Kaplan's contributions to Oakland policy making have included a focus on budget balancing measures, legislation which eased the permit process for new restaurants, creating a new public transit line downtown, and re-working and passing a law which mandates registration of abandoned and vacant buildings.
In 2009, Oakland's budget shortfall ran into the tens of millions, and as a solution, Kaplan proposed Measure F, which raised taxes on medical cannabis businesses. The measure, which dramatically increased taxes on these businesses, was strongly supported by the businesses themselves. Kaplan received national media attention from this initiative, appearing on PBS's NewsHour and Fox Business Network to discuss it. The measure passed overwhelmingly in a special election. Three other ballot measures, also campaigned for by Kaplan, were passed in a successful effort to balance the year's budget.
Phillip H. Tagami (born in Oakland, California on August 27, 1965) is the managing general partner for California Capital Group.
Tagami's parents divorced when he was a teenager. The son of an auto-mechanic, Tadao "Frank" Tagami, he received an athletic scholarship to attend a boarding school in Maryland, but left at 16 to live briefly with his mother in Berkeley, California before moving to West Berkeley on his own. A series of odd jobs led him into construction and building management. At the age of 22, Tagami and his partners formed the California Capital Group development business.
Tagami rose to prominence in 1998 as a real estate developer when, utilizing his political connections, he and his partners secured the right to renovate the historic Liberty House department store situated across the street from Oakland's City Hall. The $50 million renovations to the building that followed produced the Rotunda, which according to a 2005 article in the San Francisco Business Times was "widely regarded as the city's most attractive office complex." Other prominent restorations spearheaded by Tagami include the Fox Theater and the historic West Oakland train station.

I set up the Oakland Sports Forum to cause candidates to chalenge each other. Councilmember Kaplan was the most vulnerable because she sits on the Oakland Alameda County Coliseum Joint Powers Authority, and because she said she saved the Oakland A's from moving. Unbelievably, no candidate took on Rebecca, and only Joe Tuman and Pat McCullough effectively went after Oakland Mayor Jean Quan on Coliseum City, saying it was not more than pretty pictures.

Rebecca Kaplan wins the second polling for the Oakland Mayor's Race released in as many weeks.
The At-Large Councilmember, who entered the race just three months ago, has earned the top rank choice vote outcome for this poll commissioned by Phil Tagami of California Capital Group as well as the Oakland Jobs and Housing Coalition Poll of last week.
Still there are problems and cause for concern. Over 60 percent are undecided and the survey shows that a small percentage of people would not vote for Kaplan.

Oakland Sports Forum: Rebecca Kaplan Prevails
Oakland Councilmember and Mayor's Race Candidate Rebecca Kaplan did the best job at Oakland's first sports-oriented political debate.
I set up the Oakland Sports Forum to cause candidates to chalenge each other. Councilmember Kaplan was the most vulnerable because she sits on the Oakland Alameda County Coliseum Joint Powers Authority, and because she said she saved the Oakland A's from moving. Unbelievably, no candidate took on Rebecca, and only Joe Tuman and Pat McCullough effectively went after Oakland Mayor Jean Quan on Coliseum City, saying it was not more than pretty pictures.
It was Kaplan who got up and consistently and forcefully made the connection between sports and economic development. Really, the Forum was hers to lose, and she did not do that. Bryan Parker, Libby Schaaf, Joe Tuman, Dan Siegel, Nancy Sidebotham and Ken Houston did very well at the Forum, but none of them took on Kaplan.
While the polling system I employed was faulty, I felt that I had to share my view of events. Kaplan prevailed.

Rebecca Kaplan wins the second polling for the Oakland Mayor's Race released in as many weeks.
The At-Large Councilmember, who entered the race just three months ago, has earned the top rank choice vote outcome for this poll commissioned by Phil Tagami of California Capital Group as well as the Oakland Jobs and Housing Coalition Poll of last week.
Still there are problems and cause for concern. Over 60 percent are undecided and the survey shows that a small percentage of people would not vote for Kaplan.
And once again Incumbent Oakland Mayor Jean Quan has the highest number of people against her, yet picks up second place behind Kaplan. Again.

Guy Houston was picked to be the Oakland Alameda County Coliseum JPA Executive Director by Oakland Councilmember Rebecca Kaplan and not Oakland Councilmember Larry Reid as reported before. That decision to hire Mr. Houston, the former Dublin Mayor who was sued for bilking senior citizens in a civil lawsuit, is not set in stone. It can be undone by October 17th.
Reportedly Kaplan made the choice but Reid abstained. For the County of Alameda, Supervisor Scott Haggerty was not there and Nate Miley abstained.

