The Jadavpur University Special and 59th Annual Convocation turned embarrassing for both its Chancellor, who is also the West Bengal Governor, and the Vice-Chancellor on Wednesday(Dec 23) after they were confronted with protests and slogans by a large section of its students.A call by the university authorities including Governor Keshari Nath Tripathi failed to pacify the protesting students who had called a boycott of the convocation.The Jadavpur University (JU) management was embarrassed after Geetoshree Sarkar, a gold medalist and best student of the Bengali department, refused to accept medals and certificate in the presence of VC Abhijit Chakrabarti."

Vice Chancellor of Jahwaharlal Nehru University (JNU), Jadesh Kumar on Monday (February 15) appealed to the students to not resort to strikes and protests so that academic functioning of the university is not hampered. "We also stand for free expression of ideas but I believe there is no need for strikes as the problem can be solved amicably. We are reaching out to the entire JNU community to see how the problem can be addressed but academic functioning of the university is of prime importance and should not be hampered," he told reporters. While the teachers association of the university have raised questions over the VC allowing a police crackdown on campus, Kumar said he was bound with the "law of land". "I never invited the police to enter the campus and pick our students. We only provided whatever cooperation was needed as per the law of land. We were bound to do so," he added. JNU students union president Kanhaiya Kumar was arrested last week in connection with a case of sedition and criminal conspiracy registered over holding of the event at the varsity during which anti-India slogans were alleged to have been raised. His arrest has triggered widespread outrage among students and teachers and drawn severe criticism from non-BJP political parties.

BENGALURU: The suspension of vice chancellor of Visvesvaraya Technological University (Belagavi) Dr H Maheshappa is implemented with immediate effect and the Chancellor of the state universities asked him to step down from the office.
Order issued by the Governor's secretariat dated March 14, 2015 reads: "Dr H Maheshappa vice chancellor Visvesvaraya Technological University, Belgaum is placed under suspension with immediate effect and untill further orders vide notifcation No: GS11 TUM 2014 (p) dated 14.03.2016."
Meanwhile, the chancellor has nominated Dr HG Shekarappa registrar (evaluation) to carry the duties of the office of the vice chancellor with immediate effect until further orders under section 13 (7) of the Visvesvaraya Technological University act 1994.
Based on the report submitted by fact findings committee headed by Justice Keshavanaraya, governor Vajubhai Vala issued a show-cause notice to Maheshappa on January 29, 2016 seeking explanation. Even after a month he did not bother to submit reply. According to sources from Raj Bhavan he had not submitted reply as his deadline to provide explanation extended twice.
Considering the delay the Chancellor insisted officials at Raj Bhavan on Monday evening to keep the order ready and issue it on Tuesday morning.
Following the directions by the Governor Vajubhai vala the order suspending Maheshappa has been sent to VTU via FAX around 10.15 am on Tuesday.
The fact findings Committee was framed based on the allegations against Maheshappa in appointments, construction works conducted at campus, misuse of fixed deposits etc. There were over 24 points given to the committee for inquiry.
Maheshappa is the second sitting VC to be removed. Soon after taking charge as governor of Karnataka Vajubhai Vala removed VC of karnataka university Dharwad Prof HB Waliker.
Major allegations:
- Irregularities committed in awarding tender for construction works and purchase of various equipment and software in gross violation of KTTP act
- Reduction of corpus fund which was more than Rs 500 crore to significant levels
- Irregularities in appointment of 168 teaching staff
- Not following and honoring of His Excellency the Governor and Chancellor's orders in connection with the appointment of UGC nominee to the executive council of the university

We are reaching out to the entire JNU community to see how the problem can be addressed but academic functioning of the university is of prime importance and should not be hampered," he told reporters. While the teachers association of the university have raised questions over the VC allowing a police crackdown on campus, Kumar said he was bound with the "law of land". "I never invited the police to enter the campus and pick our students. We only provided whatever cooperation was needed as per the law of land. We were bound to do so," he added. JNU students union president Kanhaiya Kumar was arrested last week in connection with a case of sedition and criminal conspiracy registered over holding of the event at the varsity during which anti-India slogans were alleged to have been raised. His arrest has triggered widespread outrage among students and teachers and drawn severe criticism from non-BJP political parties.

BENGALURU: The suspension of vice chancellor of Visvesvaraya Technological University (Belagavi) Dr H Maheshappa is implemented with immediate effect and the Chancellor of the state universities asked him to step down from the office.
Order issued by the Governor's secretariat dated March 14, 2015 reads: "Dr H Maheshappa vice chancellor Visvesvaraya Technological University, Belgaum is placed under suspension with immediate effect and untill further orders vide notifcation No: GS11 TUM 2014 (p) dated 14.03.2016."
Meanwhile, the chancellor has nominated Dr HG Shekarappa registrar (evaluation) to carry the duties of the office of the vice chancellor with immediate effect until further orders under section 13 (7) of the Visvesvaraya Technological University act 1994.
Based on the report submitted by fact findings committee headed by Justice Keshavanaraya, governor Vajubhai Vala issued a show-cause notice to Maheshappa on January 29, 2016 seeking explanation. Even after a month he did not bother to submit reply. According to sources from Raj Bhavan he had not submitted reply as his deadline to provide explanation extended twice.
Considering the delay the Chancellor insisted officials at Raj Bhavan on Monday evening to keep the order ready and issue it on Tuesday morning.
Following the directions by the Governor Vajubhai vala the order suspending Maheshappa has been sent to VTU via FAX around 10.15 am on Tuesday.
The fact findings Committee was framed based on the allegations against Maheshappa in appointments, construction works conducted at campus, misuse of fixed deposits etc. There were over 24 points given to the committee for inquiry.
Maheshappa is the second sitting VC to be removed. Soon after taking charge as governor of Karnataka Vajubhai Vala removed VC of karnataka university Dharwad Prof HB Waliker.
Major allegations:
- Irregularities committed in awarding tender for construction works and purchase of various equipment and software in gross violation of KTTP act
- Reduction of corpus fund which was more than Rs 500 crore to significant levels
- Irregularities in appointment of 168 teaching staff
- Not following and honoring of His Excellency the Governor and Chancellor's orders in connection with the appointment of UGC nominee to the executive council of the university

