The Senate continued work on the Keystone XL Pipeline bill on Thursday, voting on 10 amendments. After finishing the votes on those amendments in the evening, another dozen were offered, six Republican and six Democratic. Majority Leader McConnell wanted to vote Thursday night on those pending amendments, Assistant Minority Leader Durbin asked that the votes occur on Friday as Democrats wanted more time to consider the content of the amendments. Sen. McConnell resisted and moved to table each of the pending Democratic amendments. After successfully tabling 5 of 6 Democratic amendments Sen. McConnell offered a unanimous consent agreement to vote on the six GOP amendments and one remaining Democratic amendment on Friday. Clearly irritated by this maneuver Democrats objected. Massachusetts Senator John Kerry bid farewell to the U.S. Senate Wednesday (January 30), as he stepped down from his elected position to join President Barack Obama's cabinet as the next secretary of state.
Kerry, a five-term senator delivered a speech, nearly an hour long, in which he cited the "decline of comity," the influence of money, and the "disregard for facts" as challenges to the Senate as an institution. But he also became emotional as he spoke about his experience in the Senate, in which he has served since 1985.
"What I've seen and heard and learned in traveling across our country, as a senator from Massachusetts, has prepared me more for my travels to other countries, as secretary of state than any travel to any foreign capital. I already know that I will miss the best reward of carrying the title 'senator'. And that's when you open a letter from someone who has traveled every route and exhausted ever option, and who ultimately turned to you as the last resort in public life, and they finally got the help they needed. I know my colleagues who have experienced this will say there is nothing better than getting that 'I tried everything and nobody would listen to me, but you got it done' letter. Or sometimes when you're walking a street in a community at home, and someone comes up to you and thanks you for a personal response that they never expected to receive - that's when public service has more meaning than the war of words our constituents dodge on the cable news. Standing here at this desk that once belonged... (pauses and drinks from a glass of water) at this desk that once belonged to President Kennedy and to (Senator) Ted Kennedy, I can't help but be reminded that even our nation's greatest leaders and all the rest of us are merely temporary workers. I'm reminded that this chamber is a living museum, a lasting memorial to the miracle of the American experiment," Kerry said.
Earlier in the day Massachusetts Governor Deval Patrick named his former chief of staff, William Cowan, to fill temporarily the Senate seat Kerry is vacating.
The Democratic appointee told reporters he had no plans to run in the June 25 special election to choose a permanent successor to Kerry.
Cowan will become the second African-American in the current Senate, a distinction that Patrick, who is Massachusetts' first black governor, said influenced his choice.
Cowan's appointment maintains the Democrats' 53 seats in the Senate. Republicans hold 45 and there are 2 independents.
Kerry was approved by the Senate on Tuesday to succeed Hillary Clinton as secretary of state. Democrat Elizabeth Warren, elected in 2012, now becomes Massachusetts' senior senator.

British Member of Parliament George Galloway testified at a hearing on how Saddam Hussein manipulated the United Nations' Oil-for-Food Program to win influence and reward friends in order to undermine sanctions imposed on Iraq following the Persian Gulf War. A committee report on alleged abuses of the program had named Minister Galloway as one of several foreign officials who had received lucrative oil allocations in the scheme. Mr. Galloway harshly criticized the report and challenged members to produce evidence of the allegations. He also broadly criticized U.S. policy in Iraq and the decision to use military power to oust the Hussein government. This is not a complete record of the hearing, but contains Mr. Galloway's opening statement in its entirety.

3/14/13 - On Thursday, during a committee hearing in the U.S. Senate on gun control legislation, Sen. Ted Cruz (R-TX) and Sen. Dianne Feinstein (D-CA) engaged in a heated exchange over the constitutionality of her support for stricter gun control laws. In posing a question regarding the constitutionality of new gun laws, Cruz lectured Feinstein about the language in the Bill of Rights. Feinstein did not appreciate the lecture and informed Cruz that she was "not a sixth grader." "It seems to me that all of us should begin, as our foundational document, with the Constitution" Cruz began. "And the Second Amendment in the Bill of Rights provides that the right of the people to keep and bear arms shall not be infringed."
Cruz went on to expound on the phrase "the right of the people," its origins and its prolific use by the Founding Fathers in a number of Constitutional provisions, including the First and Fourth Amendments.
The question that I would pose to the senior senator from California, would she deem it consistent with the Bill of Rights for Congress to engage in the same endeavor that we are contemplating doing with the Second Amendment in the context of the First and Fourth Amendments. Namely, would she consider it constitutional for Congress to specify that the First Amendment shall apply only to the following books, and shall not apply to the books that Congress has deemed outside the protection of the Bill of Rights?
Cruz posed a similar question to Feinstein regarding the Fourth Amendment.
"I'm not a sixth grader," Feinstein replied. "Senator, I've been on this committee for 20 years. I was a mayor for nine years. I walked in and I saw people shot. I've looked at bodies that have been shot with these weapons. I've seen the bullets that implode. In Sandy Hook, youngsters were dismembered."
"I'm not a lawyer, but, after 20 years, I've been up close and personal to the Constitution," Feinstein continued. "It's fine you want to lecture me on the Constitution. I appreciate it. Just know I've been here a long time."
"I respect your views, I ask you to respect my views," Feinstein concluded.

