A Green party or ecologist party is a formally organized political party based on the principles of Green politics. These principles usually include social justice, reliance on grassroots democracy, nonviolence, and an emphasis on environmentalism. "Greens" believe that the exercise of these principles leads to world health. The platform of a green party can run from the centre to the far-left, however most run to the centre-left, embracing social-democratic economic policies and forming coalitions with leftists.

Definitions[link]

There are distinctions between "green" parties and "Green" parties. Any party, faction, or politician may be labeled "green" if it emphasizes environmental causes. Indeed, the term may even be used as a verb: it is not uncommon to hear of "greening" a party or a candidate.

In contrast, formally organized Green parties may follow a coherent ideology that includes not only environmentalism, but often also other concerns such as social justice, consensus decision-making, and pacifism. Greens believe that these issues are inherently related to one another as a foundation for world peace. The best-known statement of the above Green values is the Four Pillars of the Green Party, adopted by the German Greens in 1979-1980 (but forsaken since). The Global Greens Charter lists six guiding principles which are ecological wisdom, social justice, participatory democracy, nonviolence, sustainability and respect for diversity.

Green movements[link]

Green movements call for social reform to cut abuse of natural resources. Examples include Green parties as well as Greenpeace, which was founded in the 1970s concurrently with many Green parties. Its aims agree with those of many green movements, though it approaches its objectives in different ways.

The world's first political parties to campaign on a predominantly environmental platform were the United Tasmania Group which contested the April 1972 state election in Tasmania, Australia and the Values Party of New Zealand, which contested the November 1972 New Zealand general election.^[1] The name 'Green' derives from the 'Green Bans': an Australian movement of building workers who refused to build on sites of cultural and environmental significance.^[2]. The first green party in Europe was the Popular Movement for the Environment, founded in 1972 in the Swiss canton of Neuchâtel. The first national green party in Europe was PEOPLE, founded in Britain in February 1973, which turned eventually into the Ecology Party, and then the Green Party.

The first Green Party to achieve national prominence was the German Green Party, famous for their opposition to nuclear power, as well as an expression of anti-centralist and pacifist values traditional to greens. They were founded in 1980 and have been in coalition governments at state level for some years. They were in federal government with the Social Democratic Party of Germany in a so-called Red-Green alliance from 1998 to 2005. In 2001, they reached an agreement to end reliance on nuclear power in Germany, and agreed to remain in coalition and support the government of Chancellor Gerhard Schröder in the 2001 Afghan War. This put them at odds with many Greens worldwide but demonstrated also that they were capable of difficult political tradeoffs.

In Finland, in 1995, the Finnish Green Party was the first European Green party to be part of a national Cabinet. Other Green parties that have participated in government at national level include the Groen! (formerly Agalev) and Ecolo in Belgium, Les Verts in France and the Green Party in Ireland. In the Netherlands GroenLinks ("GreenLeft") was founded in 1990 from four small left-wing parties and is now a stable faction in the Dutch parliament.

Around the world, individuals have formed many Green parties over the last thirty years. Green parties now exist in most countries with democratic systems: from Canada to Peru; from Norway to South Africa; from Ireland to Mongolia. There is Green representation at national, regional and local levels in many countries around the world.

Most of the Green parties are formed to win elections, and so organize themselves by the presented electoral or political districts. But that does not apply universally: The Green Party of Alaska is organized along bioregional lines to practice bioregional democracy.

Alliances[link]

Depending on local conditions or issues, platforms and alliances may vary. In line with the goal of democracy, neighboring ecoregions may require different policies or protections.

Green parties are often formed in a given jurisdiction by a coalition of scientific ecologists, community environmentalists, and local (or national) leftist groups or groups concerned with peace or citizens rights.

A Red-Green alliance is an alliance between Green parties and social democratic parties. Such alliances are typically formed for the purpose of elections (mostly in first-past-the-post election systems), or, after elections, for the purpose of forming a government.

Some Greens, such as those in Hawaii, find more effective alliances with more conservative groups (Blue-Green alliance) or indigenous peoples - who seek to prevent disruption of traditional ways of life or to save ecological resources they depend on. Although Greens find much to support in fostering these types of alliances with groups of historically different backgrounds, they also feel strongly about forming diverse communities through encouragement of diversity in social and economic demographics in communities, especially in the United States.

Alliances often highlight strategic differences between participating in parties and advancing the values of the Green movement. For example, Greens became allied with centre-right parties to oust the centre-left ruling PRI party of Mexico. Ralph Nader, the 2000 presidential nominee of the US Greens, campaigned with ultra-conservative Pat Buchanan on joint issues such as farm policy and bans on corporate funding of election campaigns, although this "alliance" between Nader and Buchanan was very specifically limited to the purpose of showing that there was broad support for certain specific issues, across the political spectrum.

US Greens grew dramatically throughout 2001. However, stable coalitions (such as that in Germany) tend to be formed between elections with 'the left' on social issues, and 'the grassroots right' on such issues as irresponsible corporate subsidies and public ethics.

On 13 June 2007, the Irish Green Party represented by 6 members of parliament or TDs agreed to go into a coalition government for the first time in their history, with Fianna Fáil. Fianna Fáil and the Green Party were joined by the Progressive Democrats in coalition and also enjoyed the support of a number of independent members of parliament. (The Progressive Democrats have since been dissolved as a party, though their members remain in parliament.) The Green Party held two Cabinet seats and also two junior ministries until their withdrawal from government in January 2011.

