In humans, it is the general condition of a person's mind and body, usually meaning to be free from illness, injury or pain]] (as in "good health" or "healthy"). The World Health Organization (WHO) defined health in its broader sense in 1946 as "a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity." Although this definition has been subject to controversy, in particular as lacking operational value and because of the problem created by use of the word "complete," it remains the most enduring. Other definitions have been proposed, among which a recent definition that correlates health and personal satisfaction. Classification systems such as the WHO Family of International Classifications, including the International Classification of Functioning, Disability and Health (ICF) and the International Classification of Diseases (ICD), are commonly used to define and measure the components of health. Systematic activities to prevent or cure health problems and promote good health in humans are undertaken by health care providers. Applications with regard to animal health are covered by the veterinary sciences. The term "healthy" is also widely used in the context of many types of non-living organizations and their impacts for the benefit of humans, such as in the sense of healthy communities, healthy cities or healthy environments. In addition to health care interventions and a person's surroundings, a number of other factors are known to influence the health status of individuals, including their background, lifestyle, and economic and social conditions; these are referred to as "determinants of health..." The maintenance and promotion of health is achieved through different combination of physical, mental, and social well-being, together sometimes referred to as the "health triangle." The WHO's 1986 Ottawa Charter for Health Promotion further stated that health is not just a state, but also "a resource for everyday life, not the objective of living. Health is a positive concept emphasizing social and personal resources, as well as physical capacities." Focusing more on lifestyle issues and their relationships with functional health, data from the Alameda County Study suggested that people can improve their health via exercise, enough sleep, maintaining a healthy body weight, limiting alcohol use, and avoiding smoking. The ability to adapt and to self manage have been suggested as core components of human health. The environment is often cited as an important factor influencing the health status of individuals. This includes characteristics of the natural environment, the built environment, and the social environment. Factors such as clean water and air, adequate housing, and safe communities and roads all have been found to contribute to good health, especially to the health of infants and children. Some studies have shown that a lack of neighborhood recreational spaces including natural environment leads to lower levels of personal satisfaction and higher levels of obesity, linked to lower overall health and well being. This suggests that the positive health benefits of natural space in urban neighborhoods should be taken into account in public policy and land use. Genetics, or inherited traits from parents, also play a role in determining the health status of individuals and populations. This can encompass both the predisposition to certain diseases and health conditions, as well as the habits and behaviors individuals develop through the lifestyle of their families. Alameda County’s children have some of the worst teeth in the country – a problem hidden inside their mouths that the Surgeon General calls the “silent epidemic.” It was first documented in 2006, when a dental health assessment outlined the crisis in a study.
In June 2011, we discovered the study while searching online for historical health research papers about Alameda County (where our TV station is located.) After reading the 2006 report, our intention was to produce a story to update the progress that had been made over the last five years. A conversation with the county dental health administrator, however, revealed that the problem had actually gotten worse – “epidemic” in proportion -- as the he tells us on camera.
Our three-pronged series attempts to answer three key questions: 1) How bad is the problem? 2) What organic factors contributed to cause and transmission of children’s dental disease over the years? 3) In the wake of heavy budget cuts, what is the community doing about its crisis?
Many families in Alameda County don’t have access to dental care because of social and cultural challenges -- lack of money, language and cultural barriers, and lack of health insurance. Many politely refused to go on camera. We tell their story through the people helping them – dentists, health advocates, a school principal, and the county dental health administrator.
Our series helped to ignite action. In November 2011, six months after we began our inquiries, the Alameda County dental health administrator released a new 28-page dental health strategic plan for the county. It calls for stepped up community action over the next five years (2012-2017) and provides a guideline for achieving measurable results.
On January 26, 2012, California Senate Bill 694 -- a bill to improve dental health “especially to the most vulnerable children” -- was passed with overwhelming bi-partisan support by the state Senate.

On April 25, 2013 the Asian Law Caucus honored Lillian Galedo with the Yuri Kochiyama Lifetime Achievement Award at its 41st Anniversary Annual Dinner. Film by Joshua Chuck.
Lillian Galedo was born and raised in Stockton, California where her immigrant parents were farm workers. She has been an activist since college at U.C. Davis where she helped found the first Asian American History classes.
Lillian has worked at Filipino Advocates for Justice (FAJ), formerly Filipinos for Affirmative Action, since 1980 and has been executive director since 1982. Since coming to FAJ, Lillian has sought to build an institution for the Filipino community that would provide services and be involved in social justice issues. She helped shape FAJ’s work on youth leadership development, immigration, support for low-wage workers and civic engagement. FAJ is a lead organization in the California campaign for a Domestic Worker Bill of Rights and the Dignity Campaign for Real Immigration Reform.
Over the years Lillian has also helped to build coalitions to fight against repressive immigration legislation, starting with the Simpson-Mazzoli bill in the early 1980s. She helped to found the National Filipino Immigrant Rights Coalition, Coalition for Immigrant and Refugee Rights, Oakland Asian Cultural Center, the National Network for Immigrant and Refugee Rights, Filipino Civil Rights Advocates, and for the past 20 years, has been involved in the campaign to win recognition and equal benefits for Filipino veterans of World War II.
As Executive Director of Filipino Advocates for Justice, Lillian Galedo has been a stalwart partner in ALC’s civil rights work for decades. From issues ranging from immigration to worker rights, Lillian has always been a leader in the San Francisco Bay Area region. More recently, since 2010, ALC and FAJ jointly engaged in election protection efforts to ensure that immigrant voters throughout Alameda County have full and equal access to the ballot.
She is a recipient of the Wallace Alexander Gerbode Foundation Fellowship (1990), the Alston Bannerman Fellowship (1997), and the Eureka Communities Fellowship (1998). She was among the 100 Most Influential Filipinas in 2007, according to the Filipina Women’s Network. She holds a Masters Degree in Philippine Studies from Goddard College of Vermont (1979). She is married to David Bacon and has three grown daughters, Micaela, Yolanda and Miel.
