К снижению основных индексов на мировых фондовых биржах привел рост напряженности вокруг Сирии. Инвесторы опасаются негативных последствий дальнейшего развития ситуации. На ведущих торговых площадках Европы снижение при закрытии составило 2-2,5%. Не остались в стороне и российские биржи - индекс РТС понизился на 1,5%, ММВБ - почти на 1%.
После сообщений о применении войсками сирийского правительства химического оружия ряд западных политиков сделали заявления, из которых следует, что в качестве ответа на эти действия они не исключают проведение военной операции в Сирии.
"Если начнется война, мы столкнемся с сокращением поставок нефти, тем более, еще не известно, кто окажется втянут в конфликт - может быть, израильтяне и иранцы, - говорит немецкий трейдер. - За последние годы и десятилетия мы узнали, что такое нефтяные кризисы и региональные войны. Это - плохой знак, поэтому люди и продают свои акции".

Tumbling oil prices
It’s been a tough year for the global economy. Speculation about a possible rate hike by the US Federal Reserve created uncertainty in global markets. China, the world’s second largest economy, showed signs of a slowdown. And as currencies in emerging markets tumbled, so did oil prices. For 10 years prior to the downturn, oil had sold for between 90 and $100 a barrel. But in June of last year, the market started its latest downturn, reaching its lowest levels since the recession in 2009. Oil prices are now HALF of they used to be.
Why are oil prices falling now?
But why now? The answer is twofold: A glut caused by oil production, and lower demand due to the ailing global economy.
Who benefits, who loses?
From an individual standpoint, thanks to lower prices at the pump, households pay less for gas consumption all around the world. Plus, it helps oil importing countries to reduce their current account deficits. But, one person’s expenditure is another person’s income. So, declining prices hurt the economies of oil exporters. Saudi Arabia, Russia, Venezuela, Brazil and Nigeria are a few that have suffered economically. Especially Russia. On top of US and EU sanctions, falling oil prices have weakened the Russian ruble... And consumers there are feeling it. Lower prices also led oil companies to cut investments in exploration. And more than 200,000 oil workers around the world have lost their jobs. And then there’s the oil cartel OPEC, which has the mandate to “ensure the stabilisation of oil markets” and the “ability to intervene” directly in the pricing. [insert OPEC’s cool graph] But even after oil prices came down below fiscal break-even levels for many OPEC members, they refused to cut production. Although Venezuela has the biggest oil reserves among OPEC members, it doesn’t run the cartel. [insert graph: OPEC’s market share] Besides Venezuela, Iran and Algeria have tried to convince OPEC to cut production to stabilise prices. But the Saudis believe cutting production will cost them market share against the US and Russia. Even though low prices hurt Saudi Arabia’s economy, there are some who accuse Riyadh of trying to hurt Russia and Iran politically, by keeping prices low.
After all, a sharp drop in oil prices in 1980s triggered the fall of the Soviet Union. Whether oil prices will stabilise any time soon is a hard question to answer in a volatile world market. According to International Energy Agency’s latest oil market report, global demand growth will slow next year. But the Saudi oil minister, Ali Al Naimi disagrees. Some analysts say that 80 dollars a barrel is the new fair price, but currently Brent crude is far below that, trading at between 45 and 50 dollars a barrel. And some think that it could take years before oil prices recover.

The economy has suffered during the 16 months of revolt and violence against the Bashar al-Assad regime; from internal conflict and external sanctions imposed to try and get Assad to talk to the opposition and stop killing civilians.
"It has obviously affected the Syrian economy. A lot of Syrian companies tried to keep their employees, to keep the salaries, to keep the bonus, but you know, with these sanctions, it's really hard to do," said a chemist, Marzan.
Prices for basics have skyrocketed, and imports are harder to obtain. Unoffically, unemployment is now at 30%. Syria's exporters are unable to shift their goods out of the country, and tourism has dried up almost completely.
"I'm very ashamed to say how much, but we have 3 or 4 percent occupancy only. We have two hotels. The other one on the other way, I close it, because of this crisis," said hotelier Fayez al-Midani.
Bargains abound; a room at Fayez's hotel used to cost 200 euros a night. It now sits empty at 60, but there are still no takers.

http://www.euronews.com/ From record levels of hotel bookings in 2011 and an economy that, while hardly surging was showing signs of benefitting from relaxed state control, Syria's economic fortunes have gone into sharp reverse.
The economy has suffered during the 16 months of revolt and violence against the Bashar al-Assad regime; from internal conflict and external sanctions imposed to try and get Assad to talk to the opposition and stop killing civilians.
"It has obviously affected the Syrian economy. A lot of Syrian companies tried to keep their employees, to keep the salaries, to keep the bonus, but you know, with these sanctions, it's really hard to do," said a chemist, Marzan.
Prices for basics have skyrocketed, and imports are harder to obtain. Unoffically, unemployment is now at 30%. Syria's exporters are unable to shift their goods out of the country, and tourism has dried up almost completely.
"I'm very ashamed to say how much, but we have 3 or 4 percent occupancy only. We have two hotels. The other one on the other way, I close it, because of this crisis," said hotelier Fayez al-Midani.
Bargains abound; a room at Fayez's hotel used to cost 200 euros a night. It now sits empty at 60, but there are still no takers.

