Numbers alone will not protect you when diving into the heart of Grineer military power.
- Create a squad of 4 to 8 Tenno and work through three challenge scenarios as you track down Vay Hek across the Solar System.
- Earn Arcane enhancements from defeating Vay Hek, each of which provide a unique bonus Warframes can unleash during combat.
- In order to equip an Arcane enhancement players must construct it in their Foundry under the Miscellaneous tab.
- Players will then need to select what Helmet or Syandana they would like the Arcane to be attached to.
- After construction the Arcane Helmet or Arcane Syandana will appear in their Arsenal under Attachments.
- The Law of Retribution Key Blueprint is available for purchase in the marketplace for 100,000 Credits.
- This Mission can be completed with a minimum of 4 Tenno for an additional challenge.

This discussion with James C Harrington on his book, "Wrestling with Free Speech, Religious Freedom, and Democracy in Turkey: The Political Trials and Times of Fethullah Gulen" took place on May 29 at 6:30 pm.
The political trial of Fethullah Gülen, a moderate Turkish religious scholar and leader, at the turn of the 21st Century, helped greatly to expand civil liberties and strengthen democracy in Turkey. The trial began in 2000 in an Ankara state security court (now disbanded) and ended in 2008 in an appeals court in Gülen’s favor. Jim Harrington explores Gülen’s trial, examines the evolving process of Turkey’s efforts to enter the European Union, and discusses ways that the EU’s insistence on expanding civil liberties in Turkey and reforming the judicial system affected the outcome of the trial (and vice versa). He also discusses how the Gülen movement has helped the progress of democracy and civil society in Turkey and its prospects for the future, especially in light of the current government’s sustained attacks on civil and human rights generally, and on Gulen himself and Hizmet in particular. Harrington provides helpful in-depth background information for understanding the Gülen-related Hizmet movement in Turkey and around the world and the civil society movement it fosters, as well as reasons for opposition to the movement, especially in Turkey.
James C Harrington, a human rights attorney with nearly four decades of experience, is founder and director of the Texas Civil Rights Project. He graduated from the School of Law at the University of Detroit, from where he also holds a Masters in philosophy. He has taught at the University of Texas School of Law as an adjunct professor for twenty-six years. Harrington has handled landmark civil rights cases, written and published widely, and served on human rights delegations in different areas of the world.Jim Harrington was born in Lansing, Michigan, and received his law degree in 1973 from the University of Detroit, from where he also had earned a Master’s degree in philosophy (1969)

Trade liberalization continues to be the lowest-hanging fruit that can boost global economic expansion. The United States, having committed to finalizing two major trade agreements in parallel – the Transatlantic Trade and Investment Partnership (TTIP) with the EU and the Trans Pacific Partnership (TPP) with 12 Pacific nations – sits squarely in the center of this opportunity.
While the TPP is largely driven by America’s desire to expand its ties to fast-growing Asia and give assurances to Pacific nations against real and perceived security threats from China, with the TTIP, the U.S. aspires to create a deeply integrated transatlantic market composed of the 28 EU member countries and the U.S.
The TTIP is the economic NATO. The TTIP is the new frontier in trade liberalization, an effort to write the new global trade constitution, a blueprint for deep integration trade agreements for the 21st century. The question is: How can Turkey be included in the TTIP?
When the U.S. and the EU launched the TTIP negotiations, Turkey requested a seat at the table, as per its rights as a country with a Customs Union with the EU. This request was duly rejected by both parties. The argument was that Turkey’s inclusion would “complicate the process,” which sounded like a technical excuse, but was actually a politically expedient one. Although Turkey has been vocal in its desire to develop a deeper trade relationship with the U.S., regrettably it has laid virtually none of the groundwork required to shape public opinion in the U.S. Thus, the decline of Turkey’s request was not surprising.
For now, Turkey is stuck with a limited and toothless Bilateral Investment Treaty with the U.S., and while the 20-year-old Customs Union continues to be the foundation of the Turkey-EU economic relationship, it was never designed to bring the type of enhanced cohesion and deeper economic integration envisioned within the TTIP. Given the high stakes, Turkey cannot afford to give up. But what realistic option does Turkey have?
In a relatively recent and important development, the U.S. has advocated for Japan’s eventual inclusion in the TPP through a provision called “docking,” a clause that would permit Japan and other countries to join the TPP at a later date without suffering any disadvantages.
For docking to be an option for Turkey, the TTIP would need to include a generic docking clause in the agreement. Turkey should initiate a major lobbying effort with the U.S. administration, key leaders in Congress, and EU decision-makers to write the necessary docking provisions into the TTIP. This would grant all countries that have longstanding trade agreements with the U.S. or the EU the right to apply to and join the TTIP.
Turkey should build a coalition of like-minded countries such as Australia, Mexico, Norway, South Korea, Canada and Switzerland, among others. This must be done before the agreement goes to the U.S. Congress for a vote and to the EU Parliament for ratification.
The central tenet of this campaign should be the “tipping point” argument. As the TTIP strives to set the global standards for deep integration trade agreements, it would be beneficial if all American and European allies with sizable economies could be signatories and participants.
If there is any silver lining to this, it is the fact that Turkey still has about two years to pursue the opportunity to be included in the TTIP. Negotiations can only be completed after President Obama leaves office on Jan. 20, 2017. In all probability, the next U.S. president will sign the TTIP into law.
Turkey has powerful arguments about why it should be included in the TTIP. The key message should be that the inclusion of Turkey in the TTIP would contribute visibly to the TTIP’s economic, strategic and political goals. Turkey’s alignment with the West has been a critical geostrategic issue for the U.S. and the EU, and a top political issue for Turkey for the last three quarters of a century. If successful, Turkey’s inclusion in the TTIP would be a crowning economic victory that would positively redefine this trilateral relationship.

