Tax lien

A tax lien is a lien imposed by law upon a property to secure the payment of taxes. A tax lien may be imposed for delinquent taxes owed on real property or personal property, or as a result of failure to pay income taxes or other taxes.

In the United States, a federal tax lien may arise in connection with any kind of federal tax, including but not limited to income tax, gift tax, or estate tax.

The term "assessment" refers to the statutory assessment made by the Internal Revenue Service (IRS) under 26 U.S.C. § 6201 (that is, the formal recording of the tax in the official books and records at the office of the Secretary of the U.S. Department of the Treasury). Generally, the "person liable to pay any tax" described in section 6321 must pay the tax within ten days of the written notice and demand. If the taxpayer fails to pay the tax within the ten-day period, the tax lien arises automatically (i.e., by operation of law), and is effective retroactively to (i.e., arises at) the date of the assessment, even though the ten-day period necessarily expires after the assessment date.

Lien

A lien (/ˈliːn/ or /ˈliːən/) is a form of security interest granted over an item of property to secure the payment of a debt or performance of some other obligation. The owner of the property, who grants the lien, is referred to as the lieneeand the person who has the benefit of the lien is referred to as the lienor or lien holder.

The etymological root is Anglo-French lien, loyen "bond", "restraint", from Latin ligamen, from ligare "to bind".

In the United States, the term lien generally refers to a wide range of encumbrances and would include other forms of mortgage or charge. In the USA, a lien characteristically refers to non-possessory security interests (see generally: Security interest—categories).

In other common-law countries, the term lien refers to a very specific type of security interest, being a passive right to retain (but not sell) property until the debt or other obligation is discharged. In contrast to the usage of the term in the USA, in other countries it refers to a purely possessory form of security interest; indeed, when possession of the property is lost, the lien is released. However, common-law countries also recognize a slightly anomalous form of security interest called an "equitable lien" which arises in certain rare instances.

Ho Chi Minh City (Vietnamese: Thành phố Hồ Chí Minh; IPA: [tʰan fə ho̞˧˩ t͡ɕɪj˧ mɪ̈n˧]), formerly named and still also referred to as Saigon (Vietnamese: Sài Gòn; IPA: [sâj ɣɔ̂ŋ], French: Saïgon), is the largest city in Vietnam. It was once known as Prey Nokor, an important Khmer seaport prior to annexation by the Vietnamese in the 17th century. Under the name Saigon, it was the capital of the French colony of Cochinchina and later of the independent republic of South Vietnam 1955–75. On 2 July 1976, Saigon merged with the surrounding Gia Định Province and was officially renamed Ho Chi Minh City after revolutionary leader Hồ Chí Minh (although the name Sài Gòn is still unofficially widely used).

The metropolitan area, which consists of the Ho Chi Minh City metropolitan area, Thủ Dầu Một, Biên Hòa, Vũng Tàu and surrounding towns, is populated by more than 9 million people, making it the most populous metropolitan area in Vietnam. The city's population is expected to grow to 13.9 million in 2025.

New Jersey

New Jersey is a state in the Northeastern and Middle Atlantic regions of the United States. It is bordered on the north and east by New York, on the southeast and south by the Atlantic Ocean, on the west by Pennsylvania, and on the southwest by Delaware. New Jersey is the fourth-smallest state, but the 11th-most populous and the most densely populated of the 50 United States. New Jersey lies entirely within the combined statistical areas of New York City and Philadelphia and is the second-wealthiest U.S. state by median household income as of 2014.

New Jersey was inhabited by Native Americans for more than 2,800 years, with historical tribes such as the Lenape along the coast. In the early 17th century, the Dutch and the Swedes made the first European settlements. The English later seized control of the region, naming it the Province of New Jersey after the largest of the Channel Islands, Jersey, and granting it as a colony to Sir George Carteret and John Berkeley, 1st Baron Berkeley of Stratton. New Jersey was the site of several decisive battles during the American Revolutionary War in the 18th century.

Richmond, California

Richmond (/ˈrɪtʃmənd/ RICH-mənd) is a city in western Contra Costa County, California, United States. The city was incorporated on August 7, 1905. Located in the eastern region of the San Francisco Bay Area, Richmond borders the cities of San Pablo, Albany, El Cerrito and Pinole in addition to the unincorporated communities of North Richmond, Hasford Heights, Kensington, El Sobrante, Bayview-Montalvin Manor, Tara Hills, and East Richmond Heights, and briefly San Francisco on Red Rock Island.

Under the McLaughlin Administration, Richmond was the largest city in the United States served by a Green Party mayor. As of the 2010 U.S. Census, the city's population is at 103,710, making it the second largest city in the United States to be named Richmond, after Richmond, Virginia.

History

The Ohlone Indians were the first inhabitants of the Richmond area, settling an estimated 5,000 years ago.

The name "Richmond" appears to predate actual incorporation by more than fifty years. Edmund Randolph, originally from Richmond, Virginia, represented the city of San Francisco when California's first legislature met in San Jose in December 1849, and he became state assemblyman from San Francisco. His loyalty to the town of his birth caused him to persuade a federal surveying party mapping the San Francisco Bay to place the names "Point Richmond" and "Richmond" on an 1854 geodetic coast map, which was the geodetic map at the terminal selected by the San Francisco and San Joaquin Valley Railroad; and by 1899 maps made by the railroad carried the name "Point Richmond Avenue," designating a county road that later became Barrett Avenue, a central street in Richmond.
