As cities strengthen their international and cultural influence, the global world is acted out most articulately in the world's urban hubs - through its diverse cultures, broad networks and innovative styles of governance.
Cities, Cultural Policy and Governance examines how governance and cultural policy play out in a national and international framework, and covers issues that fully comprehend a city's cultural dynamics and its impact on policy including alternative economies, creativity, migration, diversity, sustainability, education and urban planning. The book is ideal for students, scholars and researchers interested in sociology, urban studies, cultural studies, and public policy. Galina began her career as an account manager at Saatchi&Saatchi; advertising agency in 2005 and later worked both in commercial and non-commercial sectors. In 2011 Galina completed her MA in arts management at Janacek Academy of Music and Performing Arts in Brno (Czech Republic) and started work at the Mayor's Office Department of culture as a specialist on development and cultural policy. Since 2014 she was Executive Director of a non-profit foundation "Almadeniet" and supervised several biggest city events of the Department of culture. Her Almadeniet team organized projects within framework of intergovernmental programme "Almaty - Cultural Capital of CIS Countries 2014". In 2014 Galina joined a working group, which has been developing concept of the cultural policy of Kazakhstan. Now Galina is Head of Arts at the British Council Kazakhstan.
Malaika Toyo/ Cultural Policy Researcher/ Nigeria:
Malaika Toyo has had more than 5 years experience managing projects in the field of macroeconomics policy development which has led her to work with organizations such as the United Nations, African Union, Arterial Network and African Arts Institute. With a degree in International Economics, she has amassed a rich understanding of the challenges and requirements needed in addressing policy issues in Africa. Curious about a more micro and contextual approach to sustianable development, in 2012, Malaika switched her focus to understanding the cultural dimensions of development. This led her to undergo a Masters programme in Creative and Media Enterprises at the University of Warwick.As co-founder of CaliRocks Movement and committee member of Arterial Network she is very much interested in research focusing on the African Creative Economy and the cultural policies that guide this economy. Malaika was responsible for organizing the first Arts and Culture Indaba organized by the City of Cape Town’s Arts and Culture Department. She is passionate about projecting the untapped potential of the African cultural and creative sector in address future challenges. Based in Lagos Nigeria, she now runs a White Space Creative Agency where she is constantly identifying opportunities that can empower creative talent in both the formal or informal sector of Nigeria.
Monika Niki Tsiliberdi/ Ministry of Culture/ Greece:
Monika Niki Tsiliberdi is the Head of the Department for Synergies and Multilateral Cooperation of the Hellenic Ministry of Culture and Education, and a member of the Managing Committee of the Creative Europe Programme and the OMC group of the EU on Access to Finance for the CCIs. She studied Archaeology and History of Arts at the Philosophical School of Athens University and holds a Master of Arts in Landscape Studies from the University of Leicester in Great Britain. Currently she is working on her doctorate thesis on cultural and creative clusters in Athens at Panteion University.

The Institute for Creative Enterprise (ICE) is Edge Hill University’s practice-led and theoretically grounded interdisciplinary research forum which connects us with the digital and creative economy and with cultural institutions.
This talk will present and critique the Northern Powerhouse concept from the perspective of the arts. It will explore how cultural policy and arts funding decisions are made, both in theory and in practice, and discuss tensions between funding priorities: should we be funding buildings, or audiences and art? By reviewing Arts Council England’s approach to funding in the English regions, the talk will also investigate the benefits of alternative business models in the performing arts, not least the relatively new national theatre companies in Scotland and Wales.

Cultural Policy is the area of public policy-making that governs activities related to the arts and culture. Generally, this involves fostering processes, legal classifications and institutions which promote cultural diversity and accessibility, as well as enhancing and promulgating the artistic, ethnic, sociolinguistic, literary and other expressions of all people – especially those of indigenous or broadly-representative cultural heritage. Applications of cultural policy-making at the nation-state level could include anything from providing community dance classes at little-to-no cost, to hosting corporate-sponsored art exhibitions, to establishing legal codes (such as the U.S. Internal Revenue Service’s 501(c)(3) tax designation for not-for-profit enterprises) and political institutions (such as the various ministries of culture and the National Endowment for the Humanities and the National Endowment for the Arts in the United States). Similar significant organisations in the United Kingdom include the Department for Culture, Media and Sport (DCMS), and Arts Council England.

