The uninhabited Senkaku Islands in the East China Sea are administered by Japan. Like the People's Republic of China, Taiwan (a.k.a. Republic of China) claims the Diayutai Islands, as they are known in Chinese, as its territory. Some Taiwanese groups have been protesting against Japan for decades.
With the subject making headlines and the ROC government loudly stating its claims, these groups have recently gained more traction. Lin Shiaw-shin (Lin Hsia-hsin, 林孝信) is one of their most influential leaders. In this interview, he suggests joint patrols by China and Taiwan (05:20) and does not rule out that the conflict might escalate to a point where shots are fired.
After WWII, Japan has consistently been one of Taiwan's most important allies. The PRC has never ruled out invading Taiwan and is doing everything it can to keep Taiwan off the diplomatic stage.

The Chinese and Japanese governments reached a consensus on maintaining the status quo with respect to the Diaoyutai (Senkaku or Diaoyu) islands back in September 1982, according to recently declassified files released by the UK's National Archives.
Then Japanese prime minister Zenko Suzuki told Margaret Thatcher, then serving as UK prime minister, that the two governments had reached an understanding on the islands, agreeing to shelve the dispute, although later Japanese administrations have denied this consensus. The notes on the meeting were likely made by Thatcher's secretary, according to analysts.
Suzuki made the comments at a prime ministerial meeting between Japan and the UK at the Japanese prime minister's official residence in Tokyo on Sept. 20, 1982.
The consensus appears not to have been a formal agreement but it points to the existence of an understanding on shelving the dispute, which subsequent administrations have denied.
In 1972 leaders from Japan and China reached a consensus on shelving disputes and joint exploitation of resources, which normalized relations between the two countries, however, when Japan and China were negotiating the Treaty of Peace and Friendship between Japan and the PRC from August to October of 1978, then vice-premier Deng Xiaoping stated that the treaty would not extend to the Diaoyutai.
The treaty served as the basis for healthy political, economic and cultural ties between the two countries, eventually leading them to become important trade partners. However, after the "nationalization" of three of the disputed islands in September 2012 under the administration of then prime minister Noda Yoshihiko, relations were destabilized.
Japan has another interpretation of events, however, as according to a Japanese draft from September 1988, there is no reference to discussing the issue at a later date and it states that Chinese officials even referred to the islands by their Japanese name Senkaku, as opposed to using the Chinese name Diaoyu.
At the 12th Shangri-La Dialogue in June 2013, a Chinese military representative stated that Beijing has insisted on leaving the Diaoyutai issue for later generations to resolve, however, Japan's chief cabinet secretary Yoshihide Suga said that there is no territorial dispute over the Diaoyutai.

STORYLINE:
North Korean leader Kim Jong Il was believed to be on his way back to North Korea on Thursday after a secretive visit to Beijing.
A motorcade including an official limousine left the Diaoyutai State Guesthouse on Thursday and drove to Beijing's main train station.
South Korean news agency Yonhap reported that Kim's special armoured train left Beijing late on Thursday afternoon.
It was not possible to confirm the report, but journalists spotted Kim in China and broadcasters caught a glimpse of the leader on tape.
Kim met with Chinese President Hu Jintao on Wednesday night and held talks with Premier Wen Jiabao and other officials on Thursday, according to reports in South Korean media, which have closely followed the visit.
Kim's visit to China, North Korea's most important ally, was thought to have been focused on economic aid for his struggling country and a possible return to nuclear talks.
Yonhap reported that Kim told Hu he is ready to return to the stalled denuclearisation talks, but it gave no details.
Kim has said the same thing in the past, but usually with attached conditions, such as a long-sought direct dialogue with the United States.
North Korea quit the talks a year ago and then conducted a nuclear test that drew tighter United Nations sanctions.
The last round of the talks - which also include China, Russia, South Korea, Japan and the US - was held in December 2008.
China is considered the linchpin in the negotiations, as it provides the vast majority of North Korea's aid.
Kim, who is rarely seen in public and surrounded by tight security at all times, is thought to have arrived on Monday.
Chinese officials have refused to confirm his presence in the country and no North Korean flags hung around central Tiananmen Square, in a break with usual practice during the visit of a foreign leader.
The visit would be Kim's fifth to China since he succeeded his father as ruler in 1994, with the last in 2006.

