State Sen Kwame Raoul doles out a verbal beatdown to Gov Pat Quinn's administration for the governor's handling of pension reform this summer.
Senator Kwame Raoul (D-Chicago, 13th Dist.), debates and discusses the issues with show host and executive legal recruiter Jeff Berkowitz. Senator Raoul was appointed in late 2004 to the State Senate seat previously held for eight years by now President-Elect Barack Obama.
Senator Raoul, whose parents were Haitian-born immigrants, attended the University of Chicago Lab School, DePaul University for his undergraduate degree and received his law degree from Chicago-Kent in 1993. He has been an Assistant State's Attorney (Cook County), practiced law in the private sector and was the chief internal negotiator for the City Colleges of New York. In an effort to make Illinois a more attractive state for businesses comprehensive workers' compensation reforms were signed into law Tuesday. Governor Pat Quinn signed House Bill 1698, which was sponsored by Senator Kwame Raoul (D--Chicago). These reforms will save Illinois businesses more than $500 million by addressing systemic abuses, while ensuring that legitimately injured workers can still file and receive their claims.
Governor Quinn, Senator Raoul, State Representative John Bradley (D-Marion), former Illinois Insurance Director Michael McRaith, and other state officials and business owners will visit four major Illinois businesses Tuesday. Visits include Navistar in Melrose Park, Ingersoll in Rockford, Kraft in Champaign and Aisin in Marion. These businesses and others across Illinois will benefit from these Workers' Comp reforms.
"As we continue to look for ways to improve economic conditions in our state, this is major reform for Illinois," Raoul said. "This law is a clear sign that we want to improve our business climate. There have been serious abuses of our state's workers' compensation system and we had to take action to correct these abuses. With this law in place, employers will be held to a fair standard of accountability and employees that have valid claims will still be protected."
Highlights of House Bill 1698
Reduces the medical fee schedule by 30% (Illinois has nation's 2nd highest fee schedule).
Strikes a reasonable compromise by allowing workers to choose their own doctors while preventing them from "doctor shopping". Also allows employers to create networks of doctors to choose from, much like a health insurance network.
Requires doctors to follow American Medical Association (AMA) guidelines for determining levels of disability, and creates a list of criteria that the Workers' Compensation Commission must consider when making final disability determinations.
Caps carpal tunnel awards.
Makes it easier for employers to deny claims for accidents resulting from intoxication.
Increases penalties for workers' compensation fraud and allows for anonymous reports of fraud.

Kwame Raoul (born September 30, 1964) is an American politician and a Democratic member of the Illinois Senate, representing the 13th district since his appointment to fill the seat vacated by Barack Obama in 2004. He is the chair of the Illinois Senate's Redistricting Committee and the Senate's Pension & Investments Committee.
Raoul was born in Chicago to Haitian immigrant parents, Dr. Janin and Marie Raoul, whose parents' roots are from present-day Ghana. Raoul earned his bachelor’s degree in political science from DePaul University and went on to receive his law degree from Chicago-Kent College of Law.
Raoul was appointed on November 6, 2004 to fill the state Senate vacancy caused by the resignation of his predecessor, Barack Obama, who had just been elected to the United States Senate.
Since his arrival in Springfield, Raoul has successfully advanced legislation promoting civil justice, early childhood education, domestic violence prevention and political reform. In his first year in the General Assembly, Raoul established a progressive agenda. His work led to the passage of laws expanding access to early voting in Illinois, and the state’s Low Income Energy Assistance Program and a crack down on the Pay Day loan industry.

In an effort to make Illinois a more attractive state for businesses comprehensive workers' compensation reforms were signed into law Tuesday. Governor Pat Quinn signed House Bill 1698, which was sponsored by Senator Kwame Raoul (D--Chicago). These reforms will save Illinois businesses more than $500 million by addressing systemic abuses, while ensuring that legitimately injured workers can still file and receive their claims.
Governor Quinn, Senator Raoul, State Representative John Bradley (D-Marion), former Illinois Insurance Director Michael McRaith, and other state officials and business owners will visit four major Illinois businesses Tuesday. Visits include Navistar in Melrose Park, Ingersoll in Rockford, Kraft in Champaign and Aisin in Marion. These businesses and others across Illinois will benefit from these Workers' Comp reforms.
"As we continue to look for ways to improve economic conditions in our state, this is major reform for Illinois," Raoul said. "This law is a clear sign that we want to improve our business climate. There have been serious abuses of our state's workers' compensation system and we had to take action to correct these abuses. With this law in place, employers will be held to a fair standard of accountability and employees that have valid claims will still be protected."
Highlights of House Bill 1698
Reduces the medical fee schedule by 30% (Illinois has nation's 2nd highest fee schedule).
Strikes a reasonable compromise by allowing workers to choose their own doctors while preventing them from "doctor shopping". Also allows employers to create networks of doctors to choose from, much like a health insurance network.
Requires doctors to follow American Medical Association (AMA) guidelines for determining levels of disability, and creates a list of criteria that the Workers' Compensation Commission must consider when making final disability determinations.
Caps carpal tunnel awards.
Makes it easier for employers to deny claims for accidents resulting from intoxication.
Increases penalties for workers' compensation fraud and allows for anonymous reports of fraud.