Turkey, Bulgaria and Greece have signed Monday an agreement to allow real-time information-sharing in law enforcement.
The agreement for the new Police and Customs Cooperation Joint Contact Center was signed during Turkish Interior Minister Sebahattin Ozturk's official visit to Bulgarian capital Sofia on Monday.
"We will always be in cooperation with Bulgaria and Greece," said Ozturk at a tripartite session with Bulgarian Prime Minister Boyko Borisov and Alternate Minister for Citizens' Protection Yiannis Panousis in Sofia.

New law introduced on working conditions for children under 14 in Turkey
Children under 14 will only be permitted to work a maximum of five hours daily in the arts, culture, TV and advertisement sectors, according to a recently passed new law.
The new Occupational Health and Safety Law, which entered into force on April 23 after being published in the Official Gazette, regulates working conditions for children under the age of 14. Such young children were previously not officially allowed to work and their working conditions were therefore not regulated.
Supreme Council of Radio and Television (RTÜK) head Davut Dursun said the new regulation particularly aimed to help children who work in TV series.

Turkey, Bulgaria and Greece have signed Monday an agreement to allow real-time information-sharing in law enforcement.
The agreement for the new Police and Customs Cooperation Joint Contact Center was signed during Turkish Interior Minister Sebahattin Ozturk's official visit to Bulgarian capital Sofia on Monday.
"We will always be in cooperation with Bulgaria and Greece," said Ozturk at a tripartite session with Bulgarian Prime Minister Boyko Borisov and Alternate Minister for Citizens' Protection Yiannis Panousis in Sofia.
The center aims to allow real-time information sharing between border police, immigration, customs and law enforcement units of the three countries.

Speaking at the “Bab-ı Ali [Sublime Porte] Meetings,” organized by a Turkish think tank bearing the same name, Babacan stressed that a dysfunctional legal system also hurts a country’s business environment. He said rulings reached after prolonged court processes, which are often later reversed by higher courts, damage legal certainty.
“We want a system based on universal law. We want our constitution to be simple, clear and easily comprehensible. Moreover, we say that our legal system has to operate in an objective and independent manner,” the deputy prime minister said.
Babacan is widely seen as Turkey’s economy tsar, but he will not be running for parliament in next month’s general election due to the ruling Justice and Development Party’s (AKP) three-term rule, which restricts the mandate of AKP MPs to three consecutive terms in parliament.
Babacan’s position within the AKP has come under increasing scrutiny this year, amid President Recep Tayyip Erdoğan’s continuous criticism of Turkish Central Bank Governor Erdem Başçı, who Babacan recommended for the position and whose decisions he has defended.

Erdoğan's meddling in the government's day-to-day policies has also drawn sharp criticism from opposition parties, liberals and critics in Turkey, adding fuel to ongoing debates regarding the role and legal status of the president.
While Prime Minister Ahmet Davutoğlu's name was not mentioned in the debate, MEPs made it clear that they were holding Erdoğan responsible for the deterioration of democratic standards.
Contributing to the debate held at the Foreign Affairs Committee (AFET) of the European Parliament on Tuesday, MEPs confirmed that the sensitive word “accession” would not appear in this year's report. One of the recurrent points of criticism was the Turkish government's reaction to Pope Francis' labeling of the 1915 killings of Ottoman Armenians as genocide and the strong criticism of countries that subsequently recognized the killings as genocide.
The debate on the draft -- which was written by Dutch Socialist Kati Piri -- highlighted the European Parliament's concerns about the erosion of liberties and was also marked by Greek Cypriot MEPs' insistence on changing the draft in their favor.
Speaking at the debate, the shadow rapporteurs of each political group agreed that developments concerning the freedom of expression and press were worrying and many of them accused Erdoğan and the AK Party government of taking Turkey away from EU norms. While MEPs praised Turkey's efforts to host almost 2 million Syrian refugees, they also welcomed the election of Turkish Cypriot President Mustafa Akıncı, with whom Erdoğan quickly picked a fight as soon as he was elected.
Now even judges are being arrested
The president of the Greens in the European Parliament, who attended the meeting on Turkey, underlined that the party was “extremely concerned” over developments in Turkey, stressing that not only journalists and critical voices are being arrested but now judges as well. Referring to Judges Metin Özçelik and Mustafa Başer, who were arrested due to their decision to release Hidayet Karaca, the chairman of the Samanyolu Broadcasting Group who has been imprisoned since Dec. 14 of last year, Rebecca Harms said the existing realities on the ground in Turkey were “extremely worrying.”

