Dr Andrew Carr interviews Professor Rob Ayson about his new book 'Hedley Bull and the Accommodation of Power'. Hedley Bull was one of Australia's foremost scholars, making landmark contributions in the fields of arms control, nuclear strategy, world order and International relations theory. Bull's legacy is however a contested one. In this interview, Ayson discusses what drew him to write about Hedley, how to think about the wide range of contributions he made, Hedley's charming, though sometimes abrasive personality and the importance of Hedley's work for understanding the contemporary Asia-Pacific.
Robert Ayson is Professor of Strategic Studies and directs the Centre for Strategic Studies at the Victoria University of Wellington.
The English School of international relations theory maintains that there is a 'society of states' at the international level, despite the condition of anarchy. The English school stands for the conviction that ideas, rather than simply material capabilities, shape the conduct of international politics, and therefore deserve analysis and critique. In this sense it is similar to constructivism, though the English School has its roots more in world history, international law and political theory, and is more open to normative approaches than is generally the case with constructivism.

International relations theory is the study of international relations from a theoretical perspective; it attempts to provide a conceptual framework upon which international relations can be analyzed. Ole Holsti describes international relations theories as acting like pairs of coloured sunglasses that allow the wearer to see only salient events relevant to the theory; e.g. an adherent of realism may completely disregard an event that a constructivist might pounce upon as crucial, and vice versa. The three most popular theories are realism, liberalism and constructivism.
International relations theories can be divided into "positivist/rationalist" theories which focus on a principally state-level analysis, and "post-positivist/reflectivist" ones which incorporate expanded meanings of security, ranging from class, to gender, to postcolonial security. Many often conflicting ways of thinking exist in IR theory, including constructivism, institutionalism, Marxism, neo-Gramscianism, and others. However, two positivist schools of thought are most prevalent: realism and liberalism; though increasingly, constructivism is becoming mainstream.

As Jokowi took the office on 20 October 2014, many saw him as a new hope for Indonesia. Within first months of his presidency however, President Jokowi faced enormous challenges which are uneasily resolved, such as standoff between anti-corruption agency and police. This discussion will elaborate Jokowi’s initial achievement and failure. It will focus on three areas: human rights and law, environmental policies and corruption.

Mr Bhatara Ibnu Reza
PhD candidate, School of Law, UNSW.
Bhatara obtained his Bachelor of Law (S.H.) in international law from Faculty of Law Trisakti University, Jakarta in 1998, and his Master of Arts (M.Si) in international relations from the University of Indonesia, 2002. In 2005, he was granted a Fulbright Scholarship to take a Masters of Law (LL.M) in international human rights law at Northwestern University School of Law. Bhatara is also operational director at IMPARSIAL the Indonesian Human Rights Monitor
Mr Partick Anderson
Visiting fellow at ANU College of Asia and the Pacific.
Patrick is a policy advisor with the Forest Peoples Programme, a UK human rights group. Patrick lived in Indonesia between 2001 and 2012 where he worked with a wide range of environment and human rights groups helping indigenous peoples and local communities to assert their rights in relation to forestry, agriculture and conservation initiatives.
Mr J. Danang Widoyoko
PhD candidate, Department of Political and Social Change, ANU. Danang hold a bachelor degree in electrical engineering from Satya Wacana Christian University (UKSW) in Indonesia. He was coordinator of Indonesia Corruption Watch (ICW), a well‐known and respected anti‐corruption NGO in Indonesia.

The big bang of decentralization in 1999 was a huge milestone for Indonesian public administration. Since then, government functions and finance have been decentralized significantly. This has also led to localism and fragmentation across the country, including in the management of local agencies. In the same time, Indonesia also has to face the huge wave of globalization that creates challenges for Indonesia to survive in international relations. In this presentation, we see that sees bureaucracy is a key problem as well as advantage for Indonesia. The current bureaucratic reform is unfortunately far from successful in managing the likely conflicting pressures of localism and globalization. Failure in understanding and managing culture leads to failure in delivering better outcomes of the reform. Further decentralization of power to juxtapose the two pressures in a localized arena needs to be considered if Indonesia is to realize its goals to create a world-class government.

