The government will form a special select committee of Parliament to spearhead dialogue on the IEBC stalemate, President Uhuru Kenyatta has said.

President Uhuru Kenyatta has moved in to break the ongoing impasse on the future of the Independent Electoral and Boundaries Commission. The President who met religious leaders and speakers of the two houses of parliament at State House, Nairobi resolved that an all inclusive joint select committee of the senate and national assembly, which will also involve other stakeholders outside parliament, will deal exclusively with the matter of iebc.
The State House meeting further resolved that IEBC commissioners remain in office or be paid their full dues including their remaining term if they opt to leave. Cord leader Raila Odinga has welcomed the move and promised to give a comprehensive statement Thursday.

A joint committee is a term that is used to refer to a committee made up of members of both chambers of a bicameral legislature. In other contexts, it refers to a committee with members from more than one organization.
Germany
A joint committee ("Gemeinsamer Ausschuss") comprises members of both Bundestag (two thirds) and Bundesrat (one third). It exists to ensure a working legislature during a state of defense.
Republic of Ireland
A Joint Committee of the Irish Oireachtas (parliament) comprises members of both Dáil Éireann (the lower house) and Seanad Éireann (the upper house).
United Kingdom
A joint committee of the Parliament of the United Kingdom is a select committee consisting of members of both the House of Commons and the House of Lords.

This week Craig Benzine clears up the role of committees in Congress. We’ll talk about standing committees, joint committees, conference committees, and caucuses (and not the candidate-choosing kinds) as well as the staff agencies that help advise these committees and congresspeople. As most bills never even make it to the house and senate floors for a vote, the role of committees, and their respective chairpersons as gatekeeper is pretty important. There’s a lot to demystify here as the legislative process can seem pretty arcane at times, but the model, at least in theory, helps Congress run more efficiently.