As Executive Director of the President's Committee on the Arts and the Humanities, Rachel Goslins has made the advisory committee to the White House the most active it's been since its founding in 1982. She has worked with the USCIS to make the foreign artist visa process easier for performing arts organizations; contributed to the Haiti Cultural Recovery Project after the 2010 earthquake; made arts education a priortity of the First Lady and the Department of Education with the creation of the Turnaround Arts education reform initiative; and overseen the development of the National Student Poets Program. On Wednesday, September 2, she will be coming to Teachers College, Columbia University, to talk about the President's Committee, what advising the White House on cultural policy entails, and how she realized the importance of relationship-building to get the job done and make the Committee more active and visible than under any previous administration. Read more about Director Goslins below: Rachel Goslins was appointed Executive Director of the President’s Committee on the Arts and the Humanities by President Obama in 2009. She is a documentary director and producer. Her short film, Onderduiken, on her family's history in hiding in Holland during the Holocaust, is used in civil rights curricula for Northern California high schools. Her feature films include 'Bama Girl, an award-winning documentary following a black woman running for Homecoming Queen at the University of Alabama, which aired on the IFC Channel, and God's House, a film about Albanian Muslims who saved Jews during WWII, currently in post-production. She has also been active in arts administration, acting as the Programming Director for the Impact Film Festival, which screened issue-oriented independent films and documentaries at both the Democratic and Republican National Conventions in 2008 and serving as the Director of the Independent Digital Distribution Lab, a joint PBS/ITVS project focused on distributing independent films online. Earlier in her film career, she worked on productions for National Geographic, Discovery, PBS, A&E; and the History Channel. Prior to that Ms. Goslins served as an international copyright attorney for the firm of Gibson Dunn & Crutcher, and Attorney-Advisor in the office of Policy and International Affairs in the U.S. Copyright Office. -

Activating the Committee: Cultural Policy Under the Obama Administration
As Executive Director of the President's Committee on the Arts and the Humanities, Rachel Goslins has made the advisory committee to the White House the most active it's been since its founding in 1982. She has worked with the USCIS to make the foreign artist visa process easier for performing arts organizations; contributed to the Haiti Cultural Recovery Project after the 2010 earthquake; made arts education a priortity of the First Lady and the Department of Education with the creation of the Turnaround Arts education reform initiative; and overseen the development of the National Student Poets Program. Malaika Toyo has had more than 5 years experience managing projects in the field of macroeconomics policy development which has led her to work with organizations such as the United Nations, African Union, Arterial Network and African Arts Institute. With a degree in International Economics, she has amassed a rich understanding of the challenges and requirements needed in addressing policy issues in Africa. Curious about a more micro and contextual approach to sustianable development, in 2012, Malaika switched her focus to understanding the cultural dimensions of development. This led her to undergo a Masters programme in Creative and Media Enterprises at the University of Warwick.As co-founder of CaliRocks Movement and committee member of Arterial Network she is very much interested in research focusing on the African Creative Economy and the cultural policies that guide this economy. Malaika was responsible for organizing the first Arts and Culture Indaba organized by the City of Cape Town’s Arts and Culture Department. She is passionate about projecting the untapped potential of the African cultural and creative sector in address future challenges. Based in Lagos Nigeria, she now runs a White Space Creative Agency where she is constantly identifying opportunities that can empower creative talent in both the formal or informal sector of Nigeria.

On Wednesday, September 2, she will be coming to Teachers College, Columbia University, to talk about the President's Committee, what advising the White House on cultural policy entails, and how she realized the importance of relationship-building to get the job done and make the Committee more active and visible than under any previous administration.