The decision by Turkey's top judicial body to remove from office two judges who were later detained and arrested after they had ruled to release a jailed journalist and 63 police officers exposes a long trail of rulings eroding judicial impartiality and violating the rule of law.
On Thursday, on the request of the Supreme Board of Judges and Prosecutors (HSYK), the Bakırköy 2nd High Criminal Court in İstanbul ordered the detention of judges Mustafa Başer and Metin Özcelik, who were referred to the court late on Thursday. Özçelik was arrested hours after his referral to the court, while Başer, who was not in İstanbul at the time, returned and was arrested on Friday evening.
On his way back to İstanbul Başer had said he felt his end would be similar to that of his colleague as he criticized Özçelik's arrest, writing on his Twitter account: "They will probably arrest me as well. I am going to the courthouse with this in mind. Can a person who is expected to flee the country do this?" he said, adding, "It is the conscience of the Turkish nation that was arrested, not a judge." The two judges had ordered the release of journalist Hidayet Karaca and 63 police officers who had been kept in pre-trial detention for months.
The judges had previously been dismissed from their posts after the Second Chamber of the HSYK convened on Monday morning for a meeting regarding an ex officio investigation into Judge Özçelik -- from the İstanbul 29th Court of First Instance -- and Judge Başer, who worked for the İstanbul 32nd Court of First Instance. Upon ending the meeting on Monday afternoon, the HSYK board ruled to discharge both judges from their posts.
Karaca was detained as part of a major media crackdown on Dec. 14, 2014, while the imprisoned police officers were detained in operations that started on July 22, 2014 on charges of spying and illegal wiretapping in two separate probes. The officers were later arrested.
Erdoğan's HSYK legislation rolls back gains of 2010
The HSYK, the highest disciplinary body of the legal system in Turkey, underwent considerable changes in 2010 as part of the proposed amendments to the Turkish Constitution. When the proposed amendments did not receive the necessary 367 parliamentary votes but did receive the support of the three-fifths of Parliament, they were taken to a referendum and accepted with a 58 percent “yes” vote.
In February 2014, urged by the immense scale of two graft investigations in December 2013 incriminating some of his Cabinet ministers, bureaucrats and even some of his family members, then-Prime Minister Recep Tayyip Erdoğan pushed for legislation to change the structure of the HSYK, eliciting immense criticism from legal experts and political opposition. Erdoğan's push for the new legislation, which would roll back gains from the 2010 referendum, allowed the general council of the HSYK to be able to convene and make decisions with the attendance of 12 members. In addition, judges and prosecutors are now required to have 20 years of experience as a prerequisite for HSYK membership, so young judges and prosecutors are prevented from becoming members of the board.

New law introduced on working conditions for children under 14 in Turkey
Children under 14 will only be permitted to work a maximum of five hours daily in the arts, culture, TV and advertisement sectors, according to a recently passed new law.
The new Occupational Health and Safety Law, which entered into force on April 23 after being published in the Official Gazette, regulates working conditions for children under the age of 14. Such young children were previously not officially allowed to work and their working conditions were therefore not regulated.
Supreme Council of Radio and Television (RTÜK) head Davut Dursun said the new regulation particularly aimed to help children who work in TV series.
“It is legally forbidden for children under the age of 14 to work, but children who work in the arts, culture, TV and advertisement sectors will now be permitted to work for up to five hours per day,” Dursun said.
He added that a clause obliging children’s attendance at school while working in the mentioned sectors had also been introduced.
Stating that international agreements consider everyone under the age of 18 as a “child” and state as a general rule that children must not be allowed to work, Dursun said Turkey’s new Occupation Law covered “special circumstances.”
“Although employing children under 14 years old is absolutely forbidden, we know that in TV series and advertisements many children younger than 14 are employed without being subject to any regulation. In the new law an exception has been made for children in such a situation, opening the way for the working conditions of [these children] to be regulated,” said Dursun.
He said nobody had complained about children who worked on advertisements such as diaper adverts, as this was necessary. However, limits are often exceeded in TV series, meaning that many child actors have been unable to attend their schools due to long working hours.
“With the new law they will be able to work, but within certain boundaries,” Dursun said, adding that children were also obliged to attend classes with the new law.
Portion of wages to be reserved until after 18 years of age
The Labor and Social Security Ministry is currently drafting a bylaw to determine the details of the law, in which it is asking for the opinions of the Family and Social Policies Ministry, the Culture and Tourism Ministry, the Health Ministry, the Education Ministry, and RTÜK.
At the moment, the child’s family received all the money they earn for work, but RTÜK will recommend a new method, Dursun said.
“We as RTÜK will advise them to make at least one portion of the money earned to be put into an account, which the child will earn the right to access when they reach full legal age. Thus we believe the exploitation of the children in the sector can be avoided,” he added.