In the Czech Republic, the Green Party was part of the governing coalition, together with the Civic Democrats (ODS) and the Christian Democrats (KDU–ČSL) from January 2007 until the government collapsed in March 2009. The Finnish Green Party is now the only one actively participating in government.

Belgian and German roots[link]

The first green parties in Europe were founded in the late 1970s, following the rise of environmental awareness and the development of new social movements. Green parties in Belgium first made a breakthrough. Belgium had Green members of parliament elected first in the 1970s, and with seats on the local council, held the balance of power in the city of Liege, so were the first to go into coalition with the ruling party on that council. In 1979 political campaigns and dissident groups feeling under represented in west German politics formed a coalition to contest the 1979 elections to the European Parliament. Although they did not win any seats, the groups in this association formally agreed to become a party and won a breakthrough in the German national elections of 1983. They were not the first Green Party in Europe to have members elected nationally but the impression was created that they had been, because they attracted the most media attention. This was partly due to their charismatic leader Petra Kelly, a German who was of interest to the American media because she had an American step-father. Since its foundation in 1980 and merger with Alliance 90 after the German reunification, Kelly's party, now named Alliance '90/The Greens, has become one of Europe's most important Green parties. It played an important role in the formation of national-level Green parties in other countries such as Spain as well. The forerunner of the Green Party in the United Kingdom was known as "The Ecology Party". This was formed in Coventry in 1973. It became known as the "Green Party" in 1985.

1984-1989: A new political force[link]

In 1984 Greens agreed a common platform for the European Parliament Elections and the first Green Members of the European Parliament were elected here. Germany, a stronghold of the Green movement, elected seven MEPs; two more came from Belgium and two from the Netherlands. As those nine MEPs did not entitle the Greens to form a parliamentary group on their own, they concluded an alliance with MEPs from Italy, Denmark, and regionalists from Flanders and Ireland to form the GRAEL (Green Alternative European Link) group, also known as the Rainbow group. Politically they engaged in the fight against environmental pollution, nuclear energy (1986 saw the Chernobyl disaster), the promotion of animal protection and the campaign against the demolition of Brussels by speculation fuelled by the presence of the European institutions.

From the 1990s until today[link]

After years of co-operation between the national Green Parties they formed a pan-European alliance that unites most European Green parties. The Greens are a party within the European parliament with 46 seats, as of June 2009. It has a long standing alliance with the European Free Alliance (EFA), an alliance of "stateless nations", such as the Welsh nationalist Plaid Cymru and Scottish National Party. Together European Green Party/EFA have 50 seats and they are the fourth largest party in the European Parliament.

While on many issues European Greens practice the same policies, one issue divides European Green parties: the European Union. Some Green parties, like the Dutch GreenLeft, the Swiss Green Party, the Irish Green Party and the German Alliance '90/The Greens, are pro-European, the Green parties in Sweden and England and Wales are moderately eurosceptic.

Some Green parties have been part of governing coalitions. The first one was the Finnish Green League that entered government in 1995. The Italian Federation of the Greens, the French Greens, the German Alliance '90/The Greens and both Belgian Green parties, the French-speaking Ecolo and the Dutch-speaking Agalev were part of government during the late 1990s. Most successful was the Latvian Green Party, who supplied the Prime Minister of Latvia in 2004. The Swedish Green party was a long term supporter of the social-democratic minority government until the election 2006 when the social-democratic party lost. The Irish Green Party were in government from 2007 until January 2011 when the party withdrew their support for the ruling coalition. During their period in office, the Irish Green Party held two Cabinet portfolios including Minister for the Environment, Heritage and Local Government and Minister for Communications, Energy and Natural Resources.

In Scandinavia, left-wing socialist parties have formed the Nordic Green Left Alliance. These parties have the same ideals as European Greens. However, they do not cooperate with the Global Greens or European Greens, but instead form a combined parliamentary group with the Party of the European Left, which unites communists and post-communists. There is one exception, in 2004 the MEP for Danish Socialist People's Party has left the Nordic Green Left parliamentary group and has joined the Green parliamentary group in the European parliament. The Socialist People's Party is currently an observer at the European Green Party and the Global Greens. Outside of Scandinavia, in 2004, Latvia became the first country in the world to have a Green politician become Head of Government, but in 2006 the Green Party received only 16.71 of the vote. In the Estonia 2007 parliamentary elections, the Estonian Greens won 7.1 percent of the vote, and a mandate for six seats in the country's parliament, the Riigikogu.

In some countries Greens have found it difficult to win any representation in the national parliament. Three reasons can be found for this. It includes countries with a first past the post electoral system, such as the United Kingdom. However, despite the first past the post system in the United Kingdom, the Green Party of England and Wales won their first seat in the House of Commons when Caroline Lucas won the seat of Brighton Pavilion. The Scottish Green Party has had success in the devolved Scottish Parliament and the Irish Green Party in Northern Ireland has had success in the devolved Northern Ireland Assembly, where the first-past-the-post system is not used. In countries where a party with similar ideals is stronger, such as Norway and Denmark, Green parties tend to perform worse. In some Eastern European countries, like Romania and Poland, Green parties are still in the process of formation and have therefore not gained enough support. The Green Party of Bulgaria is a part of the left-wing Coalition for Bulgaria, currently in opposition. It has no parliamentary representation but it did supply one Deputy Minister in the government of Prime Minister Sergey Stanishev from 2005 to 2009.