STORYLINE:
The civil war raging through Syria has battered much of the country's economy, making life harder for poor Syrians who were struggling even before the fighting broke out.
The hardships are clear even in places spared large scale destruction, such as the village of Atmeh which lies close to Syria's northern border with Turkey.
There are no destroyed homes in Atmeh and the rebel-controlled village, which lies along the Syrian border with Turkey among hills covered with olive trees, was never shelled or bombed.
Still, as they harvest their main source of income this year, the olive farmers are worried.
For years, the government regulated the olive oil market and guaranteed low but secure prices for both olives and oil.
Now, the war has shrunk the Atmeh farmers' reachable world to a small area void of government troops.
"Merchants who used to buy our oil and olive products are not taking it any more," says Mohammad Kadur Hassan, 63, an olive farmer who owns several thousand olive trees.
In an area where olives are abundant, the surplus has led to the collapse of already low prices.

The Khan As´Ad Pasha is often referred to as being the most beautiful caravansary in the Near East. Its inner courtyard is covered by eight mighty and partly painted cupolas each of which is supported by four pillars. Set amid the desert savannah of Syria are the proud remains of a unique and mysterious metropolis, Palmyra, a legendary ancient city that was built due to the existence of the Tadmur Oasis. The shortest and fastest route from the Mediterranean to Mesopotamia and Persia travels directly past the Tadmur Oasis thus it was only a question of time until an important trading post was founded there. Around a quarter of a million Bedouins live in Syria’s desert areas. They are nomads who speak Arabic and belong to the Muslim faith and their income is derived from sheep, goats and camels which produce both milk and meat. The half-standing ruins of this dark-stoned city rise out of the southern Syrian landscape.
Nearly deserted today, Bosra has a great deal of history from thousands of years of habitation by different cultures.
The city is at least old enough to have appeared in historical documents from the fourteenth century BC.
Early in the first millennium AD, Bosra became a part of the Roman Empire, which is the strongest influence seen at work in the ruins.
Since then, it has been the territory of the Byzantine Empire and the Arabs who swept in during the seventh century.
Among the ruined city's Roman and Christian structures, the fortified amphitheater is probably the greatest.
This deep, stadium-like building is mostly intact and gives a taste of what Bosra may once have been like.

Then came Persian, Roman and Islamic emperors followed by the Crusaders and Mongols. The Kalaa Citadel is situated on the periphery of the old town that was once surrounded by huge walls. It was from here that Saladin fended off the attacks of the Crusaders. The Romans built a fort here that was constantly extended with impressive walls and towers and located directly outside the city wall, the River Barada was also of strategic importance. Although the Mongols destroyed the inner buildings, the fortress walls survived. The Suq is an important part of every Islamic city, a market that originated in ancient times. Thousands of shops in numerous interconnected lanes form the commercial heart of Damascus. In the Gold Suq everything glitters, bracelets, rings and even a large variety of kitchen utensils. Damascus has for thousands of years been a place desired by the powerful. Yet it has managed to survive and is still the most beautiful capital city in the Near East.

Syria, officially the Syrian Arab Republic, is a country in Western Asia, bordering Lebanon and the Mediterranean Sea to the west, Turkey to the north, Iraq to the east, Jordan to the south, and Israel to the southwest. Its capital Damascus is among the oldest continuously-inhabited cities in the world. A country of fertile plains, high mountains, and deserts, it is home to diverse ethnic and religious groups, including the Arab, Greeks, Armenians, Assyrians, Kurds, Circassians, Mhallami, Mandeans and Turks. Religious groups include Sunni, Christians, Alawite, Druze religion, Mandeanism and Yezidi. Sunni Arabs make up the largest population group in Syria.
In English, the name "Syria" was formerly synonymous with the Levant (known in Arabic as al-Sham) while the modern state encompasses the sites of several ancient kingdoms and empires, including the Eblan civilization of the 3rd millennium BC. In the Islamic era, Damascus was the seat of the Umayyad Caliphate and a provincial capital of the Mamluk Sultanate in Egypt.
The modern Syrian state was established after World War I as a French mandate, and represented the largest Arab state to emerge from the formerly Ottoman-ruled Arab Levant. It gained independence in April 1946, as a parliamentary republic. The post-independence period was tumultuous, and a large number of military coups and coup attempts shook the country in the period 1949–1971. Between 1958-61, Syria entered a brief union with Egypt, which was terminated by a military coup. The Arab Republic of Syria came into being in 1963, transforming from the Republic of Syria in the Ba'athist coup d'état. Syria was under Emergency Law from 1963 to 2011, effectively suspending most constitutional protections for citizens, and its system of government is considered to be non-democratic. Bashar al-Assad has been president since 2000 and was preceded by his father Hafez al-Assad, who was in office from 1970 to 2000.