They said they support her because of her strong record on the creation of local jobs, responsible community policing and anti-displacement protections in economic development.

Preventing displacement while encouraging expanded economic vitality was a key theme.

OAKLAND, CA — Prominent African American leaders and other community advocates announced their support Wednesday for Oakland City Council President Pro Tem Rebecca Kaplan, the frontrunner in the city’s mayoral election.

They said they support her because of her strong record on the creation of local jobs, responsible community policing and anti-displacement protections in economic development.

This is a giant step toward making sure that International Blvd merchants are able to survive and thrive in the new environment created by the BRT. This victory comes after three years of work and resulted from an unprecedented collaborative effort, launched by the East Bay Asian Youth Center, between merchants in three neighborhoods—Eastlake, San Antonio and Fruitvale. Congratulations to all the merchants who worked so hard for this for so long.
Thanks also to the support we received from Allen Temple, who consistently advocated on behalf of all merchants on International Blvd.

Dear International Blvd. Merchants,
We did it!
At the November 18th Oakland City Council meeting, the Council approved a resolution that included $2 million for direct assistance to businesses!
This is a giant step toward making sure that International Blvd merchants are able to survive and thrive in the new environment created by the BRT. It goes hand in hand with commitments we won from AC-Transit and City staff to make design changes based on consultations with each business along the route and to create parking solutions based on neighborhood input.
This victory comes after three years of work and resulted from an unprecedented collaborative effort, launched by the East Bay Asian Youth Center, between merchants in three neighborhoods—Eastlake, San Antonio and Fruitvale. Congratulations to all the merchants who worked so hard for this for so long.
Thanks also to the support we received from Allen Temple, who consistently advocated on behalf of all merchants on International Blvd.

Oakland, CA – On Tuesday, November 18, 2014 at 5:30 pm, at a City Council hearing which it will likely be lengthy, merchants all along the 9.5 mile stretch of International Blvd. will pressure City Council members for them to commit to sound business mitigation plans in response to impacts caused by the new, AC-Transit’s Bus Rapid Transit (BRT.)
A point of contention has been expressed by Councilmember Noel Gallo, who objects to direct financial assistance to those business severely impacted by a new street configuration brought by the BRT. Case in point is: the loss of over 500 parking spaces; virtually no left turns to vehicular traffic; reduction of two traffic lanes; compromised loading and access to businesses; and stations placed in new created medians.
This Tuesday, merchants will also pressure the Council for clarity of what it is offered as support. At a recent Public Works Committee Meeting, AC Transit and City staff presented a report which included “bid packages” which are the project phases and the support programs to help merchants survive construction, and the new created physical environment. Council committee members Rebecca Kaplan, and Larry Reid shared their concerns that of the almost 9 million dollars in merchant aid, “potentially” only 1 million could be used in direct financial assistance whether it be loans or grants. The rest of the funds will be used for technical assistance which was often referenced by these committee members as “advise.” Therefore, this International Blvd, merchant coalition is mobilizing to demand project conditions of approval that effectively and fairly address BRT related impacts to their businesses.
With slogans such as “A BRT for Everyone,” and “Justice for Merchants” small business owners are advocating for workable solutions, given that the project will be approved. These proposed solutions aim to help them mitigate disruption to regular business operations during, and after construction. As well, these demands include relocation assistance in case some businesses become unviable in this new street configuration.
According to AC Transit, project cost will be approximately 200 million dollars. The merchant proposals to mitigate these impacts, beyond project design changes, represent less than 5%.
BRT is planned to run 9.7 miles from Downtown Oakland to Downtown San Leandro. All along this stretch a little over 500 parking spaces will be lost; almost all left turns will be prohibited; and from 14thAvenue to 107th Ave. (7.1 miles) on International Blvd the new vehicular traffic will be on two lanes, rather than the actual 4 lanes.

All That Gorgeous Pitiless Song won the Many Mountains Moving Book Prize and was released in 2010, the same year that God, Seed: Poetry & Art About the Natural World, won the Foreword Review Book of the Year Award for Poetry. Mom's Canoe and Dark Card, recipients of the Robert Phillips Chapbook Poetry Prize in consecutive years, were released by Texas Review Press in 2008 and 2009.
Rebecca is the 2014 Dartmouth Poet in Residence at the Frost Place. Her work appears widely in journals including The Hudson Review, North American Review, Massachsetts Review, Notre Dame Review, Sewanee Review, Smartish Pace, Woman's Review of Books, Zyzzyva, and others, and has been featured on Poetry Daily, Verse Daily and in The South Carolina Review. Essays, book reviews and fiction are published in American Book Review, Calyx, Chautauqua Journal, Prairie Schooner, Rumpus Daily and elsewhere. Rebecca Kaplan is running around town saying she is goon to win the Oakland Mayor's Race. That is based on three polls which report her as the Election Day winner. But the fact that over 60 percent of those polled are undecided means one thing: Kaplan will lose.
Kaplan's poll wins look a lot like those of Amy Lemly. Amy ran for the Oakland City Council District One seat in 2012 and was the clear cut poll winner. It looked like a landslide.
But the polls also revealed that 70 percent of the electorate was undecided.
Out of the pack emerged Dan Kalb as the winner.

