For the 1.7 million Palestinians living as citizens of Israel, deep-seated racism and discrimination are part of everyday life. Israel’s Foreign Minister Avigdor Lieberman recently chided Palestinians who disagree with his right-wing policies, saying “Those who are against us, there’s nothing to be done—we need to pick up an ax and cut off his head.” Lieberman also reinforced his long-held advocacy of “transfer,” that is, ethnic cleansing of Palestinians by removing them from the state of Israel. And then on the final night of the Israeli election, Prime Minister Binyamin Netanyahu infamously said that "the Arabs are voting in droves," an alarmist warning that their votes could sway the election in a dangerous direction, thus inciting further racism.
As a Palestinian lawmaker and Member of the Israeli Knesset, Haneen Al Zoubi has also faced humiliating treatment by Israeli lawmakers, who regularly attack her personally and politically. The Israeli right has targeted MK Al Zoubi for many years, trying to revoke her citizenship and to disqualify her from reelection. The Knesset Ethics Committee suspended her for six months based on her political views and the Israeli High Court affirmed the suspension. Shortly thereafter, the Israeli Election Committee refused to qualify her as a candidate but upon review by an Israeli court, MK Al Zoubi was permitted to run for reelection. The Israeli Election Committee attempted to prevent MK Al Zoubi from running in the 2013 election as well. Despite this massive campaign to silence MK Al Zoubi, she easily won re-election this past March. Her Balad party is now part of the Joint List, a coalition of four Arab parties that garnered thirteen Knesset seats in the March 2015 election. MK Al Zoubi will talk about this newly empowered alliance and its potential in improving the human, civil, and political rights of the Palestinian citizens of Israel. She will discuss the recent elections and the ramifications of the Likud party winning another term.

Turkey’s Foreign Ministry has “condemned” the June 25 detention of nine Turkish citizens, including journalists and activists, by Israeli security units for nine hours and subsequent deportation of seven of them.

Violence has erupted on the streets of Jerusalem after two parents were shot and killed by a Palestinian gunman while driving with their four children.
Eitam and Naama Henkin, both in their 30s, were travelling in the occupied West Bank on Thursday night when the attack happened.
The couple, from Neria, were pronounced dead at the scene by emergency services while their children, aged from four months to nine years, were left injured.
Hours after the attack, dozens of men took to the streets in protest, lying in the roads and clashing with officers.
Police were forced to use pepper spray and throw stun grenades during the protests, which took place near to the al-Aqsa mosque.
Military officials said hundreds of troops were scouring the area, near the Palestinian village of Beit Furik, in the hunt for the suspected gunman.
A spokesman for the Israeli army said: 'The army has launched an operation to find those responsible for this heinous and barbaric attack.'
A different army spokesman, Arye Shalicar, said forces were conducting an 'intensive search' on the ground combined with intelligence efforts.
Palestinian militant group Hamas hailed those behind Thursday's deadly attack but did not take responsibility for it.
It said in a statement: 'This operation was in response to the crimes of the Zionists.'
Prime Minister Benjamin Netanyahu condemned the attack and said security services would work to 'capture the assassins and also to tighten security for all Israeli citizens'.
The news of the killings emerged as Netanyahu told the General Assembly he is prepared to resume peace talks.
He said: 'I am prepared to immediately, immediately resume direct peace negotiations with the Palestinians without any preconditions whatsoever.'

Israeli President Shimon Peres said on Tuesday that the killing of Palestinian civilians in Gaza presents a moral dilemma, but argued there was no alternative while Hamas continued to fire rockets at Israel.

