Liverpool (/ˈlɪvərpuːl/) is a city in Merseyside, England. A borough from 1207 and a city from 1880, in 2014 the city local government district had a population of 470,537 and the Liverpool/Birkenhead metropolitan area had a population of 2,241,000.
Liverpool is in the south west of the historic county of Lancashire in North West England, on the eastern side of the Mersey Estuary. The town historically lay within the ancient Lancashire division of West Derby known as a "hundred".
The urbanisation and expansion of the city were largely brought about by its advantageous location during the industrial revolution status that led to its growth as a major port, which included its participation in the Atlantic slave trade. Liverpool was the port of registry of the ocean liner RMS Titanic, and many other Cunard and White Star ocean liners such as the RMS Lusitania, Queen Mary, and Olympic. Liverpool's status as a port city has contributed to its diverse population, which, historically, was drawn from a wide range of peoples, cultures, and religions, particularly those from Ireland. The city is also home to the oldest Black African community in the country and the oldest Chinese community in Europe.
A city council, town council, town board, or board of aldermen is the legislative body that governs a city, town, municipality or local government area.
Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.
Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.
Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.

Cancer Research UK and Liverpool City Council have joined forces and signed the first ever skin cancer pledge. The City Council’s Public Health team will work closely with Cancer Research UK over the coming years to ensure that awareness of skin cancer is firmly on the health agenda in Liverpool. They will also work with Environmental Health colleagues and local businesses in a bid to prevent under-18s using sunbeds and inform all adults of the risks of sunbed use. Malignant melanoma is the second most common cancer in young adults in the UK and kills around 60 young adults, between the ages of 15 and 34 every year. We spoke to two skin cancer survivors who stressed the importance of staying safe in the sun and the dangers of using sunbeams.