OAKLAND, CA — Prominent African American leaders and other community advocates announced their support Wednesday for Oakland City Council President Pro Tem Rebecca Kaplan, the frontrunner in the city’s mayoral election.

They said they support her because of her strong record on the creation of local jobs, responsible community policing and anti-displacement protections in economic development.
“As mayor, Rebecca Kaplan will put Oakland first — whether it’s creating local jobs for Oakland residents, supporting constitutional policing or preventing the displacement of working families in our neighborhoods,” Mayfield-Lynch said. “She’s the leader our community needs."
Preventing displacement while encouraging expanded economic vitality was a key theme.
“She’s a visionary leader,” Epstein said. "Mayor Kaplan will fight to maintain that which makes Oakland unique — community participation in policymaking, diversity and the protection of families who have lived here for years, decades and even generations."
King, who owns Everett & Jones BBQ, said that Kaplan has always supported Oakland’s local small businesses.
“Small business owners like me, who have been in Oakland a long time, know they can count on Rebecca,” King said. “She’ll attract new businesses to Oakland, but we know she'll also fight for the ones that have been here serving our community. There’s no question that she’ll be the ‘jobs’ mayor.”
Pete said that Kaplan, as mayor, will bring much-needed leadership.
“Rebecca represents the most balanced approach to jobs and development,” Pete said. “Her approach is the most inclusive of Oakland’s residents."
Others praised Kaplan’s commitment to affordable housing.
“As a former housing rights attorney, she’s fought against unjust evictions,” Neidhardt said. “On the City Council, she’s fought to crack down on unjust foreclosures. And as mayor, she’ll expand affordable housing and fight displacement.”
Hitz said he supports Kaplan because she’ll fight for kids.
“As Oakland’s representative on the county transportation commission, she fought for a free bus pass for youth,” Hitz said. “She cares deeply about improving education and safe routes to school. Parents across Oakland who want a mayor who will fight for their kids should vote for Rebecca."

Council President Pro Tem Rebecca Kaplan was elected in 2008 to serve as Oakland’s citywide councilmember. She was re-elected in 2012 and serves currently as President Pro Tempore of the Oakland City Council. She is running for mayor to provide strong, stable leadership in Oakland — for safe neighborhoods, for local jobs and for a fresh start for our city. President Pro Tem Kaplan graduated Phi Beta Kappa from the Massachusetts Institute of Technology, obtained a master’s degree from Tufts University and a juris doctor from Stanford Law School.

Guy Houston was picked to be the Oakland Alameda County Coliseum JPA Executive Director by Oakland Councilmember Rebecca Kaplan and not Oakland Councilmember Larry Reid as reported before. That decision to hire Mr. Houston, the former Dublin Mayor who was sued for bilking senior citizens in a civil lawsuit, is not set in stone. It can be undone by October 17th.
Reportedly Kaplan made the choice but Reid abstained. For the County of Alameda, Supervisor Scott Haggerty was not there and Nate Miley abstained.

Dear International Blvd. Merchants,
We did it!
At the November 18th Oakland City Council meeting, the Council approved a resolution that included $2 million for direct assistance to businesses!
This is a giant step toward making sure that International Blvd merchants are able to survive and thrive in the new environment created by the BRT. It goes hand in hand with commitments we won from AC-Transit and City staff to make design changes based on consultations with each business along the route and to create parking solutions based on neighborhood input.
This victory comes after three years of work and resulted from an unprecedented collaborative effort, launched by the East Bay Asian Youth Center, between merchants in three neighborhoods—Eastlake, San Antonio and Fruitvale. Congratulations to all the merchants who worked so hard for this for so long.
Thanks also to the support we received from Allen Temple, who consistently advocated on behalf of all merchants on International Blvd.
There is still work to be done, of course. The details of who can access the fund and how it can be used have to be worked out. Also, at the last minute Mayor-elect Libby Schaaf inserted some language into the resolution which we still need to sort out. Stay tuned for how you can help on this.
And of course, we will need to work with City staff to make sure that they follow through on their commitments to design parking solutions based on neighborhood input sessions, between now and April.
In the meantime, let’s celebrate the fact that we won $2 million—which is $2 million more than the City or AC Transit planned to provide—to directly assist businesses. Let’s thank the elected officials who stood up for us, including Council President Pat Kernighan, Councilmember at Large Rebecca Kaplan, Councilmember Larry Reid, Councilmember Desley Brooks and Councilmember Lynette McElhaney.
At the end, four of the five Councilmembers whose districts include the BRT voted to support the existing community of businesses. These four Councilmembers have very diverse views, and very diverse constituencies, but they all united behind us on this issue, and we deeply appreciate their support.
Most of all, though, let’s celebrate the power that was created by sticking together and building relationships that emphasized our common interests as merchants and community members. This is the real victory, and it is a great foundation that we can build on.
Again, congratulations and now let’s finish the job!

