Last year the Single Market celebrated its 20th anniversary, that's 20 years of the free movement of goods, people, services and capital within the European Union. EU action has opened up national markets, brought down trade barriers and made services up to 90% cheaper.
The Single Market has harmonised the complex and different national laws of 28 Member States, making it easier and cheaper for the 23 million European companies to do business across borders. And with unrestricted access to 500 million people, trade between EU countries has grown by €2000 billion euros since 1992.
Thanks to a 25% reduction in red tape and a harmonised set of EU standards, selling on-line in Europe is a real opportunity for even the smallest of companies. And with more firms now competing against each other, it means lower prices for consumers and a wider choice of products and services that you wouldn't necessarily find at home or at the same price.
Since the EU liberalised the aviation sector and created a Single Market for air transport, it is now easier and cheaper to travel throughout Europe. Europeans can enjoy the benefits of a connected continent through a wider choice of routes and airlines, and lower prices - air fares have fallen by 40% since the 1990s. EU legislation offers disabled passengers special assistance at no extra cost and entitles everyone to certain rights if your journey is disrupted or cancelled.
Retired citizens can move to any Member State, still receive their statutory pension there and gain access to public healthcare. In fact, with the European Health Insurance Card EU citizens are entitled to receive medical treatment when abroad in any EU country.
The Single Market is an essential platform for growth, especially in times of economic crisis. With unemployment at nearly 12% in the EU nearly 30% in Greece and Spain, it offers people the opportunity to go across borders to look for work without the need for a permit. EURES, the EU's online job portal, links over a million jobseekers with 30,000 employers in 31 countries. Erasmus, the student exchange programme, has helped 2.5 million students in the last 25 years to study or train in another Member State. And mutual recognition of professional qualifications has given hundreds of thousands of people the opportunity to find work abroad.
26,836 citizens in 27 EU Member States have been interviewed for the latest Eurobarometer survey on the Single Market. Their views are summarized in this video.

Moving freely within the EU seems obvious today, but it was only in 1993 that this single market came into force. It's one of the EU's greatest achievements. With no more barriers or internal borders in the EU, the common market finally became a reality. It had been talked about since the Treaty of Rome which created the European Community in 1957. The creation of a common market was the main objective. The Chair of the Socialists and Democrats in the EP looks back on the goal at the time. It was the goal to give Europe a new boost, to have integration stepping forward, and to have free movement of goods, capital, services and human beings. You cannot build a common Europe without having a common market. On these four fundamental freedoms, the six founding Member States decided to build a real European Economic Community. The first notable advance was on 1 July 1968. The customs duties on goods circulating between Member States were completely removed. But we had to wait until 1985 for the leaders to decide to come back to the realisation of this single market. Wilfried Martens was the Belgian Prime Minister at the time and took part in the discussions. The single market was a response to a long-standing crisis after the oil crisis which caused a lot of inflation with rising prices and which therefore created unemployment. A common response was presented in 1985 by the European Commission under Jacques Delors. The Community decided to complete the construction of the great internal market in stages. It was to be finalised at the start of 1993. This ambitious goal and date were written into the Single European Act signed in February 1986. A whole series of internal barriers and borders within the European Community were gradually removed. So we had to adopt European laws - in total, I think, over 290 were adopted - to create the single market. In 1992 in Maastricht, the 12 Member States at the time went further than the Community's initial economic goal. After another crisis and following the fall of the Berlin Wall, monetary union was planned. The euro would come into use 10 years later. To counter the opposition from Britain's Margaret Thatcher, a proposal was made to Jacques Delors, Wilfried Martens recalls, to set up a system which is today called 'opting out'. So they could say that they accepted the principle, but 'opting out' meant they wouldn't enter the system. He said, 'It's possible.' And it's still the case. Great Britain and Denmark still have the opting out system. On 1 January 1993 the borders between EU countries disappeared physically. The common market made way for the European Single Market, generating over 2.5 million extra jobs and offering a market that covers nearly half a billion consumers. But the market has not been fully completed yet. The European Union was enlarged. New member countries came in and new competitive situations are there. We have a new competitive situation with China and other countries outside Europe. The most important thing is to establish this economic governance and to create this political union. 20 years on, the single market needs renewed impetus, but it remains to be seen whether the political will is there. Germany’s finance minister says Britain's departure from the EU would remove it from Europe's single market and damage the global economy.