Foreign corporations in Turkey must file taxes by April 25
The pace of growth and development in the Turkish economy and its foreign trade implications over the last decade, coupled with the deepening interconnectedness of markets across the globe and the interdependence of national economies - both those in geographical proximity to each other and those in distant continents - has brought topics related to direct and indirect foreign investment to the top of the agenda. Taxation of firms with investments in foreign countries according to the respective tax jurisdictions where they operate is a principal subject in this regard.
As pointed out quite elaborately in my previous article published in this column on March 20 regarding the taxation of foreign landlords, all income generating entities, individuals and corporations alike, are subjected to tax provisions according to their tax-statute in Turkey. In other words, individuals and corporations, before being designated as taxpayers by the tax authorities, are classified either within the context of full tax liability or limited tax liability.
Foreign corporations with investments in Turkey are deemed limited-liable taxpayers and are subjected to taxation on their income elements derived in Turkey by the provisions of the relevant tax laws, provided that they neither have legal headquarters or a center of transactions established in Turkey.
Income elements derived by foreign corporations on their activities carried out in Turkey that are liable to taxation according to the principles of limited tax liability are articulated one by one in the Turkish Corporate Tax Law (TCTL) as the following:
- Income derived from commercial and agricultural activities,
- Income derived from the rental of real estates and rights and returns on stocks and bonds,
- Income derived from conducting independent professional activities,
- Other income and earnings derived from activities specified by the law.
Foreign corporations with a limited tax liability are expected to declare their aggregate income elements through filing different tax returns depending on their type of income and their activities.
Annual tax return
Similar to domestic corporations with full tax liability, foreign corporations file an annual tax return depicting all their revenue elements generated from their commercial and agricultural activities and operations conducted in the course of the calendar year.
This particular tax return is submitted to the tax office of the district in which their branch or permanent representative is located. In the absence of such a branch or permanent representative, the tax return is filed with the tax office of the business partners who provide the concerned income elements. The tax return regarding income elements derived from commercial and agricultural activities during the year 2014 should be submitted between April 1, 2015 and April 25, 2015. The payable tax calculated and assessed on behalf and account of managers or representatives of foreign corporations is paid at the end of April 2015.
Foreign corporations stopping their activities in Turkey altogether are also held responsible for filing a final tax return declaring all income derived from their commercial and agricultural activities carried out between the beginning of the accounting period(be it the calendar year or a special period) and the date of departure. That tax return shall be submitted within 15 days before the departure and the tax amount calculated is paid within the same period.
Special tax return
On the other hand, those foreign corporations that have merely “other income and earnings” derived from the disposal of movable and immovable capital elements or profit-generating incidental activities (specified between articles 80-82 of Personal Income Tax Law) have the legal obligation to file the so-called “special tax return” that encompasses only cited income elements.
Since there is no specific taxation period such as accounting period or calendar year for the declaration of the incomes cited above, special tax returns shall be filed with the concerned tax office within 15 days from the date of the disposal of capital elements or fulfillment of the incidental activity. The tax office with the authority to receive these types of tax returns varies according to nature of the income element. The payable tax computed and finally assessed by the relevant tax office shall be paid within the filing period.
Tax withholding
On the assumption that foreign corporations do not have any commercial and agricultural activities in Turkey (with all their revenues derived from the disposal of intangible rights such as copyrights, royalties, franchises, patents, company names, trademarks etc.), they are taxed by the buyers of these rights, who are held responsible by Article 30 of TCTL, to withhold 15 percent of the revenue paid to foreign corporations on behalf of the tax authority. Filing a tax return displaying these income elements is voluntary.

Venice Commission to look at shortcomings in Turkey’s domestic security package: PACE President
Turkey’s controversial new domestic security package “is unacceptable,” Parliamentary Assembly of the Council of Europe (PACE) President Anne Brasseur has said, adding that the Venice Commission plans to examine the law in detail after Turkey’s upcoming election.
“If you use all those restrictive measures taken by individual countries and put them together then you get the new law here in Turkey. They have taken the most restrictive practices,” Brasseur said on April 9, speaking at a meeting with a group of journalists from the Diplomacy Correspondents Association (DMD).
The protection of a country for its national security “cannot go as far as limiting all words of freedoms. There is a very big danger,” she said, elaborating on her discussions with Turkish officials including President Recep Tayyip Erdoğan.
“In the election period and after elections we have to look at that law. The Council of Europe has the Venice Commission as an instrument to monitor legislation. For the security package, Turkey did not ask for the opinion of the Venice Commission, but I think that we have to look deeper into it. We must maintain fundamental freedoms,” Brasseur stated, adding that she had also discussed a number of other shortcomings in Turkey such as freedom of the media and incomplete implementation of ECHR rulings.
Describing the 10 percent electoral threshold as “too high,” Brasseur said she felt that the ruling Justice and Development Party (AKP) “does not want to change it, although the Council of Europe has requested it a number of times.”
The PACE president said coalition governments worked efficiently in many countries, and a similar government could emerge if the Peoples’ Democratic Party (HDP) is able to pass the 10 percent threshold.
“If the HDP passes the threshold then the ruling party will not have an absolute majority. There may therefore be a coalition. I have tried to find out what are the ‘no go’ areas between parties, but I haven’t got a clear answer ... It all depends on the 10 percent threshold. It can be good for a country to have a coalition,” she said.
Brasseur said a pre-election team from PACE will visit Turkey for observation in early May, and a bigger team will observe the June 7 elections not only in big cities but also in remote areas.
Meanwhile, she also addressed Turkey’s patchy implementation of ECHR rulings, saying that parliaments should have special committees to control implementation of ECHR decisions.