The influence of the legendary oasis city grew due to it having been regarded as a province of Rome. The Romans soon recognized the strategic importance of Palmyra as it was a vital centre of trade in the Near East. Palmyra’s fine buildings such as its Amphitheatre were typical of its impressive architecture. Most of the Tetrapylon has been restored. It towers high above the ancient ruins and the Great Colonnade was once the main street of the historic metropolis. Beyond the city walls in the Valley Of Tombs the mystic atmosphere of the former caravan city becomes apparent. Several well preserved mausoleums give the surreal looking desert landscape a truly ghostly atmosphere. The architecture of these multi-floored burial places are unique in the world. The view from the Arabian fortress extends across the picturesque ruins of the city to the endless horizons of the desert. The oasis and ancient remains of Palmyra look almost surreal as if in a dream yet the old ruins and the mighty fortress really do exist in very tangible and resplendent form.

A young couple from Mississippi faces federal charges after the pair was arrested over the weekend for conspiring and attempting to provide material support and resources to the Islamic State (ISIS) group.
The arrested couple, Jaelyn Delshaun Young, 20, and Muhammad Oda Dakhlalla, 22, had been in fact revealing their plans of joining ISIS to covert FBI agents online since May, the Wall Street Journal reported.
Young allegedly said her skills in math and chemistry and work experience at an analytical lab as well as her partner’s computer science skills would be useful to ISIS. The couple also expressed that they would love to provide medical aid, according to the Wall Street Journal.
Young said the wedding took place in June and the couple would travel to Istanbul and eventually enter Syria to join ISIS using honeymoon as their cover story, CNN reported.
The couple was arrested at the Golden Triangle Regional Airport Saturday morning, just before boarding a plane to Istanbul. They could face up to 20 years in prison if convicted, Reuters reported.

Since December of last year, across the Middle East, dictatorial regimes have toppled and people power has triumphed. But what does this much-heralded wave of revolutionary fervour mean in the longer term? Our panel of Fethi Mansouri, Rima Ahmad Alaadeen, Samah Hadid and Robert Bowker - led by moderator Hamish McDonald - share their specialised, local insights as they explore the issues, outcomes and interests of the movement.
Alaadeen reflects on the complete transformation of the region and warns against assuming Arab nations are the same in terms of their economies and democratic aspirations. She emphasises the role the military has played in national uprisings and argues that no commentator - Arab, Western or otherwise - could claim not to be surprised by the breadth and success of the spate of revolutionary uprisings.
Tunisian-born Mansouri comments on his birth nation’s advanced progress reforms and shares Alaadeen’s sense of surprise. He notes that, previously, many observers had believed assassination, military coup or foreign intervention were the only apparatus that could have facilitated regime change in the region. That they have occurred largely at the hands of citizens is a landmark, he says, for the Arab and Muslim world.
Former diplomat Bowker offers his perspective on the difficulties of foreign governments in negotiating who to support in uncertain domestic situations. He, like all members of the panel, insists that it’s much too soon to judge the success of what Alaadeen calls a “rebirth of nations”.
Hadid celebrates the ability of the Arab world’s young people to “outpace and surprise” the world. As key members of the uprising, she argues that they have insisted the revolutionary message is well articulated rather than dismissed as youthful rabble-rousing or plain frustration. Adding to Bowker’s call for patience, Hadid also notes the importance of acknowledging immediate gains made in the wake of renewal: the creation of a space for revolt that now exists in some of the societies in question, with civilians freed of threats to freedom of speech.
Addressing the question of why the West has been seen as a major force in Arab upheavals whilst Middle Eastern peers have been less vocal, Mansouri criticises the late response of the West - anxious to protect the strategic value of existing alliances - whilst explaining the Arab reluctance to criticise peer nations as a fear of being seen as hypocritical, particularly on questions of accountability and change.
The panel then respond to questions from the audience relating to the Muslim Brotherhood and Coptic Christians in Egypt, the problematic example of Turkey as an ideal secular state in the region, the plight of women in Syria, the quality of Western media coverage and the risk we run of idealising the Arab Spring at the expense of recognising its negative and harmful aspects.

Background
The framework agreement on Iran’s nuclear file, reached in April, raises questions and skepticism, but also hope for a more prosperous and peaceful future for Iran. Assessing the challenges and consequences of reaching a nuclear deal by the deadline of June 30 a panel of highly acclaimed experts will discuss what is at stake for Iran and the P5+1 countries, and what the implications of the negotiations are for Iran’s political and economic situation and its international relations.
Ariane Tabatabai is an expert on Iran’s nuclear file, based at Harvard University, and she will assess the framework agreement and the ongoing negotiations. Bijan Khajehpour, who is a leading Iranian political and economic analyst, will discuss the impact of a nuclear deal on Iran’s political developments and its sanctions-plagued economy. Roberto Toscano, who served as Italy’s Ambassador to Tehran from 2003 to 2008 and is the author of several books on non-violence and human rights, will discuss Iran’s foreign policy priorities. Lastly Emma Hooper will share her insights on Iran’s role and influence in Afghanistan and Pakistan. She is the director of the CIDOB policy research project ‘Sources of Tension in Afghanistan & Pakistan: Perspectives from the Region’ and co-authored a number of its reports, including on Iran.
The seminar is organized in collaboration with the European Iran Research Group.