Speaking to British media, Wolfgang Shoy-blay added that a possible Brexit would lead to years of tough negotiations, which would be difficult for both sides. He added that Britain’s possible exit from the bloc would also lead to insecurity that would be poisonous for the UK economy as well as the European and global economies. Britain is planning to hold a referendum in June to decide on whether to remain in the EU or leave. British Prime Minister David Cameron has said he prefers his country to remain in the bloc now that London’s reform demands have been met. Recent polls show that on average, 40 percent of all Britons support remaining in the bloc while 37 percent prefer a Brexit.

The CARICOM Single Market and Economy is intended to benefit the people of the Region by providing more and better opportunities to produce and sell our goods and services and to attract investment. It will create one large market among the participating member states.
The main objectives of the CSME are: full use of labour (full employment) and full exploitation of the other factors of production (natural resources and capital); competitive production leading to greater variety and quantity of products and services to trade with other countries. It is expected that these objectives will in turn provide improved standards of living and work and sustained economic development.
Key elements of the Single Market and Economy include:
Free movement of goods and services - through measures such as eliminating all barriers to intra-regional movement and harmonising standards to ensure acceptability of goods and services traded;
Right of Establishment - to permit the establishment of CARICOM owned businesses in any Member State without restrictions;
A Common External Tariff - a rate of duty applied by all Members of the Market to a product imported from a country which is not a member of the market;
Free circulation - free movement of goods imported from extra regional sources which would require collection of taxes at first point of entry into the Region and the provision for sharing of collected customs revenue;
Free movement of Capital - through measures such as eliminating foreign exchange controls, convertibility of currencies (or a common currency) and integrated capital market, such as a regional stock exchange;
A Common trade policy - agreement among the members on matters related to internal and international trade and a coordinated external trade policy negotiated on a joint basis;
Free movement of labour - through measures such as removing all obstacles to intra-regional movement of skills, labour and travel, harmonising social services (education, health, etc.), providing for the transfer of social security benefits and establishing common standards and measures for accreditation and equivalency.
Other measures:
Harmonisation of Laws: such as the harmonisation of company, intellectual property and other laws.
There are also a number of economic, fiscal and monetary measures and policies which are also important to support the proper functioning of the CSME.
These include:
Economic Policy measure: coordinating and converging macro-economic policies and performance; harmonising foreign investment policy and adopting measures to acquire, develop and transfer appropriate technology;
Monetary Policy measures: coordinating exchange rate and interest rate policies as well as the commercial banking market;
Fiscal Policy measures: including coordinating indirect taxes and national budget deficits.

Andrus Ansip: "Ladies and gentlemen,
Today, the College of Commissioners approved the DSM strategy. Digitisation has changed the environment we live in. The internal market is not functioning as it should. We need change, to support jobs and growth, and the DSM provides solutions for people and businesses. Within the DSM, I want people to be able to "buy-like-at-home"… and companies to "sell-like-at-home". We want companies to use the DSM to scale-up, not to move out. The DSM will contain 3 pillars of targeted and balanced initiatives, which form an interlinked package.
The first pillar aims to remove existing barriers. For that, the Commission:
-Will propose simple and effective cross-border contract rules with reinforced consumer protection cooperation;
-Present an initiative on parcel delivery to improve price transparency;
-Launch a comprehensive review preparing for legal changes to tackle unjustified geo-blocking, together with a competition inquiry into online trading;
-Modernize copyright rules, to help creators and content industry, consumers and innovators, to adapt to a fast evolving environment,
-Present an initiative to reduce the burden on SMEs that comes from the different VAT regimes across Europe.
For the DSM to work properly, the second pillar of the DSM focuses on high-quality infrastructure, which has to function smoothly across all of Europe. We also need to create the right and fair conditions in the underlying environment. In a moment, I would like to ask Günther to explain how we propose to act in this area.
The third pillar is about the European digital economy and society. Digitising industry is vital for maintaining growth. Supporting startups ensures jobs and business innovation. Data gives huge potential for productivity and competitiveness across all economic sectors. The Commission will propose an initiative on the free flow of data.
