The rumor of Russia selling its gold reserves, it is now clear, was as a lie as not only did Putin not sell, Russian gold reserves rose by their largest amount in six months in December to just over $46 billion (near the highest since April 2013). It appears all the "Russia is selling" chatter did was lower prices enabling them to gather non-fiat physical assets at a lower cost. On the other hand, there is another trend that continues for the Russians - that of reducing their exposure to US Treasury debt. For the 20th month in a row, Russia's holdings of US Treasury debt fell year-over-year - selling into the strength.. Russia gold reserves jump the most in six months in December, near the highest since April 201 and russian holdings of US Treasuries are now at the 2nd lowest since 2008.. So iIt would appear the greatest rotations that no one is talking about are the fiat to non-fiat and the paper to physical shifts occurring in China and Russia.. Some have commented on the "unprecedented" capital flight from Russia, but as Dr. Constantin Gurdgiev explains - Western 'analysts' appear to have forgotten a few things.. Central Bank of Russia released full-year 2014 capital outflows figures, prompting cheerful chatter from the US officials and academics gleefully loading the demise of the Russian economy. The figures are "ugly" for the US dollar: official net outflows of capital stood at USD151.5 billion - roughly 2.5 times the rate of outflows in 2013 - USD61 billion. Q1 outflows were USD48.2 billion, Q2 outflows declined to USD22.4 billion, Q3 2014 outflows netted USD 7.7 billion and Q4 2014 outflows rose to USD72.9 billion. Thus, Q4 2014 outflows - on the face of it - were larger than full-year 2013 outflows.. There are, however, few caveats to these figures that Western analysts of the Russian economy tend to ignore.. These are: USD 19.8 billion of outflows in Q4 2014 were down to new liquidity supply measures by the CB of Russia which extended new currency credit lines to Russian banks. In other words, these are loans. One can assume the banks will default on these, or one can assume that they will repay these loans. In the former case, outflows will not be reversible, in the latter case they will be. In Q1-Q3 2014 net outflows of capital that were accounted for by the banks repayment of foreign funding lines (remember the sanctions on banks came in Q2-Q3 2014) amounted to USD16.1 billion. You can call this outflow of funds or you can call it paying down debt. The former sounds ominous, the latter sounds less so - repaying debts improves balance sheets. But, hey, it would't be so apocalyptic, thus. We do not have aggregated data on this for Q4 2014 yet, but on monthly basis, same outflows for the banking sector amounted to at least USD11.8 billion. So that's USD 27.9 billion in forced banks deleveraging in 2014. Again, may be that is bad, or may be it is good. Or may be it is simply more nuanced than screaming headline numbers suggest.. Deleveraging - debt repayments - in non-banking sector was even bigger. In Q4 2014 alone planned debt redemptions amounted to USD 34.8 billion. Beyond that, we have no idea is there were forced (or unplanned) redemptions...

Russia’s financial guardians made their broadest acknowledgment yet that sanctions are sinking the economy, as the central bank moved to protect the ruble after the currency’s worst week in more than a decade. The Bank of Russia said in Moscow today that gross domestic product will probably stagnate in 2015, highlighting the damage wrought by a slump in oil prices and international measures linked to the conflict in Ukraine. Governor Elvira Nabiullina said the ruble’s slide has gone too far and pledged to limit local-currency funding to ward off speculators. It means the central bank “is facing the true reality,” said Vladimir Miklashevsky, an economist at Danske Bank A/S in Helsinki. “It looks like wishful thinking is over for now.” Accused of stoking the conflict in Ukraine, President Vladimir Putin is struggling to shield the economy, which is growing at the slowest pace since a 2009 recession. The ruble has depreciated to record levels, while the Bank of Russia raised its net capital outflow forecast to $128 billion this year, double the $61 billion it reported for 2013. ...

