Reg Empey
Reginald Norman Morgan Empey, Baron Empey OBE (born 26 October 1947), best known as Reg Empey, is a British politician who was the leader of the Ulster Unionist Party from 2005 to 2010, and has been its chairman since 2012. Empey was also twice Lord Mayor of Belfast and was a Member of the Legislative Assembly for East Belfast from 1998 to 2011.
Biography
Early life
Reg Empey was born in West Belfast on 26 October 1947. His family were retailers, and his uncle was a Stormont Ulster Unionist MP. Empey attended Hillcrest Preparatory School, Belfast, and The Royal School, Armagh, before graduating with an economics degree from Queen's University of Belfast, where his contemporaries included the future MP Bernadette Devlin. After that he built up a business career, specifically in retailing. His Royal Avenue store, located opposite the British Army barracks, was destroyed in an explosion, and looted.
He first entered politics in the late 1960s when he joined the Ulster Young Unionist Council. Along with other hardline unionists, he left in protest at reforms and became an early member of the Vanguard Progressive Unionist Party, serving as the party chairman in 1975 and being elected to the Constitutional Convention in the same year. When Vanguard split during the Northern Ireland Constitutional Convention, Empey joined the breakaway group which formed the United Ulster Unionist Party, serving as the party's deputy leader from 1977 until its dissolution in 1984.

The funding of the Northern Ireland Executive (and other devolved governments) has always been central to their ability to provide the public services for which they are responsible. It affects all policy areas, as well as being important in its own right. But since 2007 there have been debates in both Scotland and Wales about financial issues, which increasingly challenge the idea of devolved governments simply relying on a block grant calculated on the basis of the Barnett formula. In Wales, there have been calls for a grant based on relative need, and for increasing reliance on devolved taxes in Scotland. The present system allows a great deal of discretion to the Treasury; Barnett convergence means that the formula is likely to serve Northern Ireland much less favourably in the future than it has in the past; and reliance on the block grant ties Northern Ireland to an 'English' model of public services that may become increasingly politically unattractive. How Northern Ireland chooses to respond to these fragmented debates is a major choice for its politicians to make; trying to engage in a different debate, as it has, is no longer an option.

Minister for Regional Development, Danny Kennedy, discussed the rise in the usage of public transport during today’s Question Time. Since 2011 Translink has recorded that the number of passenger journeys has risen from 77 million per year to 80.5 million – a rise of around 4.5%. The Minister believes “that success reflects my Department's investment in modernising the bus fleet and the introduction of new trains. In conjunction with Translink, I have sought to improve passenger facilities and infrastructure, provided more park-and-ride opportunities to encourage car users to access public transport for at least part of their journey and, where possible, introduced road priority measures for buses to speed up services that would otherwise be held up by traffic congestion.” Mr Kennedy also affirmed that any proposals by Translink to reduce the frequency of journeys should be taken to public consultation and any subsequent decisions should take the results of the consultation in to consideration. Patsy McGlone countered that the recent announcement of fare increases by Translink may keep people in their cars. The Minister agreed that fare increases are never welcome but highlighted that recent increases have been below the rate of inflation and compare favourably to increases in the rest of the UK. He remains confident that the use of public transport will continue to grow.
The Minister also discussed the concessionary fares travel scheme. Metro Translink and the Belfast Bus Company provide concessionary fares on behalf of the Department. Historically the scheme has been underfunded. An extra £9.5m has been allocated for 2015-16 but this has been based on current passenger numbers and fares – an increase of either will quickly result in pressure on the budget. New operators entering the scheme will also result in an increase on the financial resources currently available. The Minister added “given that the scheme attracts support from all sections of the community and across all parties, I encourage all Members to show their support for it by canvassing their colleagues in the Executive to ensure that appropriate funding is allocated to my Department to cover all existing and future commitments with the concessionary fares scheme in place.”
During Question Time the Minister also answered questions on local road issues, the appointment of a new Translink Chief Executive, the Londonderry rail project and the Mobuoy Road vesting order.