John Forbes Kerry (born December 11, 1943) is the senior United States Senator from Massachusetts, the 10th most senior United States Senator and chairman of the Senate Foreign Relations Committee. He was the presidential nominee of the Democratic Party in the 2004 presidential election, but lost to then President George W. Bush.
The son of an Army Air Corps serviceman, Kerry was born in Aurora, Colorado. He attended boarding school in Massachusetts and New Hampshire and went on to graduate from Yale University class of 1966, where he majored in political science. He enlisted in the Naval Reserve in 1966 and, during 1968-1969, served a four-month tour of duty in South Vietnam as officer-in-charge (OIC) of a Swift Boat. For that service he was awarded several combat medals that include the Silver Star, Bronze Star, and three Purple Hearts. After returning to the United States, Kerry joined the Vietnam Veterans Against the War in which he served as a nationally recognized spokesperson and as an outspoken opponent of the Vietnam war. During that period, he appeared before the Senate Committee on Foreign Affairs where he deemed United States war policy in Vietnam to be the cause of "war crimes".

Randal Howard "Rand" Paul (born January 7, 1963) is the junior United States Senator for Kentucky. He is a member of the Republican Party. A member of the Tea Party movement, he describes himself as a "constitutional conservative" and a libertarian. He is the son of Republican Congressman and 2012 Republican presidential candidate Ron Paul of Texas and had never previously held political office. Paul first received national attention in 2008 when making political speeches on behalf of his father. Rand Paul is the first United States Senator in history to serve alongside a parent in the United States House of Representatives.
A graduate of the Duke University School of Medicine, Paul has been a practicing ophthalmologist in Bowling Green, Kentucky, since 1993, and established his own clinic in December 2007. In 1994, he founded Kentucky Taxpayers United, of which he is still the chairman.
In 2010, Paul ran as the Republican candidate for the United States Senate seat being vacated by retiring Senator Jim Bunning of Kentucky and defeated Kentucky Attorney General Jack Conway. As a supporter of the Tea Party movement, Paul has been vocal in advocating for term limits, a balanced budget amendment, and the Read the Bills Act, in addition to the widespread reduction of federal spending and taxation. He has gained prominence for his independent positions on many political issues, often clashing with both Republicans and Democrats.