Elaborating on a recent ban on social media and the Turkish government’s harsh criticism of media outlets for publishing a photo of an Istanbul prosecutor taken hostage last month, Brasseur said media should be “responsible” and there must be protection for the prosecutor’s privacy. However, she stressed that political parties must find a way to deal with such cases without resorting to bans, and a blanket ban on social media cannot be a solution in the long term.
Turkey’s controversial new domestic security package “is unacceptable,” Parliamentary Assembly of the Council of Europe (PACE) President Anne Brasseur has said, adding that the Venice Commission plans to examine the law in detail after Turkey’s upcoming election.
“If you use all those restrictive measures taken by individual countries and put them together then you get the new law here in Turkey. They have taken the most restrictive practices,” Brasseur said on April 9, speaking at a meeting with a group of journalists from the Diplomacy Correspondents Association (DMD).
The protection of a country for its national security “cannot go as far as limiting all words of freedoms. There is a very big danger,” she said, elaborating on her discussions with Turkish officials including President Recep Tayyip Erdoğan.
“In the election period and after elections we have to look at that law. The Council of Europe has the Venice Commission as an instrument to monitor legislation. For the security package, Turkey did not ask for the opinion of the Venice Commission, but I think that we have to look deeper into it. We must maintain fundamental freedoms,” Brasseur stated, adding that she had also discussed a number of other shortcomings in Turkey such as freedom of the media and incomplete implementation of ECHR rulings.
Describing the 10 percent electoral threshold as “too high,” Brasseur said she felt that the ruling Justice and Development Party (AKP) “does not want to change it, although the Council of Europe has requested it a number of times.”
The PACE president said coalition governments worked efficiently in many countries, and a similar government could emerge if the Peoples’ Democratic Party (HDP) is able to pass the 10 percent threshold.
“If the HDP passes the threshold then the ruling party will not have an absolute majority. There may therefore be a coalition. I have tried to find out what are the ‘no go’ areas between parties, but I haven’t got a clear answer ... It all depends on the 10 percent threshold. It can be good for a country to have a coalition,” she said.
Brasseur said a pre-election team from PACE will visit Turkey for observation in early May, and a bigger team will observe the June 7 elections not only in big cities but also in remote areas.
Meanwhile, she also addressed Turkey’s patchy implementation of ECHR rulings, saying that parliaments should have special committees to control implementation of ECHR decisions.

The Grand Basare is a city within a city. Through a large gate there is a labyrinth of corridors that were built over many centuries. The enclosed market contains more than four thousand shops within its seemingly endless halls and it is possible to buy almost anything here. A vivid world full of the aromas of the orient. Near to the west coast of Turkey situated between Troy and Ephesos is one of the most famous and well preserved ancient cities of this region, Pergamon. This, in the Hellenic era, was an ancient cosmopolitan city the traces of which are still visible today. Marmaris is situated on the Turkish Riviera and was once well protected by a mediaeval fortress. In 1522 Sultan Süleyman The Splendid enlarged the small castle of the former Roman rulers as he wished to conquer the island of Rhodes. Ankara is the capital of the Republic of Turkey and this once Anatolian provincial backwater is today one of the country’s most modern cities and is a vibrant world metropolis. The biggest mosque in Turkey is the Kocatepe Camii which is both a symbol of the devoutness of the Turkish people as well as being an important centre of communication for the entire city. Turkey is a country of many faces, with fairytale-like mosques and palaces, legendary ancient cities and fascinating landscapes. It is a link between Asia and Europe, between East and West and an historic bridge between both Orient and Occident.

Istanbul (Turkish: İstanbul) is the largest city in Turkey, constituting the country's economic, cultural, and historical heart. With a population of 14.1 million, the city forms one of the largest urban agglomerations in Europe[d], second largest in the Middle East and the fifth-largest city in the world by population within city limits. Istanbul's vast area of 5,343 square kilometers (2,063 sq mi) is coterminous with Istanbul Province, of which the city is the administrative capital.[c] Istanbul is a transcontinental city, straddling the Bosphorus—one of the world's busiest waterways—in northwestern Turkey, between the Sea of Marmara and the Black Sea. Its commercial and historical center lies in Europe, while a third of its population lives in Asia.
Founded on the Sarayburnu promontory around 660 BC as Byzantium, the city now known as Istanbul developed to become one of the most significant cities in history. For nearly sixteen centuries following its reestablishment as Constantinople in 330 AD, it served as the capital of four empires: the Roman Empire (330--395), the Byzantine Empire (395--1204 and 1261--1453), the Latin Empire (1204--1261), and the Ottoman Empire (1453--1922).[5] It was instrumental in the advancement of Christianity during Roman and Byzantine times, before the Ottomans conquered the city in 1453 and transformed it into an Islamic stronghold and the seat of the last caliphate.[6] Although the Republic of Turkey established its capital in Ankara, palaces and imperial mosques still line Istanbul's hills as visible reminders of the city's previous central role.
Istanbul's strategic position along the historic Silk Road,[7] rail networks to Europe and the Middle East, and the only sea route between the Black Sea and the Mediterranean have helped foster an eclectic populace, although less so since the establishment of the Republic in 1923. Overlooked for the new capital during the interwar period, the city has since regained much of its prominence. The population of the city has increased tenfold since the 1950s, as migrants from across Anatolia have flocked to the metropolis and city limits have expanded to accommodate them.[8][9] Arts festivals were established at the end of the 20th century, while infrastructure improvements have produced a complex transportation network.
Approximately 11.6 million foreign visitors arrived in Istanbul in 2012, two years after it was named a European Capital of Culture, making the city the world's fifth-most-popular tourist destination.[10] The city's biggest draw remains its historic center, partially listed as a UNESCO World Heritage Site, but its cultural and entertainment hub can be found across the city's natural harbor, the Golden Horn, in the Beyoğlu district. Considered a global city,[11] Istanbul is one of the fastest-growing metropolitan economies in the world.[12] It hosts the headquarters of many Turkish companies and media outlets and accounts for more than a quarter of the country's gross domestic product.[13] Hoping to capitalize on its revitalization and rapid expansion, Istanbul bid for the Summer Olympics five times in twenty years.[14]