Her short film, Onderduiken, on her family's history in hiding in Holland during the Holocaust, is used in civil rights curricula for Northern California high schools. Her feature films include 'Bama Girl, an award-winning documentary following a black woman running for Homecoming Queen at the University of Alabama, which aired on the IFC Channel, and God's House, a film about Albanian Muslims who saved Jews during WWII, currently in post-production. She has also been active in arts administration, acting as the Programming Director for the Impact Film Festival, which screened issue-oriented independent films and documentaries at both the Democratic and Republican National Conventions in 2008 and serving as the Director of the Independent Digital Distribution Lab, a joint PBS/ITVS project focused on distributing independent films online. Earlier in her film career, she worked on productions for National Geographic, Discovery, PBS, A&E; and the History Channel. In 2012, Chicago Shakespeare Theater launched Chicago Shakespeare in the Parks, which tours a professional production – free for all – to culturally underserved neighborhoods across Chicago. The program was inspired by a Cultural Mapping Project conducted by the University of Chicago and the City of Chicago's Cultural Plan. Catalyzed by the reality that large portions of greater Chicago showed low participation in the arts, Chicago Shakespeare challenged itself, and its supporters and partners, to engage with these neighborhoods in a bold and creative new way. Brooke discusses the development, launch and success of this important Chicago Shakespeare civic engagement initiative.
As Director of Institutional Advancement, Brooke Flanagan leads Chicago Shakespeare's fundraising programs and serves as a strategic partner to the Board of Directors, Artistic and Executive Directors. Prior to joining CST, Brooke spent seven seasons at Steppenwolf. Prior to this, she held positions at Ravinia Festival, League of Chicago Theatres and Santa Fe Opera.
Brooke is a board member of Arts Alliance of Illinois and a former board member of the Association of Fundraising Professionals, Chicago Chapter. She serves as a featured panelist at national conferences and workshops, co-chaired the AFP Chicago Conference (2006, 2007) and co-chaired the National Alliance for Musical Theatre Spring Conference (2013). The Organisation
“All possession should go to those who make the most out of it.” – Bertolt Brecht: Caucasian Chalk Circle. Krétakör is a foundation which consists of three organisational sub-structures, namely: the production office, the performing art atelier and the media art atelier.
Method
Krétakör defined its activities by introducing the notion of Creative Community Games.
A creative community game is a performing act carried out in a group, during which participants express their feeling of freedom on the grounds of a set of common rules negotiated. The feeling of freedom is a state of consciousness in which the individual is capable of providing constructive responses to environmental stimuli. A feeling of freedom surfaces when the community does not constrain the creativity of the individual, but instead exploits it. Creative community games extend to include every human activity which ensures fair and decent play for participating individuals; is realised through effective cooperation and solidarity and satisfies the basic needs of the “homo ludens”.
It is creative, since it approaches social issues and problems in a creative and innovative manner; mediates knowledge to participants and makes them active and encourages them to make decisions.
It builds on the community by viewing partners and participants as cooperating agents; is adamant about strengthening civil society self-determination and supporting initiatives taking a bottom-up approach.
It is a game, since it describes the event to be created with the terminology used in games, in other words, considers empirical experience exchange as the only single constructive pedagogical and socialisation method.

Hi Collegues, my name is Isabela Rojas Suso and for those who don't know I'm a cultural manager and an active promoter of the artistic expressions that help us to become better members of society individually and collectively.
As an art lover and a citizen from a undeveloping country that has been affected by war, which has led to evident social problems like child abuse, and forced child recruitment just to name a few. I have realized that one of my missions in life is to link my love for the arts with my Colombian community. This, in in order to help and provide opportunities to those who haven't been that lucky, for those who don't have the basic needs resolved, and specially for those who have been involved in the cruelty of the war.
For this reason I believe that a Cultural Policy should exist to serve the people affected by the war.
The first key priority for a policy is that it should be flexible. In other words this should be able to work in a decentralized way.
Secondly, a cultural policy should be based on active partnerships between Central and Local Governments and other private organizations (local or international).
Thirdly, the policy should have detailed strategies of how the different partnerships dialogue in order to guarantee the correct implementation of the programs.
Finally, if the policy is implemented this should be guided and articulated by the Cultural Ministry Department, which has the possibility of putting these childrens reality into the National debate and other lobby spaces.
This methodology can be affective to reach people and involve them to support the idea that art can change people's life. In this case the children's life in Colombia.

About the book:
Grounded in painstaking research, To Defend the Revolution Is to Defend Culture revisits the circumstances which led to the arts being embraced at the heart of the Cuban Revolution. Introducing the main protagonists to the debate, this previously untold story follows the polemical twists and turns that ensued in the volatile atmosphere of the 1960s and ’70s. The picture that emerges is of a struggle for dominance between Soviet-derived approaches and a uniquely Cuban response to the arts under socialism. The latter tendency, which eventually won out, was based on the principles of Marxist humanism. As such, this book foregrounds emancipatory understandings of culture.
To Defend the Revolution Is to Defend Culture takes its title from a slogan – devised by artists and writers at a meeting in October 1960 and adopted by the First National Congress of Writers and Artists the following August – which sought to highlight the intrinsic importance of culture to the Revolution. Departing from popular top-down conceptions of Cuban policy-formation, this book establishes the close involvement of the Cuban people in cultural processes and the contribution of Cuba’s artists and writers to the policy and praxis of the Revolution. Ample space is dedicated to discussions that remain hugely pertinent to those working in the cultural field, such as the relationship between art and ideology, engagement and autonomy, form and content. As the capitalist world struggles to articulate the value of the arts in anything other than economic terms, this book provides us with an entirely different way of thinking about culture and the policies underlying it.