Abstract
The May 26, 1971 Note, issued by Secretary of State William Rogers of the United States of America on May 26, 1971 in response to a Note by the Republic of China (Taiwan) Ambassador in the US, Chou Shu-kai on March 15 of the same year, emphasized that the US was preparing to return in 1972 to Japan only the administrative rights over the Diaoyutai Islets, which would in no way prejudice the underlying claims to sovereignty by the ROC. This lecture, by using the diplomatic archives of the ROC and of the US and other materials, will analyze: 1) the full text of the note and its impact on the US stance toward the Diaoyutai Islets; 2) the US process of creating, and its diplomatic background, for the May 16 note; 3) the ROC background for the March 15 note; 4) the current relevance of the May 26 Note. In the conclusion, it will point out that the present Diaoyutai controversy arises from the common lack of understanding of the international laws, which cover: 1) the peace treaty which finalized the war supersedes the war declarations, including that of Shimonoseki Peace Treaty over Japan's cabinet decision on January 14, 1895 and that of San Francisco Peace treaty and the Peace Treaty between the Republic of China and Japan over the Cairo Declaration and the Potsdam Declaration; 2) the United Nations Convention on the Law of the Sea, which came into effect in 1994 will enable the ROC, the PRC, and Japan share the continental shelf resources in the area 200 nautical miles starting from the Diaoyutai Islets; 3) Article 1 of the United Nations Charter provides that the purpose of the UN is "to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace."
Speaker's Profile
Lin Man-houng was born in Taiwan in 1951. She was mostly educated in Taiwan and received her Ph.D. in History and East Asian Languages from Harvard University in 1989. Lin has been a Senior Research Fellow at the Institute of Modern History, Academia Sinica since 1990 and Professor at the Department of History, National Taiwan Normal University since 1991. Lin's main area of research focuses on Treaty ports and Modern China, Native opium of late Qing China, Currency crisis and early nineteenth-century China, Various empires and Taiwanese merchants' Great East Asian overseas economic networks, 1860-1961. She has published 5 books and about 80 papers in Chinese, English, Japanese and Korean in these areas, which are listed at http://www.mh.sinica.edu.tw. Her book, China Upside Down: Currency, Society and Ideologies, 1808-1856 (Harvard East Asian Series, 2006) links China's topsy-turvy change from the center of the East Asian order to its modern tragedy with the Latin American Independence Movement.

The Senkaku Islands (尖閣諸島, Senkaku Shotō?, variants: Senkaku-guntō and Senkaku-rettō), also known as the Diaoyu Islands or Diaoyutai Islands (simplified Chinese: 钓鱼岛及其附属岛屿; traditional Chinese: 釣魚台群島; pinyin: Diàoyútái Qúndǎo) or the Pinnacle Islands, are a group of uninhabited islands controlled by Japan in the East China Sea. They are located roughly due east of mainland China, northeast of Taiwan, west of Okinawa Island, and north of the southwestern end of the Ryukyu Islands.
Since the transfer of administration from United States to Japan in 1971, ownership of the islands by Japan has been disputed by the People's Republic of China and the Republic of China (Taiwan). The Chinese claim the discovery and control of the islands from the 14th century. Japan controlled the islands from 1895 until her surrender at the end of World War II. The United States administered them as part of the United States Civil Administration of the Ryukyu Islands from 1945 until 1972, when the islands reverted to Japanese control under the Okinawa Reversion Treaty between the United States and Japan.

