Commissioner Hearings: Ylva Johansson
Employment Minister Johansson is “someone to get the job done”, according to von der Leyen. She will take over some duties from current Greek Commissioner Dimitris Avramopoulos as Commissioner for Home Affairs. Her main task will be to relaunch asylum reform efforts and make sure there are legal migration routes to the EU. Johansson’s services will also tackle terrorist content online and radicalisation. After an underwhelming hearing on 1 October, the Swede will have to face further questions.

The Civil Liberties Committee held a first debate about the Commission’s proposals with Vice-President Margaritis Schinas and Commissioner Ylva Johansson on Thursday. Some MEPs considered the initiative to be “a step in the right direction”, to help front-line countries, and others admitted it might be the only way forward, given the position of several EU member states. All requested more information about how the pact would be applied on the ground.
Many speakers referred to the situation on Lesvos, following the fire in Moria refugee camp, and asked whether the new rules will prevent that humanitarian disaster from being repeated. They raised questions about whether fundamental rights will be respected in the new screening and border procedures and the detention of asylum-seekers. Several regretted that the Commission has not removed the contentious principle of the current Dublin Regulation, that the country of first-entry must deal with an asylum-claim.
EU countries that do not want to transfer refugees to their territory would be given the option to sponsor returns of those without a right to stay instead; MEPs wondered what will happen if most member states opt for the latter. There were also questions raised about the enforcement mechanisms to ensure the new rules are effectively applied.
Some MEPs complained that cooperation with third countries does not include the establishment of hotspots to process asylum requests outside European territory and insisted the EU must be tougher on smugglers.

Johansson added, "We need a fresh start on migration and this is the right moment."
The Moria migrant camp was the largest in Europe, exceeding almost four times its maximum capacity of 3,100 people, hosting around 13,000 migrants living in poor sanitary conditions.
The Greek authorities built a new 3,000 capacity camp over the weekend to house some of the migrants left without any shelter in the aftermath of the fires.

European Commission announced a new Migration Pact promising a “fresh start” to live up to European values while addressing the challenges facing migrants and refugees. Doctors Without Borders/Médecins Sans Frontières (MSF) is saying loud and clear to European leaders that a fresh start on migration can only begin with radical change. No more containment camps at Europe’s borders. No more violence by security forces. No more abandoning people at sea. No more deals to send people fleeing violence back to unsafe countries.
The announcement of the new migration pact comes soon after fires destroyed Greece’s Moria refugee camp, the largest refugee camp in Europe. The fires displaced thousands of migrants and asylum-seekers from an overcrowded and dangerous camp, making them homeless once again. MSF has repeatedly warned of the dangers in Moria camp, as almost five years of trapping people in these conditions can only lead to despair and tensions. We have been calling for these people to be evacuated to a safe place on the mainland or to other European countries. Instead, a new camp is under construction.
Fire Moria Camp: Call for urgent evacuation and radical change
Together we are calling on European leaders to act now. The fire in Moria camp on the Greek island of Lesvos was a disaster waiting to happen. The biggest refugee camp in Europe has gone up in flames, leaving over 12,000 people without shelter, amidst the global pandemic. The European migration policies that trap people in inhumane conditions across the Greek islands must end.
Moria camp was more than an overcrowded and unsafe camp. It had become a symbol of how Europe treats people on the move. For years, we have witnessed the harmful impact of European policies on people’s lives: appalling conditions in camps on the islands, numerous deaths at sea, violence and pushbacks at the borders of Europe.
The European Union is at a critical turning point, soon presenting a ‘fresh start’ on migration (in the form of a new Migration and Asylum Pact). The whole world witnessed the fire at Moria: European leaders and the European Commission must realise that enough is enough. Those who have the power to make decisions in the next days, weeks and months have a historic responsibility.
Join us in calling on European leaders and the European Commission to:
Immediately evacuate all people who had to flee Moria camp. Basic human rights to shelter, food, sanitation facilities and healthcare cannot be upheld on Lesvos or the other Greek islands. Urgently decongest the islands and focus on relocation across Europe.
Abandon any future approach to migration that would again trap people in inhumane conditions in camps on islands (or facilities at borders), awaiting a decision on their asylum claim. The policy of restricting asylum seekers’ movement from the islands to mainland Greece has to end.
Implement migration policies that ensure protection, as opposed to exclusion. This requires increased solidarity and responsibility sharing between European countries, and an end to systematic human rights abuses at the borders.