Hedley Bull
Hedley Bull, FBA (10 June 1932 – 18 May 1985) was Professor of International Relations at the Australian National University, the London School of Economics and the University of Oxford until his death from cancer in 1985. He was Montague Burton Professor of International Relations at Oxford from 1977 to 1985, and died there.
Bull was born in Sydney, Australia, where he attended Fort Street High School. He went on to study history and philosophy at the University of Sydney, where he was strongly influenced by the philosopher John Anderson. In 1953, Bull left Australia to study politics at Oxford, and after two years he was appointed to an assistant lectureship in international relations at the London School of Economics and Political Science (LSE).
In 1965, Bull was appointed director of the Arms Control and Disarmament Unit of the British Foreign Office. Two years later, in 1967, he was appointed to a professorship of international relations at the Australian National University (ANU) in Canberra.

The English school stands for the conviction that ideas, rather than simply material capabilities, shape the conduct of international politics, and therefore deserve analysis and critique. In this sense it is similar to constructivism, though the English School has its roots more in world history, international law and political theory, and is more open to normative approaches than is generally the case with constructivism.

As Jokowi took the office on 20 October 2014, many saw him as a new hope for Indonesia. Within first months of his presidency however, President Jokowi faced enormous challenges which are uneasily resolved, such as standoff between anti-corruption agency and police. This discussion will elaborate Jokowi’s initial achievement and failure. It will focus on three areas: human rights and law, environmental policies and corruption.

Mr Bhatara Ibnu Reza
PhD candidate, School of Law, UNSW.
Bhatara obtained his Bachelor of Law (S.H.) in international law from Faculty of Law Trisakti University, Jakarta in 1998, and his Master of Arts (M.Si) in international relations from the University of Indonesia, 2002. In 2005, he was granted a Fulbright Scholarship to take a Masters of Law (LL.M) in international human rights law at Northwestern University School of Law. Bhatara is also operational director at IMPARSIAL the Indonesian Human Rights Monitor
Mr Partick Anderson
Visiting fellow at ANU College of Asia and the Pacific.
Patrick is a policy advisor with the Forest Peoples Programme, a UK human rights group. Patrick lived in Indonesia between 2001 and 2012 where he worked with a wide range of environment and human rights groups helping indigenous peoples and local communities to assert their rights in relation to forestry, agriculture and conservation initiatives.
Mr J. Danang Widoyoko
PhD candidate, Department of Political and Social Change, ANU. Danang hold a bachelor degree in electrical engineering from Satya Wacana Christian University (UKSW) in Indonesia. He was coordinator of Indonesia Corruption Watch (ICW), a well‐known and respected anti‐corruption NGO in Indonesia.

The big bang of decentralization in 1999 was a huge milestone for Indonesian public administration. Since then, government functions and finance have been decentralized significantly. This has also led to localism and fragmentation across the country, including in the management of local agencies. In the same time, Indonesia also has to face the huge wave of globalization that creates challenges for Indonesia to survive in international relations. In this presentation, we see that sees bureaucracy is a key problem as well as advantage for Indonesia. The current bureaucratic reform is unfortunately far from successful in managing the likely conflicting pressures of localism and globalization. Failure in understanding and managing culture leads to failure in delivering better outcomes of the reform. Further decentralization of power to juxtapose the two pressures in a localized arena needs to be considered if Indonesia is to realize its goals to create a world-class government.

The economic, social and environmental determinants of human development and health equity.
Three internationally renowned speakers discuss how environmental, political, economic and cultural characteristics of societies shape conditions in which people live, work and age.
Inequities in these factors play a major role in producing health inequities in Australia, across the Asia Pacific region and globally. If set up well, economic development, trade, working conditions, urbanisation and health care for example could simultaneously improve development, social inclusion and health, but if done badly these factors can all increase health inequities.
Professor Sir Michael Marmot (MBBS, MPH, PhD, FRCP, FFPHM, FMedSci, FBA)
Sir Michael Marmot is director of theInternational Institute for Society and Health. In 2000 he was knighted by Her Majesty the Queen for services to Epidemiology and understanding health inequalities. Internationally acclaimed, Sir Michael is president of the British Medical Association and was Chair of the Commission on Social Determinants of Health set up by the World Health Organization.
Professor Tony McMichael AO
Professor McMichael is an NHMRC Australia Fellow at ANU. He was Director of the ANU National Centre for Epidemiology and Population Health and has a pioneering international role in the UN's Intergovernmental Panel on Climate Change. He was made an Officer of the Order of Australia in January 2011.
Professor Stephen Howes
Professor Howes is Director of the Development Policy Centre, Crawford School of Economics and Government at ANU. Prior to joining the Crawford School, Stephen was Chief Economist at the Australian Agency for International Development. He is currently a member of the Independent Review of Aid Effectiveness established by the Minister of Foreign Affairs.