Israel's prime minister on Monday said that Israel was prepared to defend its citizens, amid ongoing tension at the country's border with Syria.
"We are prepared for any scenario and the most basic principle is that whoever threatens to harm us or harms Israeli citizens will be harmed," Benjamin Netanyahu told the Parliamentary Foreign Affairs and Defence committee in Jerusalem.
Netanyahu was making the remarks in reference to both Syria and the Lebanese group Hezbollah.
His remarks come days after Austria announced it would pull its troops from the United Nations peacekeeping force tasked with maintaining calm between the Israel and Syria frontier.
Austria announced the pullout after rebels briefly overran a border crossing in the Golan Heights last week.
The pullout is expected to take place within a month.
Israel and Syria agreed to the creation of the UN Disengagement Observer Force after Syria launched military action in 1973 in a failed effort to retake the Golan, which Israel captured in the 1967 war.
Israel fears that Islamic militants who have joined the rebel ranks in trying to oust President Bashar Assad will turn their guns toward Israel if they topple the Syrian leader.
Islamic groups are believed to be active in the fighting in the Golan area.
Hezbollah too has taken an increasingly prominent role, helping Assad's troops capture the border town of Qusair.
Israel has also expressed concerns that Assad's sophisticated weapons, could slip into the hands of hostile groups, including Hezbollah.
The Jewish state has kept a wary eye on the fighting next door since the conflict erupted in March 2011 and in recent months has been bolstering its forces in the area and reinforcing a fence along the frontier.
Israeli officials say they have no interest in taking sides or getting involved in the fighting.
Israeli Minister for International Relations and Strategic Affairs Yuval Steinitz reiterated Israel's intention to stay out of the conflict in Syria but warned Assad not to provoke Israel.
"We don't want to get involved and I think especially the interest of the regime of Bashar Assad, that we won't get involved. It's also in his interest, not to provoke us," he said in Jerusalem.
The Israeli military has intervened on several occasions, firing at targets inside Syria in response to shelling that landed in the Israeli-side of the Golan.
In one such incident last month, Syrian troops targeted an Israeli jeep they said had crossed the cease-fire line into the Syria-controlled sector.

Israeli Minister for International Relations and Strategic Affairs Yuval Steinitz reiterated Israel's intention to stay out of the conflict in Syria but warned Assad not to provoke Israel.
"We don't want to get involved and I think especially the interest of the regime of Bashar Assad, that we won't get involved. It's also in his interest, not to provoke us," he said in Jerusalem.
The Israeli military has intervened on several occasions, firing at targets inside Syria in response to shelling that landed in the Israeli-side of the Golan.
In one such incident last month, Syrian troops targeted an Israeli jeep they said had crossed the cease-fire line into the Syria-controlled sector.

In a landmark ruling, the Israeli Supreme Court said Israel's Arab citizens must be allowed to buy land in Jewish communities in Israel.
This overturns a 52-year-old state policy of restricting land sales to Arabs.
Human rights activists had petitioned the court on behalf of an Arab couple who were turned away from the Jewish community of Katzir in northern Israel.
They hailed the ruling in Wednesday as a breakthrough in the battle of Israeli Arabs for equality.
But critics said the decision could undermine Israeli security, and lawmakers threatened to challenge the ruling with legislation.
The Israeli Supreme Court ruling on Wednesday ended a five-year legal battle waged by the Kaadans - an Arab couple who tried to buy a plot of land in the settlement of Katzir.
The Israel Lands Authority, along with the quasi-governmental Jewish Agency, had earmarked Katzir as a Jewish community.
But the court ordered the state to allow the Kaadans to buy the plot of land.

Israel's one point two (m) million Israeli Arab citizens hold the key to Prime Minister Ehud Barak's chances of re-election in the forthcoming vote on February 6.
Barak won overwhelming support from Israeli Arabs in 1999 on campaign promises to conclude a peace deal with the Palestinians and address bitter complaints by Israel's largest minority about discrimination by the government.
But just 18 months on, many Israeli Arabs feel betrayed by Barak and are so bitter that they are threatening to boycott the upcoming elections, even if this might help bring to power the hawkish Ariel Sharon.
In the 1999 election, 77 percent of Israeli Arab voters turned out, and of those casting ballots, 95 percent supported Barak.
This time, however, many Arabs are saying they are going to stay home on election day if Barak is the Labor Party candidate again.
Much of their bitterness towards Barak can be traced to his handling of the latest intifada, the Palestinian uprising against Israel triggered by Ariel Sharon's visit in September to a contested Jerusalem shrine.
In Umm el-Fahm, Israel's second largest Arab town, many feel Israel's security forces use excessive force, not only in the West Bank and Gaza Strip, but in Israel's Arab towns, where thousands took to the streets in October in solidarity with their Palestinian brethren.
Thirteen Israeli Arabs have been killed by Israeli police fire, including three in Umm el-Fahm.
With Israeli Arabs making up a fifth of Israel's electorate of four point three (m) million, pollsters predict that if they boycott the election, Barak will lose.
Barak hopes to narrow his double-digit deficit in the polls by winning back the community.
But Arabs say he hasn't done enough to make amends for the decades of government discrimination in housing and budget allocations, as he had pledged.
And neither has he appointed an Arab cabinet minister in his government.
Amir Makhoul, director of Ittijah, an organisation which represents Israeli Arab interests, says the boycott demonstrates the strength of feeling against the government's policies.
Israeli Arabs are the descendants of Muslim and Christian families who stayed behind when others fled or were driven out with the creation of the Jewish state in 1948.
While Israeli Arabs strongly support Israeli-Palestinian peacemaking, many believe Barak will not be able to conclude a deal and that his failure to win re-election would do little harm to Palestinian aspirations - even though Sharon is willing to offer far fewer concessions.

