SHERIFF vs HARRIS COUNTY SHERIFF
This video is for you, which is an actual recorded incident that occurred during the TRI-County
Fire last
September 2011.
This video shows how the
Sheriff of
Waller County,
Glenn Smith, treated another
Law Enforcement agency {
Harris County} that came in to assist the citizens of Waller County and
Montgomery in their time of need.
The incident occurred around 2:00am in the morning when a staff member of the Waller County Sheriff's office {
Heather Owens} attempted to go through a "
Roadblock" on
Farm to Market 1488 at
Remington Forest.
Ms. Owens was in an un-marked vehicle, and was NOT in uniform. Ms. Owens declared that she was with the Waller County Sheriff's office, but did NOT have any identification on her person to prove such allegation.
Harris officers refused her entry through the roadblock. Ms.
Owen then called Sheriff Glenn Smith and told them that Harris County would not allow her to pass through. Ms. Owens waited at the roadblock for the Sheriff to arrive.
When Sheriff
Smith arrived at the location in a black, un-marked vehicle, he parked behind a Harris County patrol vehicle.
Sheriff Glenn Smith had initially called for a Harris County Supervisor, to come to the location.
Mean time, he was very belligerent to the HC Deputies and then the supervisor. He ordered them to leave immediately or he would
TOW their vehicles. Sheriff Smith accused Harris County Deputies of not allowing emergency vehicles and fire department vehicles through the roadblocks.
When the one of the Harris County deputy's went to turn around and leave, the inadvertently backed up and "bumped" into the black vehicle that was parked behind him.
Sheriff Smith then became very irate and accused the Harris County personnel for intentionally backing into his vehicle. He set out the file an accident report. He then decided to file criminal mischief on the Harris County deputy.
The attitude of the Waller County Sheriff Smith is very un-professional and is certainly a negative reflection on all Waller County
Citizens and other elected officials.
Your Sheriff should have reviewed the situation at hand before acting in an ill-rational manner.
1.
First of all, he should have confronted his staff member {Heather Owens} for:
A. Attempting to pass through the roadblock with out her Waller County credentials (as far as the Harris County officers knew, she was just a citizen attempting to gain access to the area).
B. Questioned why, at 2:00am is she in plain clothes attempting to go through a defined roadblock.
2. Been courtesy to another Law Enforcement
Agency that was on scene to assist the Waller County Citizens.
3. Since, the sheriff knew of prior incidences days before:
A.
Taken action at that time to find out who had directed the Harris County personnel to go to that particular location. (This incident was less than
1/2 inside the Waller County
Line).
B.
Find out how long the current Harris County personnel had been at that location.
C. Taken into consideration that these Law Enforcement officers are familiar with Waller County
Roads.
D. Realized he is representing every citizen in Waller County.

Realize the valuable resources that were being wasted by Waller County and Harris County by creating a bigger issue, rather than "solving" an issue.
During a time of crisis, a
REAL Leader, would use the veracity of energy to solve a problem has Sheriff Smith used to create a problem. Sheriff Glenn Smith should not have let his "Narcissistic Ego" interfere with the over all safety and well being of all citizens and to be gracious to all assistances being offered.
The War as against the
FIRE, not those who were trying to help protect the lives and property of the citizens. This has been degrading representation of all citizens of Waller County.
It is not known at this time, what the out come of the "
Accident" report or the threat of "
Criminal Mischief" charge against the Harris County
Deputy. We do know that the Sheriff of Harris County,
Adrian Garcia, did have a conversation with Glenn Smith about this issue.