Yúdice has several individual and collaborative research projects under way:
•Aesthetics Out of Bounds examines a range of projects that claim to have aesthetic value even as they work in other than artistic and literary spheres: the media, urban revitalization, social movements, etc.
•Cultural Networking in Central America follows the organizational efforts of myriad cultural actors (from artists, musicians and writers to indigenous craftspersons and cultural tourism initiatives) to create a regional market and distributional system as a means to surpass the obstacles of the small and poor economies of the region.

George Yúdice received his B.A. (Chemistry) from Hunter College, CUNY; his M.A. (Spanish) from the University of Illinois, Champaign-Urbana; and his Ph.D. (Romance Languages) from Princeton University (1977). His teaching includes critical theory, literary and cultural studies; his courses range from contemporary aesthetics and politics to urban imaginaries, to film recreations of literary works, Mapping Miami, and cultural policy in Latin America. He also teaches in the Program in Latin American Studies and he is director of the Miami Observatory on Communication and Creative Industries (www.miamiobservatory.org), which tracks work in music, theater, audiovisual, culture-based urban revitalization, cultural networks throughout the Americas, and community-based projects in South Florida. Yúdice has several individual and collaborative research projects under way:
•Aesthetics Out of Bounds examines a range of projects that claim to have aesthetic value even as they work in other than artistic and literary spheres: the media, urban revitalization, social movements, etc.
•Cultural Networking in Central America follows the organizational efforts of myriad cultural actors (from artists, musicians and writers to indigenous craftspersons and cultural tourism initiatives) to create a regional market and distributional system as a means to surpass the obstacles of the small and poor economies of the region.

Attendees will get a behind the scenes look into the framework of the developmental pilot and subsequent evolution that inspired the proliferation of accessible artistic offerings for all Chicagoans.

#2: Can artifacts morally be in one place and legally in another, or are they the same?
#3: What defines looting? When is "looting" permissible?
#4: Considering our case studies, does "absolute inalienability" apply and should it be the end all argument to determining "ownership".

His work explores cultural policy, human development, music industries, and the cultural economy. He is a member of the U40 Network, and is winner of the 2012 Cultural Policy Research Award, which resulted in the publication Developing Cultural Industries: Learning From the Palimpsest of Practice (European Cultural Foundation, 2015). He is co-editor (with Miikka Pyykkönen and JP Singh) of the forthcoming book Globalization, Culture, and development: The UNESCO Convention on Cultural Diversity (Palgrave Macmillan, 2015).

Wenn die These stimmt, dass neue Entwicklungen immer von den Rändern her ihren Ausgang nehmen, dann möchte die Veranstaltung die kulturpolitischen Konsequenzen untersuchen, die sich aus der Frage ergeben, ob sich Peripherien auf Grund der aktuellen Zentralisierungsgrades mit dem dauerhaften Verlust an Eigenständigkeit abfinden müssen oder ganz im Gegenteil einen neuen Stellenwert erhalten.
Das geplante eintägige Symposium stellt eine konsequente Weiterführung der Diskussion der letztjährigen Veranstaltung „Cultural Policies in Cities“ dar. Deren Beiträge haben die wachsende machtpolitische Bedeutung von Städten deutlich gemacht. Ihnen gegenüber stehen Räume abseits der großen Ballungsräume, die gezwungen sind, sich auch kulturell neu zu definieren. Diese Entwicklung betrifft aber auch die urbanen Zentren selbst, wenn deren Ränder – siehe die Vorstädte europäischer Hauptstädte - sich zunehmend vom zentralen Geschehen abkoppeln.
Die Veranstaltung am 22. April 2015 an der Universität für angewandte Kunst Wien möchte das Phänomen der Peripherie von verschiedenen Blickwinkeln aus betrachten. Immerhin lässt sich der Begriff nicht nur politisch, geographisch und soziologisch, darüber hinaus ästhetisch, in jedem Fall sowohl theoretisch als auch anhand kulturpolitischer Praktiken untersuchen.
