The Communist Party of Vietnam (CPV) is the founding and ruling political party of the Socialist Republic of Vietnam. Although nominally it exists alongside the Vietnamese Fatherland Front, it maintains a unitary government and has centralized control over the state, military, and media. The supremacy of the Communist Party is guaranteed by Article 4 of the national constitution. The current party's leader is Nguyễn Phú Trọng, who holds the titles of General Secretary of the Central Committee and Secretary of the Central Military Commission.
The party is known for the advocacy of what it calls a 'socialist-oriented market economy'. The highest institution of the CPV is the party's National Congress which elects the Central Committee. In between party congresses, the Central Committee is the supreme organ on party affairs. Immediately after a party congress, the Central Committee elects the Politburo and Secretariat, and appoints the First Secretary, the highest party office. In between sessions of the Central Committee, the Politburo is the supreme organ on party affairs. However, it can only implement decisions based upon the policies which have been approved in advance by either the Central Committee or the party's National Congress. As of 2014, the 11th Politburo comprises 16 members.
A communist party is a political party that advocates the application of the social and economic principles of communism through state policy. The name originates from the 1848 tract Manifesto of the Communist Party by Karl Marx and Friedrich Engels. According to Leninist theory, a Communist party is the vanguard party of the working class (Proletariat), whether ruling or non-ruling, but when such a party is in power in a specific country, the party is said to be the highest authority of the dictatorship of the proletariat. Vladimir Lenin's theories on the role of a Communist party were developed as the early 20th-century Russian social democracy divided into Bolshevik (meaning "of the majority") and Menshevik (meaning "of the minority") factions. Lenin, leader of the Bolsheviks, argued that a revolutionary party should be a small vanguard party with a centralized political command and a strict cadre policy; the Menshevik faction, however, argued that the party should be a broad-based mass movement. The Bolshevik party, which eventually became the Communist Party of the Soviet Union, took power in Russia after the October Revolution in 1917. With the creation of the Communist International, the Leninist concept of party building was copied by emerging Communist parties worldwide.

Vietnam (UK /ˌvjɛtˈnæm, -ˈnɑːm/, US i/ˌviːətˈnɑːm, -ˈnæm/;Vietnamese: Việt Nam [viət˨ næm˧]), officially the Socialist Republic of Vietnam (SRV; Vietnamese: Cộng Hòa Xã Hội Chủ Nghĩa Việt Nam ( listen)), is the easternmost country on the Indochina Peninsula in Southeast Asia. With an estimated 90.5 million inhabitants as of 2014, it is the world's 14th-most-populous country, and the eighth-most-populous Asian country. The name Vietnam translates as "Southern Viet" (synonymous with the much older term Nam Viet); it was first officially adopted in 1802 by Emperor Gia Long, and was adopted again in 1945 with the founding of the Democratic Republic of Vietnam under Ho Chi Minh. The country is bordered by China to the north, Laos to the northwest, Cambodia to the southwest, and Malaysia across the South China Sea to the southeast. Its capital city has been Hanoi since the reunification of North and South Vietnam in 1975.
Hồ Chí Minh (/ˈhoʊ ˈtʃiː ˈmɪn/; Northern Vietnamese pronunciation: [ho̞˧˩ t͡ɕi˧˥ mɪŋ˧], Southern Vietnamese pronunciation: [ho̞˧˩ t͡ɕɪj˧ mɪ̈n˧]; 19 May 1890 – 2 September 1969; Chữ nôm: 胡志明), born Nguyễn Sinh Cung, also known as Nguyễn Tất Thành and Nguyễn Ái Quốc, was a Vietnamese Communist revolutionary leader who was prime minister (1945–55) and president (1945–69) of the Democratic Republic of Vietnam (North Vietnam). He was a key figure in the foundation of the Democratic Republic of Vietnam in 1945, as well as the People's Army of Vietnam (PAVN) and the Việt Cộng (NLF or VC) during the Vietnam War.
He led the Việt Minh independence movement from 1941 onward, establishing the Communist-ruled Democratic Republic of Vietnam in 1945 and defeating the French Union in 1954 at the battle of Điện Biên Phủ. He officially stepped down from power in 1965 due to health problems, but remained a highly visible figurehead and inspiration for those Vietnamese fighting for his cause—a united, communist Vietnam—until his death. After the war, Saigon, the former capital of the Republic of Vietnam, was renamed Hồ Chí Minh City.
A party is a gathering of people who have been invited by a host for the purposes of socializing, conversation, recreation, or as part of a festival or other commemoration of a special occasion. A party will typically feature food and beverages, and often music and dancing or other forms of entertainment. In many Western countries, parties for teens and adults are associated with drinking alcohol such as beer, wine or distilled spirits.
Some parties are held in honor of a specific person, day, or event, such as a birthday party, a Super Bowl party, or a St. Patrick’s Day party. Parties of this kind are often called celebrations. A party is not necessarily a private occasion. Public parties are sometimes held in restaurants, pubs, beer gardens, nightclubs or bars, and people attending such parties may be charged an admission fee by the host. Large parties in public streets may celebrate events such as Mardi Gras or the signing of a peace treaty ending a long war.

Filmed in Glasgow, Scotland on 21st September 2016. A report back from Kenny Coyle from his experiences in Socialist Vietnam. Kenny talks us through the history of this region, it's experiences of Western Imperialism and then in the aftermath it's attempts to build & develop an economy and society which works for all. What of Vietnam today, and where is it in terms of a Vietnamese road to socialism? Do the Western powers still seek to intervene in this sovereign nation's affairs, particularly as it builds an alternative economic and political model? Remember, this is the country which expelled the French colonialists in 1954 against all the odds and against a much better armed military. Then in 1973 the Vietnamese National Liberation Front led by Ho Chi Minh defeated a USA invasion of the...

As Vietnam opens its economy and expands its multilateral partnerships, the Vietnamese government continues to look to the West for help in coping with its economic crisis and political problems. Even as Vietnam has made recent gains in negotiations over the Trans-Pacific Partnership and the partial lifting of the U.S. arms embargo, human rights violations at the hands of the ruling Communist Party of Vietnam (CPV) remain a cause for concern. Drawing on his experiences as a prominent human rights lawyer and political prisoner, Dr. Cu Huy Ha Vu will discuss the CPV’s repressive laws and actions, offer a perspective on the current state of Vietnamese civil society, and outline recommendations for expanding freedom in Vietnam. He will argue for the urgency of implementing human rights laws an...
