The Director of the Central Intelligence Agency (D/CIA) serves as the head of the Central Intelligence Agency, which is part of the United States Intelligence Community. The Director reports to the Director of National Intelligence (DNI). The Director is assisted by the Deputy Director of the Central Intelligence Agency. The Director is a civilian or a general or flag officer of the armed forces nominated by the President, with the concurring or nonconcurring recommendation from the DNI, and must be confirmed by a majority vote of the Senate.
Before April 21, 2005, the Director of Central Intelligence (DCI) headed both the Intelligence Community and the Central Intelligence Agency. In addition, DCI served as an advisor to the President of the United States on intelligence matters and was the statutory intelligence advisor to the National Security Council (NSC). On April 21, 2005, the Director of National Intelligence (DNI) took on the roles as head of the Intelligence Community and principal intelligence advisor to the President and the NSC.
A police officer (also known as a policeman or policewoman, and constable in some forces, particularly in the United Kingdom and other Commonwealth nations) is a warranted employee of a police force. In the United States, "officer" is the formal name of the lowest police rank; in many other countries "officer" is a generic term not specifying a particular rank, and the lowest rank is often "constable". Police officers are generally charged with the apprehension of criminals and the prevention and detection of crime, and the maintenance of public order. Police officers may be sworn to an oath, and have the power to arrest people and detain them for a limited time, along with other duties and powers.
Some police officers may also be trained in special duties, such as counter-terrorism, surveillance, child protection, VIP protection, and investigation techniques into major crime, including fraud, rape, murder and drug trafficking.
Responsibilities of a police officer are varied, and may differ greatly from within one political context to another. Typical duties relate to keeping the peace, law enforcement, protection of people and property, and the investigation of crimes. Officers are expected to respond to a variety of situations that may arise while they are on duty. Rules and guidelines dictate how an officer should behave within the community, and in many contexts restrictions are placed on what the uniformed officer wears. In some countries, rules and procedures dictate that a police officer is obliged to intervene in a criminal incident, even if they are off-duty. Police officers in nearly all countries retain their lawful powers, while off duty.
Raymond McGovern (born 1939) is a retired CIA officer turned political activist. McGovern was a Federal employee under seven U.S. presidents over 27 years, presenting the morning intelligence briefings at the White House for many of them.
McGovern has been an outspoken commentator on intelligence-related issues since the late 1990s. He was heavily critical of the government's handling of the Wen Ho Lee case in 2000. In 2002 he was publicly critical of President George W. Bush's use of government intelligence in the lead-up to the war in Iraq.
In 2003, together with other former CIA employees, McGovern founded the Veteran Intelligence Professionals for Sanity or VIPS. The organization is dedicated to analyzing and criticizing the use of intelligence, specifically relating to the War in Iraq. In January 2006, McGovern began speaking out on behalf of the anti-war group Not in Our Name. According to the group's press release, McGovern served symbolic "war crimes indictments" on the Bush White House from a "people's tribunal."
