Office by Erdogan's lawyer Muammer Cemiloglu, Dundar is accused of committing a crime by publishing "false footage and information in an attempt to bring down the Republic of Turkey and prevent the state from carrying out its duties."
Cumhuriyet’s story was about the stopping of trucks by Turkish gendarmerie forces in southern Adana and Hatay provinces in January 2014.
Photographs and video appeared to show crates allegedly filled with weapons and ammunition stacked under boxes containing medical supplies. In one photograph, the arms’ serial numbers are visible.
"These are the attempts that want to portray Turkey as a country that supports terrorism. But Turkey is a country that always fights against terrorism and also now Turkey is the most resolute country that struggles with terrorist organizations in the region, particularly Daesh," said Cavusoglu.
Turkey inked an agreement with the U.S. in February to train and equip moderate Syrian opposition forces as part of the U.S.-led coalition’s effort to battle Daesh.
Cavusoglu said: "It is clear that Daesh is no longer on the defensive, it is again on the attack both in Syria and in Iraq. The regime [of Bashar al-Assad] and Daesh stand shoulder to shoulder."
On Tuesday, Cavusoglu said the Syrian regime has clearly given air support to Daesh. "We have always said that the [Syrian] regime and Daesh are in cooperation," he added.
The minister said the train-and-equip program had already started in Turkey and Jordan. He announced that it will start in Saudi Arabia and Qatar soon.
Cavusoglu also said that the U.K. has asked to support the program. "In principle, we are open to the British support, but we [with the U.K.] have not decided upon the area, in which it would give support."
The minister reiterated that the program for Syrian opposition forces is not enough on its own. "All kinds of alternatives are possible, including a military operation," he added.
- Claims on Morsi's citizenship
Meanwhile, touching upon the claims that Turkey would give citizenship to Egypt's ousted president Mohamed Morsi, Cavusoglu said: "This is out of question. There was no initiative in this regard."
An Egyptian court referred 122 out of 166 defendants -- including Morsi -- to the grand mufti to consider possible death sentences over charges of espionage and a jailbreak during Egypt's 2011 uprising.
Cavusoglu said it is not possible for Turkey to recognize a "coup regime".
Turkey has been among the few countries to openly call the 2013 seizure of power by the Egyptian army -- headed at the time by current President Abdel-Fattah el-Sisi – as a "military coup".

'Libyan officials apologize for Tuna-1 incident'
Çavuşoğlu also talked about the Tuna-1 incident that happened on May 10, when a Turkish cargo ship off the coast of the port city of Tobruk was attacked in international waters with no warning.
"During my visit to Kuwait for Organization of the Islamic Cooperation meeting, Libyan officials apologized for the Tuna-1 incident," Çavuşoğlu said.
"It was barbaric to attack a civil ship without any warning," he said, adding that he and his counterparts held a "constructive" meeting on the matter.
Libya's Tripoli-based parliament had condemned the incident as well.
Train and equip program for Syrian opposition
Asked about the details of the nascent train-and-equip project by the U.S. and allies for Syrian rebels, Çavuşoğlu said approximately 2,000 people would complete the program in a year.
"I can give no details about military-concerning parts, but they the trainees should have some set of skills. We think and implement in accordance with the U.S.," he said.
Turkey inked an agreement with the U.S. in February to train and equip moderate Syrian opposition forces.
Çavuşoğlu told a local Turkish daily on May 16 that 300 Syrian fighters had arrived for the program on May 9.
Saudi Arabia, Qatar and Jordan have also agreed to join the effort to train Syrian opposition. The U.S. plans to train as many as 5,000 Syrians during a 12-month period, according to the Pentagon.
'The coup regime dragging Egypt to disaster'
Regarding the latest situation in Egypt, Çavuşoğlu said, "The coup regime is dragging Egypt to disaster."
"We are voicing this issue in every platform, saying we are worried about the regime pushing all opposition underground," the Turkish foreign minister said.
"Egypt is in a terrible situation right now. We want a strong, stable Egypt. Without foreign help, Egypt would collapse instantly," he added.
On May 16, Morsi and more than 100 Muslim Brotherhood supporters were sentenced to death by a Cairo court in connection with a mass jail break in 2011.
The court referred 122 out 166 defendants, including Morsi to the grand mufti to consider death sentences against them over charges of jailbreak and espionage.
Last month, Morsi -- who became Egypt's first democratically elected president in 2012 after the ousting of President Hosni Mubarak -- and 12 co-defendants were sentenced to 20 years in prison for organizing attacks on protesters in 2012.
Morsi was ousted in July 2013 by a coup that was led by incumbent Egyptian President Abdel Fattah el-Sisi who then acted as defense minister to end Morsi's rule and suspend the constitution.

Libya's Tripoli-based parliament had condemned the incident as well.
Train and equip program for Syrian opposition
Asked about the details of the nascent train-and-equip project by the U.S. and allies for Syrian rebels, Çavuşoğlu said approximately 2,000 people would complete the program in a year.
"I can give no details about military-concerning parts, but they the trainees should have some set of skills. We think and implement in accordance with the U.S.," he said.
Turkey inked an agreement with the U.S. in February to train and equip moderate Syrian opposition forces.
Çavuşoğlu told a local Turkish daily on May 16 that 300 Syrian fighters had arrived for the program on May 9.
Saudi Arabia, Qatar and Jordan have also agreed to join the effort to train Syrian opposition. The U.S. plans to train as many as 5,000 Syrians during a 12-month period, according to the Pentagon.
'The coup regime dragging Egypt to disaster'
Regarding the latest situation in Egypt, Çavuşoğlu said, "The coup regime is dragging Egypt to disaster."
"We are voicing this issue in every platform, saying we are worried about the regime pushing all opposition underground," the Turkish foreign minister said.
"Egypt is in a terrible situation right now. We want a strong, stable Egypt. Without foreign help, Egypt would collapse instantly," he added.
On May 16, Morsi and more than 100 Muslim Brotherhood supporters were sentenced to death by a Cairo court in connection with a mass jail break in 2011.
The court referred 122 out 166 defendants, including Morsi to the grand mufti to consider death sentences against them over charges of jailbreak and espionage.
Last month, Morsi -- who became Egypt's first democratically elected president in 2012 after the ousting of President Hosni Mubarak -- and 12 co-defendants were sentenced to 20 years in prison for organizing attacks on protesters in 2012.
Morsi was ousted in July 2013 by a coup that was led by incumbent Egyptian President Abdel Fattah el-Sisi who then acted as defense minister to end Morsi's rule and suspend the constitution.

