Murdo MacKenzie Fraser (born 5 September 1965) is a Scottish politician and the former Deputy leader of the Scottish Conservative Party in the Scottish Parliament. He has been a Member of the Scottish Parliament for the Mid Scotland and Fife region since 2001. He is currently the Conservative shadow spokesman for Finance, Enterprise, Energy and Tourism.
Born in 1965, he was educated at Inverness Royal Academy. He studied law at the University of Aberdeen, and was chairman of the Scottish Young Conservatives from 1989 to 1992.
After undertaking a postgraduate Diploma in Legal Studies, he worked as a solicitor in Aberdeen and Edinburgh, latterly as an associate with Ketchen and Stevens WS in Edinburgh, specialising in commercial law. Fraser lives with his wife and two children in Perthshire.
At the 1999 Scottish Parliamentary Election, he was an unsuccessful candidate for North Tayside, as he was in 2003 and 2007. He stood unsuccessfully for the House of Commons in the 1997 General Election in East Lothian, and in 2001 for the UK Parliament's North Tayside seat.

The Scottish Conservatives (Scottish Gaelic: Pàrtaidh Tòraidheachd na h-Alba; Scots: Scots Conservative an Unionist Pairty; officially the Scottish Conservative and Unionist Party and informally the Scottish Tories, is the section of the United Kingdom Conservative Party that operates in Scotland. It describes itself as a centre-right political party. It is the third largest party in both the devolved Scottish Parliament and in Scottish local government. The leader of the Scottish Conservatives is Ruth Davidson MSP, who has held the post since 2011.
The modern Scottish Conservative Party was established in 1965 with the merger of Unionist Party into the Conservative Party of England and Wales. The Unionist Party, as with the Conservative and Unionist Party in England and Wales, was formed in 1912 by the merger of the Conservatives and Liberal Unionists, and existed as the dominant force in Scottish politics from the 1930s to the late 1950s. While organising itself as a separate party in Scotland, Unionists took the Conservative whip in the UK Parliament, with Andrew Bonar Law, then a Unionist and Member of Parliament for Glasgow Central becoming leader of the Conservative Party and Prime Minister.

He was speaking ahead of Theresa May’s visit to Scotland as part of her tour of the devolved nations before she triggers Article 50 – beginning Britain’s formal Brexit negotiations with Brussels. The Prime Minister will make it clear that the union is an “unstoppable force” whose strength will be needed during the talks. We can't 'default', since we have no legal obligation for the debt, a fact recently confirmed by UK Treasury, reassuring nervous lenders by assuming all liability for UK debt after a YES vote. He seems to suggest that the 0.4% increase in the overall budget can be spent on day-to-day public services, such as education and healthcare. The budget has separated destined areas of spending. What can be spent on public services has declined by 5% in real terms since 2010-11, according to the trusted Fraser of Allander Institute.