The Senate continued work on the Keystone XL Pipeline bill on Thursday, voting on 10 amendments. After finishing the votes on those amendments in the evening, another dozen were offered, six Republican and six Democratic. Majority Leader McConnell wanted to vote Thursday night on those pending amendments, Assistant Minority Leader Durbin asked that the votes occur on Friday as Democrats wanted more time to consider the content of the amendments. Sen. McConnell resisted and moved to table each of the pending Democratic amendments. After successfully tabling 5 of 6 Democratic amendments Sen. McConnell offered a unanimous consent agreement to vote on the six GOP amendments and one remaining Democratic amendment on Friday. Clearly irritated by this maneuver Democrats objected. Calgary Ted Cruz was humiliated on the floor of the U.S. Senate twice on Monday night, according to a report in Politico. Months of Cruz’s criticisms of his Republican colleagues is now reaping some nasty rewards for the Junior Senator from Canada. During a discussion of continuing funding for the government, Cruz tried to interrupt the proceedings with a roll call vote. The usually polite decorum on the floor of the U.S. Senate quickly turned negative as even Cruz’s fellow Republicans refused to grant him what’s called a “sufficient second” that would have allowed him to briefly call for the vote. Massachusetts Senator John Kerry bid farewell to the U.S. Senate Wednesday (January 30), as he stepped down from his elected position to join President Barack Obama's cabinet as the next secretary of state.
Kerry, a five-term senator delivered a speech, nearly an hour long, in which he cited the "decline of comity," the influence of money, and the "disregard for facts" as challenges to the Senate as an institution. But he also became emotional as he spoke about his experience in the Senate, in which he has served since 1985.
"What I've seen and heard and learned in traveling across our country, as a senator from Massachusetts, has prepared me more for my travels to other countries, as secretary of state than any travel to any foreign capital. I already know that I will miss the best reward of carrying the title 'senator'. And that's when you open a letter from someone who has traveled every route and exhausted ever option, and who ultimately turned to you as the last resort in public life, and they finally got the help they needed. I know my colleagues who have experienced this will say there is nothing better than getting that 'I tried everything and nobody would listen to me, but you got it done' letter. Or sometimes when you're walking a street in a community at home, and someone comes up to you and thanks you for a personal response that they never expected to receive - that's when public service has more meaning than the war of words our constituents dodge on the cable news. Standing here at this desk that once belonged... (pauses and drinks from a glass of water) at this desk that once belonged to President Kennedy and to (Senator) Ted Kennedy, I can't help but be reminded that even our nation's greatest leaders and all the rest of us are merely temporary workers. I'm reminded that this chamber is a living museum, a lasting memorial to the miracle of the American experiment," Kerry said.
Earlier in the day Massachusetts Governor Deval Patrick named his former chief of staff, William Cowan, to fill temporarily the Senate seat Kerry is vacating.
The Democratic appointee told reporters he had no plans to run in the June 25 special election to choose a permanent successor to Kerry.
Cowan will become the second African-American in the current Senate, a distinction that Patrick, who is Massachusetts' first black governor, said influenced his choice.
Cowan's appointment maintains the Democrats' 53 seats in the Senate. Republicans hold 45 and there are 2 independents.
Kerry was approved by the Senate on Tuesday to succeed Hillary Clinton as secretary of state. Democrat Elizabeth Warren, elected in 2012, now becomes Massachusetts' senior senator.

Dianne Feinstein (D-CA) engaged in a heated exchange over the constitutionality of her support for stricter gun control laws. In posing a question regarding the constitutionality of new gun laws, Cruz lectured Feinstein about the language in the Bill of Rights. Feinstein did not appreciate the lecture and informed Cruz that she was "not a sixth grader." "It seems to me that all of us should begin, as our foundational document, with the Constitution" Cruz began. "And the Second Amendment in the Bill of Rights provides that the right of the people to keep and bear arms shall not be infringed."
Cruz went on to expound on the phrase "the right of the people," its origins and its prolific use by the Founding Fathers in a number of Constitutional provisions, including the First and Fourth Amendments.
The question that I would pose to the senior senator from California, would she deem it consistent with the Bill of Rights for Congress to engage in the same endeavor that we are contemplating doing with the Second Amendment in the context of the First and Fourth Amendments. Namely, would she consider it constitutional for Congress to specify that the First Amendment shall apply only to the following books, and shall not apply to the books that Congress has deemed outside the protection of the Bill of Rights?
Cruz posed a similar question to Feinstein regarding the Fourth Amendment.
"I'm not a sixth grader," Feinstein replied. "Senator, I've been on this committee for 20 years. I was a mayor for nine years. I walked in and I saw people shot. I've looked at bodies that have been shot with these weapons. I've seen the bullets that implode. In Sandy Hook, youngsters were dismembered."
"I'm not a lawyer, but, after 20 years, I've been up close and personal to the Constitution," Feinstein continued. "It's fine you want to lecture me on the Constitution. I appreciate it. Just know I've been here a long time."
"I respect your views, I ask you to respect my views," Feinstein concluded.

