STX조선해양의 법정관리 전환 소식에 조선소가 있는 경남 진해의 한숨도 깊어 갑니다.
대규모 감원 가능성이 점쳐지면서 안 그래도 위축된 지역 경제의 주름살이 더 깊어질 것으로 예상됩니다.
박종혁 기자가 보도합니다.

법정관리 초읽기에 들어간 STX조선해양 인근 마을입니다.
이 마을의 횟집 등 식당의 주 고객은 STX조선해양 종업원들입니다.
STX조선해양의 경영난 여파를 고스란히 받을 수밖에 없습니다.
매출은 3분의 1 이하로 급감했고, 월세를 내고 종업원 월급 주기도 벅찬 상황입니다.
[인근 상인 : 점심시간에 밥 먹으러 많이 나오고 그랬는데 밥도 먹으러 안 나오고 회사에서 다 먹고 지금 사람들도 다 내보내고 하니까 장사 자체가 일체 안됩니다.]
창원시 진해구 용원동 일원, 이곳 역시 STX조선해양이 지역 경제의 근간인 지역입니다.
이 동네 식당이나 주점 등은 직격탄을 맞았습니다.
부동산 거래도 신통치 않습니다.
목 좋은 곳의 점포도 임자가 나서지 않는 등 부동산 거래가 뚝 끊겼습니다.
[하종훈 / 부동산중개사무소 소장 : 현재 유흥지점이나 음식점들이 타격을 입고 있습니다. 그리고 그 여파로 인해서 이쪽 동네에 상가라든지 빈 점포들이 계속 생기는 추세입니다.]
앞으로가 더 큰 문제입니다.
법정관리를 신청하면서 수주물량 취소나 청산 절차 이야기까지 거론되고 있기 때문입니다.
현재 STX는 설계와 일반직 등 종업원 2,100명에 사내 협력사 3,500명이 근무하고 있습니다.
지역 경제에 미치는 영향은 둘째치고 종업원과 그 가족들의 생계까지도 걱정해야 하는 상황이 벌어질 수 있다는 위기감이 큽니다.
[STX조선해양 종업원 : 저희 같은 경우에는 (법정관리로) 가지 않을까 가지 않을까 하는 계속 그냥 조마조마하고 있었죠. 그러다가 이제 법정관리 이야기가 구체화 된 거죠.]
지역 경제의 큰 기둥 역할을 했던 STX조선해양의 법정관리 신청으로 지역 경제가 흔들리고 있습니다.

심각한 경영난을 겪고 있는 STX 조선해양이 결국, 법정관리 절차를 밟게 됐습니다.
채권단 논의 결과 이대로 두면 이달 안에 부도 사태를 맞게 된다는 결론이 나왔습니다.
취재 기자 연결합니다. 이대건 기자!

조금 전에 나온 결과입니다.
산업은행 등으로 구성된 채권단은 오늘 오전부터 회의를 열어 STX조선해양의 법정 관리를 신청하기로 결론 내렸습니다.
"유동성 부족이 심회되어 이대로 두면 이번 달 말 부도 발생이 불가피하다"는 게 채권단이 밝힌 가장 큰 이유입니다.
특히 지난해부터 신규 수주가 없어 급격하게 건조 물량이 감소할 경우 자금 부족 확대는 물론 정상 건조 자체가 불가능하다고 판단했습니다.
법원의 판단이 남아 있어 법정 관리가 최종 확정된 것은 아닙니다.
법원에서 최종적으로 법정관리 신청을 받아들이면 회생 절차에, 그렇지 않으면 청산 절차에 들어갑니다.
STX조선해양은 한때 세계 조선업계 4위까지 치고 올라가면서 큰 주목을 받았습니다.
하지만 조선 산업의 불황 속에 무리한 저가 수주가 이어지면서 지난 2013년부터 자율협약이 진행됐습니다.
이 기간 채권단에서 4조 5천여억 원을 쏟아부은 것을 포함해 현재 금융 채무만 6조 원에 이릅니다.
이런데도 여전히 자본 잠식 상태에서 벗어나지 못하고 있습니다.
법정관리 신청이 유력해지면서 대량 실업 사태도 우려되는데, STX조선해양 인력은 2천 백여 명, 협력사까지 포함하면 9천 명에 이르는 것으로 추정됩니다.

STX조선에 대한 처리가 신속한데요.
이러면 머지않아 다른 중소 조선사들에 대한 처리 방안도 나올 것 같다면서요?
[기자
예상보다 속도가 빨라지고 있습니다.
우선 2010년 자율협약에 들어간 성동과 대선조선의 운명도 머지않아 결정될 것으로 보입니다.
특히 성동조선의 경우 채권단이 2조 원을 지원했지만 여전히 적자 상태에서 벗어나지 못한 데다 역시 심각한 수주난을 겪고 있습니다.
금융당국은 조만간 재실사 결과를 토대로 법정관리로 전환할지를 결정하겠다는 입장입니다.
매각 절차가 진행되고 있는 SPP 조선도 최종적으로 매각이 불발될 경우, 법정관리 신청 여부를 검토할 예정입니다.
중소 조선사 처리와 관련해 임종룡 금융위원장이 의미 있는 발언을 했는데요.

4조5천억 원… 숫자가 너무 커서 감각이 오히려 무뎌질 정도의 큰 돈인데, 이 돈을 헛돈으로 만든 얘기를 지금부터 전해드립니다.
STX조선해양이 결국 법정관리에 들어가게 됐습니다. 채권단이 오늘(25일) "더 이상의 추가 지원은 명분과 실익이 없다" "따라서 법정관리 신청이 불가피하다"고 결론 내렸기 때문입니다.
이 회사가 채권단과 자율협약을 맺은 건 2013년. 이후 산업은행과 수출입은행 같은 국책은행이 4조 5000억 원을 퍼부었지만 살려내지 못했습니다. 결국 정부와 국책은행 주도의 구조조정이 실패한 거죠.
문제는 3년 전 추가 지원을 결정할 당시에도 '밑 빠진 독에 물 붓기'라는 반대 의견이 적지 않았다는 점입니다. 일부에서는 그래서 지난 3년 동안 결국 '폭탄 돌리기'를 했다, 이런 표현도 나왔습니다. 구조조정의 시기를 제대로 판단하지 못하는 바람에, 결국 국책은행이 몇조 원만 더 쓰게 된 것 아니냐는 비판이 비등합니다.
이 돈은 은행의 돈이 아니라, 국민의 돈입니다.

STX (a contraction of the word "sticks" but commonly called "S-T-X") is a sports equipment manufacturer based in Baltimore, Maryland. It is a subsidiary of Wm. T. Burnett & Co. STX makes lacrosse equipment, field hockey equipment, and golf putters, but its main business is in manufacturing of men's and women's lacrosse sticks and protective gear, including gloves, pads, and women's eyewear. The company was founded in 1970 by Richard B.C. Tucker, Sr. as STX Inc. STX's first stick was the double wall, synthetic lacrosse head, which was the first synthetic stick and the only type used to score goals in the first NCAA Men's Lacrosse Championship (1971).
STX is one of the largest manufacturers of lacrosse equipment, and in Maryland, part of the $18 million industry.
In the mid-1970s, STX began branching out from lacrosse equipment with the development of golf putters, aided by ties with the chemical company DuPont. In 2006, a survey conducted by the Darrell Survey Company on the PGA Tour determined that STX putters were considered among the top five.

