We experienced an 'Interesting Moment' when Governor Sean Parnell Welcomed National People's Congress of the People's Republic of China Chairman Wu Bangguo to Alaska, 9-12-09. We believe that on this particular Saturday morning, Alaska news media colleagues were sleeping in, for we recall being the only non governmental person attending with still camera, video and notebook. Other video and flash still photography was, to the best of memory, in the possession of Chinese technicians. We planned to prepare a report for our http://www.northerngaspipelines.com readers, since China is a prime target for marketing Alaska's North Slope gas and since China has been challenging Japan as Alaska's largest trading partner. Chairman Bangguo had rented a large piece of the Anchorage Hilton's second floor ballroom, covered most of the enormous floor with a single seamless (i.e. to an untrained eye), opulent, oriental carpet and hand carved, richly covered furniture that looked like it must have been borrowed from the 'Forbidden City'. Readers have to seriously appreciate the gravity of seriousness. Here was one of China's top leaders making a full blown diplomatic stop in Anchorage. Over a dozen black limos were lined up under and near the Hilton's covered drop-off entrance. About two dozen aids accompanied the Chairman, including officials from the San Francisco Consulate, sharp looking, tall, serious faced security personnel with weapon-bulging suit coats and a few, visible automatic weapons. I had reserved a place and was allowed to enter the ballroom after a brief interrogation and physical inspection of equipment, though I noticed the Governor's dozen staffers walked right in behind him without inspection. After I was inside, the Chinese were very cordial to me, helping me position myself in the great room for photos of the Chairman and Governor as they spoke to each other via an interpreter. After about 20 minutes of pleasantries and diplomatic exchanges reflecting the respect each leader held for the other, I was politely but firmly escorted out of the room -- presumably, so that the two could talk candidly without being documented by, apparently, the Governor's only official news media person invited to attend. (Of course, the Governor's office had sent a routine announcement to the usual media list, but apparently, all did not appreciate the historic event for what I still believe it to have been.)
Note that the host for this event was the Chairman, who had converted the room to a Chinese reception format. It seemed to me a subtle way in which the official had orchestrated an event in such a way as to assert his control over the meeting. The fleet of official cars, the carpet and furniture had obviously involved an armada of aircraft as well. One can only imaging the bevy glittering, red-starred, personal jet(s) and transports awaiting the return of the official group for the last leg of the flight back to China...following official visits to Washington D.C. and Anchorage.
It was one of dozens of incidents in my own life when I felt strangely present in important, interesting and almost dream-like moments in time ... like our hero, Forest Gump. -dh

STORY LINE
French President Nicolas Sarkozy met China's most senior lawmaker on Thursday, in Beijing, on the second day of his three-day visit to China.
Sarkozy had a meeting with Wu Bangguo, Chairman of the Chinese Congress.
Sarkozy's trip is being billed as a return to healthy diplomatic relations between the countries after disagreements over Tibet.
The French leader is also pressing Beijing to support further sanctions on Iran over its nuclear programme.
On Wednesday, Sarkozy met Chinese President Hu Jintao and stressed the urgency of ongoing efforts to curb Iran's nuclear activities, saying new sanctions must be imposed on Tehran if negotiations failed.
The United States and its Western allies are pressing for quick adoption of an array of tough sanctions, but Russia and China are still hoping that diplomacy will lead Iran to the negotiating table and have indicated they will only agree to much weaker measures if Tehran refuses.
China and Russia, which also have permanent Security Council seats, have important commercial links to Iran and have been reluctant to support new sanctions.
Iran said it only wants the technology to produce nuclear power for civilian purposes.
The two leaders said Hu had accepted Sarkozy's invitation to visit France in the autumn.
Relations nose-dived in 2008 after protests by exiled Tibetans and other activists during the Olympic torch's passage through Paris and Sarkozy's talks with Tibet's exiled spiritual leader, the Dalai Lama.
Sarkozy travels to Shanghai on Friday, where he will attend the opening ceremony for the World Expo and visit France's stand at the festival.

STORYLINE
China's top legislator, Wu Bangguo, was in Havana on Wednesday for an official visit to Cuba at the invitation of the President of the Cuban National Assembly, Ricardo Alarcon.
According to a statement released by Chinese officials, Wu, chairman of the Standing Committee of China's National People's Congress, is scheduled to meet with Cuban revolutionary leader Fidel Castro and Cuban president Raul Castro during his visit to the island.
Cuban officials will only confirm that Wu will hold talks with his counterpart, Ricardo Alarcon, the President of the Cuban Parliament.
On Wednesday morning, Wu and Alarcon visited Revolution Square where Wu placed a wreath on behalf of the Chinese people at the monument for Cuba's national hero, Jose Marti.
Wu will remain in Havana until Thursday when he is expected to travel to Bahamas and then on to the United States before returning to China.
Cuba depended heavily on Soviet generosity and turned a cold shoulder to China during the Cold War's Sino-Soviet split.
But ties warmed after the breakup of the Soviet Union in 1991, and Cuba now has no problem dealing with both Beijing and Moscow.
With bilateral trade topping 2.6 (b) billion US dollars a year, China is Cuba's number two trading partner after Venezuela, where President Hugo Chavez provides nearly 100-thousand barrels of oil a day to the island at favourable prices.
For Cubans to relate to the Chinese, poses something of an ideological challenge, since some Cubans speculated that Raul Castro might follow a Chinese model of reform after becoming president. Those changes, so far, are not forthcoming.
China transformed its economy three decades ago by embracing market reforms even as its Communist Party maintained strict political control.
Cuba's communist government, however, still controls well over 90 percent of the economy and shows no sign of easing its grip on political or economic matters, even as Raul Castro has expanded foreign trade 39 percent since becoming president and signed a major offshore oil exploration deal with Brazil.
China's trade with Latin America has jumped from 10 (b) billion US dollars in 2000 to 102.6 (b) billion US dollars last year.

STORYLINE:
German Chancellor Angela Merkel began the third day of her visit to China by holding talks with the head of the country's legislature Wu Bangguo in Beijing on Tuesday.
Merkel and Wu, who is the Communist Party's number two ranking official, met in the Great Hall of the People, the seat of China's legislature.
Climate change, human rights and economic ties are among the issues topping the agenda on the Chancellor's visit.
Later on Tuesday Merkel will give a speech at the Chinese Academy of Social Sciences (CASS) in Beijing and then visit the former capital of Nanjing.
She will fly to Japan on Wednesday.
Merkel met with Chinese President Hu Jintao on Monday, discussing human rights and ways of expanding relations beyond trade relations.
She also held discussions with Chinese Premier Wen Jiabao on Monday, after which the two leaders had sidestepped a news report that Chinese hackers linked to the military had infected German government computers.
Merkel and Wen said they had noted the report in the German weekly Der Spiegel.
But neither would say whether they had discussed them directly in hour-long talks, preferring instead to keep the focus on efforts to boost economic ties and environmental and energy cooperation.

"Return to Democracy- 13 Questions to be Discussed with
Standing Committee Chairman Wu Bangguo," is a new book.
It may face cancellation of its scheduled publication
in Hong Kong on the eve of Beijing's two political sessions.
Author Du Guang, a Professor at the Party School of the
Chinese Communist Party (CCP) was warned by the regime.
Wu Bangguo's talk of "Eight Sets" and "Five Don'ts" was
criticized by Du's new book.
"It is precisely the theory, ideology and political platform
for the CCP's rule," Du wrote.
Du Guang reviews that Wu's talk covered up the essence
of autocracy and is the root cause of social evils.
It is a "modern form" of despotism in fact.
Du clearly called it the biggest obstacle for China to head
towards freedom, democracy, rule of law and human rights.
In his new book, Du Guang exposed the CCP's deception,
of deliberately obscuring facts.
Du believes the exposure will help advance contemporary
new enlightenment,
as well as help China to accept universal values,
to head for freedom, democracy, rule of law and human rights.
Ye Ke, with a PhD. in Public Policy at the Univ. of Southern
California, says Du's new book inspires introspection
Ye Ke: "This is a very different voice, very bold and very
courageous, under the CCP's dictatorial rule.
He dissects in detail the CCP's lofty and holy appearance.
He points out, straight from the shoulder, the essence of
the CCP's safeguarding the interests of autocracy and powerful officials.
The act is in a sharp contrast to the CCP's "great, glorious
and correct" propaganda."
This fact also indicates that the Chinese people attempt to
change the status quo in China, Ye Ke thinks
Tie Liu, a writer in China, reviews that Wu Bangguo's talk
of "Five Don'ts" is inherently anti-constitutional to democracy.
The CCP cannot afford to refute Du Guang.
Tie Liu: "The CCP officials' quality is lousy as a whole.
It's entirely a system of reverse elimination.
Firstly, it weeds out the person who has good innate
qualities; Secondly, it eliminates personality.
Any person who dares to think independently and express
differently, is on the removal list.
Thirdly, it is the elimination of thought. If you have your
own thinking, you'll be separated out."
Tie Liu says that Hu Jintao's governance is that of stability
over-riding everything.
The Wang Lijun Incident, once sensational, is calming down.
The tragedy speaks for itself, says Tie Liu.
Ye Ke does not agree with Du Guang's attempt
to save the CCP.
Ye Ke: "I believe that any person who has morality can't
be hostile to the universal values and all religious beliefs.
Nor can he create a famine starving 40-50 million
people to death.
Nor less likely to slaughter in modern society those people
whose faith is Truthfulness- Compassion-Tolerance,
and to last the ghastly persecution for over a dozen years."
Ye Ke pinpoints the root cause behind the CCP's evil.
That it is due to its fundamental betrayal of morality,
traditional culture and humanity.
The CCP finally degenerated to be a rogue gang and
an evil cult.
Ye Ke says, only by completely abandoning the CCP,
can China have the real way out.
He advises people to read the book --
"Nine Commentaries on the Communist Party" for an answer.
Bao Tong, ex-Director of the Office of the CCP Central
Political Reform, and the policy Secretary of Zhao Ziyang,
CCP's ex-Premier, wrote a foreword for Du Guang's book.
In the last century, no socialist countries did not regard
the autocracy as the socialism.
Marx and Engels were deified by some people in order
to gain the interests of a specific party, faction and of even a specific person.
The "socialism" of Lenin and Stalin has been deserted by
the people of former Soviet Union.
Mao's "socialism" has been ruined due to starving 45 million
Chinese to death, and to fighting against more than 100 million people.

Wu Bangguo (born July 1941) is a high-ranking politician in the People's Republic of China. He is currently Chairman and Party secretary of the Standing Committee of the National People's Congress, a position that makes him China's chief legislator. He is also ranked second in official rankings of state and party leaders according to his qualifications in the Party. A native of Anhui, Wu is an electrical engineer by profession, and rose to national fame through regional work as the party chief of Shanghai and as Vice-Premier.
Wu was born at Feidong County in Anhui. He entered Tsinghua University in 1960, majoring in electron tube engineering at the Department of Radio Electronics, where he graduated in 1967. He subsequently was employed as a worker and technician at Shanghai's No. 3 Electronic Tube Factory, and then deputy chief and chief of the technical section from 1976 to 1978. He would eventually go on to lead the factory as its party secretary. In 1978 he was assigned to become the deputy manager of Shanghai Electronic Elements Company, and between 1979 and 1981 the deputy manager of Shanghai Electron Tube Company. Between 1981 and 1983 he worked as the deputy secretary of Shanghai Meters, Instruments and Telecommunications Bureau.

Fidel Alejandro Castro Ruz (Spanish: [fiˈðel ˈkastro]; born August 13, 1926) is a Cuban revolutionary and politician, having held the position of Prime Minister of Cuba from 1959 to 1976, and then President from 1976 to 2008. He also served as the First Secretary of the Communist Party of Cuba from the party's foundation in 1961 until 2011. Politically a Marxist-Leninist, under his administration the Republic of Cuba was converted into a one-party socialist state, with industry and business being nationalized under state ownership and socialist reforms implemented in all areas of society. On the international stage, he also served as the Secretary-General of the Non-Aligned Movement from 1979 to 1983 and 2006 to 2008.

Cuban officials will only confirm that Wu will hold talks with his counterpart, Ricardo Alarcon, the President of the Cuban Parliament. On Wednesday morning, Wu and Alarcon visited Revolution Square where Wu placed a wreath on behalf of the Chinese people at the monument for Cuba's national hero, Jose Marti. Wu will remain in Havana until Thursday when he is expected to travel to Bahamas and then on to the United States before returning to China. Cuba depended heavily on Soviet generosity and turned a cold shoulder to China during the Cold War's Sino-Soviet split. But ties warmed after the breakup of the Soviet Union in 1991, and Cuba now has no problem dealing with both Beijing and Moscow. It may face cancellation of its scheduled publication in Hong Kong on the eve of Beijing's two political sessions. Author Du Guang, a Professor at the Party School of the Chinese Communist Party (CCP) was warned by the regime. Wu Bangguo's talk of "Eight Sets" and "Five Don'ts" was criticized by Du's new book. "It is precisely the theory, ideology and political platform for the CCP's rule," Du wrote. Du Guang reviews that Wu's talk covered up the essence of autocracy and is the root cause of social evils. It is a "modern form" of despotism in fact. Du clearly called it the biggest obstacle for China to head towards freedom, democracy, rule of law and human rights. In his new book, Du Guang exposed the CCP's deception, of deliberately obscuring facts. Du believes the exposure will help advance contemporary new enlightenment, as well as help China to accept universal values, to head for freedom, democracy, rule of law and human rights. Ye Ke, with a PhD. in Public Policy at the Univ. of Southern California, says Du's new book inspires introspection Ye Ke: "This is a very different voice, very bold and very courageous, under the CCP's dictatorial rule. He dissects in detail the CCP's lofty and holy appearance. He points out, straight from the shoulder, the essence of the CCP's safeguarding the interests of autocracy and powerful officials. The act is in a sharp contrast to the CCP's "great, glorious and correct" propaganda." This fact also indicates that the Chinese people attempt to change the status quo in China, Ye Ke thinks Tie Liu, a writer in China, reviews that Wu Bangguo's talk of "Five Don'ts" is inherently anti-constitutional to democracy. The CCP cannot afford to refute Du Guang. Tie Liu: "The CCP officials' quality is lousy as a whole. It's entirely a system of reverse elimination. Firstly, it weeds out the person who has good innate qualities; Secondly, it eliminates personality. Any person who dares to think independently and express differently, is on the removal list. Thirdly, it is the elimination of thought. If you have your own thinking, you'll be separated out." Tie Liu says that Hu Jintao's governance is that of stability over-riding everything. The Wang Lijun Incident, once sensational, is calming down. The tragedy speaks for itself, says Tie Liu. Ye Ke does not agree with Du Guang's attempt to save the CCP. Ye Ke: "I believe that any person who has morality can't be hostile to the universal values and all religious beliefs. Nor can he create a famine starving 40-50 million people to death. Nor less likely to slaughter in modern society those people whose faith is Truthfulness- Compassion-Tolerance, and to last the ghastly persecution for over a dozen years." Ye Ke pinpoints the root cause behind the CCP's evil. That it is due to its fundamental betrayal of morality, traditional culture and humanity. The CCP finally degenerated to be a rogue gang and an evil cult. Ye Ke says, only by completely abandoning the CCP, can China have the real way out. He advises people to read the book -- "Nine Commentaries on the Communist Party" for an answer. Bao Tong, ex-Director of the Office of the CCP Central Political Reform, and the policy Secretary of Zhao Ziyang, CCP's ex-Premier, wrote a foreword for Du Guang's book. In the last century, no socialist countries did not regard the autocracy as the socialism. Marx and Engels were deified by some people in order to gain the interests of a specific party, faction and of even a specific person. The "socialism" of Lenin and Stalin has been deserted by the people of former Soviet Union. Mao's "socialism" has been ruined due to starving 45 million Chinese to death, and to fighting against more than 100 million people. Chairman Bangguo had rented a large piece of the Anchorage Hilton's second floor ballroom, covered most of the enormous floor with a single seamless (i.e. to an untrained eye), opulent, oriental carpet and hand carved, richly covered furniture that looked like it must have been borrowed from the 'Forbidden City'. Readers have to seriously appreciate the gravity of seriousness. Here was one of China's top leaders making a full blown diplomatic stop in Anchorage. Over a dozen black limos were lined up under and near the Hilton's covered drop-off entrance. About two dozen aids accompanied the Chairman, including officials from the San Francisco Consulate, sharp looking, tall, serious faced security personnel with weapon-bulging suit coats and a few, visible automatic weapons. I had reserved a place and was allowed to enter the ballroom after a brief interrogation and physical inspection of equipment, though I noticed the Governor's dozen staffers walked right in behind him without inspection. After I was inside, the Chinese were very cordial to me, helping me position myself in the great room for photos of the Chairman and Governor as they spoke to each other via an interpreter. After about 20 minutes of pleasantries and diplomatic exchanges reflecting the respect each leader held for the other, I was politely but firmly escorted out of the room -- presumably, so that the two could talk candidly without being documented by, apparently, the Governor's only official news media person invited to attend. (Of course, the Governor's office had sent a routine announcement to the usual media list, but apparently, all did not appreciate the historic event for what I still believe it to have been.)
Note that the host for this event was the Chairman, who had converted the room to a Chinese reception format. It seemed to me a subtle way in which the official had orchestrated an event in such a way as to assert his control over the meeting. The fleet of official cars, the carpet and furniture had obviously involved an armada of aircraft as well. One can only imaging the bevy glittering, red-starred, personal jet(s) and transports awaiting the return of the official group for the last leg of the flight back to China...following official visits to Washington D.C. and Anchorage.
It was one of dozens of incidents in my own life when I felt strangely present in important, interesting and almost dream-like moments in time ... like our hero, Forest Gump. -dh

After about 20 minutes of pleasantries and diplomatic exchanges reflecting the respect each leader held for the other, I was politely but firmly escorted out of the room -- presumably, so that the two could talk candidly without being documented by, apparently, the Governor's only official news media person invited to attend. (Of course, the Governor's office had sent a routine announcement to the usual media list, but apparently, all did not appreciate the historic event for what I still believe it to have been.)
Note that the host for this event was the Chairman, who had converted the room to a Chinese reception format. It seemed to me a subtle way in which the official had orchestrated an event in such a way as to assert his control over the meeting. The fleet of official cars, the carpet and furniture had obviously involved an armada of aircraft as well. One can only imaging the bevy glittering, red-starred, personal jet(s) and transports awaiting the return of the official group for the last leg of the flight back to China...following official visits to Washington D.C. and Anchorage.
It was one of dozens of incidents in my own life when I felt strangely present in important, interesting and almost dream-like moments in time ... like our hero, Forest Gump. -dh

Sarkozy had a meeting with Wu Bangguo, Chairman of the Chinese Congress.
Sarkozy's trip is being billed as a return to healthy diplomatic relations between the countries after disagreements over Tibet.
The French leader is also pressing Beijing to support further sanctions on Iran over its nuclear programme.
On Wednesday, Sarkozy met Chinese President Hu Jintao and stressed the urgency of ongoing efforts to curb Iran's nuclear activities, saying new sanctions must be imposed on Tehran if negotiations failed.
The United States and its Western allies are pressing for quick adoption of an array of tough sanctions, but Russia and China are still hoping that diplomacy will lead Iran to the negotiating table and have indicated they will only agree to much weaker measures if Tehran refuses.
China and Russia, which also have permanent Security Council seats, have important commercial links to Iran and have been reluctant to support new sanctions.
Iran said it only wants the technology to produce nuclear power for civilian purposes.
The two leaders said Hu had accepted Sarkozy's invitation to visit France in the autumn.

China's top legislator, Wu Bangguo, was in Havana on Wednesday for an official visit to Cuba at the invitation of the President of the Cuban National Assembly, Ricardo Alarcon.
According to a statement released by Chinese officials, Wu, chairman of the Standing Committee of China's National People's Congress, is scheduled to meet with Cuban revolutionary leader Fidel Castro and Cuban president Raul Castro during his visit to the island.
Cuban officials will only confirm that Wu will hold talks with his counterpart, Ricardo Alarcon, the President of the Cuban Parliament.
On Wednesday morning, Wu and Alarcon visited Revolution Square where Wu placed a wreath on behalf of the Chinese people at the monument for Cuba's national hero, Jose Marti.
Wu will remain in Havana until Thursday when he is expected to travel to Bahamas and then on to the United States before returning to China.
Cuba depended heavily on Soviet generosity and turned a cold shoulder to China during the Cold War's Sino-Soviet split.
But ties warmed after the breakup of the Soviet Union in 1991, and Cuba now has no problem dealing with both Beijing and Moscow.
With bilateral trade topping 2.6 (b) billion US dollars a year, China is Cuba's number two trading partner after Venezuela, where President Hugo Chavez provides nearly 100-thousand barrels of oil a day to the island at favourable prices.
For Cubans to relate to the Chinese, poses something of an ideological challenge, since some Cubans speculated that Raul Castro might follow a Chinese model of reform after becoming president. Those changes, so far, are not forthcoming.
China transformed its economy three decades ago by embracing market reforms even as its Communist Party maintained strict political control.
Cuba's communist government, however, still controls well over 90 percent of the economy and shows no sign of easing its grip on political or economic matters, even as Raul Castro has expanded foreign trade 39 percent since becoming president and signed a major offshore oil exploration deal with Brazil.
China's trade with Latin America has jumped from 10 (b) billion US dollars in 2000 to 102.6 (b) billion US dollars last year.

It may face cancellation of its scheduled publication
in Hong Kong on the eve of Beijing's two political sessions.
Author Du Guang, a Professor at the Party School of the
Chinese Communist Party (CCP) was warned by the regime.
Wu Bangguo's talk of "Eight Sets" and "Five Don'ts" was
criticized by Du's new book.
"It is precisely the theory, ideology and political platform
for the CCP's rule," Du wrote.
Du Guang reviews that Wu's talk covered up the essence
of autocracy and is the root cause of social evils.
It is a "modern form" of despotism in fact.
Du clearly called it the biggest obstacle for China to head
towards freedom, democracy, rule of law and human rights.
In his new book, Du Guang exposed the CCP's deception,
of deliberately obscuring facts.
Du believes the exposure will help advance contemporary
new enlightenment,
as well as help China to accept universal values,
to head for freedom, democracy, rule of law and human rights.
Ye Ke, with a PhD. in Public Policy at the Univ. of Southern
California, says Du's new book inspires introspection
Ye Ke: "This is a very different voice, very bold and very
courageous, under the CCP's dictatorial rule.
He dissects in detail the CCP's lofty and holy appearance.
He points out, straight from the shoulder, the essence of
the CCP's safeguarding the interests of autocracy and powerful officials.
The act is in a sharp contrast to the CCP's "great, glorious
and correct" propaganda."
This fact also indicates that the Chinese people attempt to
change the status quo in China, Ye Ke thinks
Tie Liu, a writer in China, reviews that Wu Bangguo's talk
of "Five Don'ts" is inherently anti-constitutional to democracy.
The CCP cannot afford to refute Du Guang.
Tie Liu: "The CCP officials' quality is lousy as a whole.
It's entirely a system of reverse elimination.
Firstly, it weeds out the person who has good innate
qualities; Secondly, it eliminates personality.
Any person who dares to think independently and express
differently, is on the removal list.
Thirdly, it is the elimination of thought. If you have your
own thinking, you'll be separated out."
Tie Liu says that Hu Jintao's governance is that of stability
over-riding everything.
The Wang Lijun Incident, once sensational, is calming down.
The tragedy speaks for itself, says Tie Liu.
Ye Ke does not agree with Du Guang's attempt
to save the CCP.
Ye Ke: "I believe that any person who has morality can't
be hostile to the universal values and all religious beliefs.
Nor can he create a famine starving 40-50 million
people to death.
Nor less likely to slaughter in modern society those people
whose faith is Truthfulness- Compassion-Tolerance,
and to last the ghastly persecution for over a dozen years."
Ye Ke pinpoints the root cause behind the CCP's evil.
That it is due to its fundamental betrayal of morality,
traditional culture and humanity.
The CCP finally degenerated to be a rogue gang and
an evil cult.
Ye Ke says, only by completely abandoning the CCP,
can China have the real way out.
He advises people to read the book --
"Nine Commentaries on the Communist Party" for an answer.
Bao Tong, ex-Director of the Office of the CCP Central
Political Reform, and the policy Secretary of Zhao Ziyang,
CCP's ex-Premier, wrote a foreword for Du Guang's book.
In the last century, no socialist countries did not regard
the autocracy as the socialism.
Marx and Engels were deified by some people in order
to gain the interests of a specific party, faction and of even a specific person.
The "socialism" of Lenin and Stalin has been deserted by

Visiting Canadian Prime Minister Stephen Harper continued to meet with Chinese leaders in Beijing on Friday, during his first visit to the Asian powerhouse.
On Friday Harper met with Wu Bangguo, Chairman of the Standing Committee of the National People's Congress, China's top law making institution.
Harper started his first visit to China as Canadian Prime Minister on Wednesday and on Thursday he met with Chinese President Hu Jintao and Premier Wen Jiabao.
In those meetings Chinese leaders called for better relations with Canada after years of discord on human rights issues.
Canada's differences with China have widened since Harper's conservative government took office nearly four years ago.
His visit, part of a swing through eastern Asia, appears aimed at overcoming negative sentiment on both sides.
Harper said the visit would boost trade and cooperation.
China is Canada's second-largest trading partner after the United States, with bilateral trade volume increasing from 23 (b) billion US dollars in 2006 to about 35 (b) billion US dollars in 2008, according to statistics from China's Customs Administration.
Hu said earlier that China hoped to "increase understanding, extend practical cooperation, and bring Chinese-Canadian cooperation to a new level."
Harper, who also toured the Great Wall on Thursday, will visit Shanghai and Hong Kong before leaving for South Korea on Sunday.

In an interview later with Chinese state media, Putin played up cooperation with China and lashed out at the US, describing the dominance of the American dollar as parasitic.
Putin said he offered the criticism constructively in a search for common solutions to ease a roiling world economy.
Putin has frequently tried to use Russia's burgeoning ties with Beijing as a counterbalance to US global predominance, and Chinese leaders have reciprocated the gestures.
The Russian leader's trip to Beijing follows his recent announcement that he plans to swap jobs next year with President Dmitry Medvedev, returning him to the top
position he held for eight years.
Analysts have said that the transition could see Russia tilt further toward China.

Organisers of the Beijing Olympics unveiled the 2008 Games' emblem - a Chinese character for the name of Beijing drawn to look like a running athlete - at a ceremony on Sunday night attended by film star Jackie Chan and hundreds of dancers.
The event at the Temple of Heaven, a centuries-old Beijing landmark, was also attended by more than two-thousand invited guests, including film director Zhang Yimou and Wu Bangguo, the chairman of China's legislature.
The communist government has promoted the games as a matter of national pride and evidence of China's modernisation, heavily publicising every step in the preparations.
At the ceremony on Sunday night, an oversized traditional Chinese stamp carved with the emblem arrived by double-decker bus and was carried to a stage by Chan and Chinese table tennis star Deng Yaping.
Wu and Hein Verbruggen, an International Olympic Committee official, stamped the symbol onto a scroll and held it up for the audience to see on large video screens.
Guests were shown a video by Zhang promoting the seal and hundreds of performers in red leotards danced.
The emblem is based on the Chinese character "Jing," which is part of the name of Beijing and also can be written on its own to refer to the Chinese capital.
The emblem also includes the Olympic rings and the words "Beijing 2008".

Chinese Premier Wen Jiabao promised to fight corruption and press ahead with capitalist-style economic reform as the ruling Communist Party on Saturday marked its 57th anniversary in power.
Wen's comments came in a short speech before a banquet held at Beijing's Great Hall of the People Saturday night, the eve of China's National Day on Sunday 1 October.
"We are committed to reform and opening up," Wen said in the address to Communist Party leaders and 300 foreign diplomats at the National Day reception.
"We will press ahead with all-around economic, political, cultural and social reform, and resolutely fight against corruption to build a clean and honest government," he said.
Wen's comments came after Shanghai's party leader was dismissed this week in a corruption scandal, although Wen made no mention of that in his address.
China has punished thousands of government and party officials for corruption in an effort to mollify public anger at graft and other abuses.
In advance of Sunday's National Day, Tiananmen Square in Beijing has been decorated with models of what the Chinese Communist Party claims as its recent accomplishments.
Crowds on Tiananmen Square looked at model of Tibet's Potala Palace, which is decorated with a model railway train, representing China's new railway line connecting Beijing with Lhasa, opened this year in July.
Another display featured the official mascots of the Beijing 2008 Olympics, dubbed the five "Friendlies".
The giant Three Gorges Dam also appears in model form among the decorations on Tiananmen Square, with real water flowing through it.
Thousands of people are expected to attend an early-morning flag-raising event on Sunday at Tiananmen Square. The whole following week is a public holiday in mainland China.