US Senator Rand Paul tables a resolution to block F-16 sale to Pakistan in the US Senate. Senators Rand Paul, Christopher Murphy and Mark Warner make a strong pitch to stop the sale and severely criticize Pakistan's tacit support for terrorism. Even those who supported the sale were vexed with Pakistan's behaviour. The motion is ultimately defeated 71-24, which means Pakistan would get 8 F-16 fighter jets. Texas Senator Wendy Davis spoke for more than 11 hours on Tuesday, in a filibuster to block a restrictive abortion bill. It was a gutsy effort! Now, the Run List will give you the top five filibusters in the history of the US Senate. How long can lawmakers ramble on for? Well, watch and you'll find out.
The filibuster is a way for senators to stall voting on a bill till the deadline for deciding has passed. This essentially kills the bill and makes it so that one or a few senators can knock down legislation they oppose.
The rules for the filibuster make it a test of endurance though. The senator has to stand for the entire duration of their speech and they cannot sit, lean, eat, or go to the bathroom. Oh, and did I mention they have to be talking the entire time? Unless they are asked a question the senator has to keep talking --about that subject--for as long as they their will and strength allow.
And believe it or not, there a handful of lawmakers who can just ramble on...and you're going to meet the top five in the history of the US Senate.
At number 5, US Senator William Proxmire of Wisconsin.
He spoke for 16 hours and 12 minutes in 1981 to stall debate on the increase of the public debt ceiling. He was concerned that the country was accumulating too much debt, so wanted to make sure lawmakers didn't authorize a total debt of $1 trillion. Ironically, he kinda spoke all the way through the night...meaning taxpayers had to pay tens of dollars to keep the chamber open all night.
Number 4, US Senator Robert La Follete Sr.
This senator, also from Wisconsin talked for 18 hours and 23 minutes back in 1908. His filibuster stalled debate on the Aldrich-Creeland currency bill. This bill would've allowed the US Treasury to lend currency to banks during fiscal crisis.
Okay, so 18 hours and 23 minutes, that's pretty good...but, not as good as our number 3 filibuster in the US senate. Senator Wayne Morse from Oregon.
He was known as something of a tiger in the Senate and apparently thrived on controversy. Back in 1953, Senator Morse spoke for 22 hours and 26 minutes to stop the Tidelands oil legislation of 1953. The bill would give States the rights to coastal land instead of the Federal government. Despite his attempt to bust the bill, it was in fact passed, as what's formally known as the 1953 Submerged Lands Act.

In 1986, the Brooklyn native spoke for 23 hours and 30 minutes against a military bill that would've cut funding for a jet trainer plane being built in his State. He's apparently known for doing these filibusters, and reportedly even read the DC phone book during one of these. Riveting stuff I'm sure.
And finally at number 1, the US senator who talked for the longest to stall a bill, Senators Strom Thurmond of South Carolina.
Senator Thurmond beat Senator Morse's record in 1957, by talking for more than an entire day against the Civil Rights Act of 1957.
He argued for 24 hours and 18 minutes against a law proposed by the Eisenhower administration that would make voting laws less discriminatory.
He recited the Declaration of Independence and the Bill of Rights, and several other historical documents to help his case.
Most of the other senators had better sense, they passed the bill. On June 19th 1957.
Still, gotta give the guy some credit for his effort. I mean, talking for an entire day and then some...wow.

Calgary Ted Cruz was humiliated on the floor of the U.S. Senate twice on Monday night, according to a report in Politico.
Months of Cruz’s criticisms of his Republican colleagues is now reaping some nasty rewards for the Junior Senator from Canada.
During a discussion of continuing funding for the government, Cruz tried to interrupt the proceedings with a roll call vote. The usually polite decorum on the floor of the U.S. Senate quickly turned negative as even Cruz’s fellow Republicans refused to grant him what’s called a “sufficient second” that would have allowed him to briefly call for the vote.
Failing to be recognized for a sufficient second, Cruz attempted to interrupt to call for a voice vote and got a kind of voice vote he was not expecting - a loud chorus of “no’s” from his colleagues.
Cruz was fuming after the second repudiation. It was an “unprecedented trick,” said Cruz.
However insiders see this as indicative of a combination of Cruz’s declining chances in his presidential nomination run combined with his colleagues rising anger at what they see as Cruz’s ongoing attempts to further his own political aspirations at their expense.
Under Senate rules, Cruz had already been given an hour to speak on Monday night, but was not granted additional time.
Colleagues complain that Cruz has an almost Messianic view of his self-importance to both the Senate and the rest of the world. After being denied additional time, Cruz fumed from the Senate floor:
“The Democrats are objecting to my speaking further. And both the Democrats and Republican leadership are objecting to the American people speaking further.”
How much speaking does one Junior Senator need?
Cruz’s calls for roll call votes are seen as mere tricks to get his colleagues on the record for anything with which he disagrees.
His speech on Monday was filled with venom for Republican leaders and even praising of Democrats as being more resolute then the GOP. As Politico put it:
“Cruz also personally lambasted McConnell and his deputies for denying a roll call vote that would have failed anyway, arguing that results are rigged in the Senate and that conservatives have no influence anymore.”
Interestingly, campaign reporters have noticed of late that Donald Trump - who Cruz frequently brands as a Democrat - seems to poll best in THE most traditionally Republican areas – the South and more rural areas; where Cruz seems to poll very well in typically deep blue precincts such as the urban centers.