[앵커] STX조선해양의 법정관리 전환 소식에 조선소가 있는 경남 진해의 한숨도 깊어 갑니다. 대규모 감원 가능성이 점쳐지면서 안 그래도 위축된 지역 경제의 주름살이 더 깊어질 것으로 예상됩니다. 박종혁 기자가 보도합니다. [기자] 법정관리 초읽기에 들어간 STX조선해양 인근 마을입니다. 이 마을의 횟집 등 식당의 주 고객은 STX조선해양 종업원들입니다. STX조선해양의 경영난 여파를 고스란히 받을 수밖에 없습니다. 매출은 3분의 1 이하로 급감했고, 월세를 내고 종업원 월급 주기도 벅찬 상황입니다. [인근 상인 : 점심시간에 밥 먹으러 많이 나오고 그랬는데 밥도 먹으러 안 나오고 회사에서 다 먹고 지금 사람들도 다 내보내고 하니까 장사 자체가 일체 안됩니다.] 창원시 진해구 용원동 일원, 이곳 역시 STX조선해양이 지역 경제의 근간인 지역입니다. 이 동네 식당이나 주점 등은 직격탄을 맞았습니다. 부동산 거래도 신통치 않습니다. 목 좋은 곳의 점포도 임자가 나서지 않는 등 부동산 거래가 뚝 끊겼습니다. [하종훈 / 부동산중개사무소 소장 : 현재 유흥지점이나 음식점들이 타격을 입고 있습니다. 그리고 그 여파로 인해서 이쪽 동네에 상가라든지 빈 점포들이 계속 생기는 추세입니다.] 앞으로가 더 큰 문제입니다. 법정관리를 신청하면서 수주물량 취소나 청산 절차 이야기까지 거론되고 있기 때문입니다. 현재 STX는 설계와 일반직 등 종업원 2,100명에 사내 협력사 3,500명이 근무하고 있습니다. 지역 경제에 미치는 영향은 둘째치고 종업원과 그 가족들의 생계까지도 걱정해야 하는 상황이 벌어질 수 있다는 위기감이 큽니다. [앵커] 심각한 경영난을 겪고 있는 STX 조선해양이 결국, 법정관리 절차를 밟게 됐습니다. 채권단 논의 결과 이대로 두면 이달 안에 부도 사태를 맞게 된다는 결론이 나왔습니다. 취재 기자 연결합니다. 이대건 기자! [기자] 조금 전에 나온 결과입니다. 산업은행 등으로 구성된 채권단은 오늘 오전부터 회의를 열어 STX조선해양의 법정 관리를 신청하기로 결론 내렸습니다. "유동성 부족이 심회되어 이대로 두면 이번 달 말 부도 발생이 불가피하다"는 게 채권단이 밝힌 가장 큰 이유입니다. 특히 지난해부터 신규 수주가 없어 급격하게 건조 물량이 감소할 경우 자금 부족 확대는 물론 정상 건조 자체가 불가능하다고 판단했습니다. 법원의 판단이 남아 있어 법정 관리가 최종 확정된 것은 아닙니다. 법원에서 최종적으로 법정관리 신청을 받아들이면 회생 절차에, 그렇지 않으면 청산 절차에 들어갑니다. STX조선해양은 한때 세계 조선업계 4위까지 치고 올라가면서 큰 주목을 받았습니다. 하지만 조선 산업의 불황 속에 무리한 저가 수주가 이어지면서 지난 2013년부터 자율협약이 진행됐습니다. 이 기간 채권단에서 4조 5천여억 원을 쏟아부은 것을 포함해 현재 금융 채무만 6조 원에 이릅니다. 이런데도 여전히 자본 잠식 상태에서 벗어나지 못하고 있습니다. 법정관리 신청이 유력해지면서 대량 실업 사태도 우려되는데, STX조선해양 인력은 2천 백여 명, 협력사까지 포함하면 9천 명에 이르는 것으로 추정됩니다. [앵커] STX조선에 대한 처리가 신속한데요. 이러면 머지않아 다른 중소 조선사들에 대한 처리 방안도 나올 것 같다면서요? [기자 예상보다 속도가 빨라지고 있습니다. 우선 2010년 자율협약에 들어간 성동과 대선조선의 운명도 머지않아 결정될 것으로 보입니다. 특히 성동조선의 경우 채권단이 2조 원을 지원했지만 여전히 적자 상태에서 벗어나지 못한 데다 역시 심각한 수주난을 겪고 있습니다. 금융당국은 조만간 재실사 결과를 토대로 법정관리로 전환할지를 결정하겠다는 입장입니다. 매각 절차가 진행되고 있는 SPP 조선도 최종적으로 매각이 불발될 경우, 법정관리 신청 여부를 검토할 예정입니다. 중소 조선사 처리와 관련해 임종룡 금융위원장이 의미 있는 발언을 했는데요. 오늘 오전 기자들과 만나 "전체적으로 중소 조선사들에 대한 ... - 공격적인 인수·합병으로 그룹 '덩치' 키워 - 무리한 사세확장과 과도한 투자로 부채 쌓여 4조5천억 원… 숫자가 너무 커서 감각이 오히려 무뎌질 정도의 큰 돈인데, 이 돈을 헛돈으로 만든 얘기를 지금부터 전해드립니다. STX조선해양이 결국 법정관리에 들어가게 됐습니다. 채권단이 오늘(25일) "더 이상의 추가 지원은 명분과 실익이 없다" "따라서 법정관리 신청이 불가피하다"고 결론 내렸기 때문입니다. 이 회사가 채권단과 자율협약을 맺은 건 2013년. 이후 산업은행과 수출입은행 같은 국책은행이 4조 5000억 원을 퍼부었지만 살려내지 못했습니다. 결국 정부와 국책은행 주도의 구조조정이 실패한 거죠. 문제는 3년 전 추가 지원을 결정할 당시에도 '밑 빠진 독에 물 붓기'라는 반대 의견이 적지 않았다는 점입니다. 일부에서는 그래서 지난 3년 동안 결국 '폭탄 돌리기'를 했다, 이런 표현도 나왔습니다. 구조조정의 시기를 제대로 판단하지 못하는 바람에, 결국 국책은행이 몇조 원만 더 쓰게 된 것 아니냐는 비판이 비등합니다. 이 돈은 은행의 돈이 아니라, 국민의 돈입니다. -

- 공격적인 인수·합병으로 그룹 '덩치' 키워 - 무리한 사세확장과 과도한 투자로 부채 쌓여 4조5천억 원… 숫자가 너무 커서 감각이 오히려 무뎌질 정도의 큰 돈인데, 이 돈을 헛돈으로 만든 얘기를 지금부터 전해드립니다. STX조선해양이 결국 법정관리에 들어가게 됐습니다. 채권단이 오늘(25일) "더 이상의 추가 지원은 명분과 실익이 없다" "따라서 법정관리 신청이 불가피하다"고 결론 내렸기 때문입니다. 이 회사가 채권단과 자율협약을 맺은 건 2013년. 이후 산업은행과 수출입은행 같은 국책은행이 4조 5000억 원을 퍼부었지만 살려내지 못했습니다. 결국 정부와 국책은행 주도의 구조조정이 실패한 거죠. 문제는 3년 전 추가 지원을 결정할 당시에도 '밑 빠진 독에 물 붓기'라는 반대 의견이 적지 않았다는 점입니다. 일부에서는 그래서 지난 3년 동안 결국 '폭탄 돌리기'를 했다, 이런 표현도 나왔습니다. 구조조정의 시기를 제대로 판단하지 못하는 바람에, 결국 국책은행이 몇조 원만 더 쓰게 된 것 아니냐는 비판이 비등합니다. 이 돈은 은행의 돈이 아니라, 국민의 돈입니다. -