On a Final City Council Vote Merchants Address New Transit Impacts Merchants from Eastlake, San Antonio, Frutivale, and East Oakland demand mitigations support
Oakland, CA – On Tuesday, November 18, 2014 at 5:30 pm, at a City Council hearing which it will likely be lengthy, merchants all along the 9.5 mile stretch of International Blvd. will pressure City Council members for them to commit to sound business mitigation plans in response to impacts caused by the new, AC-Transit’s Bus Rapid Transit (BRT.)
A point of contention has been expressed by Councilmember Noel Gallo, who objects to direct financial assistance to those business severely impacted by a new street configuration brought by the BRT. Case in point is: the loss of over 500 parking spaces; virtually no left turns to vehicular traffic; reduction of two traffic lanes; compromised loading and access to businesses; and stations placed in new created medians.
This Tuesday, merchants will also pressure the Council for clarity of what it is offered as support. At a recent Public Works Committee Meeting, AC Transit and City staff presented a report which included “bid packages” which are the project phases and the support programs to help merchants survive construction, and the new created physical environment. Council committee members Rebecca Kaplan, and Larry Reid shared their concerns that of the almost 9 million dollars in merchant aid, “potentially” only 1 million could be used in direct financial assistance whether it be loans or grants. The rest of the funds will be used for technical assistance which was often referenced by these committee members as “advise.” Therefore, this International Blvd, merchant coalition is mobilizing to demand project conditions of approval that effectively and fairly address BRT related impacts to their businesses.
With slogans such as “A BRT for Everyone,” and “Justice for Merchants” small business owners are advocating for workable solutions, given that the project will be approved. These proposed solutions aim to help them mitigate disruption to regular business operations during, and after construction. As well, these demands include relocation assistance in case some businesses become unviable in this new street configuration.
According to AC Transit, project cost will be approximately 200 million dollars. The merchant proposals to mitigate these impacts, beyond project design changes, represent less than 5%.
BRT is planned to run 9.7 miles from Downtown Oakland to Downtown San Leandro. All along this stretch a little over 500 parking spaces will be lost; almost all left turns will be prohibited; and from 14thAvenue to 107th Ave. (7.1 miles) on International Blvd the new vehicular traffic will be on two lanes, rather than the actual 4 lanes.

Rebecca Foust Biography
Rebecca grew up inPennsylvania but after earning a BA in English, she moved to northern California in 1979 to attend Stanford Law School. A decade of private practice gave way to a decade of advocacy for kids with autism. The year Rebecca turned 50, a class offered by a local bookstore inspired her to pick up the writing she had put aside for thirty years. She then went back to school, earning an MFA in poetry from Warren Wilson in January 2010.
All That Gorgeous Pitiless Song won the Many Mountains Moving Book Prize and was released in 2010, the same year that God, Seed: Poetry & Art About the Natural World, won the Foreword Review Book of the Year Award for Poetry. Mom's Canoe and Dark Card, recipients of the Robert Phillips Chapbook Poetry Prize in consecutive years, were released by Texas Review Press in 2008 and 2009.
Rebecca is the 2014 Dartmouth Poet in Residence at the Frost Place. Her work appears widely in journals including The Hudson Review, North American Review, Massachsetts Review, Notre Dame Review, Sewanee Review, Smartish Pace, Woman's Review of Books, Zyzzyva, and others, and has been featured on Poetry Daily, Verse Daily and in The South Carolina Review. Essays, book reviews and fiction are published in American Book Review, Calyx, Chautauqua Journal, Prairie Schooner, Rumpus Daily and elsewhere. Besides writing, she teaches, organizes poetry events, reads for the Northern California Book Award, serves on the Board of the Marin Poetry Center, and works as an Assistant Editor in fiction for Narrative Magazine.
When asked about autism resources, she advises parents to seek out local support groups, including branches of the national organizations that pop up in a Google search of the words "autism" or "Aspergers." Bay Area groups include:
