The United States of America (USA), commonly referred to as the United States (U.S.) or America, is a federal republic composed of 50 states, a federal district, five major territories and various possessions. The 48 contiguous states and Washington, D.C., are in central North America between Canada and Mexico. The state of Alaska is in the northwestern part of North America and the state of Hawaii is an archipelago in the mid-Pacific. The territories are scattered about the Pacific Ocean and the Caribbean Sea. At 3.8 million square miles (9.842 million km²) and with over 320 million people, the country is the world's third or fourth-largest by total area and the third most populous. It is one of the world's most ethnically diverse and multicultural nations, the product of large-scale immigration from many countries. The geography and climate of the United States are also extremely diverse, and the country is home to a wide variety of wildlife.

States are the primary subdivisions of the United States, and possess a number of powers and rights under the United States Constitution, such as regulating intrastate commerce, running elections, creating local governments, and ratifying constitutional amendments. Each state has its own constitution, grounded in republican principles, and government, consisting of three branches: executive, legislative, and judicial. All states and their residents are represented in the federal Congress, a bicameral legislature consisting of the Senate and the House of Representatives. Each state is represented by two Senators, while Representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census. Additionally, each state is entitled to select a number of electors to vote in the Electoral College, the body that elects the President of the United States, equal to the total of Representatives and Senators in Congress from that state.Article IV, Section 3, Clause 1 of the Constitution grants to Congress the authority to admit new states into the Union. Since the establishment of the United States in 1776, the number of states has expanded from the original 13 to 50. Each new state has been admitted on an equal footing with the existing states.

United States war crimes

United States war crimes are violations of the laws and customs of war committed by the United States Armed Forces since the signing of the Hague Conventions of 1899 and 1907. These have included the summary execution of captured enemy combatants, the mistreatment of prisoners during interrogation, and the use of violence against civilian non-combatants.

War crimes can be prosecuted in the United States through the War Crimes Act of 1996. However, the United States Federal Government does not accept the jurisdiction of the International Criminal Court (ICC) over its nationals, as the United States is not a party to the Court.

Philippine–American War

Following the end of the Spanish–American War, Spain ceded the Philippines to the United States as part of the peace settlement. This triggered a more than a decade-long conflict between the United States Armed Forces and the First Philippine Republic under President Emilio Aguinaldo.

Declaration of war by the United States

A declaration of war is a formal declaration issued by a national government indicating that a state of war exists between that nation and another. The document Declarations of War and Authorizations for the Use of Military Force: Historical Background and Legal Implications gives an extensive listing and summary of statutes which are automatically engaged upon the US declaring war.

For the United States, Article One, Section Eight of the Constitution says "Congress shall have power to ... declare War". However, that passage provides no specific format for what form legislation must have in order to be considered a "declaration of war" nor does the Constitution itself use this term. Many have postulated "Declaration(s) of War" must contain that phrase as or within the title. Others oppose that reasoning. In the courts, the United States Court of Appeals for the First Circuit, in Doe v. Bush, said: "[T]he text of the October Resolution itself spells out justifications for a war and frames itself as an 'authorization' of such a war." in effect saying an authorization suffices for declaration and what some may view as a formal Congressional "Declaration of War" was not required by the Constitution.

War crime

A war crime is an act that constitutes a serious violation of the law of war that gives rise to individual criminal responsibility. Examples of war crimes include intentionally killing civilians or prisoners, torture, wantonly destroying property, taking hostages, perfidy, rape, using child soldiers, pillaging, declaring that no quarter will be given, and using weapons that cause superfluous injury or unnecessary suffering.

The concept of war crimes began to emerge during the end of the 19th century and the beginning of the 20th century when the body of customary international law applicable to warfare between sovereign states was codified. Such codification occurred at the national level, such as with the publication of the Lieber Code in the United States, and at the international level with the adoption of the treaties during the Hague Conventions of 1899 and 1907. Moreover, trials in national courts during this period further helped clarify the law. Following the end of World War II, major developments in the law occurred. Numerous trials of Axis war criminals established the Nuremberg principles, such as notion that war crimes constituted crimes defined by international law. Additionally, the Geneva Conventions in 1949 defined new war crimes and established that states could exercise universal jurisdiction over such crimes. In the late 20th century and early 21st century, following the creation of several international courts, additional categories of war crimes applicable to armed conflicts other than those between states, such as civil wars. The United States, Israel and Russia are the only OECD countries that do not accept war crime jurisdiction of the International Criminal Court (ICC) over its nationals, since they have not signed the Rome Statute.

Production

A low budget ($10,000) British feature film made in the UK in 2005. The film is set in 1992 during the traumatic events of the split up of Yugoslavia. The film itself is based in Bosnia, 40% of the dialogue is in Serbo-Croatian language. This project was shot on Digital Video and currently being distributed by ITN. This film was shot on location in Wales and England and features a multi-national cast from the UK, USA, Belgium, Germany, Greece, Finland and Canada.

Plot

A group of six friends, recently graduated in the UK travel to Bosnia in 1992. As fighting breaks out around the capital Sarajevo the friends are forced to escape overland to the border whilst the fighting spreads. After witnessing a horrific massacre in Bosnia they are pursued by a ruthless Yugoslav People's Army Officer and his brutal Chetnik fighters. With the weather worsening, limited supplies and murderous soldiers behind them, will they ever make it out of Croatia alive?!