This special lecture given by Professor Lin Man-houng (Academia Sinica) titled "The May 26, 1971 Note: A Basis for Taiwan's Sovereignty Claim over the Diaoyutai Islets" was part of Centre of Taiwan Studies Summer School Programme and it was given at SOAS, University of London on 19 June 2014. You can find out more about this event at http://bit.ly/1jy1nmC You can find out more about the Centre of Taiwan Studies at http://www.soas.ac.uk/taiwanstudies Abstract The May 26, 1971 Note, issued by Secretary of State William Rogers of the United States of America on May 26, 1971 in response to a Note by the Republic of China (Taiwan) Ambassador in the US, Chou Shu-kai on March 15 of the same year, emphasized that the US was preparing to return in 1972 to Japan only the administrative rights over the Diaoyutai Islets, which would in no way prejudice the underlying claims to sovereignty by the ROC. This lecture, by using the diplomatic archives of the ROC and of the US and other materials, will analyze: 1) the full text of the note and its impact on the US stance toward the Diaoyutai Islets; 2) the US process of creating, and its diplomatic background, for the May 16 note; 3) the ROC background for the March 15 note; 4) the current relevance of the May 26 Note. In the conclusion, it will point out that the present Diaoyutai controversy arises from the common lack of understanding of the international laws, which cover: 1) the peace treaty which finalized the war supersedes the war declarations, including that of Shimonoseki Peace Treaty over Japan's cabinet decision on January 14, 1895 and that of San Francisco Peace treaty and the Peace Treaty between the Republic of China and Japan over the Cairo Declaration and the Potsdam Declaration; 2) the United Nations Convention on the Law of the Sea, which came into effect in 1994 will enable the ROC, the PRC, and Japan share the continental shelf resources in the area 200 nautical miles starting from the Diaoyutai Islets; 3) Article 1 of the United Nations Charter provides that the purpose of the UN is "to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace." Speaker's Profile Lin Man-houng was born in Taiwan in 1951. She was mostly educated in Taiwan and received her Ph.D. in History and East Asian Languages from Harvard University in 1989. Lin has been a Senior Research Fellow at the Institute of Modern History, Academia Sinica since 1990 and Professor at the Department of History, National Taiwan Normal University since 1991. Lin's main area of research focuses on Treaty ports and Modern China, Native opium of late Qing China, Currency crisis and early nineteenth-century China, Various empires and Taiwanese merchants' Great East Asian overseas economic networks, 1860-1961. She has published 5 books and about 80 papers in Chinese, English, Japanese and Korean in these areas, which are listed at http://www.mh.sinica.edu.tw. Her book, China Upside Down: Currency, Society and Ideologies, 1808-1856 (Harvard East Asian Series, 2006) links China's topsy-turvy change from the center of the East Asian order to its modern tragedy with the Latin American Independence Movement. -

UK archives reveal informal Japan China consensus on Diaoyutai sino-japanese relationship
The Chinese and Japanese governments reached a consensus on maintaining the status quo with respect to the Diaoyutai (Senkaku or Diaoyu) islands back in September 1982, according to recently declassified files released by the UK's National Archives. Then Japanese prime minister Zenko Suzuki told Margaret Thatcher, then serving as UK prime minister, that the two governments had reached an understanding on the islands, agreeing to shelve the dispute, although later Japanese administrations have denied this consensus. In 1972 leaders from Japan and China reached a consensus on shelving disputes and joint exploitation of resources, which normalized relations between the two countries, however, when Japan and China were negotiating the Treaty of Peace and Friendship between Japan and the PRC from August to October of 1978, then vice-premier Deng Xiaoping stated that the treaty would not extend to the Diaoyutai.
The treaty served as the basis for healthy political, economic and cultural ties between the two countries, eventually leading them to become important trade partners. However, after the "nationalization" of three of the disputed islands in September 2012 under the administration of then prime minister Noda Yoshihiko, relations were destabilized.
Japan has another interpretation of events, however, as according to a Japanese draft from September 1988, there is no reference to discussing the issue at a later date and it states that Chinese officials even referred to the islands by their Japanese name Senkaku, as opposed to using the Chinese name Diaoyu.
At the 12th Shangri-La Dialogue in June 2013, a Chinese military representative stated that Beijing has insisted on leaving the Diaoyutai issue for later generations to resolve, however, Japan's chief cabinet secretary Yoshihide Suga said that there is no territorial dispute over the Diaoyutai.