The European Green Party has worked to support weak Green parties in European countries. Until recently, they were giving support to Green parties in the Mediterranean countries. These Green parties are now making electoral gains, e.g. in Spain, Greece and Republic of Cyprus, or getting organized to do so, e.g. in Malta. Therefore the EGP is now turning its attention to Eastern Europe – all these countries have Green parties, but in materially poor Eastern Europe the success of Green Parties is very patchy, except for Hungary, where the local Green party, Politics Can Be Different (LMP), has succeeded in getting into the parliament and many city councils.^[3][4]

Green parties have achieved national or state parliamentary representation in New Zealand and Australia. In New Zealand the Green Party of New Zealand currently holds 14 seats in the New Zealand House of Representatives after the 2011 general election.^[5] The Australian Greens hold 9 seats in the Australian Senate and one seat in the Australian House of Representatives. They also have representation in the upper and lower houses of state parliaments of five states and in the unicameral chamber of one territory. Greens also hold representative positions in local government across New Zealand and Australia (where a number of local government authorities are controlled by Green councilors). The Greens took the seat of Melbourne from the Australian Labor Party in 2010 with candidate Adam Bandt. This is the first time the Greens have won a Lower House seat at a general election (although they have previously won two seats at by-elections).

Proportional representation has strengthened the position of the Australian Greens and the Green Party of New Zealand and enabled them to participate directly in legislatures and policy-making committees. In countries following British-style 'first past the post' electoral rules, Green parties face barriers to gaining federal or provincial/regional/state seats. The Australian Labor Party's practice of allocating a portion of ALP ticket votes to Australian Greens has helped bring AG candidates into parliament.

In the most recent ACT election in Australia, the Greens won 15.6% of the vote, winning 4 out of 17 seats. Shane Rattenbury was elected the speaker of the assembly, the first time a Green party member had held such a position in any parliament or assembly in Australia. Similarly, a recent Newspoll shows Greens support continues to increase on the national level, currently 13% (The Greens polled 7.8% at the 2007 Federal election).^[6]

The Green Confederation (Confédération Verte) in Vanuatu won 2 out of 52 seats in the last legislative elections on 2 September 2008. Its most prominent member is Moana Carcasses Kalosil, the Minister of Internal Affairs and Minister of Labour.

As of the May 2011 there was only one Federal elected member of the Green Party in Canada, Elizabeth May, and there remains no representation in the United States. Accordingly, in these countries, Green parties focus on electoral reform. In Mexico, however, the Partido Verde Ecologista has 17 deputies and four senators in Congress as a result of the 2006 elections.

In Canada, the strongest provincial Green Parties are the Green Party of British Columbia and the Green Party of Ontario though they are yet to win any seats in a provincial legislature. Federally, the Green Party of Canada received 3.91% of the popular vote in the 2011 federal election and its support and influence continues to rise, largely due to new Canadian laws that are more favourable to the growth and funding of smaller parties (political parties receive $1.82 per vote per year of federal funding, as long as they achieve minimum 2% of the popular vote). Support waned slightly in the 2011 federal election when it captured 3.91% of the popular vote, down from the 6.8% captured in the 2008 federal election. Although Ms. May was the first elected Member of Parliament, the first seat was gained in the Canadian House of Commons on August 30, 2008 when sitting Independent MP Blair Wilson joined the party. In the 2008 federal election the party captured 6.8% of the popular vote. In the 2008 Vancouver municipal election, Stuart Mackinnon, a member of the Vancouver Green Party, was elected to the Vancouver Parks Board. In the United States, Greens first ran for public office in 1985. Since then the Green Party of the U.S. has claimed electoral victories at the municipal, county and state levels. The first U.S. Greens to be elected were David Conley and Frank Koehn in Wisconsin 1986. Each was elected to a position on the County Board of Supervisors in Douglas and Bayfield counties respectively. Keiko Bonk was first elected in 1992 in Hawaii County, becoming Official Chairwoman in 1995. The first Green Party mayor [1] was Kelly Weaverling, elected in Cordova, AK in 1991. Approximately 160 Greens hold elected office across the US as of summer 2009. [2]. The first U.S. Green elected to a state legislature was Audie Bock in 1999, to the California State Assembly, followed by John Eder to the Maine House of Representatives in 2002 and 2004 and Richard Carroll to the Arkansas House of Representatives in 2008. While in office in 2003 in the New Jersey General Assembly, incumbent Matt Ahearn made a party switch to Green for the remainder of his term. The Green Party has contested four U.S. presidential elections: in 1996 and 2000 with Ralph Nader for President and Winona LaDuke as Vice President, in 2004 with David Cobb for President and Pat LaMarche for Vice President, and in 2008 with Cynthia McKinney for President and Rosa Clemente for Vice President. As of 2011, the Green Party of the United States, http://gp.org, conducts all United States Green Party electoral activities. It and The Greens/Green Party USA conduct some of the grassroots organizing activities in the continental U.S.

Green parties in the developing world are often organized with help from those in other nations. As of 2002 the foundation of Green parties has been the most notable in Africa.^[7][8]

Other than hosting the first Afghanistan peace conference as part of the German government, Green parties in the developed world have made few concrete moves to spread their values using the diplomatic channels. This is usually seen as one of the responsibilities of the Green movement - allowing parties to concentrate on their voters. However, the leader of the Kenyan Green Party, Wangari Maathai, won the Nobel Peace Prize in 2004, enhancing the image of Green parties across the third world.

In the greater Middle East region, a few Green parties have been created, such as the Green Party of Pakistan since 2002 and Green Party of India since 2010, the Green Party of Lebanon, and the Green Party of Saudi Arabia, but many of these Green parties are underground organizations.

