A Perth driver claims he has CCTV footage which shows a parking inspector falsely chalking his car and issuing a fine, despite the vehicle having been parked legally ... According to the CCTV footage clock, the inspector then returns at 10.56am and re-chalks Mr Pham's van tyre and appears to proceed to issue him a fine. Mr Pham said the fine ......