On September 8, millions of voters in Guangzhou voted
for the District and County People's Congress representatives.
Out of 9,000 candidates, 5,000 people will be elected.
Candidates were nominated by political parties/organizations,
with no independent candidates nominated. Experts believe,
National People's Congress (NPC) can't represent the people,
and it is only used to fool people, becoming an appendage
of the Chinese Communist Party (CCP) and tragic for China.
Since June, at least 14 independent candidates
openly declared their wish to participate in the NPC elections.
Most of them had given up under the pressure
of their employers or families.
Eventually only five gathered sufficient numbers to enter
the primary list, but ultimately could not become candidates.
According to Hong Kong's Ming Pao newspaper,
the order to get rid of independent candidates was issued
by the NPC Chairman Wu Bangguo.
He required all regions to get rid of independent candidates.
Besides layers of blockade in the election process, they can
mobilize public opinion for 'encirclement and suppression.'
Liu Yinquan, China Social Democratic Party Secretary said
that candidates are determined by the CCP departments;
they could not represent the people at all.
Thus such an election has no democratic nature.
Liu Yinquan (Secretary, China Social Democratic Party):
"NPC candidates were usually nominated by the CCP.
They were screened repeatedly in political checkups,
and were considered reliable to CCP.
This is a satire, rape of public opinion,
and a way to fool the people."
Mr. Luo, a representative of a village in Guangzhou said
grassroots NPC representatives are all appointed, not elected,
so no one really cares about the election.
Mr. Luo (representative of a Guangzhou village):
"If your opinion is inconsistent with it (CCP),
it's useless even if you are elected.
They will bring you down, and you have no power to speak."
Recently, hundreds of independent candidates emerged
across the country and were interviewed by the authorities.
They were threatened, put under house arrests, kidnapped,
or even arrested, thus independent candidates were eliminated.
Writer Xia Shang in Shanghai and Li Chengpeng in Chengdu,
once claimed to run for the election, gave up under pressure.
Cao Tian, who once won the title '2005 Ten Outstanding
Youths in China's Economic Reform,'
and was awarded as one of the 'Top 100 Most Influential
Contemporary Writers' by the Chinese Writers Association,
announced his campaign for mayor of Zhengzhou.
In the past few months, he was investigated thoroughly
by the authorities in Henan and was given a fine
for the amount of RMB6 million.
In addition, many of his company's shareholders were
require to report problems within given time and place
by Zhengzhou Municipal Discipline Inspection Commission.
Xu Yan, a citizen at downtown Hangzhou,
became an independent candidate of NPC.
He believes that as a voter and citizen, he has a full right

On September 8, millions of voters in Guangzhou voted
for the District and County People's Congress representatives.
Out of 9,000 candidates, 5,000 people will be elected.
Candidates were nominated by political parties/organizations,
with no independent candidates nominated. Experts believe,
National People's Congress (NPC) can't represent the people,
and it is only used to fool people, becoming an appendage
of the Chinese Communist Party (CCP) and tragic for China.
Since June, at least 14 independent candidates
openly declared their wish to participate in the NPC elections.
Most of them had given up under the pressure
of their employers or families.
Eventually only five gathered sufficient numbers to enter
the primary list, but ultimately could not become candidates.
According to Hong Kong's Ming Pao newspaper,
the order to get rid of independent candidates was issued
by the NPC Chairman Wu Bangguo.
He required all regions to get rid of independent candidates.
Besides layers of blockade in the election process, they can
mobilize public opinion for 'encirclement and suppression.'
Liu Yinquan, China Social Democratic Party Secretary said
that candidates are determined by the CCP departments;
they could not represent the people at all.
Thus such an election has no democratic nature.

"NPC candidates were usually nominated by the CCP.
They were screened repeatedly in political checkups,
and were considered reliable to CCP.
This is a satire, rape of public opinion,
and a way to fool the people."
Mr. Luo, a representative of a village in Guangzhou said
grassroots NPC representatives are all appointed, not elected,
so no one really cares about the election.
Mr. Luo (representative of a Guangzhou village):
"If your opinion is inconsistent with it (CCP),
it's useless even if you are elected.
They will bring you down, and you have no power to speak."
Recently, hundreds of independent candidates emerged
across the country and were interviewed by the authorities.
They were threatened, put under house arrests, kidnapped,
or even arrested, thus independent candidates were eliminated.
Writer Xia Shang in Shanghai and Li Chengpeng in Chengdu,
once claimed to run for the election, gave up under pressure.
Cao Tian, who once won the title '2005 Ten Outstanding
Youths in China's Economic Reform,'
and was awarded as one of the 'Top 100 Most Influential
Contemporary Writers' by the Chinese Writers Association,
announced his campaign for mayor of Zhengzhou.
In the past few months, he was investigated thoroughly
by the authorities in Henan and was given a fine
for the amount of RMB6 million.
In addition, many of his company's shareholders were
require to report problems within given time and place
by Zhengzhou Municipal Discipline Inspection Commission.
Xu Yan, a citizen at downtown Hangzhou,
became an independent candidate of NPC.
He believes that as a voter and citizen, he has a full right
to participate in the elections according to the Constitution.