University of Hyderabad students' union passes resolution seeking Vice-Chancellor's removal
The University of Hyderabad Students' Union has passed a resolution demanding resignation or removal of Vice-Chancellor Prof Appa Rao Podile from the post. The University General Body Meeting (UGBM), held yesterday and attended by 949 students, passed six resolutions. Tom McLeish is Professor of Physics and Pro-Vice-Chancellor for Research at Durham University.
He has won several awards for his work on molecular rheology of polymers, including the Weissenberg Award of the European Society of Rheology (2007), the Gold Medal of the British Society of Rheology (2009) and the Bingham Award of the Society of Rheology (2010). He is also involved in science-communication with the public via regular radio, TV, and schools lectures, discussing issues from the Physics of Slime to the interaction of Faith and Science. He is a Fellow of the Institute of Physics, the Royal Society of Chemistry, the American Physical Society and the Royal Society.

Fifty seven of the 64 colleges affiliated to Delhi University may have agreed to the UGC order to end the controversial four-year undergraduate programme but they can shift to the earlier format only after the varsity amends rules in this regard. "We are waiting for the university to take a decision on whether it wants to go back to the old three-year structure or compress the FYUP into a three-year format. We are waiting for an amendment to the university's ordinance and only then we can go ahead with the admissions," said S K Garg, president of DU's Principals' Association. Asked whether the colleges have gone ahead and agreed to UGC's directive even though there has been no decision taken by DU's higher officials, he said, "The colleges received a letter from the Registrar informing them about the UGC orders and we inferred that the university was willing to change back to three-year format." Miranda House's Principal Pratibha Jolly also said that the colleges were bound by the university ordinances. "We have never claimed that we are autonomous. It has to be a collective decision. We receive our funding from the UGC and we have agreed to comply by its directives but then we need to have unambiguous directions from the competent authority to go ahead with the admissions. "I believe negotiations are on. We hope that a positive outcome comes out of it as there is a lot at stake," she said.Ever since UGC directed DU to roll back FYUP and conduct admission for three-year programme, there has been uncertainty over the admission process that involves the fate of over 2.7 lakh students clamouring for 54,000 seats in 64 colleges. UGC yesterday said 57 of the 64 DU colleges, including prestigious ones, have said they are complying with its directive to start admissions for the three-year programme. A day before, principals of all colleges affiliated to DU had decided to defer the admission process that was to start on Tuesday (June 24).
Secretary of the Principals' Association and principal of Shaheed Rajguru College of Applied Sciences, S Lakshmi Devi said the Academic and Executive Councils would have to be convened to pass an ordinance for any change in the format of the undergraduate programme. "We have agreed to the UGC's order in principle but we cannot move forward without the directive of the university. It is not an individual decision. There are too many steps. "It is very hard to say when the admission process will begin. I am, myself, very anxious. Students who enrolled into four-year undergraduate programme last year come and ask what is going to happen. I have nothing to say," she said. Garg, however, was more optimistic. "I cannot give a definite time period within which admissions will begin. But I can say that once the university gives its directive, within two days colleges can come out with their cut-off lists." The Deendayal Upadhyaya College principal also dismissed they were under any pressure. "There has been no pressure," he said. In a letter to the UGC, the colleges have said that in the light of the recent development and keeping in mind the spirit of its communication the colleges have no option but to defer the process of admission till clear-cut guidelines are received from competent authority. The colleges listed in the UGC release which had agreed to implement the three-year programme included the Hindu College, Jesus and Mary, St Stephens, Miranda House, Sri Venkateswara, LSR College and Sri Ram College of Commerce.

Abstract:
Last year Indonesia's economy overtook Australia's, and within a few decades it might well be numbered among the world's richest and strongest countries -- a real great power. And yet we in Australia still see our largest neighbour as poor and weak. While much attention rightly focuses on Australia choices about how we deal with China as its power grows, we have hardy begun to recognise, let alone debate, how we will deal with Indonesia if and when it becomes wealthy and strong. Nothing in our dealings with Indonesia since Suharto fell almost 15 years ago has helped prepare for this eventuality. We need to start seeing Indonesia in a new light, and that means looking at ourselves in a new light too. This will not be easy.
Hugh White is Professor of Strategic Studies at the Australian National University and a Visiting Fellow at the Lowy Institute for International Policy. He studies Australian strategic and defence policy, and the regional and global issues that most directly affect it. He has worked in this field for over 30 years in several different roles, including as an intelligence analyst, journalist, ministerial adviser, departmental official, think tanker and academic. He was the principal author of Australia's 2000 Defence White Paper. His recent publications include Power Shift: Australia's Future between Washington and Beijing published as Quarterly Essay 39 in September 2010. In the 1970s he studied philosophy at Melbourne and Oxford Universities.
