Russia suspended from Human Rights Council - UN General Assembly Emergency Special Session
The General Assembly today (7 Apr) adopted a resolution suspending the Russian Federation from the Human Rights Council for gross and systematic violations and abuses of human rights committed by Russian troops in Ukraine.
The resolution received a two-thirds majority in the 193-member Assembly, with 93 nations voting in favour and 24 against.
Fifty-eight abstained from the process.
Prior to the vote, Ukrainian Ambassador Sergiy Kyslytsya urged countries to support the resolution.

Addressing the Security Council on Tuesday, Ukraine's President told Council Members he was speaking on behalf of the civilians who died in the six-weeks war by asking them to remove the Russian Federation from the organization, find a way for peace or “dissolve yourself altogether.”
Zelenskyy said he was speaking for those who were thrown into wells, killed in their houses, crushed while sitting in their cars in the middle of the road, who had their limbs cut of, or were raped in front of their children.
“So where is the security that the Security Council needs to guarantee?,” he asked. “It's not there. Although there is a Security Council, where is that peace, where are those guarantees that the United Nations needs to guarantee? It is obvious that the key institution of the world which must ensure the coercion of any aggression to peace simply cannot work effectively.”
Previewing the Russian Federation defense, the chief of State said the country’s representatives would “blame everyone to justify their own actions.”
“They will say that there are various versions and it is impossible to establish which one of those versions is true. They will even say that the bodies were thrown away and all the videos are staged. But it is 2022 now, we have conclusive evidence,” he said.
The Ukrainian president asked for “full and transparent investigations”, maximum access for journalists, maximum cooperation with international institutions, and the involvement of the International Criminal Court.
“We want complete truth and full accountability. I'm sure that every Member State of the UN is interested in this. For what? In order to punish once and for and for all those who consider themselves privilege and believe that they can get away with anything, so that all the other war criminals in the world know how they will be punished,” he argued.
In his remarks, the United Nations Secretary-General said the war in Ukraine “is one of the greatest challenges ever to the international order and the global peace architecture, founded on the United Nations Charter.”
Noting that the Council is charged with maintaining peace, the UN chief said he deeply regrets the divisions that have prevented the organ from acting not only on Ukraine, but on other threats to peace and security around the world.
“I urge the Council to do everything in its power to end the war and to mitigate its impact, both on the suffering people of Ukraine, and on vulnerable people and developing countries around the world,” Guterres concluded.
Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, also argued that “the many credible allegations of serious violations of international humanitarian law and international human rights law, from the areas recently retaken from Russian forces, must not go unanswered.”
She provided an update on the number of victims of the conflict. According to the Office of the High Commissioner for Human Rights, at least 1,480 civilians have been killed and at least 2,195 injured between 24 February and 4 April 2022. OHCHR believes that the actual figures are considerably higher.
As of 30 March, OHCHR has documented the arbitrary detention and possible enforced disappearance of 22 journalists and civil society members in Kyiv, Kherson, Luhansk, and Zaporizhzhia regions. 24 local officials have also been detained in regions under Russian control, 13 of whom have been subsequently released.
Also as of 30 March, OHCHR has recorded seven journalists and media workers killed since hostilities began. Another 15 have come under armed attack, nine of whom were injured.
In terms of humanitarian consequences, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Martin Griffiths, said that homes and civilian infrastructure - bridges, hospitals, schools – have been damaged and destroyed.
More than 11 million people have now been forced to flee their homes, of whom more than 4.2 million are now refugees in generous neighboring countries. In total, more than a quarter of Ukraine’s population has fled.
“And, unfortunately, these figures will continue to rise, until we can find a pause and some peace,” he said.
Today, the Humanitarian chief was briefing the Council having just returned from Moscow, where he had “long and frank” exchanges with the Minister of Foreign Affairs, Sergei Lavrov and his Deputy, Sergei Vershinin, and separately with the Deputy Minister of Defence.
“My counterparts in Moscow received these suggestions and assured me of their intent to carefully study those ideas, which I left with them, and we agreed to remain in close contact. I came away from these meetings believing that we have a long road ahead of us, but it must be travelled, and, Madam President, we will travel it,” Griffiths recounted.