STORYLINE:
Paris and Beijing signed a series of agreements on Monday during the French prime minister's visit to China to boost trade with the Asian economic giant, as relations improve a year after the French president angered China by meeting with the Dalai Lama.
Prime Minister Francois Fillon was received by Chinese Premier Wen Jiabao with a formal welcoming ceremony in the Great Hall of the People.
The two sides signed 12 agreements and documents after a one-hour closed door meeting. Cooperation in nuclear energy and aircraft manufacturing were included in the agreements.
According to the deals, the aerospace giant CFM International is to build an assembly line in China to supply engines to the Commercial Aircraft Corporation of China for the country's home-grown jetliner C919.
Fillon, who is accompanied by a business delegation, will meet with President Hu Jintao and the head of China's national legislature, Wu Bangguo, during his three-day visit.
The visit comes a year after China froze relations between the countries because French President Nicolas Sarkozy met with the Tibetan spiritual leader, the Dalai Lama, whom Beijing accuses of seeking Tibetan independence from Chinese rule.
Sarkozy's meeting with him prompted China to cancel talks with the European Union and sparked a popular Chinese backlash against French products.
Sarkozy restored contact with Hu during international summits in the United States in April and September and bilateral visits of high-level officials have since increased. Chinese Commerce Minister Chen Deming visited France last month with a delegation of Chinese business leaders.
In an interview with China's official Xinhua News Agency, Fillon said that France hoped to strengthen cooperation with China in nuclear power, aviation, environmental protection, medical services and other fields.
French business leaders have worried the political scuffle over Sarkozy's meeting with the Dalai Lama would affect trade with China.
Trade retaliation is one of the most potent weapons in China's arsenal as businesses all over the world compete for a piece of the Asian giant's mammoth economy.

the Summer Davos in Dalian on Sept 14th.
He once again called for high-profile political reform,
suggesting five main points: 1) to rule the state to the law,
change the Party's dominance over government,
and reform the Party's leadership system;
2) to promote social fairness and justice;
3) to maintain judicial impartiality and independence;
4) protect people's democratic rights,
in particular the right to vote, right to be informed,
to supervise and to participate;
5) to fight against corruption.
Wen Jiabao even claimed that he would spare effort
to promote political reform "until his death."
However, the Chinese authorities show no intention
of promoting political reform.
Instead, the Party mouthpiece media,
sometimes even immediately, refuted Wen's speech.
Wu Bangguo and other conservatives have fought back,
writing articles to defend the "one-party dictatorship."
They claimed never to exercise "separation of powers,"
and even tightened political control
to suppress human rights movements.
Li Yuanhua, a Chinese historian and former Associate Professor
in the Department of Science at Capital Normal University,
said Wen's pronouncement goes no further
than mere speech, without any substantial impact.

Taiwan media has revealed that the principal offender in the
Miamen "Yuanhua Smuggling case" Lai Changxing will stand trial at the Intermediate Court in Xiamen on March 29.
This will be the first time that Lai Changxing is tried
since his extradition from Canada last July.
This is a huge smuggling case which involves hundreds of
officials in mainland China, Taiwan, and Macau.
The interesting thing is, that for such a huge case,
all media in China are banned from reporting on it.
External analysts believe that this abnormal situation reflects
the current infighting among the CCP's high level figures.
According to earlier reporting by CCP media, between 1996
and 1999, Xianmen Yuanghua Corporation is alleged to have
smuggled goods valued at 25 billion yuan ($3.97 billion USD).
The case involves CCP officials at various levels.
During this time period, Xin Jinping was Fujian province
deputy-secretary of the CCP and He Guoqiang was the governor.
Also, Jia Qinglin served as Fujian secretary of the CCP from
1994-1996 with his wife Lin Youfang as secretary of Fujian Provincial Foreign Trade Group.
Lai Changxing's Huayuang Corp was the largest foreign
trade company at the time.
For a case this big, no mainland media have reported on the
first trial, this has puzzled netizens.
Chief Editor of China Affairs Wu Fan believes that, He Guoqiang and Xi Jinping who are involved in the case
are now on the side of Hu Jintao and Wen Jiabao,
but Jia Qinglin no longer plays a role.
Right now, the Huangyuang smuggling case is being used
to target Li Changchun,
but Li is the member of the Politburo standing committee
in charge of propaganda and publicity.
Wu Fan, says "He is using this case to target the 'new gang
of four', which includes Jia Qinglin, Li Changchun, Wu Bangguo and Zhou Yongkang.
Now that Zhou Yongkang is out, Jia Qinglin is almost done.
Li Changchun and Wu Bangguo are left, Jiang Zemin is nearly done,
every one under Jiang Zemin will now be taken out."
An insider in Xiamen spoke of the possibility that, Lai Changxing
will be tried on April 4, but that the trial might not be in Xiamen.
Wu Fan continues, "It will only be after the high level
fighting ends, that the Lai Changxing case will end.
He will let out a little bit day by day;
he won't finish the trial today and immediately be sentenced.
After today, he will be tried again on April 6,
although not in Xiamen, it will drag on at a different place, show a little, and give out a warning."
According to sources, while Lai Changxing was jailed in
Xiamen, Canadian diplomats periodically visited him.
International Affairs commentator Wen Zhao
has commented that, according to customs of the CCP,
usually if any foreign country is seen trying to get involved in
cases in mainland China it will be viewed as interfering with the Chinese legal system.
However, when Lai Changxing was extradited back to China,
Hu Jintao not only allowed Canadian diplomats to visit, but also allowed them to sit in at the hearing.
This shows that the Lai Changxing case is quite important for
the infighting among the CCP high level officials.
Wen Zhao tells us, "In dealing with the Bo Xilai case,
the Jiang faction Politburo standing committee member Jia Qinglin didn't make any stance
because he is heavily involved in the Xiamen Yuanghua
smuggling case.
I suspected that Hu and Wen had used this card to control
Jia Qinglin, forcing Jia to stay quiet and not make any stance on the political issues that will emerge."
On Dec 30 of last year, CCP media outlet Xinhua reported
that Lai Changxing had already confessed to the smuggling charges against him and
that the case will be investigated according to the law.