Colombia[link]

In the 1990s, the Oxygen Green Party was created under the leadership of Ingrid Betancourt but dissolved after her infamous kidnapping. Later, the Visionaries Party was created by Antanas Mockus whose ideals earned him the Bogotá Mayoral Office twice. In the 2010 Colombian presidential election a green party has been created under the name Colombian Green Party, with former Bogotá mayor Antanas Mockus being the leader.

Brazil[link]

Marina Silva's Green Party in the Brazilian presidential election, 2010 won 19.33% of the vote of the first round taking enough votes from Dilma Rousseff of the incumbent PT party to stop her getting the 50% needed to avoid a second round of which she went on to beat Jose Serra of the opposition PSDB party. Despite only winning numerically the vote in only 1 state; the relatively electorally small Federal District which holds the capital of Brazil; the Green Party interestingly came second to Dilma in Amapa, Amazonas, Pernambuco and in Rio de Janeiro in front of Jose Serra. The Green party also tied with Serra in Ceara, both having 16.36% of the vote, although Dilma won the state. Maranhão also had a 1.5% difference in vote between Serra and Marina with the Green Party coming third. In São Paulo, the Green Party numerically had their strongest showing with almost 5 million votes taking 20.77% of the vote. Success in the legislature however only amounted to winning 2 more seats to a total of 15 in the Chamber of Deputies and the loss of their only senate seat.

Jill Stein (born 1950) is an American physician and candidate for President of the United States in 2012 with the Green Party of the United States.^[1][2] Stein was a candidate for Governor of Massachusetts in the 2002 and the 2010 gubernatorial elections.^[3][4][5] Stein is a resident of Lexington, Massachusetts and a 1979 graduate of Harvard Medical School.^[6] She serves on the boards of Greater Boston Physicians for Social Responsibility and MassVoters for Fair Elections, and has been active with the Massachusetts Coalition for Healthy Communities.^[7]

In October 2011, Stein announced her candidacy for the presidential nomination of the Green Party in the 2012 general election.

Positions[link]

Stein advocates for the creation of a "Green New Deal", the objective of which would be to employ "every American willing and able to work" to address "climate change...[and the] converging water, soil, fisheries, forest, and fossil fuel crises" by working towards "sustainable energy, transportation and production infrastructure: clean renewable energy generation, energy efficiency, intra-city mass transit and inter-city railroads, “complete streets” that safely encourage bike and pedestrian traffic, regional food systems based on sustainable organic agriculture, and clean manufacturing of the goods needed to support this sustainable economy".^[8] The initial cost of the Green New Deal would be funded by various mechanisms, including "taxing Wall Street speculation, off shore tax havens, millionaires and multimillion dollar estates" as well as a 30% reduction in the U.S. military budget.^[8] She cites a study of the economic effects of the 1930s New Deal projects by Dr. Phillip Harvey, Professor of Law & Economics at Rutgers School of Law as academic evidence for the Green New Deal.^[8]

In October 2011, Stein began participating in the Occupy protests at the Occupy Boston peaceful protest.^[9] Speaking to the protesters, Stein said "The Occupy movement is a cry for change from workers whose jobs have been shipped overseas and young people whose future is being stolen from them by politicians intent on serving Wall Street rather than the people...People are being forced from their homes by big banks that defrauded consumers. The planet is being sacrificed to protect profits of polluters."^[10]

Electoral campaign history[link]

Governor, 2002[link]

Stein was the Green-Rainbow Party candidate for governor of Massachusetts in 2002 and finished third in a field of five candidates, with 76,530 votes and about 3.5% of the vote.^[11]

Massachusetts House of Representatives, 2004[link]

Following her third place results in the 2002 Massachusetts gubernatorial election, Stein ran for state representative in 2004 for the Lexington District.^[12] She received 3,911 votes for 21.3 percent of the vote in a three-way race but lost to incumbent Thomas M. Stanley, who received 59.6 percent.^[13]

Massachusetts Secretary of the Commonwealth, 2006[link]

Stein was nominated for Secretary of the Commonwealth on March 4, 2006, at the Green-Rainbow Party state-wide nominating convention. In a two-way race with three-term incumbent Democrat Bill Galvin, Stein received 353,551 votes for 18% of the total vote.^[14] Stein's 18% marked the best finish for a Green Party candidate running for Secretary of State in any state to date.^{[citation needed]}

Town of Lexington Town Meeting Representative, 2005 and 2008[link]

Stein was elected to the Town Meeting Seat, Precinct 2 (Lexington, Massachusetts) in March 2005 local elections.^{[citation needed]} She finished first of 16 candidates running for 7 seats receiving 539 votes, for 20.6% of the total vote.^{[citation needed]} Stein was re-elected in 2008 finishing second of thirteen vying for eight seats.^[15]

Gubernatorial election, 2010[link]

On February 8, 2010, Stein announced her entrance into the gubernatorial race on the steps of the Masscahusetts State House in Boston.^[16] She was joined in the race by candidate for Lieutenant Governor, Richard P. Purcell, a surgery clerk and ergonomics assessor, of Holyoke.^[17] In May, Stein opened her campaign office in Boston's Dorchester neighborhood, near the Fields Corner MBTA station.^[18] Stein received 32,816 votes out of 2,287,407 in the November 2, 2010 general election.