STORYLINE:
North Korean leader Kim Jong Il was believed to be on his way back to North Korea on Thursday after a secretive visit to Beijing.
A motorcade including an official limousine left the Diaoyutai State Guesthouse on Thursday and drove to Beijing's main train station.
South Korean news agency Yonhap reported that Kim's special armoured train left Beijing late on Thursday afternoon.
It was not possible to confirm the report, but journalists spotted Kim in China and broadcasters caught a glimpse of the leader on tape.
Kim met with Chinese President Hu Jintao on Wednesday night and held talks with Premier Wen Jiabao and other officials on Thursday, according to reports in South Korean media, which have closely followed the visit.
Kim's visit to China, North Korea's most important ally, was thought to have been focused on economic aid for his struggling country and a possible return to nuclear talks.
Yonhap reported that Kim told Hu he is ready to return to the stalled denuclearisation talks, but it gave no details.
Kim has said the same thing in the past, but usually with attached conditions, such as a long-sought direct dialogue with the United States.
North Korea quit the talks a year ago and then conducted a nuclear test that drew tighter United Nations sanctions.
The last round of the talks - which also include China, Russia, South Korea, Japan and the US - was held in December 2008.
China is considered the linchpin in the negotiations, as it provides the vast majority of North Korea's aid.
Kim, who is rarely seen in public and surrounded by tight security at all times, is thought to have arrived on Monday.
Chinese officials have refused to confirm his presence in the country and no North Korean flags hung around central Tiananmen Square, in a break with usual practice during the visit of a foreign leader.
The visit would be Kim's fifth to China since he succeeded his father as ruler in 1994, with the last in 2006.

This unusual move came after a predecessor of Ma’s, Lee Teng-hui, said that the islands belong to Japan. The uninhabited East China Sea island chain is also fiercely claimed by China. Abstract
The May 26, 1971 Note, issued by Secretary of State William Rogers of the United States of America on May 26, 1971 in response to a Note by the Republic of China (Taiwan) Ambassador in the US, Chou Shu-kai on March 15 of the same year, emphasized that the US was preparing to return in 1972 to Japan only the administrative rights over the Diaoyutai Islets, which would in no way prejudice the underlying claims to sovereignty by the ROC. This lecture, by using the diplomatic archives of the ROC and of the US and other materials, will analyze: 1) the full text of the note and its impact on the US stance toward the Diaoyutai Islets; 2) the US process of creating, and its diplomatic background, for the May 16 note; 3) the ROC background for the March 15 note; 4) the current relevance of the May 26 Note. In the conclusion, it will point out that the present Diaoyutai controversy arises from the common lack of understanding of the international laws, which cover: 1) the peace treaty which finalized the war supersedes the war declarations, including that of Shimonoseki Peace Treaty over Japan's cabinet decision on January 14, 1895 and that of San Francisco Peace treaty and the Peace Treaty between the Republic of China and Japan over the Cairo Declaration and the Potsdam Declaration; 2) the United Nations Convention on the Law of the Sea, which came into effect in 1994 will enable the ROC, the PRC, and Japan share the continental shelf resources in the area 200 nautical miles starting from the Diaoyutai Islets; 3) Article 1 of the United Nations Charter provides that the purpose of the UN is "to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace."

Lin Man-houng was born in Taiwan in 1951. She was mostly educated in Taiwan and received her Ph.D. in History and East Asian Languages from Harvard University in 1989. Lin has been a Senior Research Fellow at the Institute of Modern History, Academia Sinica since 1990 and Professor at the Department of History, National Taiwan Normal University since 1991. Lin's main area of research focuses on Treaty ports and Modern China, Native opium of late Qing China, Currency crisis and early nineteenth-century China, Various empires and Taiwanese merchants' Great East Asian overseas economic networks, 1860-1961. She has published 5 books and about 80 papers in Chinese, English, Japanese and Korean in these areas, which are listed at http://www.mh.sinica.edu.tw. Her book, China Upside Down: Currency, Society and Ideologies, 1808-1856 (Harvard East Asian Series, 2006) links China's topsy-turvy change from the center of the East Asian order to its modern tragedy with the Latin American Independence Movement.
