Common Equity is the amount that all common shareholders have invested in a company. Most importantly, this includes the value of the common shares themselves. However, it also includes retained earnings and additional paid-in capital.
Under the new Basel III banking agreement large internationally active banks will be required to hold a minimum of 4.5% of their risk-adjusted assets in common equity. This regulation is to be fully effective as of 1 Jan 2019.
In the United States, the Federal Reserve has decided that all banks will need to adhere to the standard, with the largest banks required to hold an extra buffer.

Here's a cool video that explains everything you need to know about Return on Equity. Return on equity or (ROE) is the rate of return on any ownership interest from common stock owners. This is also called Shareholder's Equity. ROE measures the firm's efficiency of generating the profits -- (Assets minus liabilities and also called Net Assets). Return on Equity will also show you how the company is using the investment funds and how it generates the growth. Look for 17% as a good starting point. Tangible Common Equity used to be an obscure and rarely-used accounting term. Today it's one of the main motivators behind the government's decision to turn the American taxpayer into one of Citigroup's biggest stockholders.

In common law legal systems, decisions by courts are explicitly acknowledged as "law" on equal footing with statutes adopted through the legislative process and with regulations issued by the executive branch. The "doctrine of precedent", or stare decisis (Latin for "to stand by decisions") means that decisions by higher courts bind lower courts, and future decisions of the same court, to assure that similar cases reach similar results. In contrast, in "civil law" systems, legislative statutes are typically more detailed, and judicial decisions are shorter and less detailed, because the judge or barrister is only writing to decide the single case, rather than to set out reasoning that will guide future courts.
