Rock Creek Park is a large urban park that bisects the Northwest quadrant of Washington, D.C. The park was created by an Act of Congress in 1890, and today is administered by the National Park Service. In addition to the park proper, the Rock Creek administrative unit of the National Park Service administers various other federally owned properties in the District of Columbia located to the north and west of the National Mall, including Meridian Hill Park on 16th Street, N.W., the Old Stone House in Georgetown, and certain of the Fort Circle Parks, a series of batteries and forts encircling the District of Columbia for its defense during the U.S. Civil War.
Rock Creek Park was established by an act of Congress signed into law by President Benjamin Harrison on September 27, 1890, following active advocacy by Charles C. Glover and other civic leaders and in the wake of the creation of the National Zoo the preceding year.
It was only the third national park established by the U.S., following Yellowstone in 1872 and Mackinac National Park in 1875. Sequoia was created at the same time, and Yosemite shortly thereafter. In 1933, Rock Creek Park became part of the newly formed National Capital Parks unit of the National Park Service.
Rock Creek is a tributary of the Palouse River in the U.S. state of Washington. The source of the creek is Pine Lakes in the Turnbull National Wildlife Refuge (TNWR). The creek flows through the TNWR and ultimately joins the Palouse River 6 miles (10 km) downstream from the unincorporated town of Winona, Washington.
Rock Creek drains a basin of 430 square miles (1,100 km2), 13 percent of the Palouse River basin. Rock Creek drains Rock Lake and, upstream from that, Bonnie Lake. Rock Lake has a maximum depth of 350 feet (110 m) and a mean depth of 170 feet (52 m). Lakes within the Rock Creek drainage with managed fisheries include Rock and Bonnie Lakes, and Chapman Lake. Many small lakes in the drainage have no outlets, and some evaporate completely in dry weather.
As Rock Creek crosses the Columbia River Plateau, it passes through the Channeled Scablands, created by the Missoula Floods that swept across eastern Washington during the Pleistocene epoch. The creek follows one of many paths taken by the floods as they cut through the Columbia River Basalt. Notable geologic features in the Rock Creek basin include the scabland and Rock Lake. The creek parallels the adjacent Cow Creek scabland and joins the Palouse River just before it departs Washtucna Coulee, the abandoned flood-scoured course of the river.
The Blackbyrds is an American rhythm and blues and jazz-funk fusion group, formed in Washington, D.C., in 1973 and reformed in 2012 by Keith Killgo.
The group was inspired by trumpeter Donald Byrd and featured some of his Howard University students: Kevin Toney (keyboards), Keith Killgo (vocals, drums), Joe Hall (bass guitar), Allan C. Barnes (saxophone, clarinet), and Barney Perry (guitar). Orville Saunders (guitar), and Jay Jones (flute, saxophone) joined later. They signed to Fantasy Records in 1973 and are best known for their 1975 hit "Walking in Rhythm", which received a Grammy nomination, sold over one million copies by May 1975, and was awarded a gold disc.
With eight albums released for Fantasy from 1974 to 1980, The Blackbyrds became an inspiration to late 1970s and early 1980s British jazz-funk acts like Light of the World and Hi-Tension.
More recently, they have made a significant impact on the hip-hop generation with Gang Starr, Da Lench Mobb, and Full Force sampling their music. In particular, their 1975 song "Rock Creek Park" from the City Life album has been sampled numerous times by groups and artists such as MF DOOM, De La Soul, Eric B. & Rakim, Big Daddy Kane, N.W.A, Massive Attack, Ice Cube, Heavy D, Nas and Grandmaster Flash & the Furious Five, Tone Lōc and Wiz Khalifa.
Chandra Ann Levy (April 14, 1977 – c. May 1, 2001) was an American intern at the Federal Bureau of Prisons in Washington, D.C., who disappeared in May 2001. She was presumed murdered after her skeletal remains were found in Rock Creek Park in May 2002. The case attracted attention from the American news media for years.
The police investigation revealed she was having an affair with Congressman Gary Condit, a married Democrat then serving his fifth term representing California's 18th congressional district, and a senior member of the House Permanent Select Committee on Intelligence. Condit was never named as a suspect by police and was eventually cleared of involvement. However, after a cloud of suspicion was raised by the intense media focus on the missing intern and the later revelation of the affair, he was not re-elected in 2002, with the Levy issue cited as a contributory factor.
The circumstances surrounding Levy's death were unclear for eight years. On March 3, 2009, D.C. authorities obtained a warrant to arrest Ingmar Guandique, an undocumented immigrant from El Salvador. He had been convicted of assaulting two other women in Rock Creek Park around the time of Levy's disappearance. Prosecutors alleged that Guandique had attacked and tied up Levy in a remote area of the park and left her to die of dehydration or exposure. In November 2010 Guandique was convicted of murdering Levy; he was sentenced in February 2011 to 60 years in prison. In June 2015, Guandique was granted a new trial in March 2016 on appeal.
