Hong Kong (香港; "Fragrant Harbour"), officially Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory on the southern coast of China at the Pearl River Estuary and the South China Sea. Hong Kong is known for its skyline and deep natural harbour. It has a land area of 1104 km2 and shares its northern border with Guangdong Province of Mainland China. With around 7.2 million inhabitants of various nationalities, Hong Kong is one of the world's most densely populated metropolises.
After the First Opium War (1839–42), Hong Kong became a British colony with the perpetual cession of Hong Kong Island, followed by Kowloon Peninsula in 1860 and a 99-year lease of the New Territories from 1898. Hong Kong remained under British control for about a century until the Second World War, when Japan occupied the colony from December 1941 to August 1945. After the Surrender of Japan, the British resumed control. In the 1980s, negotiations between the United Kingdom and the China resulted in the 1984 Sino-British Joint Declaration, which provided for the transfer of sovereignty of Hong Kong on 30 June 1997. The territory became a special administrative region of China with a high degree of autonomy on 1 July 1997 under the principle of one country, two systems. Disputes over the perceived misapplication of this principle have contributed to popular protests, including the 2014 Umbrella Revolution.
The Government of the Hong Kong Special Administrative Region, commonly the Hong Kong Government, refers to the executive authorities of the Hong Kong SAR. The Government is formally led by the Chief Executive of the SAR, who nominates its principal officials for appointment by the Chinese Central People's Government (State Council).
The Government Secretariat is headed by the Chief Secretary of Hong Kong, who is the most senior principal official of the Government. The Chief Secretary and the other secretaries jointly oversee the administration of the SAR, give advice to the Chief Executive as members of the Executive Council, and are accountable for their actions and policies to the Chief Executive and the Legislative Council.
Under the "one country, two systems" constitutional principle, the Government is exclusively in charge of Hong Kong's internal affairs and external relations. The Government of the People's Republic of China, of which the Hong Kong government is financially independent, is responsible for Hong Kong's defence and foreign policy.
Kong may refer to:
A chief executive officer (CEO in American English) or managing director (MD in British English) describes the position of the most senior corporate officer, executive, or administrator in charge of managing an organization. The CEO of a corporation or company typically reports to the board of directors and is charged with maximizing the value of the entity. Titles also often given to the holder of the CEO position include president and chief executive (CE).
The responsibilities of an organization's CEO are set by the organization's board of directors or other authority, depending on the organization's legal structure. They can be far-reaching or quite limited and are typically enshrined in a formal delegation of authority.
Typically, the CEO/MD has responsibilities as a director, decision maker, leader, manager and executor. The communicator role can involve the press and the rest of the outside world, as well as the organization's management and employees; the decision-making role involves high-level decisions about policy and strategy. As a leader of the company, the CEO/MD advises the board of directors, motivates employees, and drives change within the organization. As a manager, the CEO/MD presides over the organization's day-to-day operations. The term refers to the person who takes all the decisions regarding the upliftment of the company, which includes all sectors and fields of the business like operations, marketing, business Development, finance, Human resources, etc. The CEO of a company is not necessarily the owner of the company.
The special administrative regions (SAR; Portuguese: RAE) are autonomous territories that fall within the sovereignty of the People's Republic of China, yet do not form part of Mainland China. The legal basis for the establishment of SARs, unlike the administrative divisions of Mainland China, is provided for by Article 31, rather than Article 30, of the Constitution of the People's Republic of China of 1982. Article 31 reads: "The state may establish special administrative regions when necessary. The systems to be instituted in special administrative regions shall be prescribed by law enacted by the National People's Congress in the light of the specific conditions".
At present, there are two SARs established according to the Constitution, namely the Hong Kong SAR and the Macau SAR, former British and Portuguese dependencies respectively, transferred to China in 1997 and 1999 pursuant to the Sino-British Joint Declaration of 1984 and the Sino-Portuguese Joint Declaration of 1987 respectively. Pursuant to their Joint Declarations, which are binding inter-state treaties registered with the United Nations, and their Basic laws, the Chinese SARs "shall enjoy a high degree of autonomy." There is additionally the Wolong Special Administrative Region in Sichuan province, which is however not established according to Article 31 of the Constitution.
President Xi Jinping swore in Chief Executive Carrie Lam and the new lineup of Principal Officials at the fifth term Hong Kong Special Administrative Region Government inauguration ceremony at the Convention & Exhibition Centre today. The Chief Executive then swore in Executive Council members. About 2,000 guests attended the ceremony, including Central Government representatives, members of the Executive and Legislative councils, Hong Kong deputies to the National People's Congress and the Chinese People's Political Consultative Conference, political and economic figures, personalities from social circles, senior executives of Hong Kong-based Chinese enterprises, and the foreign diplomatic corps. Hong Kong governments have always had a conservative approach to saving public money. And with years of budget surpluses, the city's fiscal reserves have ballooned. But with a new finance minister in place, and a change of government later this year, we might see a change in that philosophy. What will the government do with the city’s cash this year? Stay tuned to the Post’s coverage of the annual budget.

In the autumn of 1941, nearly 2,000 mostly inexperienced Canadian soldiers were sent to Hong Kong at the request of the British government which mistakenly thought that a symbolic show of strength would deter a Japanese attack on the colony. When the British colony of Hong Kong officially surrendered to Japan on Christmas Day of 1941, the surviving defenders became prisoners of war.

Last Friday, in response to a legal action brought by then Chief Executive Leung Chun-ying and Secretary for Justice Rimsky Yuen, the High Court disqualified four pro-democracy legislators for the way they took their oaths of office. This with the earlier disqualifications of Leung Chung-hang and Yau Wai-ching, effectively invalidates some 180,000 public votes for pro-democratic politicians. According to a report released by the Census and Statistics Department last month, the richest households in Hong Kong now earn around 44 times more than the poorest. The gap between the rich and poor is at a historic high. Hong Kong’s home to 1.16 million elderly, 2.6% more than five years ago. Almost a third are classified as poor elderly. In September 2014, VICE News documented the birth of the so-called Umbrella Movement in Hong Kong. When students organized a weeklong strike to protest China’s handling of the local election process, the government responded with tear gas. Thousands of Hong Kong residents took to the city’s streets in solidarity with the students and the protesters occupied several major roads for weeks on end. Nearly two months into the occupation, the demands and resolve of the protesters remained unchanged. They started to become fatigued and divided against each other, however, and public support for their cause began to decline. The past few days have been unseasonably cold, rainy and unpleasant. That’s a small inconvenience to those of us with roofs over our heads, but spare a thought for Hong Kong’s homeless. We’re not known as a city brimming over with compassion for people in this situation, but that’s the main topic of our programme tonight. In part two, we look at Hong Kong’s street sleepers who are not only finding that facilities for them are worse than they were ten years ago, but many of them are now being hounded from places where they used to find shelter. Meanwhile, villagers in Kwu Tung have been battling developers, but at least – so they thought - they had a roof over their heads. That was the case until some of their homes were demolished in a scene more reminiscent of land grabs in mainland Chin...

Now, tens of thousands of people are protesting against what they see as Chinese intereference. It began with two newly elected politicians who refused to back Beijing during their swearing-in ceremony. Hong Kong's government wants to disqualify Baggio Leung and Yau Wai-ching from the Legislative Council. The two set off a fierce debate after displaying a sign reading 'Hong Kong is not China' during the ceremony. China has vowed to intervene. But there are fears Beijing is trying to undermine Hong Kong's judicial independence, stripping the territory of its autonomy. So, what does this mean for Hong Kong's politic...
