India held general elections to the 15th Lok Sabha in five phases between 16 April 2009 and 13 May 2009. With an electorate of 714 million (larger than the electorate of the European Union and United States combined), it was the largest democratic election in the world till the Indian General Elections 2014 held from 7 April 2014.
By constitutional requirement, elections to the Lok Sabha (lower house of the parliament of India) must be held every five years, or whenever Parliament is dissolved by the President of India. The previous election to the 14th Lok Sabha was conducted in May 2004 and its term would have naturally expired on 1 June 2009. Elections are organised by the Election Commission of India (ECI) and are normally held in multiple phases to better handle the large electoral base and its security concerns. The 2009 elections were held in five phases. In February 2009, Rs.11.20 billion ($200.5 million) was budgeted for election expenses by the Indian Parliament.

The Lok Sabha (English: House of the People) is the lower house of India's Bicameral-Parliament, with the higher house being the Rajya Sabha. Members of the Lok Sabha are elected by adult Universal suffrage and a first-past-the-post system to represent their respective constituencies. Members hold their seats until the body is dissolved by the President on the advice of the council of ministers. The house meets in the Lok Sabha Chambers of the Sansad Bhavan in New Delhi.
Composition
The maximum strength of the House envisaged by the Constitution of India is 552, which is made up by election of up to 530 members to represent the states; up to 20 members to represent the Union Territories and not more than two members of the Anglo-Indian Community to be nominated by the President of India, if, in his/her opinion, that community is not adequately represented in the House. Under the current laws, the strength of Lok Sabha is 545, including the two seats reserved for members of the Anglo-Indian community. The total elective membership is distributed among the states in proportion to their population. A total of 131 seats (18.42%) are reserved for representatives of Scheduled Castes (84) and Scheduled Tribes (47). The quorum for the House is 10% of the total membership.
CNN-IBN (Cable News Network–Indian Broadcasting Network) is an Indian English-language news television channel based in Noida, Uttar Pradesh. It is jointly owned by TV18 Broadcast Limited (Network18) and Turner International India (Time Warner Inc.)
CNN provides international coverage for the channel, while Indian Broadcasting Network concentrates on Indian and local reports.
In May 2014, Reliance Industries announced it would be taking over Network18. The move is touted as "the biggest-ever deal in the Indian media space". Reliance Industries already has indirect control in the TV18 network by virtue of investments it made in Network18 (starting from January 2012).
Like elsewhere in the world, CNN International only reached the urban elites in India. In order to reach the Indian masses Time Warner together with an Indian company- Global Broadcast News (currently TV18 Broadcast Limited)- launched the India-specific CNN-IBN on 18 December 2005. CNN-IBN is completely run by TV18 Broadcast Limited, which only uses the Cable News Network (CNN) brand name.