이 마을의 횟집 등 식당의 주 고객은 STX조선해양 종업원들입니다.
STX조선해양의 경영난 여파를 고스란히 받을 수밖에 없습니다.
매출은 3분의 1 이하로 급감했고, 월세를 내고 종업원 월급 주기도 벅찬 상황입니다.
[인근 상인 : 점심시간에 밥 먹으러 많이 나오고 그랬는데 밥도 먹으러 안 나오고 회사에서 다 먹고 지금 사람들도 다 내보내고 하니까 장사 자체가 일체 안됩니다.]
창원시 진해구 용원동 일원, 이곳 역시 STX조선해양이 지역 경제의 근간인 지역입니다.
이 동네 식당이나 주점 등은 직격탄을 맞았습니다.
부동산 거래도 신통치 않습니다.
목 좋은 곳의 점포도 임자가 나서지 않는 등 부동산 거래가 뚝 끊겼습니다.
[하종훈 / 부동산중개사무소 소장 : 현재 유흥지점이나 음식점들이 타격을 입고 있습니다. 그리고 그 여파로 인해서 이쪽 동네에 상가라든지 빈 점포들이 계속 생기는 추세입니다.]
앞으로가 더 큰 문제입니다.
법정관리를 신청하면서 수주물량 취소나 청산 절차 이야기까지 거론되고 있기 때문입니다.
현재 STX는 설계와 일반직 등 종업원 2,100명에 사내 협력사 3,500명이 근무하고 있습니다.
지역 경제에 미치는 영향은 둘째치고 종업원과 그 가족들의 생계까지도 걱정해야 하는 상황이 벌어질 수 있다는 위기감이 큽니다.
[STX조선해양 종업원 : 저희 같은 경우에는 (법정관리로) 가지 않을까 가지 않을까 하는 계속 그냥 조마조마하고 있었죠. 그러다가 이제 법정관리 이야기가 구체화 된 거죠.]

조금 전에 나온 결과입니다.
산업은행 등으로 구성된 채권단은 오늘 오전부터 회의를 열어 STX조선해양의 법정 관리를 신청하기로 결론 내렸습니다.
"유동성 부족이 심회되어 이대로 두면 이번 달 말 부도 발생이 불가피하다"는 게 채권단이 밝힌 가장 큰 이유입니다.
특히 지난해부터 신규 수주가 없어 급격하게 건조 물량이 감소할 경우 자금 부족 확대는 물론 정상 건조 자체가 불가능하다고 판단했습니다.
법원의 판단이 남아 있어 법정 관리가 최종 확정된 것은 아닙니다.
법원에서 최종적으로 법정관리 신청을 받아들이면 회생 절차에, 그렇지 않으면 청산 절차에 들어갑니다.
STX조선해양은 한때 세계 조선업계 4위까지 치고 올라가면서 큰 주목을 받았습니다.
하지만 조선 산업의 불황 속에 무리한 저가 수주가 이어지면서 지난 2013년부터 자율협약이 진행됐습니다.
이 기간 채권단에서 4조 5천여억 원을 쏟아부은 것을 포함해 현재 금융 채무만 6조 원에 이릅니다.
이런데도 여전히 자본 잠식 상태에서 벗어나지 못하고 있습니다.
법정관리 신청이 유력해지면서 대량 실업 사태도 우려되는데, STX조선해양 인력은 2천 백여 명, 협력사까지 포함하면 9천 명에 이르는 것으로 추정됩니다.

STX조선에 대한 처리가 신속한데요.
이러면 머지않아 다른 중소 조선사들에 대한 처리 방안도 나올 것 같다면서요?

예상보다 속도가 빨라지고 있습니다.
우선 2010년 자율협약에 들어간 성동과 대선조선의 운명도 머지않아 결정될 것으로 보입니다.
특히 성동조선의 경우 채권단이 2조 원을 지원했지만 여전히 적자 상태에서 벗어나지 못한 데다 역시 심각한 수주난을 겪고 있습니다.
금융당국은 조만간 재실사 결과를 토대로 법정관리로 전환할지를 결정하겠다는 입장입니다.
매각 절차가 진행되고 있는 SPP 조선도 최종적으로 매각이 불발될 경우, 법정관리 신청 여부를 검토할 예정입니다.