Kerry told Al Jazeera on Saturday that the offensive, launched earlier that day, is important because it includes "a very significant Afghan component" of troops fighting alongside Nato forces.
But unlike other offensives, Kerry said this time the strategy is different, with the aim of paving the way for more independent Afghan leadership.
His comments came in a wide-ranging interview with Al Jazeera's James Bays, in which Kerry also discussed issues of US relations with Pakistan and Iran's nuclear ambitions.

I received my law degree from Willamette College of Law in 1985 and returned to Anchorage to practice commercial law. It was there that I met and married my husband, Verne Martell. Verne has owned and operated his own small business, manufacturing pasta, since 1987. We have two sons, Nic and Matt, both born in Anchorage, who were raised to love the outdoors and are serious skiers, fishermen and hunters. Nic is currently attending law school and Matt is working with Verne to take over the family business in Anchorage.
I have long been an active member of my community serving as PTA president of my sons’ elementary school, as a member of the Anchorage Equal Rights Commission, the Homeless Task Force and the boards of several charitable organizations. In 1998, I was elected to the State House of Representatives where I served for three terms before joining the U.S. Senate in 2003. In 2010, I was reelected in a historic write-in campaign – only the second successful write-in campaign for United States Senate in history.
My love for Alaska, the Alaska outdoors, and our way of life is as big as the state itself. I am a winter enthusiast, an avid skier, and I believe the Iditarod is the greatest sporting event in the world. I am a skilled sport fisherman and have the fish in the freezer to prove it. My name is Lisa Murkowski. I am a 3rd generation Alaskan. My mom was born in Nome and both of my parents grew up in Ketchikan. It has been an honor and a privilege to serve Alaskans in the U.S. Senate since 2003. I am the first U.S. Senator to be born in Alaska and only the 32nd woman to have served in the Senate since its founding in 1787.
I was born in Ketchikan when my Dad was serving in the U.S. Coast Guard. My five siblings and I were raised in Wrangell, Juneau, Anchorage and Fairbanks. After 12 years representing Southwest Ohio in Congress, Rob served in two cabinet level positions in the Bush Administration – including one where he proposed a balanced budget – came home for 3 years, then was elected to the Senate in 2010, winning by an impressive 18 points.
Rob has built a reputation in the Senate as a conservative who gets things done for Ohioans and for our country. Rob has an A rating from the NRA and voted against the Democrats' bill to take away our 2nd Amendment rights. The group has organized a debate next week between two U.S. Senate candidate in Florida who will answer questions proposed and selected by an online community. The candidates, Republican Rep. David Jolly and Democratic Rep. Alan Grayson are running for the Senate seat being vacated by Sen. Marco Rubio. Rep. Patrick Murphy, another Democratic candidate in the race, declined an invitation, organizers said.
The model is similar to the petition site created by the White House, where any public petition achieving a minimum threshold of signatures is guaranteed a White House response. In the debate context, visitors to the website can submit questions or vote on questions already proposed; organizers promise that moderators of the live, hour-long April 25 debate will ask questions culled from the top-30 vote-getters on the site.
The principle, as declared by the Open Debate Coalition members in a joint statement, is that "the public should be empowered to conceive and select debate questions – so that questions addressed by candidates represent the will of the people."
The Open Debate Coalition is hoping their "bottom-up Open Debate" format can become a model for other political debates, including presidential contests. Grover Norquist, president of Americans for Tax Reform and part of the Open Debate Coalition, said "I am very glad the candidates agreed to use this innovative format and will answer questions that are submitted and voted on by the public. Hopefully, numerous Open Debates happen this 2016 cycle — including in the race for president."
The "real debate" people are watching. Mike McCurry, co-chairman of the Commission on Presidential Debates, said in a statement to the Open Debates group: "We’d be especially interested in any experiments or new technologies the Open Debates Coalition employs during the primary season to generate questions from the American public and put them – via a journalist/moderator – to the candidates. We have a working group exploring many ideas about debate formats and we hope to build on those things which are working to create a more vibrant public debate."