Istanbul is the golden gateway to the Orient, a city that was once the centre of the Old World and still reflects two and a half centuries of history. Today, this turbulent metropolis on the Bosporus is Europe's connection with Asia Minor.
Today, this link between Europe and Asia has more than 15 million inhabitants and is not only Turkey's largest city, but is also a melting pot of various cultures. Once a Greek colony, Roman Imperial City and capital of the Osman Empire, Istanbul is full of colorful and dramatic history.
The European-style city district on the northern side of the Golden Horn was founded as a trading colony by Genoese traders in 1261. In subsequent centuries, the Europeans dominated the appearance and character of this area whose buildings and main street indicate the city's splendid past.
The Basilica Yerebatan Cistern once provided Constantinople with its water supply. Emperor Justinian I had this subterranean reservoir built. It holds 80,000 cubic metres of water. A forest of more than 300 decorated stone columns support the ceiling and it once served as a backdrop for a James Bond film.
A mighty gate is the entrance to the splendid world of the Turkish sultans, Topkapi Palace, the former centre of power of the Osman Empire. It's like a small town with many exquisite buildings and wonderful parks.
Leonardo Da Vinci's vision of a bridge across the Bosporus was for many years only a dream, but 470 years later, the dream became reality. At a height of 64 metres, two city districts have been united in addition to two continents and the contrasting lifestyles of two completely different worlds.
Istanbul is a melting pot of culture and religion with a captivating allure and an irresistible atmosphere of mystique.

Wrestling with Free Speech, Religious Freedom, and Democracy in Turkey The Political Trials and Time
This discussion with James C Harrington on his book, "Wrestling with Free Speech, Religious Freedom, and Democracy in Turkey: The Political Trials and Times of Fethullah Gulen" took place on May 29 at 6:30 pm.
The political trial of Fethullah Gülen, a moderate Turkish religious scholar and leader, at the turn of the 21st Century, helped greatly to expand civil liberties and strengthen democracy in Turkey. The trial began in 2000 in an Ankara state security court (now disbanded) and ended in 2008 in an appeals court in Gülen’s favor. Jim Harrington explores Gülen’s trial, examines the evolving process of Turkey’s efforts to enter the European Union, and discusses ways that the EU’s insistence on expanding civil liberties in Turkey and reforming the judicial system affected the outcome of the trial (and vice versa). He also discusses how the Gülen movement has helped the progress of democracy and civil society in Turkey and its prospects for the future, especially in light of the current government’s sustained attacks on civil and human rights generally, and on Gulen himself and Hizmet in particular. Harrington provides helpful in-depth background information for understanding the Gülen-related Hizmet movement in Turkey and around the world and the civil society movement it fosters, as well as reasons for opposition to the movement, especially in Turkey.
James C Harrington, a human rights attorney with nearly four decades of experience, is founder and director of the Texas Civil Rights Project. He graduated from the School of Law at the University of Detroit, from where he also holds a Masters in philosophy. He has taught at the University of Texas School of Law as an adjunct professor for twenty-six years. Harrington has handled landmark civil rights cases, written and published widely, and served on human rights delegations in different areas of the world.Jim Harrington was born in Lansing, Michigan, and received his law degree in 1973 from the University of Detroit, from where he also had earned a Master’s degree in philosophy (1969)

Trade liberalization continues to be the lowest-hanging fruit that can boost global economic expansion. The United States, having committed to finalizing two major trade agreements in parallel – the Transatlantic Trade and Investment Partnership (TTIP) with the EU and the Trans Pacific Partnership (TPP) with 12 Pacific nations – sits squarely in the center of this opportunity.
While the TPP is largely driven by America’s desire to expand its ties to fast-growing Asia and give assurances to Pacific nations against real and perceived security threats from China, with the TTIP, the U.S. aspires to create a deeply integrated transatlantic market composed of the 28 EU member countries and the U.S.
The TTIP is the economic NATO. The TTIP is the new frontier in trade liberalization, an effort to write the new global trade constitution, a blueprint for deep integration trade agreements for the 21st century. The question is: How can Turkey be included in the TTIP?
When the U.S. and the EU launched the TTIP negotiations, Turkey requested a seat at the table, as per its rights as a country with a Customs Union with the EU. This request was duly rejected by both parties. The argument was that Turkey’s inclusion would “complicate the process,” which sounded like a technical excuse, but was actually a politically expedient one. Although Turkey has been vocal in its desire to develop a deeper trade relationship with the U.S., regrettably it has laid virtually none of the groundwork required to shape public opinion in the U.S. Thus, the decline of Turkey’s request was not surprising.
For now, Turkey is stuck with a limited and toothless Bilateral Investment Treaty with the U.S., and while the 20-year-old Customs Union continues to be the foundation of the Turkey-EU economic relationship, it was never designed to bring the type of enhanced cohesion and deeper economic integration envisioned within the TTIP. Given the high stakes, Turkey cannot afford to give up. But what realistic option does Turkey have?
In a relatively recent and important development, the U.S. has advocated for Japan’s eventual inclusion in the TPP through a provision called “docking,” a clause that would permit Japan and other countries to join the TPP at a later date without suffering any disadvantages.
For docking to be an option for Turkey, the TTIP would need to include a generic docking clause in the agreement. Turkey should initiate a major lobbying effort with the U.S. administration, key leaders in Congress, and EU decision-makers to write the necessary docking provisions into the TTIP. This would grant all countries that have longstanding trade agreements with the U.S. or the EU the right to apply to and join the TTIP.
Turkey should build a coalition of like-minded countries such as Australia, Mexico, Norway, South Korea, Canada and Switzerland, among others. This must be done before the agreement goes to the U.S. Congress for a vote and to the EU Parliament for ratification.
The central tenet of this campaign should be the “tipping point” argument. As the TTIP strives to set the global standards for deep integration trade agreements, it would be beneficial if all American and European allies with sizable economies could be signatories and participants.
If there is any silver lining to this, it is the fact that Turkey still has about two years to pursue the opportunity to be included in the TTIP. Negotiations can only be completed after President Obama leaves office on Jan. 20, 2017. In all probability, the next U.S. president will sign the TTIP into law.
Turkey has powerful arguments about why it should be included in the TTIP. The key message should be that the inclusion of Turkey in the TTIP would contribute visibly to the TTIP’s economic, strategic and political goals. Turkey’s alignment with the West has been a critical geostrategic issue for the U.S. and the EU, and a top political issue for Turkey for the last three quarters of a century. If successful, Turkey’s inclusion in the TTIP would be a crowning economic victory that would positively redefine this trilateral relationship.