Presidential campaign, 2012[link]

In August 2011, Stein gave indication that she was considering running for President of the United States with the Green Party in the 2012 national election. She indicated in a published questionnaire that she had been asked to run by a number of Green activists and felt compelled to consider the possibility after the U.S. debt-ceiling crisis which she called "the President’s astounding attack on Social Security, Medicare and Medicaid – a betrayal of the public interest...". In the survey, she suggested that she would announce her intentions by the end of September 2011.^[2] Stein later stated that she would announce her intentions on October 24.^[9]

On October 24, 2011 Stein launched her campaign at a press conference in Massachusetts, saying "We are all realizing that we, the people, have to take charge because the political parties that are serving the top 1 percent are not going to solve the problems that the rest of us face, we need people in Washington who will refuse to be bought by lobbyists and for whom change is not just a slogan".^[1]

In December 2011, Wisconsin Green Party leader Ben Manski was announced as Stein's campaign manager.^[19]

Principle position, 4-Point "Green New Deal"[link]

Stein's principles are directed towards voters of every political party and independents:

1. The right to a job at a living wage.
2. The transition to a sustainable, green economy.
3. A financial sector serving Americans.
4. Citizen empowerment.

In Stein's words: "We don't need to run America like a business or like the military. We need to run America like a democracy." ^[20]

The Green Party's position is to know and follow both the laws and regulations of the area.^[21]

Stein relies on ordinary people and not super PACs financed by billionaires or wealthy firms.^[22] Her campaign donations are accepted within the legal limit on her website or by mail. ^[23] As a result of her independence from super PACs and their associated monies, Stein stated she is not beholden to special interest groups. Additionally, she is not vulnerable should the Federal court ruling of January 31, 2012 prove to pose serious problems to those that do receive massive donations. ^[24]

Stein was born in Chicago and raised in Highland Park, Illinois. She lives in Lexington, Massachusetts with her husband, fellow physician Richard Rohrer. The couple have two adult sons.^[25]

The Dalai Lama is a high lama in the Gelug or "Yellow Hat" branch of Tibetan Buddhism. The name is a combination of the Sino-Mongolian word далай (dalai) meaning "Ocean" and the Tibetan word བླ་མ་ bla-ma (with a silent "b") meaning "chief, high priest".^[1]

In religious terms, the Dalai Lama is believed by his devotees to be the rebirth of a long line of tulkus who are considered to be manifestations of the bodhisattva of compassion, Avalokiteśvara. Traditionally, the Dalai Lama is thought of as the latest reincarnation of a series of spiritual leaders who have chosen to be reborn in order to enlighten others. The Dalai Lama is often thought to be the leader of the Gelug School, but this position belongs officially to the Ganden Tripa, which is a temporary position appointed by the Dalai Lama who, in practice, exerts much influence. The line of Dalai Lamas began as a lineage of spiritual teachers; the 5th Dalai Lama assumed political authority over Tibet.

For certain periods between the 17th century and 1959, the Dalai Lamas sometimes directed the Tibetan government, which administered portions of Tibet from Lhasa. The 14th Dalai Lama remained the head of state for the Central Tibetan Administration ("Tibetan government in exile") until his retirement on March 14, 2011. He has indicated that the institution of the Dalai Lama may be abolished in the future, and also that the next Dalai Lama may be found outside Tibet and may be female.^[2] The Chinese government was very quick to reject this and claimed that only it has the authority to select the next Dalai Lama.^[3]

In 1578 the Mongol ruler Altan Khan bestowed the title Dalai Lama on Sonam Gyatso. The title was later applied retrospectively to the two predecessors in his reincarnation line, Gendun Drup and Gendun Gyatso. Gendun Gyatso was also Sonam Gyatso's predecessor as abbot of Drepung monastery. However, the 14th Dalai Lama asserts that Altan Khan did not intend to bestow a title as such and that he intended only to translate the name "Sonam Gyatso" into Mongolian.

... many writers have mistranslated Dalai Lama as "Ocean of Wisdom". The full Mongolian title, "the wonderful Vajradhara, good splendid meritorious ocean", given by Altan Khan, is primarily a translation of the Tibetan words Sonam Gyatso (sonam is "merit").^[4]

The 14th Dalai Lama commented:

The very name of each Dalai Lama from the Second Dalai Lama onwards had the word Gyatso [in it], which means "ocean" in Tibetan. Even now I am Tenzin Gyatso, so the first name is changing but the second part [the word "ocean"] became like part of each Dalai Lama's name. All of the Dalai Lamas, since the Second, have this name. So I don't really agree that the Mongols actually conferred a title. It was just a translation.^[5]

Whatever the intention may have been originally, the Mongolian "Dalai", which does not have any meaning as a Tibetan term, came to be understood commonly as a title.

The name or title Dalai Lama in Mongolian may also have derived originally from the title taken by Temüjin or Genghis Khan when he was proclaimed emperor of a united Mongolia during 1206. Temüjin took the name Čingis Qāghan or "oceanic sovereign", the anglicized version of which is Genghis Khan.^[6]

Tibetans address the Dalai Lama as Gyalwa Rinpoche ("Precious Victor"), Kundun ("Presence"), Yishin Norbu ("Wish fulfilling Gem") and so on.^[7]

Sonam Gyatso was an abbot at the Drepung Monastery who was considered widely as one of the most eminent lamas of his time. Although Sonam Gyatso became the first lama to have the title "Dalai Lama" as described above, since he was the third member of his lineage, he became known as the "Third Dalai Lama". The previous two titles were conferred posthumously upon his supposed earlier incarnations.

Yonten Gyatso (1589–1616), the 4th Dalai Lama, and a non-Tibetan, was the grandson of Altan Khan.

