Dear colleagues, we have just held another round of negotiations between
Russia and the
European Commission and
Ukraine. We have discussed the same issues as we have at previous consultations, mainly the payment of outstanding debt, the security of supply, the filling of underground storages, as well as the payment capacity of
the Ukrainian government.
The Russian side has proposed
a package agreement according to which the outstanding payments would be made for December and November of last year. We've also agreed on the last consultations that in the amount of one billion, two hundred and fifty-one million
U.S. dollars for November and December should be paid and in this regard the Russian position remains unchanged. This payment should be done until the tenth of June.
Besides that, the
Ukrainian side should also pay five hundred U.S. dollars as part of payment for its debt for April and May this year. Besides this fact we have discussed the plan for a schedule for payment of other outstanding debts.
For the first time in our consultations we have addressed the issue of the crisis, and the prices of gas supplies in June, July and August this year. The Russian side remains committed to an agreement reached already. We have proposed a constructive plan which we believe all parties and all stakeholders will and should accept. We will continue our consultations.
Today we've held long and not as easy consultations and we will continue them tomorrow."

Trilateral talks aimed at resolving the dispute between Ukraine and Russia over payment for gas debt will continue, Russian Energy Minister Alexander Novak said early Tuesday in
Brussels. His statement was delivered at a press conference ending over seven hours of multiple rounds of bi - and tri - lateral talks between Novak, his Ukrainian counterpart
Yuriy Prodan and EU
Energy Comissioner
Gunther Oettinger. The
CEO of Gazprom,
Alexey Miller, and the CEO of Naftogaz,
Andriy Kobolev ¬also participated in the talks.
Novak said that Russia had "proposed a constructive plan which we believe all parties and all stakeholders will and should accept". He also confirmed that the deadline of June 10th remained unchanged saying, "We've agreed on the last consultations that in the amount of one billion, two hundred and fifty-one million U.S. dollars for November and December should be paid and in this regard the Russian position remains unchanged. This payment should be done until the tenth of June."