Requested by the United Nations Security Council, the General Assembly held on Monday a rare emergency special session on Ukraine.
Prior to the start of the meeting, delegates in the General Assembly observed a minute of silence for the victims of the conflict.
Opening the session, Abdulla Shahid, President of the United Nations General Assembly, said the the organ, with its 193 Member States, "represents the collective conscience of humanity."
Shahid said, "The strength of this Assembly is rooted in its moral authority. Let’s demonstrate that moral courage and use today’s debate not to whip up war rhetoric, but to give peace a chance. Let’s ignite the fire of love, humanity, and compassion. Guns are better off when knotted. Let peace prevail."
On his turn, Secretary-General António Guterres said that the last few days were "a tragedy for Ukraine", but also "a major regional crisis with potentially disastrous implications for us all."
Guterres said, "Yesterday, Russian nuclear forces were put on high alert. This is a chilling development. The mere idea of a nuclear conflict is simply inconceivable. Nothing can justify the use of nuclear weapons."
The Secretary-General added that "the guns are talking now, but the path of dialogue must always remain open."
For Guterres, "It is never too late to engage in good-faith negotiations and to address all issues peacefully."
"I hope that the direct talks now taking place between Ukrainian and Russian delegations will produce not only an immediate halt to the fighting, but also a path towards a diplomatic solution", the UN chief said.
Guterres argued that "humanity cannot afford to be locked in a mindset that dredges up the worst of past centuries."
The Secretary-General stressed the need to "focus on solving problems, not making them worse."
Guterres also said that, in cities around the world, people are taking to the streets and demanding an end to war.
"People in Ukraine want and need peace. I believe people in the Russian Federation do, too. We need peace now," he added.
Addressing the Member States, Ukrainian ambassador Sergiy Kyslytsya noted that, "for the first time since the United Nations was born, there is a full-fledged war in the center of Europe."
Kyslytsya said, "Everyone in this world knows that Russia, and Russia alone, started this invasion, now facilitated by Belarus. This war was not provoked. It was chosen by someone who is now sitting in the bunker. We know what happened to the person who sat in the bunker in Berlin in May 1945."
Asking representatives to visualize the magnitude of the tragedy, the ambassador told them to imagine, next to each of them, more than 30 souls of killed Russian soldiers.
"Next to every name of every single country in this Assembly. 30 plus killed Russian soldiers. Hundreds of killed Ukrainians, dozens of killed children, and it goes on, and on, and on", he said.
Russian ambassador Vasily Nebenzya argued that "the root of the current crisis lies in the actions of Ukraine itself."
Nebenzya said, "For many years, [Ukraine] has sabotaged and flouted its direct obligations under the Minsk Package of Measures. Very recently, there was hope that in Kyiv they would reconsider and would indeed comply to what they signed on to back in 2015. For that, first and foremost what was necessary was direct dialogue with Donetsk and Lugansk."
The Permanent Representative assured that "occupation of Ukraine is not part of this plan."
Nebenzya said, "The goal of this special operation is to protect the people who for eight years suffered with torment and genocide by the Kyiv regime and there is a need to demilitarize and denasify Ukraine. We further will strive to hold accountable those who carried out countless brutal crimes against the residents, including residents of the Russian Federation."

The General Assembly today (7 Apr) adopted a resolution suspending the Russian Federation from the Human Rights Council for gross and systematic violations and abuses of human rights committed by Russian troops in Ukraine.
The resolution received a two-thirds majority in the 193-member Assembly, with 93 nations voting in favour and 24 against.
Fifty-eight abstained from the process.
Prior to the vote, Ukrainian Ambassador Sergiy Kyslytsya urged countries to support the resolution.
“Bucha and dozens of other Ukrainian cities and villages, where thousands of peaceful residents have been killed, tortured, raped, abducted and robbed by the Russian Army, serve as an example of how dramatically far the Russian Federation has gone from its initial declarations in the human rights domain,” he said.
Gennady Kuzmin, Deputy Russian Ambassador, called for countries to “vote against the attempt by western countries and their allies to destroy the existing human rights architecture.”
The meeting marked the resumption of a special emergency session on the war in Ukraine and followed reports of violations committed by Russian forces.
This past weekend, disturbing photos emerged from the city of Bucha, a suburb of the capital, Kyiv, where hundreds of civilian bodies were found in the streets and in mass graves following Russia’s withdrawal from the area.

United States Ambassador Linda Thomas-Greenfield said, “this is a perilous moment. And we are here for one reason and one reason only: to ask Russia to stop. Return to your borders. Send your troops, and your tanks, and your planes back to their barracks and hangars. And send your diplomats to the negotiating table.”
