One of the projects under the ETP’s Human Capital Development policy initiative aims to increase the number of skilled workers in the country to 50% by 2020 by providing school-leavers with opportunities to pursue vocational education.
More than RM632 million has been allocated to the Skills Development Fund for private accredited centres to spur quality training.
Government-private sector collaboration is crucial in ensuring the success of TVET programmes. To encourage involvement of corporate players, the National Dual Training System (NDTS) exposed apprentices to real work experience.

Expectations in TVET education in Malaysia Polytechnics
The Malaysian Polytechnics has been operating for almost 47 years in the Technical and Vocational Education and Training (TVET) field and to date, there are 34 polytechnics all over Malaysia. It has produced a total of 442,753 graduates since its existence. According to the Malaysia’s Economic Planning Unit (EPU), the demand for skilled labor especially for the TVET sector is expected to increase with the introduction of Malaysia’s National Key Economic Areas (NKEA) that will require a workforce of up to 3.3 million by 2020 of which 1.3 million are to be TVET graduates. The question is, how do those behind the scene; look at TVET in Malaysia? What are their expectations and aspirations? Those involve in this discussion only represents a small fraction of the whole of Malaysian Polytechnics main drive force: The Educators. We believe that we speak on behalf of them.

Vocational education
Vocational education is education within vocational schools that prepares people for a specific trade. It directly develops expertise in techniques related to technology, skill and scientific technique to span all aspects of the trade. Vocational education is classified as using procedural knowledge.
Generally known as career and technical education (CTE) or technical and vocational education and training (TVET), it prepares people for specific trades, crafts and careers at various levels in a trade, in a craft, as a technician, or in a high professional practitioner position in careers such as engineering, accountancy, nursing, medicine, architecture, law etc. Craft vocations are usually based on manual or practical activities and are traditionally non-academic but related to a specific trade or occupation. Vocational education is sometimes referred to as technical education as the trainee directly develops expertise in a particular group of techniques.
Vocational education can take place at the secondary, post-secondary, further education, and higher education level; and can interact with the apprenticeship system. Increasingly, vocational education can be recognized in terms of recognition of prior learning and partial academic credit towards tertiary education (e.g., at a university) as credit.

Ministers without portfolio in Ontario, 1993–95
On February 3, 1993, Ontario premier Bob Rae appointed six ministers without portfolio in the Ontario government. These were not full members of cabinet but rather provided policy assistance to cabinet ministers. They were generally described as "junior ministers."
The only one of the original six ministers without portfolio who was assigned a specific job responsibility was Richard Allen, who oversaw international trade. The others did not have formally defined responsibilities. Some opposition politicians argued that these positions were unnecessary and duplicated the responsibilities of parliamentary assistants.
The positions were eliminated in 1995 by the government of Mike Harris.
Minister responsible for Economic Development
Richard Allen held this position from February 3, 1993, to August 18, 1994, when he was promoted to a full cabinet position. His replacement was Bob Huget, who served until June 26, 1995.
