Jessica Graham - was stunned by the response after having booked the cab from a local minicab firm called
ADT Taxis.
When it arrived the driver refused
point blank to allow him into the car.
Under the
Disability Discrimination Act it is illegal for minicab drivers to refuse to carry guide dogs for blind passengers.
Mr Bloch hit the headlines in April when
Mirror Online reported that he had been refused a fare from an
Uber driver in similar circumstances.
Jessica, 21, who is also registered blind, filmed the most recent encounter on her mobile phone and posted it on
Facebook - urging people to like, share and repost it
.In the footage Mr Bloch, who studies at
De Montfort University in
Leicester - and has been blind with cataracts since birth - can be seen walking up to the taxi and asking the driver why he won't take them.
The driver replies saysing: "Me, I do not take the dog.
It's a choice for me. For me, it's about my religion".
Mr Bloch argues: "By law you can't deny us…it's against the disability act of
1995".
Yet the driver continues to refuse the fare - saying he will need to call head office.As the blind couple move from the middle of the road to stand on the pavement the call to head office can be partially heard through the window.
The driver can be heard asking for another car to be sent to transport the couple and their guide dog.
Mr Bloch can be heard insisting he doesn't want another car - and wants the one he booked.
Mr Bloch tells the driver: "If you drive away
I'll sue you."
The driver replies: "
Yeah, I'm ready to talk to the police."
