People need to be informed that the AFP-Modernization Law Needs additional funding through legalization of budget through congress and senate. The Only option for the AFP Organization would be refurbishing of materials, as the budget can only do the minimum. The need for ordinary people to know the lack of funding for the AFP-Modernization is due to the fact that legislators in both house of congress, and senate are not willing to act unless the law is popular. The importance of knowing the needed amount of legalized funding through congress and senate for AFP-Modernization should never be ignored. The only option for the AFP is to refurbish and restore units that can be made operational as the budget is too small to get the necessary materials. Lobbying to legislate is not effective in the Philippine setting as most laws are passed based on popularity: democracy. There is a dire need for The Republic Act no. 10349 also known as the revised AFP-Modernization Act which extends the modernization program for another 15 years as a topic to be a popular discussion amongst the Philippine Congress & Philippine Senate in order for more additional sufficient budget-bills for the DND & AFP to be passed & legislated, afterwards the president can have them signed to become laws. The representatives & senate-persons that are voted are the ones whom legislates in behalf of their constituents the Filipino citizens in their respective districts, bills are created through legislation; through Philippine congress & Philippine senate before the president can have it signed to become a law. The need for more budget and allocation of resources siting the needed materials to be bought in particular for the Department-of-National-Defense & Armed-Forces-of-the-Philippines should be legislated. Contact your legislator-representatives in congress & in the senate, let him/her know of your positive views about upgrading the AFP & the importance of the 2nd AFP-M Program in order for them to support legislation of funding for the modernization & self reliance of the Armed-Forces-of-the-Philippines.
