A dong or neighborhood is a submunicipal level administrative unit of a city and of those cities which are not divided into wards throughout Korea. The unit is often translated as neighborhood and has been used in both administrative divisions of North Korea and South Korea.
A dong is the smallest level of urban government to have its own office and staff in South Korea. In some cases, a single legal-status neighborhood is divided into several administrative neighborhoods. In such cases, each administrative dong has its own office and staff. Administrative dongs are usually distinguished from one another by number (as in the case of Myeongjang 1-dong and Myeongjang 2-dong).
The primary division of a dong is the tong (통/統), but divisions at this level and below are seldom used in daily life. Some populous dong are subdivided into ga (가/街), which are not a separate level of government, but only exist for use in addresses. Many major thoroughfares in Seoul, Suwon, and other cities are also subdivided into ga.

The Old English word for "neighbourhood" was neahdæl.
In the words of the urban scholar Lewis Mumford, “Neighbourhoods, in some primitive, inchoate fashion exist wherever human beings congregate, in permanent family dwellings; and many of the functions of the city tend to be distributed naturally—that is, without any theoretical preoccupation or political direction—into neighbourhoods.” Most of the earliest cities around the world as excavated by archaeologists have evidence for the presence of social neighbourhoods. Historical documents shed light on neighbourhood life in numerous historical preindustrial or nonwestern cities.

GEPENC President Jose Sigala tried unsucessfully to change the makeup of this committee to 4 board members and 1 stakeholder. GEPENC's Board of Governors voted for 3 board members and a 2 stakeholder committee. It was my understanding that GEPENC Budget & Finance Committee vice chair Jose Sigala APPOINTED community activist Ida Talalla to the second stakeholder position on Saturday, 04.07.12.