Israeli Prime Minister Ariel Sharon said on Monday that Israel would make no concessions to the Palestinians with regard to preserving the security of Israel's citizens.
Speaking at his official residence, Sharon was addressing new immigrant soldiers in a temporary hut used for the week-long Sukkot festival that began on Friday evening.
Israeli troops withdrew from the Rafah refugee camp on the Gaza-Egypt border on Sunday, after a three-day operation the military said was aimed at finding and destroying weapons smuggling tunnels.
The Sukkot autumn harvest festival comes five days after Yom Kippur, the holiest day in the Jewish calendar.
Unlike that day of fasting and repenting, Sukkot is a joyous celebration when Jews gather with their families for meals
in palm-roofed huts known as sukkahs.

Israeli Prime Minister Ariel Sharon said on Monday that Israel would make no concessions to the Palestinians with regard to preserving the security of Israel's citizens.
Speaking at his official residence, Sharon was addressing new immigrant soldiers in a temporary hut used for the week-long Sukkot festival that began on Friday evening.
Israeli troops withdrew from the Rafah refugee camp on the Gaza-Egypt border on Sunday, after a three-day operation the military said was aimed at finding and destroying weapons smuggling tunnels.
The Sukkot autumn harvest festival comes five days after Yom Kippur, the holiest day in the Jewish calendar.
Unlike that day of fasting and repenting, Sukkot is a joyous celebration when Jews gather with their families for meals
in palm-roofed huts known as sukkahs.

The fighting erupted while Israeli troops were carrying out an arrest operation in the Ein Beit Ilma refugee camp in Nablus, the army said.
An Israeli army officer was killed and three other soldiers were wounded, two of them seriously, in the fighting, the army said.
US citizens Khaled Sallah, a professor at Nablus' A-Najah University, and his 16-year-old son, Mohammed, were killed while in their house, Palestinian hospital officials said.
The two others killed in the fighting were the first and second-in-command in Nablus of the radical Popular Front of the Liberation of Palestine, the officials added.
The Israeli army said the fighting erupted when troops arrived at the building in which fugitives were hiding.
Palestinian gunmen opened fire at the forces from all directions - from the building the fugitives were hiding, surrounding structures and the street, the army said.
The soldier was killed in this shooting.
The fighting continued until after dawn.

Turkey condemns deportation of its citizens, summons top Israeli diplomat
Turkey’s Foreign Ministry has “condemned” the June 25 detention of nine Turkish citizens, including journalists and activists, by Israeli security units for nine hours and subsequent deportation of seven of them.
In order to convey Turkey’s reaction and demand for an explanation, the Foreign Ministry has summoned Israel’s Charge d’Affaires to the Embassy in Ankara, it said in a written statement on June 26.
“The Israeli authorities’ detention of our citizens at the airport for hours, not allowing their entrance to the country despite the fact they had valid visas, as well as the failure to make a satisfactory explanation for this attitude, cannot be accepted under any circumstances,” the Foreign Ministry stated.
Turkey’s relations have been tense with Israel since nine Turks and one Turkish-American were killed and several other pro-Palestinian activists were wounded when Israeli commandos stormed the Mavi Marmara on May 31, 2010. The boat was part of a flotilla that was trying to break the ongoing blockade on Gaza. The relationship between the two countries has worsened since then, with both sides withdrawing their ambassadors and reducing their diplomatic representation in each other’s capitals.
Ülke TV editor-in-chief Hasan Öztürk, Özden Ayvaz and Hüseyin Günay from TRT News, Halime Kökçe from daily Star newspaper, Memur-Sen Vice Chairman Levent Uslu, and four activists - Kemal Özdal, Dürdane Ozdal, Fatih Bolcan and Sümeyra Bolcan - were detained on June 25 upon their arrival at Israel’s Ben Gurion International Airport.
Everyone in the group apart from the two employees of state broadcaster TRT were sent back to Turkey, according to the Foreign Ministry statement, adding that the group had flown to Israel to attend a Ramadan fast-breaking dinner with a group of Palestinians.
Earlier, Kökçe had posted messages on her Twitter account to say Israeli officials confiscated the group’s cell-phones and quizzed them about their WhatsApp conversations and contacts.
“We are under detention for six hours at the Ben Gurion Airport with a group of journalists and activists. They questioned us individually,” Kökçe wrote.
In a final tweet, she said the group had been informed that they were being deported and had been banned from entering Israel for 10 years.