Turkish FM: UN official's remarks not meant for Turkey
Remarks by a UN spokesman about arms shipments to warring Syrian forces were not directed at Turkey, Foreign Minister Mevlut Cavusoglu said Thursday.
In a live interview with the private A Haber TV channel, Cavusoglu said that several newspaper stories claiming that the UN had criticized Turkey about arms deliveries to Syria were wrongheaded.
Cavusoglu said: "It is not true that the remarks [by UN spokesman Stephane Dujarric] was directed at Turkey as stories published in one or two newspapers said. The spokesman just recalled the UN's resolutions and its position on this issue."
A number of reports in the Turkish media quoted UN spokesman Stephane Dujarric as saying: "The fundamental principle of the secretary-general is definite. The UN supports peace-oriented acts for resolution of the conflict in Syria. The UN is against arms shipments to any of the warring sides in Syria."
Cavusoglu said: "When the international organizations want to make such statements, they either hold a press conference, or they answer a question in a press event, or they make a written statement."
Referring to Dujarric remarks, Cavusoglu said: "He did not say these in a press conference. This was a remark in response to a question asked as he walked in the aisle."
Turkish President Recep Tayyip Erdogan on Tuesday lodged a criminal complaint against Can Dundar, the editor-in-chief of the Cumhuriyet newspaper that carried images allegedly showing arms being transported to Syria by the Turkish intelligence service.
In the complaint, passed on to the Ankara Chief Public Prosecutor's Office by Erdogan's lawyer Muammer Cemiloglu, Dundar is accused of committing a crime by publishing "false footage and information in an attempt to bring down the Republic of Turkey and prevent the state from carrying out its duties."
Cumhuriyet’s story was about the stopping of trucks by Turkish gendarmerie forces in southern Adana and Hatay provinces in January 2014.
Photographs and video appeared to show crates allegedly filled with weapons and ammunition stacked under boxes containing medical supplies. In one photograph, the arms’ serial numbers are visible.
"These are the attempts that want to portray Turkey as a country that supports terrorism. But Turkey is a country that always fights against terrorism and also now Turkey is the most resolute country that struggles with terrorist organizations in the region, particularly Daesh," said Cavusoglu.
Turkey inked an agreement with the U.S. in February to train and equip moderate Syrian opposition forces as part of the U.S.-led coalition’s effort to battle Daesh.
Cavusoglu said: "It is clear that Daesh is no longer on the defensive, it is again on the attack both in Syria and in Iraq. The regime [of Bashar al-Assad] and Daesh stand shoulder to shoulder."
On Tuesday, Cavusoglu said the Syrian regime has clearly given air support to Daesh. "We have always said that the [Syrian] regime and Daesh are in cooperation," he added.
The minister said the train-and-equip program had already started in Turkey and Jordan. He announced that it will start in Saudi Arabia and Qatar soon.
Cavusoglu also said that the U.K. has asked to support the program. "In principle, we are open to the British support, but we [with the U.K.] have not decided upon the area, in which it would give support."
The minister reiterated that the program for Syrian opposition forces is not enough on its own. "All kinds of alternatives are possible, including a military operation," he added.
- Claims on Morsi's citizenship
Meanwhile, touching upon the claims that Turkey would give citizenship to Egypt's ousted president Mohamed Morsi, Cavusoglu said: "This is out of question. There was no initiative in this regard."
An Egyptian court referred 122 out of 166 defendants -- including Morsi -- to the grand mufti to consider possible death sentences over charges of espionage and a jailbreak during Egypt's 2011 uprising.
Cavusoglu said it is not possible for Turkey to recognize a "coup regime".
Turkey has been among the few countries to openly call the 2013 seizure of power by the Egyptian army -- headed at the time by current President Abdel-Fattah el-Sisi – as a "military coup".

Turkish FM says Ankara 'would have sheltered Rohingya'
Turkey's Foreign Minister Mevlüt Çavuşoğlu said Ankara would have sheltered the Muslim Rohingya and Bangladeshi migrants with merchant ships close to the Andaman Sea if Indonesia and Malaysia had not.
Çavuşoğlu made the remarks at a live televised interview in İzmir province late May 29. "Turkey offered help with the issue and will continue its support," he said.
Malaysia and Indonesia announced on May 20 that they had agreed to offer temporary shelter to the Muslim Rohingya and Bangladeshi migrants -- thousands of whom are stranded on the Andaman Sea -- but only if the international community agrees to then resettle them after one year.
'Libyan officials apologize for Tuna-1 incident'
Çavuşoğlu also talked about the Tuna-1 incident that happened on May 10, when a Turkish cargo ship off the coast of the port city of Tobruk was attacked in international waters with no warning.
"During my visit to Kuwait for Organization of the Islamic Cooperation meeting, Libyan officials apologized for the Tuna-1 incident," Çavuşoğlu said.
"It was barbaric to attack a civil ship without any warning," he said, adding that he and his counterparts held a "constructive" meeting on the matter.
