Hong Kong Governor Chris Patten says his biggest regret is not convincing Beijing that it could trust Hong Kong's people.
Patten spoke Thursday at his last Question Time in the Territory's Legislative Council before the handover to China.
Arriving for the last time at the LegCo building with his wife Lavender, Patten was greeted by a small group of well-wishers anxious to witness a little bit of history.
After the handover, this elected legislature will no longer sit.
It was established under electoral reforms introduced by Patten despite ardent protests from Beijing.
From July 1, a provisional legislature appointed by China will occupy these benches.
Democratic Party leader Martin Lee - who will lose his seat after the handover - asked the first question.

With his wife watching from the balcony, Patten was questioned about accusations that the P-L-A are enjoying special privileges ahead of the handover - accusations the governor categorically denied.

"There are no instructions to do other than apply the existing customs and immigration regulations impartially and fairly to everyone, whether they're in the P-L-A or whether in the girl guides."

Legislative Council Chamber
The Legislative Council Chamber was first used in 1856 for the opening of Australia's first bicameral Parliament. In order for the Chamber to be completed in time, a prefabricated iron hall sitting on the docks in Melbourne was purchased in 1855 for £1,835, shipped to Sydney and erected in its current location. It has housed the Legislative Council ever since. The Chamber is predominately red in colour because this is the traditional colour of upper houses in Westminster parliaments. -

The President of the Palestinian Liberation Organisation Yasser Arafat now has to sign the legislation and then formally offer the job to his preferred candidate, Mahmoud Abbas, the "number-two" in the PLO.
Abbas, also known as Abu Mazen, is a moderate who has spoken out against the 30-month-old armed uprising against Israel.
By agreeing the legislation in full, the council also rebuffed attempts by Yasser Arafat to dilute the authority of the new post.
His defeat in that dispute signaled a further weakening of his influence - a process that began about a year ago
amid growing dissatisfaction among Palestinians with his leadership.
The power struggle between Arafat and the parliament has been closely watched by international Mideast mediators who have sought to sideline the Palestinian leader.
U.S. President George W. Bush said last week that installing a credible Palestinian prime minister with real powers is a prerequisite for unveiling a U.S.-backed three-year "road map" to Palestinian statehood.

The Legislative Council Chamber was first used in 1856 for the opening of Australia's first bicameral Parliament. In order for the Chamber to be completed in time, a prefabricated iron hall sitting on the docks in Melbourne was purchased in 1855 for £1,835, shipped to Sydney and erected in its current location. It has housed the Legislative Council ever since. The Chamber is predominately red in colour because this is the traditional colour of upper houses in Westminster parliaments.