The tulku tradition of the Dalai Lama has evolved into, and been inaugurated as, an institution:

The institution of the Dalai Lama has become, over the centuries, a central focus of Tibetan cultural identity; "a symbolic embodiment of the Tibetan national character." Today, the Dalai Lama and the office of the Dalai Lama have become focal points in their struggle towards independence and, more urgently, cultural survival. The Dalai Lama is regarded as the principal incarnation of Chenrezig (referred to as Avalokiteshvara in India), the bodhisattva of compassion and patron deity of Tibet. In that role, the Dalai Lama has chosen to use peace and compassion in his treatment of his own people and his oppressors. In this sense the Dalai Lama is the embodiment of an ideal of Tibetan values and a cornerstone of Tibetan identity and culture.^[8]

Verhaegen mentions the trans-polity influence that the Institution of the Dalai Lama has had historically in areas such as western China, Mongolia, Ladakh in addition to the other Himalayan Kingdoms:

The Dalai Lamas have also functioned as the principal spiritual guide to many Himalayan kingdoms bordering Tibet, as well as western China, Mongolia and Ladakh. The literary works of the Dalai Lamas have, over the centuries, inspired more than fifty million people in these regions. Those writings, reflecting the fusion of Buddhist philosophy embodied in Tibetan Buddhism, have become one of the world's great repositories of spiritual thought.^[9]

The current Dalai Lama is often called "His Holiness" (HH) by Westerners (by analogy with the Pope), although this does not translate to a Tibetan title.

Before the 20th century, European sources often referred to the Dalai Lama as the "Grand Lama". For example, in 1785 Benjamin Franklin Bache mocked George Washington by terming him the "Grand Lama of this Country".^[10] Some in the West believed the Dalai Lama to be worshipped by the Tibetans as the godhead.^[11]

Kublai Khan

Güshi Khan

During 1252, Kublai Khan granted an audience to Drogön Chögyal Phagpa and Karma Pakshi, the 2nd Karmapa. Karma Pakshi, however, sought the patronage of Möngke Khan. Before his death in 1283, Karma Pakshi wrote a will to protect the established interests of his sect by advising his disciples to locate a boy to inherit the black hat. His instruction was based on the premise that Buddhist ideology is eternal, and that Buddha would send emanations to complete the missions he had initiated. Karma Pakshi's disciples acted in accordance with the will and located the reincarnated boy of their master. The event was the beginning of the teacher reincarnation system for the Black-Hat Line of Tibetan Buddhism. During the Ming Dynasty, Emperor Yongle bestowed the title Great Treasure Prince of Dharma, the first of the three Princes of Dharma, upon the Black-Hat Karmapa. Various sects of Tibetan Buddhism responded to the teacher reincarnation system by creating similar lineages.

Unification of Tibet[link]

In the 1630s, Tibet became entangled in power struggles between the rising Manchu and various Mongol and Oirat factions. Ligden Khan of the Chakhar, retreating from the Manchu, set out to Tibet to destroy the Yellow Hat sect. He died on the way to Qinghai (Koko Nur) in 1634.^[12] His vassal Tsogt Taij continued the fight, even having his own son Arslan killed after Arslan changed sides. Tsogt Taij was defeated and killed by Güshi Khan of the Khoshud in 1637, who would in turn become the overlord of Tibet, and act as a "Protector of the Yellow Church."^[13] Güshi helped the Fifth Dalai Lama to establish himself as the highest spiritual and political authority in Tibet and destroyed any potential rivals. The time of the Fifth Dalai Lama was, however, also a period of rich cultural development.^{[citation needed]}

The Fifth Dalai Lama's death was kept secret for fifteen years by the regent (Tibetan: སྡེ་སྲིད།, Wylie: sde-srid), Sanggye Gyatso. This was apparently done so that the Potala Palace could be finished, and to prevent Tibet's neighbours taking advantage of an interregnum in the succession of the Dalai Lamas.^[14]

Tsangyang Gyatso, the Sixth Dalai Lama, was not enthroned until 1697. Tsangyang Gyatso enjoyed a lifestyle that included drinking, the company of women, and writing love songs.^[15] In 1705, Lobzang Khan of the Khoshud used the sixth Dalai Lama's escapades as excuse to take control of Tibet. The regent was murdered, and the Dalai Lama sent to Beijing. He died on the way, near Koko Nur, ostensibly from illness. Lobzang Khan appointed a new Dalai Lama who, however was not accepted by the Gelugpa school. Kelzang Gyatso was discovered near Koko Nur and became a rival candidate.

The Dzungars invaded Tibet in 1717, and deposed and killed Lobzang Khan's pretender to the position of Dalai Lama. This was widely approved. However, they soon began to loot the holy places of Lhasa, which brought a swift response from Emperor Kangxi in 1718; but his military expedition was annihilated by the Dzungars, not far from Lhasa.^[16][17]

A second, larger, expedition sent by Emperor Kangxi expelled the Dzungars from Tibet in 1720 and the troops were hailed as liberators. They brought Kelzang Gyatso with them from Kumbum to Lhasa and he was installed as the seventh Dalai Lama in 1721.^[18]

After him [Jamphel Gyatso the VIIIth Dalai Lama (1758–1804)], the IXth and Xth Dalai Lamas died before attaining their majority: one of them is credibly stated to have been murdered and strong suspicion attaches to the other. The XIth and XIIth were each enthroned but died soon after being invested with power. For 113 years, therefore, supreme authority in Tibet was in the hands of a Lama Regent, except for about two years when a lay noble held office and for short periods of nominal rule by the XIth and XIIth Dalai Lamas.