We will also propose a plan for integrated standardisation across sectors, to accelerate the roll-out of essential services – transport, energy and health.
We will promote e-government, to help to modernise public administrations and to achieve interoperable public services between Member States. The vast majority of Member States have asked for the DSM to happen.The strategy reflects their contributions, and those of the European Parliament's main political groups.
All these initiatives must be implemented in a coordinated way for the DSM to become reality, to bring tangible benefits, create jobs and growth.The strategy is a starting point, not the finishing-line. I hope all EU institutions will agree on a clear timeline for taking this project forward. I would like to thank the President and my fellow Commissioners and the many colleagues involved in this true team effort. One thing we already delivered – today, was the first - almost - 'paperless' college meeting …

The European Commission's Digital Single Market Strategy is intended to break down the numerous barriers to cross-border online activity that currently exist in the European Union. The proposal covers a broad array of policies, including harmonizing EU rules for online purchases of goods, improving cross-border parcel delivery, integrating telecommunications regulation, and reducing burdens of different VAT regimes. While many of these proposals do not seem controversial—at least on this side of the Atlantic—some require closer scrutiny. For example, the strategy document includes a section on online platforms, reflecting the support of some officials for a general regulatory framework for "essential digital platforms." In addition, the Commission is launching in tandem with the Digital Single Market Strategy a competition law inquiry in the e-commerce area.

Hello and welcome to Eureka. The EU is the world's biggest market. The 27 Member States bring together almost half a billion consumers. But it wasn't always the case, and many barriers among the EU's states had to be overcome to achieve it. Six European countries met in Rome in 1957. Belgium, Germany, France, Italy, Luxembourg and Netherlands set up the European Economic Community or EEC. In 1951 they had already pooled their coal and steel. They wanted to go further with the EEC. Their aim was to develop a common European market and boost economic growth in Europe. It was also a way to bring nations closer to each other. To meet their goal Europeans had to get rid of barriers to free movement: the movement of goods, services, capital and people - the four freedoms. 1968 sees one of the first success. Customs duties disappear among the countries in the EEC. This was the customs union - the free movement of goods. But trade is limited by many barriers. Taxes, safety rules and industrial and health standards vary in the EEC. These differences prevent the free movement of goods as some countries use them as an excuse to block imports. It took almost 20 years for all the Community's members to accept each other's rules. In 1986 the countries in the EEC signed the Single European Act. They wanted to complete the single internal market by 1 January 1993. In 1993 the single market becomes a reality. The European Economic Community becomes the European Union. Services and capital begin to move freely among countries. Post services, tourism, research and the environment are all affected. More time would be needed for changes to telecommunications and transport. There were more ideas on how to improve the single market. Eureka! Europeans decided to set up a single currency by 2002. This currency is called the euro. It's aim was to make trade easier among countries. In 1995 saw passport-free travel within the EU and an end to police controls at borders thanks to the Schengen agreements, signed ten years earlier by five Member States that created a zone without any internal borders. Thanks to Schengen Europeans can work and travel in another EU state. Since its creation Europe's single market has generated millions of jobs and some 800 billion euros in additional wealth. Bingo! A single market is a type of trade bloc which is composed of a free trade area (for goods) with common policies on product regulation, and freedom of movement of the factors of production (capital and labour) and of enterprise and services. The goal is that the movement of capital, labour, goods, and services between the members is as easy as within them. The physical (borders), technical (standards) and fiscal (taxes) barriers among the member states are removed to the maximum extent possible. These barriers obstruct the freedom of movement of the four factors of production.
A common market is a first stage towards a single market, and may be limited initially to a free trade area with relatively free movement of capital and of services, but not so advanced in reduction of the rest of the trade barriers.
The European Economic Community was the first example of a both common and single market, but it was an economic union since it had additionally a customs union.
A single market has many benefits. With full freedom of movement for all the factors of production between the member countries, the factors of production become more efficiently allocated, further increasing productivity.

