Al Pacino and John Cusack star as the idealistic Mayor of New York John Pappas, and Deputy Mayor, Kevin Calhoun respectively. The plot follows the aftermath of the death of a boy caught in the crossfire a drug dealer/detective shootout. Calhoun's investigations, as well as those by Marybeth Cogan (Bridget Fonda), eventually uncover a scandal.
