New York is a state in the Northeastern United States and is the United States' 27th-most extensive, fourth-most populous, and seventh-most densely populated state. New York is bordered by New Jersey and Pennsylvania to the south and Connecticut, Massachusetts, and Vermont to the east. In the 19th century, York became a hub of the railway network and a confectionery manufacturing centre. In recent decades, the economy of York has moved from being dominated by its confectionery and railway-related industries to one that provides services. The University of York and health services have become major employers, whilst tourism has become an important element of the local economy.

Barnett Goodstein was born in 1921 in Dallas, Texas. At the age of four and a half, he moved with his family to New York for a few years as a result of his father's work with the Sun Star Manufacturing Company. Barnett graduated from high school in 1938 and attended Rice University as a pre-law student. However, he became enamored with economics and decided to transfer from Rice to the University of Texas at Austin for its economics program, finishing with his Bachelor's and Master's degrees in 1942.