She continued by stressing that a new centre for thousands of people left homeless in the Moria camp fire is "a priority," but "there can be no more Morias."
Johansson added, "We need a fresh start on migration and this is the right moment."
The Moria migrant camp was the largest in Europe, exceeding almost four times its maximum capacity of 3,100 people, hosting around 13,000 migrants living in poor sanitary conditions.
The Greek authorities built a new 3,000 capacity camp over the weekend to house some of the migrants left without any shelter in the aftermath of the fires.

European Commission announced a new Migration Pact promising a “fresh start” to live up to European values while addressing the challenges facing migrants and refugees. Doctors Without Borders/Médecins Sans Frontières (MSF) is saying loud and clear to European leaders that a fresh start on migration can only begin with radical change. No more containment camps at Europe’s borders. No more violence by security forces. No more abandoning people at sea. No more deals to send people fleeing violence back to unsafe countries.
The announcement of the new migration pact comes soon after fires destroyed Greece’s Moria refugee camp, the largest refugee camp in Europe. The fires displaced thousands of migrants and asylum-seekers from an overcrowded and dangerous camp, making them homeless once again. MSF has repeatedly warned of the dangers in Moria camp, as almost five years of trapping people in these conditions can only lead to despair and tensions. We have been calling for these people to be evacuated to a safe place on the mainland or to other European countries. Instead, a new camp is under construction.
Fire Moria Camp: Call for urgent evacuation and radical change
Together we are calling on European leaders to act now. The fire in Moria camp on the Greek island of Lesvos was a disaster waiting to happen. The biggest refugee camp in Europe has gone up in flames, leaving over 12,000 people without shelter, amidst the global pandemic. The European migration policies that trap people in inhumane conditions across the Greek islands must end.
Moria camp was more than an overcrowded and unsafe camp. It had become a symbol of how Europe treats people on the move. For years, we have witnessed the harmful impact of European policies on people’s lives: appalling conditions in camps on the islands, numerous deaths at sea, violence and pushbacks at the borders of Europe.
The European Union is at a critical turning point, soon presenting a ‘fresh start’ on migration (in the form of a new Migration and Asylum Pact). The whole world witnessed the fire at Moria: European leaders and the European Commission must realise that enough is enough. Those who have the power to make decisions in the next days, weeks and months have a historic responsibility.
Join us in calling on European leaders and the European Commission to:
Immediately evacuate all people who had to flee Moria camp. Basic human rights to shelter, food, sanitation facilities and healthcare cannot be upheld on Lesvos or the other Greek islands. Urgently decongest the islands and focus on relocation across Europe.
Abandon any future approach to migration that would again trap people in inhumane conditions in camps on islands (or facilities at borders), awaiting a decision on their asylum claim. The policy of restricting asylum seekers’ movement from the islands to mainland Greece has to end.
Implement migration policies that ensure protection, as opposed to exclusion. This requires increased solidarity and responsibility sharing between European countries, and an end to systematic human rights abuses at the borders.

Home affairs ministers of the European Union (EU) member states had on Thursday their first discussion about the recent European Commission proposals for a pact on migration and asylum to address the need for coherence and solidarity on migration policies.
The discussion focused on three key aspects: procedure before entering the EU, preventing abuse of the asylum system and solidarity.
The ministers sought solutions including engaging with the Western Balkans to improve coordination on the migration route and with North African countries to prevent human smuggling. An envisaged European police partnership was also discussed.
"We need a better way to manage migration together in the European Union, and that means that we need a more European migration policy," European Commissioner for Home Affairs Ylva Johansson said at a press conference following the video meeting. She called for solidarity and compromises from the member states.
Despite the differences, she said she was optimistic that an agreement could be reached. "The devil is in the details," she said, adding that "also the possibility lies in the details."
German Federal Minister of the Interior Horst Seehofer said the aim is to achieve a political agreement by the end of this year, under the Germany presidency of the EU.
Southern European countries like Italy and Greece have been crying for support from the rest of the EU on shouldering the responsibility of receiving migrants.
Also on Thursday, European Commission President Ursula von der Leyen held a videoconference with Greek Prime Minister Kyriakos Mitsotakis.
A joint statement said they agreed that Europe needs a predictable, fair and resilient migration management system, with the "right balance between responsibility sharing and solidarity." The Greek side stressed the need for the New Pact to adequately address the pressures imposed to front line states.
Recalling the significant joint efforts in the last nine months to alleviate overcrowding and improve the conditions on the islands, they acknowledged that more work is needed.
They committed to support the work of the Task Force created by the commission to put in place a joint pilot to manage migration and asylum processes, including by setting up appropriate new facilities on the overwhelmed island of Lesvos. Enditem
