Megan's Law is the name for a federal law, and informal name for subsequent state laws, in the United States requiring law enforcement authorities to make information available to the public regarding registered sex offenders. Laws were created in response to the murder of Megan Kanka. Federal Megan's Law was enacted as a subsection of the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act of 1994, which merely required sex offenders to register with local law enforcement. Since only few states required registration prior to Megan's death, the state level legislation to bring states in compliance —with both the, registration requirement of Jacob Wetterling Act and community notification required by federal Megan's Law— were crafted simultaneously and are often referred as "Megan's Laws" of individual states. Thus, federal Megan's Law refers to community notification (making registry information public), whereas state level "Megan's Law" may refer to both, sex offender registration and community notification.

On Friday July 29, 1994 in Hamilton Township, New Jersey, seven year old Megan Kanka was raped and murdered by a neighbor. The neighbor was a registered sex offender when he moved across the street from Megan and her family, however the Kanka family had no idea their neighbor was a threat to their safety. The neighbor, 33 year old Jesse Timmendequas, had two previous convictions for sexually assaulting young girls. In 1979 he pleaded guilty to the attempted aggravated sexual assault of a five-year-old girl in Piscataway Township, New Jersey. He was given a suspended sentence but, after failing to go to counseling, he was sent for nine months to the Middlesex Adult Correctional Center. In 1981, Timmendequas pleaded guilty in regards to the assault of a seven-year-old girl, and was imprison...
It began in New Jersey 15 years ago when the murder-rape of 7-year-old Megan Kanka launched a nationwide movement - and laws in all 50 states. The idea was to keep tabs on sex offenders through town by town registries ... and, in the cases of those deemed most likely to strike again, to notify neighbors, schools and community institutions that a potential sexual predator was among them. But now a federally-funded study by the NJ Department of Corrections concludes that Megan's Law may be a failure - that it hasn't prevented either new sex offenses or repeat offenses. Sandra King looks at the history of the law, its cost, and the DOC study.
More than 40 people participated in a peaceful protest held outside the federal district court in Oakland, CA. Participants included registrants and supporters from California as well as several other states. During the hearing, Attorney, Janice Bellucci asked Judge Hamilton to deny the government’s motion to dismiss the case and instead to allow registrants to amend the complaint. The judge did not issue a decision today, however, a decision is expected by late summer, 2016. Tom Madison & Derek Logue review the protest against "International Megan's Law" held in Oakland CA on July 27, 2016. This event was hosted by Alliance for Constitutional Sex Offense Laws (ACSOL, formerly known as "California RSOL," noting the name change was made the weekend after the event). There was also a hearing regarding the passport identifiers in federal court that day, so many of the protesters joined Janice Bellucci in court for the hearing. This video was recorded live along the bay in San Francisco, so we had a couple of minor interruptions and some wind. But, this was a rare change to be filmed together, since we live 2500 miles apart. Derek traveled from Ohio 3000 miles by bus, and Tom drove for over 12 hours from North Oregon to attend this event, and there were others wh...

On April 20, 2016, members of the Anti-Registry Movement (ARM) took their Bite of the big Apple Tour to the offices of Parents For Megan's Law at 100 Comac St., Ronkonkom, NY. (Side note: Why is PFML in the middle of an industrial park, anyways?). We were met with a fair amount of resistance but no amount of police harassment, video recording from PFML, or even the threat of a lawsuit could keep us from exercising our 1st Amendment rights. We protested PFML because they are renewing a controversial three-year contract with Suffolk County, allowing them to perform in-person address verification of registered citizens. While ARM believes the registry should be repealed, we also believe that while it continues to exist, only real members of law enforcement, ans NOT an online vigilante gro...