It has sometimes been suggested that this state of affairs was brought about by the Ambans—the Imperial Residents in Tibet—because it would be easier to control the Tibet through a Regent than when a Dalai Lama, with his absolute power, was at the head of the government. That is not true. The regular ebb and flow of events followed its set course. The Imperial Residents in Tibet, after the first flush of zeal in 1750, grew less and less interested and efficient. Tibet was, to them, exile from the urbanity and culture of Peking; and so far from dominating the Regents, the Ambans allowed themselves to be dominated. It was the ambition and greed for power of Tibetans that led to five successive Dalai Lamas being subjected to continuous tutelage.^[19]

Thubten Jigme Norbu, the elder brother of the present 14th Dalai Lama, describes these unfortunate events as follows:

It is perhaps more than a coincidence that between the seventh and the thirteenth holders of that office, only one reached his majority. The eighth, Gyampal Gyatso, died when he was in his thirties, Lungtog Gyatso when he was eleven, Tsultrim Gyatso at eighteen, Khadrup Gyatso when he was eighteen also, and Krinla Gyatso at about the same age. The circumstances are such that it is very likely that some, if not all, were poisoned, either by loyal Tibetans for being Chinese-appointed impostors, or by the Chinese for not being properly manageable.^[20]

Thubten Gyatso, the 13th Dalai Lama, assumed ruling power from the monasteries, which previously had great influence on the Regent, during 1895. Due to his two periods of exile in 1904–1909, to escape the British invasion of 1904, and from 1910–1912 to escape a Chinese invasion, he became well aware of the complexities of international politics and was the first Dalai Lama to become aware of the importance of foreign relations. After his return from exile in India and Sikkim during January 1913, he assumed control of foreign relations and dealt directly with the Maharaja and the British Political officer in Sikkim and the king of Nepal rather than letting the Kashag or parliament do it.^[21]

Thubten Gyatso issued a Declaration of Independence for his kingdom in Central Tibet from China during the summer of 1912 and standardised a Tibetan flag, though no other sovereign state recognized the independence.^[22] He expelled the Ambans and all Chinese civilians in the country, and instituted many measures to modernise Tibet. These included provisions to curb excessive demands on peasants for provisions by the monasteries and tax evasion by the nobles, setting up an independent police force, the abolishment of the death penalty, extension of secular education, and the provision of electricity throughout the city of Lhasa in the 1920s.^[23] Thubten Gyatso died in 1933.

The 14th Dalai Lama was not formally enthroned until 17 November 1950, during the People's Republic of China invasion of the kingdom. In 1951, he and the Tibetan government formally accepted the Seventeen Point Agreement by which Tibet was formally incorporated into the People's Republic of China. Fearing for his life in the wake of a revolt in Tibet in 1959, the 14th Dalai Lama fled to India where he has led a government in exile since.^[24][25] With the aim of launching guerrilla operations against the Chinese, the CIA funded the Dalai Lama $1.7 million a year in the 1960s.^[26] In 2001, he ceded his absolute power over the government to an elected parliament of selected Tibetan exiles. His original goal was full independence for Tibet, but by the late 1980s, he was seeking high-level autonomy instead.^[27] He is still seeking greater autonomy from China, although Dolma Gyari, deputy speaker of the parliament-in-exile has stated "If the middle path fails in the short term, we will be forced to opt for complete independence or selfdetermination as per the UN charter".^[28]

Residence[link]

Starting with the 5th Dalai Lama and until the 14th Dalai Lama's flight into exile during 1959, the Dalai Lamas spent winters at the Potala Palace and summers at the Norbulingka palace and park. Both are in Lhasa and approximately 3 km apart.

Following the failed 1959 Tibetan uprising, the 14th Dalai Lama sought refuge in India. The then Indian Prime Minister, Jawaharlal Nehru, allowed in the Dalai Lama and his coterie of Tibetan government officials. The Dalai Lama has since lived in exile in Dharamshala, in the state of Himachal Pradesh in northern India, where the Central Tibetan Administration is also established. Tibetan refugees have constructed and opened many schools and Buddhist temples in Dharamshala.^[29]

Searching for the reincarnation[link]

By the Himalayan tradition, phowa (Tibetan) is the discipline that transfers the mindstream to the intended body. Upon the death of the Dalai Lama and consultation with the Nechung Oracle, a search for the Lama's reincarnation, or yangsi (yang srid), is conducted. Traditionally it has been the responsibility of the High Lamas of the Gelugpa Tradition and the Tibetan government to find his reincarnation. The process can take around two or three years to identify the Dalai Lama, and for the 14th, Tenzin Gyatso it was four years before he was found. The search for the Dalai Lama has usually been limited historically to Tibet, although the third tulku was born in Mongolia. Tenzin Gyatso, though, has stated that he will not be reborn in the People's Republic of China.^[30] In his autobiography, Freedom In Exile, he states that if Tibet is not free, he will reincarnate elsewhere."

