In 2008, Kevin Page was appointed by the federal Conservatives to be the country’s first Parliamentary Budget Officer. The move fulfilled a Tory campaign promise to deliver greater government transparency and accountability. But Page was later denounced—by the same people who appointed him—for scrutinizing their spending. Now the author of Unaccountable: Truth, Lies And Numbers On Parliament Hill, Page shares his belief that all Canadians need to be concerned when governments do not respect facts that run counter to their political agenda.
As PBO, Page challenged the government on several issues—most notably about the true costs of the F-35 fighter planes—and publicly claimed the government was misleading Canadians. Called “unbelievable, unreliable and incredible” by the then-Finance Minister, his term was not extended and so he retired from the civil service. When his assessment of the F-35 procurement was later proven right, it became a major embarrassment to the Harper government.
Page has 27 years of federal public service with much of his career working in central agencies responsible for budgeting including the Department of Finance, Treasury Board Secretariat and the Privy Council Office. Prior to taking the position as Parliamentary Budget Officer, Kevin held the position as Assistant Secretary for Macroeconomic Policy at the Privy Council Office.
Currently, he is based in Ottawa, where he holds the Jean Luc Pepin Research Chair at the University of Ottawa.

Kevin Page
Kevin Page (born 1957) is a Canadian economist. He was the first ever Parliamentary Budget Officer for Canada. He was appointed to the position on March 25, 2008, and his term was completed on March 22, 2013. He now teaches at the University of Ottawa.
Early life
Page was born in Thunder Bay, Ontario, to James and Stella Page. A graduate of Fort William Collegiate Institute, he later studied at Lakehead University, went to Simon Fraser University on a golf scholarship and took his M.A. in economics from Queen's University, Kingston, Ontario.
Career
Before being appointed to the position of Parliamentary Budget Officer, on March 25 2008, Kevin Page had for twenty-seven years worked as a civil servant in the Canadian government with experience in central agencies and line departments including: Finance Canada; the Treasury Board Secretariat; the Privy Council Office; the Department of Fisheries and Oceans; Agriculture and Agri-Food Canada; and Human Resources and Social Development Canada.

In 2008, Kevin Page was appointed by the federal Conservatives to be the country’s first Parliamentary Budget Officer. The move fulfilled a Tory campaign promise to deliver greater government transparency and accountability. But Page was later denounced—by the same people who appointed him—for scrutinizing their spending. Now the author of Unaccountable: Truth, Lies And Numbers On Parliament Hill, Page shares his belief that all Canadians need to be concerned when governments do not respect facts that run counter to their political agenda.
As PBO, Page challenged the government on several issues—most notably about the true costs of the F-35 fighter planes—and publicly claimed the government was misleading Canadians. Called “unbelievable, unreliable and incredible” by the then-Finance Minister, his term was not extended and so he retired from the civil service. When his assessment of the F-35 procurement was later proven right, it became a major embarrassment to the Harper government.
Page has 27 years of federal public service with much of his career working in central agencies responsible for budgeting including the Department of Finance, Treasury Board Secretariat and the Privy Council Office. Prior to taking the position as Parliamentary Budget Officer, Kevin held the position as Assistant Secretary for Macroeconomic Policy at the Privy Council Office.
Currently, he is based in Ottawa, where he holds the Jean Luc Pepin Research Chair at the University of Ottawa.
