David Bruce Shear is the Assistant Secretary of Defense for Asian and Pacific Security Affairs as of July 17, 2014. Prior to his nomination for this position, he served as United States Ambassador to Vietnam. Shear was also formerly deputy assistant secretary for East Asian and Pacific affairs at the U.S. Department of State; he joined the State Department in 1982 and has served in Washington, Tokyo, Beijing, Kuala Lumpur and Sapporo. He will be the next Assistant Secretary of Defense for Asian and Pacific Security Affairs following Senate confirmation.
Shear is a graduate of Earlham College. He also has a master's degree in international affairs from the Johns Hopkins School of Advanced International Studies, and was a Rusk Fellow at Georgetown University's Institute for the Study of Diplomacy.
Shear can speak Chinese and Japanese.
Shear is a black belt in kendo. He and his wife Barbara have a daughter.
David (/ˈdeɪvɪd/; Hebrew: דָּוִד, Modern David, Tiberian Dāwîḏ;ISO 259-3 Dawid; Arabic: داوُد Dāwūd; Syriac: ܕܘܝܕ Dawid; Ancient Greek: Δαυίδ; Latin: Davidus, David; Strong's: Daveed) was, according to the Books of Samuel, the second king of the United Kingdom of Israel, and according to the New Testament, an ancestor of Jesus. His life is conventionally dated to c. 1040 – 970 BCE, his reign over Judah c. 1010–970 BCE.
The Books of Samuel, 1 Kings, and 1 Chronicles are the only Old Testament sources of information on David, although the Tel Dan Stele (dated c. 850–835 BCE) contains the phrase בית דוד (bytdwd), read as "House of David", which many scholars confirm to be a likely plausible match to the existence in the mid-9th century BCE of a Judean royal dynasty called the House of David.
Depicted as a valorous warrior of great renown, and a poet and musician credited for composing much of the psalms contained in the Book of Psalms, King David is widely viewed as a righteous and effective king in battle and civil justice. He is described as a man after God's own heart in 1 Samuel 13:14 and Acts 13:22.

Ambassadors are nominated by the President and confirmed by the U.S. Senate. An ambassador can be appointed during a recess, but he or she can only serve as ambassador until the end of the next session of Congress unless subsequently confirmed. Ambassadors serve "at the pleasure of the President", meaning they can be dismissed at any time.
An ambassador may be a career Foreign Service Officer or a political appointee. In most cases, career foreign service officers serve a tour of approximately three years per ambassadorship whereas political appointees customarily tender their resignations upon the inauguration of a new president. As embassies fall under the State Department's jurisdiction, ambassadors answer to the Secretary of State.

Little Saigon is a name given to ethnic enclaves of expatriate Vietnamese mainly in English-speaking free countries. Alternate names include Little Vietnam and Little Hanoi (mainly in historically communist nations), depending on the enclave's political history. Saigon is the former name of the capital of the former South Vietnam, where a large number of first-generation Vietnamese immigrants arriving to the United States originate, whereas Hanoi is the current capital of Vietnam.
The most well-established and largest Vietnamese-American enclaves, not all of which are called Little Saigon, are located in Orange County, California; San Jose, California; and Houston, Texas. Somewhat smaller communities also exist, including the comparatively nascent Vietnamese commercial districts in San Francisco, San Diego, Atlanta, Sacramento, Denver, Oklahoma City, New Orleans, the Dallas–Fort Worth metroplex (Haltom City, Arlington, and Garland), Falls Church, Virginia, Orlando, and Seattle. Additionally, Vietnamese-Americans also established businesses and bringing distinctively Vietnamese elements to most Chinatowns; some examples would include the Chinatowns of Las Vegas, Chicago, New York City, Philadelphia, Boston, Bellaire in Houston, Honolulu or Edmonton, Alberta.