Andrus Ansip: "Ladies and gentlemen, Today, the College of Commissioners approved the DSM strategy. Digitisation has changed the environment we live in. The internal market is not functioning as it should. We need change, to support jobs and growth, and the DSM provides solutions for people and businesses. Within the DSM, I want people to be able to "buy-like-at-home"… and companies to "sell-like-at-home". We want companies to use the DSM to scale-up, not to move out. The DSM will contain 3 pillars of targeted and balanced initiatives, which form an interlinked package. The first pillar aims to remove existing barriers. For that, the Commission: -Will propose simple and effective cross-border contract rules with reinforced consumer protection cooperation; -Present an initiative on parcel delivery to improve price transparency; -Launch a comprehensive review preparing for legal changes to tackle unjustified geo-blocking, together with a competition inquiry into online trading; -Modernize copyright rules, to help creators and content industry, consumers and innovators, to adapt to a fast evolving environment, -Present an initiative to reduce the burden on SMEs that comes from the different VAT regimes across Europe. For the DSM to work properly, the second pillar of the DSM focuses on high-quality infrastructure, which has to function smoothly across all of Europe. We also need to create the right and fair conditions in the underlying environment. In a moment, I would like to ask Günther to explain how we propose to act in this area. The third pillar is about the European digital economy and society. Digitising industry is vital for maintaining growth. Supporting startups ensures jobs and business innovation. Data gives huge potential for productivity and competitiveness across all economic sectors. The Commission will propose an initiative on the free flow of data. We will also propose a plan for integrated standardisation across sectors, to accelerate the roll-out of essential services – transport, energy and health. We will promote e-government, to help to modernise public administrations and to achieve interoperable public services between Member States. The vast majority of Member States have asked for the DSM to happen.The strategy reflects their contributions, and those of the European Parliament's main political groups. All these initiatives must be implemented in a coordinated way for the DSM to become reality, to bring tangible benefits, create jobs and growth.The strategy is a starting point, not the finishing-line. I hope all EU institutions will agree on a clear timeline for taking this project forward. I would like to thank the President and my fellow Commissioners and the many colleagues involved in this true team effort. The European Commission's Digital Single Market Strategy is intended to break down the numerous barriers to cross-border online activity that currently exist in the European Union. The proposal covers a broad array of policies, including harmonizing EU rules for online purchases of goods, improving cross-border parcel delivery, integrating telecommunications regulation, and reducing burdens of different VAT regimes. While many of these proposals do not seem controversial—at least on this side of the Atlantic—some require closer scrutiny. For example, the strategy document includes a section on online platforms, reflecting the support of some officials for a general regulatory framework for "essential digital platforms." In addition, the Commission is launching in tandem with the Digital Single Market Strategy a competition law inquiry in the e-commerce area. -

Hello and welcome to Eureka. The EU is the world's biggest market. The 27 Member States bring together almost half a billion consumers. But it wasn't always the case, and many barriers among the EU's states had to be overcome to achieve it. Six European countries met in Rome in 1957. Belgium, Germany, France, Italy, Luxembourg and Netherlands set up the European Economic Community or EEC. In 1951 they had already pooled their coal and steel. They wanted to go further with the EEC. Their aim was to develop a common European market and boost economic growth in Europe. It was also a way to bring nations closer to each other. To meet their goal Europeans had to get rid of barriers to free movement: the movement of goods, services, capital and people - the four freedoms. 1968 sees one of the first success. Customs duties disappear among the countries in the EEC. This was the customs union - the free movement of goods. But trade is limited by many barriers. Taxes, safety rules and industrial and health standards vary in the EEC. These differences prevent the free movement of goods as some countries use them as an excuse to block imports. It took almost 20 years for all the Community's members to accept each other's rules. In 1986 the countries in the EEC signed the Single European Act. They wanted to complete the single internal market by 1 January 1993. In 1993 the single market becomes a reality. The European Economic Community becomes the European Union. Services and capital begin to move freely among countries. Post services, tourism, research and the environment are all affected. More time would be needed for changes to telecommunications and transport. There were more ideas on how to improve the single market. Eureka! Europeans decided to set up a single currency by 2002. This currency is called the euro. It's aim was to make trade easier among countries. In 1995 saw passport-free travel within the EU and an end