Attorney Hassan Jabareen, founder and director of Adalah, the Legal Center for Arab Minority Rights in Israel, will present the legal dimensions of political participation by Palestinian citizens of Israel in the 2015 Israeli elections.
What are the legal and ideological limits placed on Palestinian citizens of Israel in running for election?
Given high levels of incitement against and harassment of Palestinian Arab members of Knesset (MKs), should they continue to serve in the parliament?
Jabareen has represented Arab MKs and Arab political parties in elections disqualifications and elections-related freedom of expression cases for more than a decade. In the run-up to the 2015 elections, Jabareen represented MK Haneen Zoabi, and the Joint List, a historic, united list of Arab political parties before the Central Elections Committee and the Israeli Supreme Court.
Jabareen has extensive experience in litigating landmark constitutional law cases before the Israeli Supreme Court on behalf of Palestinian citizens of Israel and Palestinians living in the Occupied Palestinian Territory.

In her new book, Citizen Strangers: Palestinians and the Birth of Israel's Liberal State, Shira Robinson traces how the leaders of the nascent state struggled with the contradiction between advancing the project of building a state for the Jews, while finding a way to ostensibly share political power with its Palestinian citizens, even as the government expropriated Palestinian lands and limited their participation in Jewish society.
The New America Foundation is pleased to welcome Robinson, and Yousef Munayyer, the Executive Director of the Jerusalem Fund and the Palestine Center in Washington, DC, for a discussion about her book and the legacy of these conflicting policies.

While great strides have been made in scholarship on Palestinian citizens of Israel, less attention has been paid to their positionality within broader Arab cultural and political formations. This paper seeks to address this gap through a close reading of the Seventh World Youth Festival, held in Sofia, Bulgaria, from July 26 to August 6, 1968. This cultural festival, which brought together over 20,000 leftist activists from around the world, provided a rare opportunity for Palestinian members of the Israeli communist Rakah delegation, including famed Palestinian poets Mahmud Darwish and Samih al-Qasim, to meet face-to-face with some of the roughly 500 Arabs in attendance.
During the festival many Arab delegates eagerly sought out Darwish and Qasim, who were preceded by their reputation as “resistance poets,” but others saw them as violating the Arab boycott of Israel by “accepting” that country’s citizenship. Within this complex political environment, I argue that Palestinian festival participants from the shatat (exile) played a key role in helping to demystify the Palestinian citizens of Israel to a wider Arab audience. Through a discursive analysis of contemporary press reports, memoirs, literary works and interviews with participants, I show how these Palestinians served as a bridge between Palestinian citizens of Israel and the wider Arab world.

While great strides have been made in scholarship on Palestinian citizens of Israel, less attention has been paid to their positionality within broader Arab cultural and political formations. This paper seeks to address this gap through a close reading of the Seventh World Youth Festival, held in Sofia, Bulgaria, from July 26 to August 6, 1968. This cultural festival, which brought together over 20,000 leftist activists from around the world, provided a rare opportunity for Palestinian members of the Israeli communist Rakah delegation, including famed Palestinian poets Mahmud Darwish and Samih al-Qasim, to meet face-to-face with some of the roughly 500 Arabs in attendance.
During the festival many Arab delegates eagerly sought out Darwish and Qasim, who were preceded by their reputation as “resistance poets,” but others saw them as violating the Arab boycott of Israel by “accepting” that country’s citizenship. Within this complex political environment, I argue that Palestinian festival participants from the shatat (exile) played a key role in helping to demystify the Palestinian citizens of Israel to a wider Arab audience. Through a discursive analysis of contemporary press reports, memoirs, literary works and interviews with participants, I show how these Palestinians served as a bridge between Palestinian citizens of Israel and the wider Arab world.