in Beidaihe, the state media are publishing news pieces
such as Zhou Yongkang undermined the rule of law,
Bo Xilai trampled on the law,
Wang Lijun cooperated in the investigation,
Hua Guofeng overthrew the Gang of Four,
and Jiang Zemin’s sister is implicated in Zhou Yongkang case.
These news reports are analyzed as current leader Xi Jinping’s
warning to Jiang’s faction.
Evidence is collected against Jiang Zemin. It is up to Jiang
to decide if he desires to die of old age or sudden death.
Xi Jinping’s wife Peng Liyuan recently appeared in the opening
ceremony for Beidaihe summer camp for children orphaned
by AIDS.
Peng Liyuan’s appearance is interpreted as evidence
of the rumored secret meeting being held in Beidaihe.
Hong Kong’s Oriental Daily quoted sources saying Zhou
Yongkang’s case will be discussed in the Beidaihe meeting.
Tian Wenchang, famous criminal defense lawyer, told
Caixin.com on Aug. 8 that with Zhou Yongkang leading
the political and legal system for a decade, his many wrong
ideas had formed erroneous mechanisms that caused stagnation
in law reform and even retrogression.
Reportedly, since Zhou Yongkang became the Minister of
Public Security in 2002, the local police chief also co-chaired
the local political and legal system as local party secretary,
followed by becoming a standing committee member,
thus a nation wide mechanism was formed.
Former Chongqing party secretary Bo Xilai was an example
and his campaign to hit the gangster was actually trampling
the rule of law.
Tian Wenchang indicated the downfall of Zhou Yongkang
should also reflect an overall collapse
of this whole mechanism.
On Aug. 6, Sichuan Legal News revealed Wang Lijun
cooperated well in the two day trial,
according to trial judge Zhong Erpu.
Beijing politics watcher Hua Po: "If Zhou Yongkang also
cooperates, he will reveal a lot more,
which of course is deadly to Jiang Zemin."

to a new Gang of Four.
Hua Po: "I think Xi Jinping is warning Jiang: Do you want to
die of old age or a sudden death?
After all, Xi Jinping has declared no restriction in the
anti-corruption campaign.
This tells Jiang Zemin that if they refuse to come to their senses,
then Xi Jinping will do anything."
On July 16, two weeks before Beijing announced
Zhou Yongkang was investigated, Central Commission for
Discipline Inspection (CCDI) announced a new round of
inspections, including Shanghai, Sichuan, Jiangsu, Chinese
Academy of Sciences, the FAW Group, all known as
dens of the Jiang faction.
CCDI Secretary Wang Qishan also spoke of the campaign as
to target where the problems are, people who are responsible
for the problems, and a thorough elimination in the inspection.
On July 26, former chairman of Shanghai’s Bright Food,
Wang Zongnan, known as close to Jiang Zemin and his son,
was investigated on suspicion of embezzlement and bribery.
Prior to this, Zeng Qinghong, the second figure of Jiang's
faction, was also reported to have been arrested.
On July 29 when the case against Zhou Yongkang was filed,
CCDI inspection team stationed in Jiang's hometown in Jiangsu.
The next day, the inspection team also entered
Jiang Zemin’s lair, Shanghai.
Asian Newsweek director Huang Jinqiu: "The second phase
may investigate the even more important tigers,
generally thought to be Zeng Qinghong, and Jiang Zemin."
Recently, the mainland media suddenly reported that
Jiang Zehui, Jiang’s sister, is involved in Zhou Yongkang’s case.
Comments believe that in fact, Jiang Zemin’s crimes of
genocide and organ harvesting against Falun Gong practitioners
are Jiang’s Achilles heel that Xi Jinping can always twist.

While the CCP unofficial meeting is said to be taking place
in Beidaihe, the state media are publishing news pieces
such as Zhou Yongkang undermined the rule of law,
Bo Xilai trampled on the law,
Wang Lijun cooperated in the investigation,
Hua Guofeng overthrew the Gang of Four,
and Jiang Zemin’s sister is implicated in Zhou Yongkang case.
These news reports are analyzed as current leader Xi Jinping’s
warning to Jiang’s faction.
Evidence is collected against Jiang Zemin. It is up to Jiang
to decide if he desires to die of old age or sudden death.
Xi Jinping’s wife Peng Liyuan recently appeared in the opening
ceremony for Beidaihe summer camp for children orphaned
by AIDS.
Peng Liyuan’s appearance is interpreted as evidence
of the rumored secret meeting being held in Beidaihe.
Hong Kong’s Oriental Daily quoted sources saying Zhou
Yongkang’s case will be discussed in the Beidaihe meeting.
Tian Wenchang, famous criminal defense lawyer, told
Caixin.com on Aug. 8 that with Zhou Yongkang leading
the political and legal system for a decade, his many wrong
ideas had formed erroneous mechanisms that caused stagnation
in law reform and even retrogression.
Reportedly, since Zhou Yongkang became the Minister of
Public Security in 2002, the local police chief also co-chaired
the local political and legal system as local party secretary,
followed by becoming a standing committee member,
thus a nation wide mechanism was formed.
Former Chongqing party secretary Bo Xilai was an example
and his campaign to hit the gangster was actually trampling
the rule of law.
Tian Wenchang indicated the downfall of Zhou Yongkang
should also reflect an overall collapse
of this whole mechanism.
On Aug. 6, Sichuan Legal News revealed Wang Lijun
cooperated well in the two day trial,
according to trial judge Zhong Erpu.
Beijing politics watcher Hua Po: "If Zhou Yongkang also
cooperates, he will reveal a lot more,
which of course is deadly to Jiang Zemin."
In an exclusive report by the Epoch Times on June 20, 2012,
Wang Lijun took with him confidential information to the