to police controls at borders thanks to the Schengen agreements, signed ten years earlier by five Member States that created a zone without any internal borders. Thanks to Schengen Europeans can work and travel in another EU state. Since its creation Europe's single market has generated millions of jobs and some 800 billion euros in additional wealth. Bingo! Last year the Single Market celebrated its 20th anniversary, that's 20 years of the free movement of goods, people, services and capital within the European Union. EU action has opened up national markets, brought down trade barriers and made services up to 90% cheaper. The Single Market has harmonised the complex and different national laws of 28 Member States, making it easier and cheaper for the 23 million European companies to do business across borders. And with unrestricted access to 500 million people, trade between EU countries has grown by €2000 billion euros since 1992. Thanks to a 25% reduction in red tape and a harmonised set of EU standards, selling on-line in Europe is a real opportunity for even the smallest of companies. Germany’s finance minister says Britain's departure from the EU would remove it from Europe's single market and damage the global economy. Speaking to British media, Wolfgang Shoy-blay added that a possible Brexit would lead to years of tough negotiations, which would be difficult for both sides. He added that Britain’s possible exit from the bloc would also lead to insecurity that would be poisonous for the UK economy as well as the European and global economies. Britain is planning to hold a referendum in June to decide on whether to remain in the EU or leave. Europeans can enjoy the benefits of a connected continent through a wider choice of routes and airlines, and lower prices - air fares have fallen by 40% since the 1990s. EU legislation offers disabled passengers special assistance at no extra cost and entitles everyone to certain rights if your journey is disrupted or cancelled.
Retired citizens can move to any Member State, still receive their statutory pension there and gain access to public healthcare. In fact, with the European Health Insurance Card EU citizens are entitled to receive medical treatment when abroad in any EU country.

With unemployment at nearly 12% in the EU nearly 30% in Greece and Spain, it offers people the opportunity to go across borders to look for work without the need for a permit. Erasmus, the student exchange programme, has helped 2.5 million students in the last 25 years to study or train in another Member State. And mutual recognition of professional qualifications has given hundreds of thousands of people the opportunity to find work abroad.

Moving freely within the EU seems obvious today, but it was only in 1993 that this single market came into force. It's one of the EU's greatest achievements. With no more barriers or internal borders in the EU, the common market finally became a reality. It had been talked about since the Treaty of Rome which created the European Community in 1957. The creation of a common market was the main objective. The Chair of the Socialists and Democrats in the EP looks back on the goal at the time. It was the goal to give Europe a new boost, to have integration stepping forward, and to have free movement of goods, capital, services and human beings. You cannot build a common Europe without having a common market. On these four fundamental freedoms, the six founding Member States decided to build a real European Economic Community. The first notable advance was on 1 July 1968. The customs duties on goods circulating between Member States were completely removed. But we had to wait until 1985 for the leaders to decide to come back to the realisation of this single market. Wilfried Martens was the Belgian Prime Minister at the time and took part in the discussions. The single market was a response to a long-standing crisis after the oil crisis which caused a lot of inflation with rising prices and which therefore created unemployment. A common response was presented in 1985 by the European Commission under Jacques Delors. The Community decided to complete the construction of the great internal market in stages. It was to be finalised at the start of 1993. This ambitious goal and date were written into the Single European Act signed in February 1986. A whole series of internal barriers and borders within the European Community were gradually removed. So we had to adopt European laws - in total, I think, over 290 were adopted - to create the single market. In 1992 in Maastricht, the 12 Member States at the time went further than the Community's initial economic goal. After another crisis and following the fall of the Berlin Wall, monetary union was planned. The euro would come into use 10 years later. To counter the opposition from Britain's Margaret Thatcher, a proposal was made to Jacques Delors, Wilfried Martens recalls, to set up a system which is today called 'opting out'. So they could say that they accepted the principle, but 'opting out' meant they wouldn't enter the system. He said, 'It's possible.' And it's still the case. Great Britain and Denmark still have the opting out system. On 1 January 1993 the borders between EU countries disappeared physically. The common market made way for the European Single Market, generating over 2.5 million extra jobs and offering a market that covers nearly half a billion consumers. Moving freely within the EU seems obvious today, but it was only in 1993 that this single market came into force. It's one of