The role of Information Commissioner differs from nation to nation. Most commonly it is a title given to a government regulator in the fields of freedom of information and the protection of personal data in the widest sense. The office often functions as a specialist ombudsman service.
The Office of the Australian Information Commissioner (OAIC) has functions relating to freedom of information and privacy, as well as information policy. The Office of the Privacy Commissioner, which was the national privacy regulator, was integrated into the OAIC on 1 November 2010. There are three independent commissioners in the OAIC: the Australian Information Commissioner, the Freedom of Information Commissioner, and the Privacy Commissioner.
The Information Commission of Bangladesh promotes and protects access to information. It is formed under the Right to Information Act, 2009, whose stated object is to empower the citizens by promoting transparency and accountability in the working of the public and private organizations, with the ultimate aim of decreasing corruption and establishing good governance. The Act creates a regime through which the citizens of the country may have access to information under the control of public and other authorities.
Mohandas Karamchand Gandhi (/ˈɡɑːndi, ˈɡæn-/;Hindustani: [ˈmoːɦənd̪aːs ˈkərəmtʃənd̪ ˈɡaːnd̪ʱi]; 2 October 1869 – 30 January 1948) was the preeminent leader of the Indian independence movement in British-ruled India. Employing nonviolent civil disobedience, Gandhi led India to independence and inspired movements for civil rights and freedom across the world. The honorific Mahatma (Sanskrit: "high-souled", "venerable")—applied to him first in 1914 in South Africa,—is now used worldwide. He is also called Bapu (Gujarati: endearment for "father", "papa") in India. In common parlance in India he is often called Gandhiji. He is unofficially called the Father of the Nation.
Born and raised in a Hindu merchant caste family in coastal Gujarat, western India, and trained in law at the Inner Temple, London, Gandhi first employed nonviolent civil disobedience as an expatriate lawyer in South Africa, in the resident Indian community's struggle for civil rights. After his return to India in 1915, he set about organising peasants, farmers, and urban labourers to protest against excessive land-tax and discrimination. Assuming leadership of the Indian National Congress in 1921, Gandhi led nationwide campaigns for easing poverty, expanding women's rights, building religious and ethnic amity, ending untouchability, but above all for achieving Swaraj or self-rule.
Freedom of Information laws (FOI laws) allow access by the general public to data held by national governments. They establish a "right-to-know" legal process by which requests may be made for government-held information, to be received freely or at minimal cost, barring standard exceptions. Also variously referred to as open records, or sunshine laws (in the United States), governments are typically bound by a duty to publish and promote openness. In many countries there are constitutional guarantees for the right of access to information, but these are usually unused if specific support legislation does not exist.
Over 95 countries around the world have implemented some form of freedom of information legislation.Sweden's Freedom of the Press Act of 1766 is the oldest in the world.
Most freedom of information laws exclude the private sector from their jurisdiction thus information held by the private sector cannot be accessed as a legal right. This limitation has serious implications because the private sector performs many functions which were previously the domain of the public sector. As a result, information that was previously public is now within the private sector, and the private contractors cannot be forced to disclose information.
The Central Information Commission (CIC) set up under the Right to Information Act is the authorised body, established in 2005, under the Government of India to act upon complaints from those individuals who have not been able to submit information requests to a Central Public Information Officer or State Public Information Officer due to either the officer not having been appointed, or because the respective Central Assistant Public Information Officer or State Assistant Public Information Officer refused to receive the application for information under the RTI Act. The President of India, Pranab Mukherjee inaugurated the 8th Annual Convention of Central Information Commission (CIC) on 2 September 2013.
The Commission includes 1 Chief Information Commissioner (CIC) and not more than 10 Information Commissioners (IC) who are appointed by the President of India.

Shailesh Gandhi, the chief information commissioner for RTI Act, describes the history and scope of the Act and outlined the provisions, and even elaborated on the proper format and procedure for citizens to seek information. he argued that public-private partnerships should come under the RTI Act. "A lot of public assets will be shifted to these PPPs soon, so these should be covered by the RTI. Otherwise, it will be like a fraud, when public resources are privatised without anybody's consent," Mr Gandhi said.
