IT IS A WALK at VALPARAISO. I, Jorge Efraín BRAVO SALGADO, born 24-6-1971, go see a PLACE at VALPARAISO CERRO ESPERANZA that is announced in EL MERCURIO VALPARAISO to becomes a location place, & adress is I learn 138 Victoria Lastarria BUT in a previous VISIT on the place I need to see THE SURROUNDING AREA! And so I start a LONG WALK FILMING that. THE BUS let ME near CALETA PORTALES stop and I go see BEHIND the INACAP University where THAT HOUSE could have been. VALPARAISO is a CITY with RELIEF. IT IS a sort of MEANDRES or FJORDs of STREETS that are ON all DIRECTIONS and IS a fact THAT HAVE HELPED that place TO BECOMES a sort of PIRACY COVER, the fact there is so many faces, reliefs, streets on all directions DUE to THE GEOLOGY & EARTHQUAKES EVENTs that define VALPARAISO. OF COURSE when THE BUILDINGs all HAVE an HISTORY is MORE at THE CIVIL CENTER, where THE dates are IMPORTANTs events! BUT here.. In a STAIR I see a DATE -1913- date of a UNION of that CERRO ESPERANZA, is something very specific. Perhaps I must search around the fact. COUNCILs organisations in CHILE could can have started in places alike this. CAUSE the needs on each PLACE are SPECIFICs and a WAY to fight CENTRAL GOVERNEMENT INEFFICIENCY is to START a UNION... As we are searching for a PLACE to live that was an announce we can not let apart. BUT relief is a little bit difficult for my to old Ma & Pa, VIEWS are IMPRESS ! There is a Sort of VACANCY PARK and a WORKED PARK both around that point. Perhaps people that search for a house all must DO that kind of looking around without giving attention on that scale. People do FOCALISATION. Me is a fact AFTER being living on a place OR before, I always see around What is going on. NOT as a SOCIAL point of vue, or expecting nothing about neighbourghs I never be friendly with any next door neighbourghs BUT it is more on a GEO point of vue. By example there is a Noise at the 138 Lastarria Victoria street point that is due TO the GYMNASIUM in front of that... & there is a BEAUTY FLOWERs alley but NOISY background on that , is not a POINT for or against. I personnaly DO NOT SUPPORT CHILDS, so is alike heard CLAXONS coming from CARS for ME, Urban PARASITES! There is people that love noises surrounds, NOT ME! Cars & Childs ARE for ME audio-POLLUTION! But the PARKS are GOODS points here. THE VIEW is PUBLIC, & other PARK is an ABANDONNED AREA but that could BE a PLACE BETTER ORGANISED! Second idea when I see that, AFTER the fact I feel NOT SAFE THERE, is TO THINK, THIS could BE a GOOD PARK! HOW the PARK ORGANISED is SO WELL PRESERVED and THE other PARK is ABANDONNED AREA & not INVEST by VALPARAISO Council!? That was my second Idea. Third idea is to THINK.. THIS ABANDONED AREA is JUST OVER the HOUSE, how to limit CRIMINALS ACTS that could act THERE? Cause a PARK ORGANISED is not a total guarantee on a PLACE like THIS to BE SAFE ! Cause even ORGANISED is a PRECIPICE FALLING point someone could act without thinking to residents! How to BUILD something ORGANISED and PRESERVING surrounding? If people see the pictures I made today, & are in VALPARAISO they must alert BY A PAPER LETTER -not by ANALPHABETs ALARMS- the AUTHORITIES at COUNCIL of VALPARAISO... THEY must DO a BETTER PARK THERE! CHILE must PRESERVE that kind of AREAs and ORGANIZE for THE LIVING PEOPLE on THAT AREA. PARKS are NOT a HARD STRUCTURE, it is NOT AN STADIUM! But giving Water, put a LIGHT for NIGHT and WALLS for evitate the surrounding houses to suffer NOISES or BANDALISM that is a CHALLENGE! Chile Must do A LAW on URBAN PARKs. It is clear there is BIG PARKS with OLD TREES at SOUTH of CHILE , some PARKS at Coasts Beaches BUT URBAN PARKS are IN the LEVEL of URBAN QUALITY! If Chile do Process A URBAN PARK LAW, alike something turning around PATRIMONIALs THEN they could have FONCTIONAL FOUNDS for PRESERV THAT ABANDONED AREA and not let that FOR the building of a TOWER! TYPICALLY what happen with that kind of space is it ARRIVE a CONSORCIUM they INVEST in a BUILDING of 20 FLOORS, they DESTROY the public view TO A SINGLE PROFIT of SOME HAPPY FEW! AND THERE IS NO CITY URBAN QUALITY DEVELOPPED! Alike what is done in FRANCE for PRESERV the OLD HOUSES or THE SEA LITTORAL, they MUST HAVE -CONSERVATOIRES- PRESERVING LABELS, something that GIVE LAWs TOOLS to COUNCILS MAYORs to say, THERE, THE STATE BUY the PLACE with a EQUITY PRICE & then DEVELOPP a NEW PARK! There are SO many ABANDONNED PLACES in SANTIAGO or VALPARAISO, it is IMPOSSIBLE to WAIT for CONSORCIUMS to BUY all and DESTROY Views. The FRANCE laws for SEA BORDERS was on PRESERVATION on NATURAL VEGETATION & WATER LIFE! THEY could INVENT an EQUIVALENT on URBAN PLACES.