the EU's greatest achievements. With no more barriers or internal borders in the EU, the common market finally became a reality. It had been talked about since the Treaty of Rome which created the European Community in 1957. The creation of a common market was the main objective. The Chair of the Socialists and Democrats in the EP looks back on the goal at the time. It was the goal to give Europe a new boost, to have integration stepping forward, and to have free movement of goods, capital, services and human beings. You cannot build a common Europe without having a common market. On these four fundamental freedoms, the six founding Member States decided to build a real European Economic Community. The first notable advance was on 1 July 1968. The customs duties on goods circulating between Member States were completely removed. But we had to wait until 1985 for the leaders to decide to come back to the realisation of this single market. Wilfried Martens was the Belgian Prime Minister at the time and took part in the discussions. The single market was a response to a long-standing crisis after the oil crisis which caused a lot of inflation with rising prices and which therefore created unemployment. A common response was presented in 1985 by the European Commission under Jacques Delors. The Community decided to complete the construction of the great internal market in stages. It was to be finalised at the start of 1993. This ambitious goal and date were written into the Single European Act signed in February 1986. A whole series of internal barriers and borders within the European Community were gradually removed. So we had to adopt European laws - in total, I think, over 290 were adopted - to create the single market. In 1992 in Maastricht, the 12 Member States at the time went further than the Community's initial economic goal. After another crisis and following the fall of the Berlin Wall, monetary union was planned. The euro would come into use 10 years later. To counter the opposition from Britain's Margaret Thatcher, a proposal was made to Jacques Delors, Wilfried Martens recalls, to set up a system which is today called 'opting out'. So they could say that they accepted the principle, but 'opting out' meant they wouldn't enter the system. He said, 'It's possible.' And it's still the case. Great Britain and Denmark still have the opting out system. On 1 January 1993 the borders between EU countries disappeared physically. The common market made way for the European Single Market, generating over 2.5 million extra jobs and offering a market that covers nearly half a billion consumers. Recent polls show that on average, 40 percent of all Britons support remaining in the bloc while 37 percent prefer a Brexit.

The CARICOM Single Market and Economy is intended to benefit the people of the Region by providing more and better opportunities to produce and sell our goods and services and to attract investment. It will create one large market among the participating member states.
The main objectives of the CSME are: full use of labour (full employment) and full exploitation of the other factors of production (natural resources and capital); competitive production leading to greater variety and quantity of products and services to trade with other countries. It is expected that these objectives will in turn provide improved standards of living and work and sustained economic development.
Key elements of the Single Market and Economy include:
Free movement of goods and services - through measures such as eliminating all barriers to intra-regional movement and harmonising standards to ensure acceptability of goods and services traded;
Right of Establishment - to permit the establishment of CARICOM owned businesses in any Member State without restrictions;
A Common External Tariff - a rate of duty applied by all Members of the Market to a product imported from a country which is not a member of the market;
Free circulation - free movement of goods imported from extra regional sources which would require collection of taxes at first point of entry into the Region and the provision for sharing of collected customs revenue;
Free movement of Capital - through measures such as eliminating foreign exchange controls, convertibility of currencies (or a common currency) and integrated capital market, such as a regional stock exchange;
A Common trade policy - agreement among the members on matters related to internal and international trade and a coordinated external trade policy negotiated on a joint basis;
Free movement of labour - through measures such as removing all obstacles to intra-regional movement of skills, labour and travel, harmonising social services (education, health, etc.), providing for the transfer of social security benefits and establishing common standards and measures for accreditation and equivalency.
Other measures:
Harmonisation of Laws: such as the harmonisation of company, intellectual property and other laws.
There are also a number of economic, fiscal and monetary measures and policies which are also important to support the proper functioning of the CSME.
These include:
Economic Policy measure: coordinating and converging macro-economic policies and performance; harmonising foreign investment policy and adopting measures to acquire, develop and transfer appropriate technology;
Monetary Policy measures: coordinating exchange rate and interest rate policies as well as the commercial banking market;
Fiscal Policy measures: including coordinating indirect taxes and national budget deficits.