Turkey, Bulgaria and Greece have signed Monday an agreement to allow real-time information-sharing in law enforcement.
The agreement for the new Police and Customs Cooperation Joint Contact Center was signed during Turkish Interior Minister Sebahattin Ozturk's official visit to Bulgarian capital Sofia on Monday.
"We will always be in cooperation with Bulgaria and Greece," said Ozturk at a tripartite session with Bulgarian Prime Minister Boyko Borisov and Alternate Minister for Citizens' Protection Yiannis Panousis in Sofia.
The center aims to allow real-time information sharing between border police, immigration, customs and law enforcement units of the three countries.

Turkey's economy tsar warns of deteriorating rule of law
Turkey's economy tsar warns of deteriorating rule of law
Deputy Prime Minister Ali Babacan has again expressed his concern over the rule of law in Turkey, suggesting that the country could end up craving the current status of its democracy and economy in the near future if the judicial situation further deteriorates.
“Democracy can only survive with a solid legal system in place. A healthy democracy cannot be sustained in a state where you think ‘this country is democratic, but there are some problems with the rule of law.’ If the rules are not clear and transparent, if they are not enforced on those who break the law, if the judiciary is not properly functioning, democracy will likely fail,” Babacan said on May 13, referring to Turkey.
Speaking at the “Bab-ı Ali [Sublime Porte] Meetings,” organized by a Turkish think tank bearing the same name, Babacan stressed that a dysfunctional legal system also hurts a country’s business environment. He said rulings reached after prolonged court processes, which are often later reversed by higher courts, damage legal certainty.
“We want a system based on universal law. We want our constitution to be simple, clear and easily comprehensible. Moreover, we say that our legal system has to operate in an objective and independent manner,” the deputy prime minister said.
Babacan is widely seen as Turkey’s economy tsar, but he will not be running for parliament in next month’s general election due to the ruling Justice and Development Party’s (AKP) three-term rule, which restricts the mandate of AKP MPs to three consecutive terms in parliament.
Babacan’s position within the AKP has come under increasing scrutiny this year, amid President Recep Tayyip Erdoğan’s continuous criticism of Turkish Central Bank Governor Erdem Başçı, who Babacan recommended for the position and whose decisions he has defended.

EU parliament discusses worsening rule of law in Turkey report
The European Parliament is currently discussing the first draft of its annual progress report on Turkey and has vehemently criticized the Justice and Development Party (AK Party) for backtracking on the fundamental rights and reforms essential for Turkey's EU bid as well as the deteriorating state of judicial independence.
Members of the European Parliament convened a session to discuss the Turkey report on Tuesday. Press freedom, worsening individual liberties and rights and the erosion of the rule of law in the face of constant government interference in judicial affairs are among topics that were discussed during the session.
Turkish President Recep Tayyip Erdoğan has been the primary focus of criticism for his clear violation of the Constitution, which states that the president must be impartial and above partisan politics. Erdoğan's meddling in the government's day-to-day policies has also drawn sharp criticism from opposition parties, liberals and critics in Turkey, adding fuel to ongoing debates regarding the role and legal status of the president.
While Prime Minister Ahmet Davutoğlu's name was not mentioned in the debate, MEPs made it clear that they were holding Erdoğan responsible for the deterioration of democratic standards.
Contributing to the debate held at the Foreign Affairs Committee (AFET) of the European Parliament on Tuesday, MEPs confirmed that the sensitive word “accession” would not appear in this year's report. One of the recurrent points of criticism was the Turkish government's reaction to Pope Francis' labeling of the 1915 killings of Ottoman Armenians as genocide and the strong criticism of countries that subsequently recognized the killings as genocide.
The debate on the draft -- which was written by Dutch Socialist Kati Piri -- highlighted the European Parliament's concerns about the erosion of liberties and was also marked by Greek Cypriot MEPs' insistence on changing the draft in their favor.
Speaking at the debate, the shadow rapporteurs of each political group agreed that developments concerning the freedom of expression and press were worrying and many of them accused Erdoğan and the AK Party government of taking Turkey away from EU norms. While MEPs praised Turkey's efforts to host almost 2 million Syrian refugees, they also welcomed the election of Turkish Cypriot President Mustafa Akıncı, with whom Erdoğan quickly picked a fight as soon as he was elected.
Now even judges are being arrested
The president of the Greens in the European Parliament, who attended the meeting on Turkey, underlined that the party was “extremely concerned” over developments in Turkey, stressing that not only journalists and critical voices are being arrested but now judges as well. Referring to Judges Metin Özçelik and Mustafa Başer, who were arrested due to their decision to release Hidayet Karaca, the chairman of the Samanyolu Broadcasting Group who has been imprisoned since Dec. 14 of last year, Rebecca Harms said the existing realities on the ground in Turkey were “extremely worrying.”
Also blaming the EU for its treatment of Turkey, Harms said Brussels should acknowledge its fair share of responsibility. She added that the report -- which is expected to be voted on at the end of May -- should reflect clearly and objectively the negative developments in the country.
Piri, the European Parliament's rapporteur on Turkey, said she agreed with the assessment that liberties were backsliding and stressed that the country's recent internal security package was a cause for serious concern.
The draft will be put to a vote on May 11 at the AFET before being submitted to the European Parliament for a general vote in a plenary session at the end of May.