WRAP: News developments Monday that are ostensibly domestic or bilateral in nature speak more powerfully to some of the broader geopolitical challenges facing the world. A South Korea-China trade pact will have some impact on those two countries’ sagging economies but the deal is just as important in terms of the symbolic message Beijing is sending to the U.S. and 10 other countries currently negotiating a multilateral Asia-Pacific trade deal that excludes China. The same goes for a China-Russia gas deal. In both it appears that China left some money on the table in return for the ability to express its importance as an economic powerhouse. The deal with Russia also matters on the geopolitical front because it protects Moscow at a particularly vulnerable moment in its tense relationship with the West. The agreement helped buoy the ruble and so allowed the Russian central bank to abandon its managed exchange rate regime without causing the currency to crash. RUSSIA: The Russian central bank said it would let the ruble float freely. It also forecast growth expectations cut to 0.3% for this year from 0.4% previously and said it expects inflation to exceed 8% against the bank’s target of 4%. It also said it sees net capital outflow for the year to reach $128 billion from $100 billion previously. The ruble, despite the removal of central bank support, held up, mostly because of news of a second deal with China for Russia to provide the giant Asian economy with gas. Russia’s central bank, which was losing reserves at a rapid rate due to interventions to keep the ruble inside its proscribed trading corridor, is acknowledged the country’s tough reality. The economy will barely grow this year in inflation-adjusted terms. Inflation is racing away with chronic ruble devaluations. And sanctions, a falling oil price and political unease have triggered a major flight of capital from the country. What’s more, with no sign of a reduction of tensions between Russia and Ukraine, economic conditions are unlikely to get better any time soon. (AM) ASIA: South Korea and China agreed on a free trade pact just before Beijing is to host a summit meeting of the Asia Pacific Economic Cooperation forum that includes U.S. President Barack Obama. The agreement will cut Chinese tariffs on South Korean electronics products and assure protections to South Korean investors in China. For China, the deal opens up opportunities for its agricultural exporters. Meanwhile, President Obama and others are pushing to make progress on the sweeping Trans-Pacific Partnership trade deal, which incorporate 11 countries within the Pacific Rim. China is not party to those talks. It looks as if South Korea, whose electronics producers have been struggling with tougher competition from China, Taiwan and Japan, got more from its trade deal than did China. But for Beijing, this could be more of a geopolitical ploy than anything else, a way to demonstrate that it has clout while the U.S. , Japan and others push forward with the TPP proposal. The same goes for China’s new gas deal with Russia. The message is that China matters and won’t play by the rules set by the U.S. That both deals were struck ahead of the APEC meeting is important and puts the pressure on Mr. Obama, weakened by last week’s mid-term election results, to come up with something constructive. China Daily 2015-02-05Net Capital Outflow (NCO) is the net flow of funds being invested abroad by a country during a certain period of time (usually a year). A positive NCO means that the country invests outside more than the world invests in it; a negative one, that the world invests in the country more than the country invests in the world. NCO is one of two major ways of characterizing the nature of a country's financial and economic interaction with the rest of the world (the other being the balance of trade).
NCO is linked to the market for loanable funds and the international currency exchange market. This relationship is often summarized by graphing the NCO curve with the quantity of country A's currency in the x-axis and the country's domestic real interest rate in the y-axis. The NCO curve gets a negative slope because an increased interest rate domestically means an incentive for savers to save more at home and less abroad.
NCO also represents the quantity of country A's currency available on the foreign exchange market, and as such can be viewed as the supply-half that determines the real exchange rate, the demand-half being demand for A's currency in the foreign exchange market. As can be seen in the graph, NCO serves as the perfectly inelastic supply curve for this market. Thus, changes in the demand for A's currency (e.g. change from an increase in foreign demand for products made in country A) only cause changes in the exchange rate and not in the net amount of A's currency available for exchange.
Capital outflow is an economic term describing capital flowing out of (or leaving) a particular economy. Outflowing capital can be caused by any number of economic or political reasons but can often originate from instability in either sphere.
Regardless of cause, capital outflowing is generally perceived as always undesirable and many countries create laws to restrict the movement of capital out of the nations' borders (called capital controls). While this can aid in temporary growth, it often causes more economic problems than it helps.
Argentina experienced rampant and sudden capital outflows in the 1990s after its currency underwent dramatic pressure to adjust in light of the fixed exchange rate, leading to a recession. Modern macro-economists often cite the country as a classic example of the difficulties of developing fledgling economies.