Today, the College of Commissioners approved the DSM strategy. Digitisation has changed the environment we live in. The internal market is not functioning as it should. We need change, to support jobs and growth, and the DSM provides solutions for people and businesses. Within the DSM, I want people to be able to "buy-like-at-home"… and companies to "sell-like-at-home". We want companies to use the DSM to scale-up, not to move out. The DSM will contain 3 pillars of targeted and balanced initiatives, which form an interlinked package.
The first pillar aims to remove existing barriers. For that, the Commission:
-Will propose simple and effective cross-border contract rules with reinforced consumer protection cooperation;
-Present an initiative on parcel delivery to improve price transparency;
-Launch a comprehensive review preparing for legal changes to tackle unjustified geo-blocking, together with a competition inquiry into online trading;
-Modernize copyright rules, to help creators and content industry, consumers and innovators, to adapt to a fast evolving environment,
-Present an initiative to reduce the burden on SMEs that comes from the different VAT regimes across Europe.
For the DSM to work properly, the second pillar of the DSM focuses on high-quality infrastructure, which has to function smoothly across all of Europe. We also need to create the right and fair conditions in the underlying environment. In a moment, I would like to ask Günther to explain how we propose to act in this area.
The third pillar is about the European digital economy and society. Digitising industry is vital for maintaining growth. Supporting startups ensures jobs and business innovation. Data gives huge potential for productivity and competitiveness across all economic sectors. The Commission will propose an initiative on the free flow of data.
We will also propose a plan for integrated standardisation across sectors, to accelerate the roll-out of essential services – transport, energy and health.
We will promote e-government, to help to modernise public administrations and to achieve interoperable public services between Member States. The vast majority of Member States have asked for the DSM to happen.The strategy reflects their contributions, and those of the European Parliament's main political groups.
All these initiatives must be implemented in a coordinated way for the DSM to become reality, to bring tangible benefits, create jobs and growth.The strategy is a starting point, not the finishing-line. I hope all EU institutions will agree on a clear timeline for taking this project forward. I would like to thank the President and my fellow Commissioners and the many colleagues involved in this true team effort. On May 6, the European Commission adopted its Digital Single Market strategy, with the aim to tear down regulatory walls and move from 28 national markets to a single one. The DSM strategy includes 16 targeted regulatory and non-regulatory actions, from privacy to cyber-security, from ICT standardization to the collaborative economy. In line with the "Better Regulation" principles, the European Commission is conducting a series of consultations (See https://ec.europa.eu/digital-agenda/en/digital-me/consultations), which are open to all stakeholders and can be completed on-line. The Commission is also organizing a series of workshops in Europe, to engage actively with all stakeholders across the board.
The transatlantic link is a key dimension of the Digital Single Market strategy. The EU and the U.S. are already the largest trading bloc in the world, and all across the digital environment they have far more in common in terms of values, goals and challenges than either of them has with the rest of the world. It is of the utmost importance that policies impacting the digital economy, both in the EU and the U.S., are based on a mutual dialogue to ensure interoperability, promote business opportunities and safeguard the rights of citizens and consumers.
For this reason the EU Delegation in Washington, DC decided to host a public workshop to have a public debate and gather the views of U.S. stakeholders on one key element of the DSM strategy, which has proven to be of particular interest in the U.S.: the consultation on "Online platforms, cloud & data, liability of intermediaries, collaborative economy".
The workshop will take place on December 3, at the Delegation of the EU to the U.S. (2175 K Street NW), from 9:30am to 5:00pm. It will focus on interventions by participants rather than on panel discussions. A short background paper

In October 2009, the European Commission President, José Manuel Barroso, tasked Mario Monti (Internal Market Commissioner 1995-99 and Competition Commissioner 1999-2004) with preparing a report on how to relaunch work on the EUs single market.
Monti says there is a need for a new deal between countries with a social market mentality and those with an Anglo-Saxon outlook. He also says that there were signs prior to the crisis of a growing rejection of the single market, and that this was particularly true of France and Germany. His report will examine both gaps in the single market and ways to better enforce the laws underpinning it. Among other issues, it is expected to explore the sensitive topic of greater coordination of taxation policies between member states.
At this event, Professor Monti presented the findings of the report and join in a discussion on the future of the European Union and its single market.