HSYK renders rule of law in Turkey obsolete
The decision by Turkey's top judicial body to remove from office two judges who were later detained and arrested after they had ruled to release a jailed journalist and 63 police officers exposes a long trail of rulings eroding judicial impartiality and violating the rule of law.
On Thursday, on the request of the Supreme Board of Judges and Prosecutors (HSYK), the Bakırköy 2nd High Criminal Court in İstanbul ordered the detention of judges Mustafa Başer and Metin Özcelik, who were referred to the court late on Thursday. Özçelik was arrested hours after his referral to the court, while Başer, who was not in İstanbul at the time, returned and was arrested on Friday evening.
On his way back to İstanbul Başer had said he felt his end would be similar to that of his colleague as he criticized Özçelik's arrest, writing on his Twitter account: "They will probably arrest me as well. I am going to the courthouse with this in mind. Can a person who is expected to flee the country do this?" he said, adding, "It is the conscience of the Turkish nation that was arrested, not a judge." The two judges had ordered the release of journalist Hidayet Karaca and 63 police officers who had been kept in pre-trial detention for months.
The judges had previously been dismissed from their posts after the Second Chamber of the HSYK convened on Monday morning for a meeting regarding an ex officio investigation into Judge Özçelik -- from the İstanbul 29th Court of First Instance -- and Judge Başer, who worked for the İstanbul 32nd Court of First Instance. Upon ending the meeting on Monday afternoon, the HSYK board ruled to discharge both judges from their posts.
Karaca was detained as part of a major media crackdown on Dec. 14, 2014, while the imprisoned police officers were detained in operations that started on July 22, 2014 on charges of spying and illegal wiretapping in two separate probes. The officers were later arrested.
Erdoğan's HSYK legislation rolls back gains of 2010
The HSYK, the highest disciplinary body of the legal system in Turkey, underwent considerable changes in 2010 as part of the proposed amendments to the Turkish Constitution. When the proposed amendments did not receive the necessary 367 parliamentary votes but did receive the support of the three-fifths of Parliament, they were taken to a referendum and accepted with a 58 percent “yes” vote.
In February 2014, urged by the immense scale of two graft investigations in December 2013 incriminating some of his Cabinet ministers, bureaucrats and even some of his family members, then-Prime Minister Recep Tayyip Erdoğan pushed for legislation to change the structure of the HSYK, eliciting immense criticism from legal experts and political opposition. Erdoğan's push for the new legislation, which would roll back gains from the 2010 referendum, allowed the general council of the HSYK to be able to convene and make decisions with the attendance of 12 members. In addition, judges and prosecutors are now required to have 20 years of experience as a prerequisite for HSYK membership, so young judges and prosecutors are prevented from becoming members of the board.

New law introduced on working conditions for children under 14 in Turkey
Children under 14 will only be permitted to work a maximum of five hours daily in the arts, culture, TV and advertisement sectors, according to a recently passed new law.
The new Occupational Health and Safety Law, which entered into force on April 23 after being published in the Official Gazette, regulates working conditions for children under the age of 14. Such young children were previously not officially allowed to work and their working conditions were therefore not regulated.
Supreme Council of Radio and Television (RTÜK) head Davut Dursun said the new regulation particularly aimed to help children who work in TV series.
“It is legally forbidden for children under the age of 14 to work, but children who work in the arts, culture, TV and advertisement sectors will now be permitted to work for up to five hours per day,” Dursun said.
He added that a clause obliging children’s attendance at school while working in the mentioned sectors had also been introduced.
Stating that international agreements consider everyone under the age of 18 as a “child” and state as a general rule that children must not be allowed to work, Dursun said Turkey’s new Occupation Law covered “special circumstances.”
“Although employing children under 14 years old is absolutely forbidden, we know that in TV series and advertisements many children younger than 14 are employed without being subject to any regulation. In the new law an exception has been made for children in such a situation, opening the way for the working conditions of [these children] to be regulated,” said Dursun.
He said nobody had complained about children who worked on advertisements such as diaper adverts, as this was necessary. However, limits are often exceeded in TV series, meaning that many child actors have been unable to attend their schools due to long working hours.
“With the new law they will be able to work, but within certain boundaries,” Dursun said, adding that children were also obliged to attend classes with the new law.
Portion of wages to be reserved until after 18 years of age
The Labor and Social Security Ministry is currently drafting a bylaw to determine the details of the law, in which it is asking for the opinions of the Family and Social Policies Ministry, the Culture and Tourism Ministry, the Health Ministry, the Education Ministry, and RTÜK.
At the moment, the child’s family received all the money they earn for work, but RTÜK will recommend a new method, Dursun said.
“We as RTÜK will advise them to make at least one portion of the money earned to be put into an account, which the child will earn the right to access when they reach full legal age. Thus we believe the exploitation of the children in the sector can be avoided,” he added.