The High Lamas used several ways in which they can increase the chances of finding the reincarnation. High Lamas often visit the holy lake, called Lhamo La-tso, in central Tibet and watch for a sign from the lake itself. This may be either a vision or some indication of the direction in which to search and this was how Tenzin Gyatso was found. It is said that Palden Lhamo, the female guardian spirit of the sacred lake, Lhamo La-tso, promised Gendun Drup, the 1st Dalai Lama in one of his visions "that she would protect the reincarnation lineage of the Dalai Lamas." Ever since the time of Gendun Gyatso, the 2nd Dalai Lama, who formalised the system, the Regents and other monks have gone to the lake to seek guidance on choosing the next reincarnation through visions while meditating there.^[31]

The particular form of Palden Lhamo at Lhamo La-tso is Gyelmo Maksorma, "The Victorious One who Turns Back Enemies". The lake is sometimes referred to as "Pelden Lhamo Kalideva", which indicates that Palden Lhamo is an emanation of the goddess Kali, the shakti of the Hindu God Shiva.^[32]

Lhamo Latso ... [is] a brilliant azure jewel set in a ring of grey mountains. The elevation and the surrounding peaks combine to give it a highly changeable climate, and the continuous passage of cloud and wind creates a constantly moving pattern on the surface of the waters. On that surface visions appear to those who seek them in the right frame of mind.^[33]

It was here that during 1935, the Regent, Reting Rinpoche, received a clear vision of three Tibetan letters and of a monastery with a jade-green and gold roof, and a house with turquoise roof tiles, which led to the discovery of Tenzin Gyatso, the 14th Dalai Lama.^[34][35][36]

High Lamas may also have a vision by a dream or if the Dalai Lama was cremated, they will often monitor the direction of the smoke as an indication of the direction of the rebirth.^[30]

Once the High Lamas have found the home and the boy they believe to be the reincarnation, the boy undergoes a series of tests to affirm the rebirth. They present a number of artifacts, only some of which belonged to the previous Dalai Lama, and if the boy chooses the items which belonged to the previous Dalai Lama, this is seen as a sign, in conjunction with all of the other indications, that the boy is the reincarnation.

If there is only one boy found, the High Lamas will invite Living Buddhas of the three great monasteries together with secular clergy and monk officials, to confirm their findings and will then report to the Central Government through the Minister of Tibet. Later a group consisting of the three major servants of Dalai Lama, eminent officials and troops will collect the boy and his family and travel to Lhasa, where the boy would be taken, usually to Drepung Monastery to study the Buddhist sutra in preparation for assuming the role of spiritual leader of Tibet.^[30]

However, if there are several possibilities of the reincarnation, in the past regents and eminent officials and monks at the Jokhang in Lhasa, and the Minister to Tibet would decide on the individual by putting the boys' names inside an urn and drawing one lot in public if it was too difficult to judge the reincarnation initially.^[37]

There has also been one nonrecognised Dalai Lama, Ngawang Yeshey Gyatso, declared 28 June 1707, when he was 25 years old, by Lha-bzang Khan as the "true" 6th Dalai Lama – however, he was never accepted as such by the majority of the population.^[17][39][40]

Future of the position[link]

In the mid-1970s, Tenzin Gyatso, the Fourteenth Dalai Lama, told a Polish newspaper that he thought he would be the last Dalai Lama. In a later interview published in the English language press he stated, "The Dalai Lama office was an institution created to benefit others. It is possible that it will soon have outlived its usefulness."^[41] These statements caused a furor amongst Tibetans in India. Many could not believe that such an option could even be considered. It was further felt that it was not the Dalai Lama's decision to reincarnate. Rather, they felt that since the Dalai Lama is a national institution it was up to the people of Tibet to decide whether the Dalai Lama should reincarnate.^[42]

The government of the People's Republic of China (PRC) has claimed the power to approve the naming of "high" reincarnations in Tibet, based on a precedent set by the Qianlong Emperor of the Qing Dynasty. The Qianlong Emperor instituted a system of selecting the Dalai Lama and the Panchen Lama by a lottery that used a golden urn with names wrapped in clumps of barley. This method was used a few times for both positions during the 19th century, but eventually fell into disuse. In 1995, the Dalai Lama chose to proceed with the selection of the 11th reincarnation of the Panchen Lama without the use of the Golden Urn, while the Chinese government insisted that it must be used. This has led to two rival Panchen Lamas: Gyaincain Norbu as chosen by the Chinese government's process, and Gedhun Choekyi Nyima as chosen by the Dalai Lama.

During September 2007 the Chinese government said all high monks must be approved by the government, which would include the selection of the 15th Dalai Lama after the death of Tenzin Gyatso. Since by tradition, the Panchen Lama must approve the reincarnation of the Dalai Lama, that is another possible method of control.

In response to this scenario, Tashi Wangdi, the representative of the 14th Dalai Lama, replied that the Chinese government's selection would be meaningless. "You can't impose an Imam, an Archbishop, saints, any religion...you can't politically impose these things on people," said Wangdi. "It has to be a decision of the followers of that tradition. The Chinese can use their political power: force. Again, it's meaningless. Like their Panchen Lama. And they can't keep their Panchen Lama in Tibet. They tried to bring him to his monastery many times but people would not see him. How can you have a religious leader like that?"^[43]

The Dalai Lama said as early as 1969 that it was for the Tibetans to decide whether the institution of the Dalai Lama "should continue or not".^[44] He has given reference to a possible vote occurring in the future for all Tibetan Buddhists to decide whether they wish to recognize his rebirth.^[45] In response to the possibility that the PRC may attempt to choose his successor, the Dalai Lama has said he will not be reborn in a country controlled by the People's Republic of China or any other country which is not free.^[30][46] According to Robert D. Kaplan, this could mean that "the next Dalai Lama might come from the Tibetan cultural belt that stretches across northern India, Nepal, and Bhutan, presumably making him even more pro-Indian and anti-Chinese".^[47]
