Chinese President Jiang Zemin launched a major diplomatic mission on Thursday with state visits to Thailand and Australia before attending the Asia Pacific Economic Cooperation summit in New Zealand next week.
Jiang will meet U-S President Bill Clinton at the summit to try and heal a rift in relations between Beijing and Washington.
At the top of the agenda for discussion will be China's bid to join the World Trade Organisation.
Barring new snags, U-S President Bill Clinton and Chinese President Jiang Zemin will make a major effort to get derailed trade talks back on track when they meet on the sidelines of the Asia Pacific Economic Cooperation forum summit in New Zealand.
Both sides want to repair the severe damage done this year to Beijing-Washington ties.
And improving trade relations is in the interest of both countries, say officials from both sides and trade analysts.
Informal trade talks between officials from the two countries on China's long-sought bid to join the World Trade Organisation are likely to begin even before the Clinton-Jiang session in Auckland on 11 September.
Recently the relationship between the two countries has been plagued with snags.
First, there were Republican outcries over campaign contributions to Clinton's re-election campaign by Chinese interests.
Then came a bipartisan House of Representatives report documenting alleged widespread Chinese espionage at U-S nuclear laboratories.
And on May 7, the United States accidentally bombed the Chinese embassy in Belgrade, Yugoslavia.
Last month, U-S/China ties came under further strain when the President of Taiwan advocated a change in the relationship between his island and the mainland, suggesting relations henceforth be "state to state."
China considers Taiwan a renegade province and has said it would use force, if necessary, to block independence.
The United States maintains unofficial links to Taiwan and the law is deliberately vague on the question of whether U-S forces would help defend Taiwan.
But despite the elevated rhetoric across the Taiwan Strait, there have been optimistic words from both China and the United States on using the New Zealand meeting to mend fences.
The W-T-O is the Geneva-based organisation that oversees and sets rules for international trade.
Previously China hasn't been able to join the W-T-O because of U-S demands that it first liberalise its markets.
The two countries almost reached a deal in April, during a visit to Washington by Chinese Premier Zhu Rongji after the Chinese made a number of market-opening concessions.
But Clinton fearful that the deal was not strong enough to gain approval from the Republican-controlled Congress, refused to approve an agreement.
Then came the embassy bombing - and China froze the trade talks.
Some hard-liners in China remain opposed to resuming trade talks with the United States, just as many U-S congressional conservatives oppose closer relations with Beijing.
Thus, both presidents must walk a careful line.
At the very minimum, U-S officials were hopeful that Clinton and Jiang could announce that formal talks could resume.

A team of military observers working with the Organization for Security and Co-operation in Europe (OSCE) who were detained by pro-independence militia members in Slavyansk were presented to the media by their captors on Sunday.
German Colonel Axel Schneider, said that he believes that the people of Slavyansk do not know what the OSCE mission or the Vienna document are, that him and his colleagues are being held for Mayor Ponomarev's purposes of presenting his positions and that the captured OSCE staff wish to return home as soon as possible.
Pro-independence leader Vyacheslav Ponomarev stated in a press conference on Saturday that the observers, including four Germans and their Polish, Czech, Swedish and Danish colleagues, were detained under suspicion of carrying out intelligence gathering. He indicated however that the group holding the officers were open to negotiation.
A team of negotiators from the OSCE mission was confirmed to be heading to Slavyansk to seek the officers' release.

Kurds from the Syrian region known as Western Kurdistan or Rojava among Kurds officially opened a diplomatic mission in Moscow on Wednesday. The European Representative of the so-called Rojava region Sinam Mohamad was in the Russian capital for the ceremonial cutting of the ribbon.

A diplomatic mission is a group of people from one state or an international inter-governmental organisation (such as the United Nations) present in another state to represent the sending state/organisation in the receiving state. In practice, a diplomatic mission usually denotes the permanent mission, namely the office of a country's diplomatic representatives in the capital city of another country. As well as being a diplomatic mission to the country in which it is situated, it may also be a non-resident permanent mission to one or more other countries. There are thus resident and non-resident embassies.
A permanent diplomatic mission is typically known as an embassy, and the person in charge of the mission is known as an ambassador. The term "embassy" is often used to refer to the building or compound housing an ambassador's offices and staff. Technically, however, "embassy" refers to the diplomatic delegation itself, while the office building in which they work is known as a chancery.

Jiang Zemin (born 17 August 1926) is a former Chinese politician, who served as General Secretary of the Communist Party of China from 1989 to 2002, as President of the People's Republic of China from 1993 to 2003, and as Chairman of the Central Military Commission from 1989 to 2005. His long career and political prominence have led to him being described as the "core of the third generation" of Communist Party leaders.
Jiang Zemin came to power following Tiananmen Square protests of 1989, replacing Zhao Ziyang as CPC General Secretary. With the waning influence of Deng Xiaoping and the other members of Eight Elders due to old age,and with the help of old and powerful party and state leaders, former President Li Xiannian and Chen Yun Jiang effectively became the "Paramount Leader" in the 1990s. Under his leadership, China experienced substantial developmental growth with reforms, saw the peaceful return of Hong Kong from the United Kingdom and Macau from Portugal, and improved its relations with the outside world while the Communist Party maintained its tight control over the government. Jiang has been criticized for being too concerned about his personal image at home, and too conciliatory towards Russia and the United States abroad.

However, nothing could have prepared us for the "diplomatic envoy" that appeared later in the weekend... complete with stoic, silent bodyguards who acted in character as perfectly as they were dressed. If you didn't mind answering a few weird questions at customs on your way home, you could even get your passport stamped! -

Chinese President Jiang Zemin launched a major diplomatic mission on Thursday with state visits to Thailand and Australia before attending the Asia Pacific Economic Cooperation summit in New Zealand next week.
Jiang will meet U-S President Bill Clinton at the summit to try and heal a rift in relations between Beijing and Washington.
At the top of the agenda for discussion will be China's bid to join the World Trade Organisation.
Barring new snags, U-S President Bill Clinton and Chinese President Jiang Zemin will make a major effort to get derailed trade talks back on track when they meet on the sidelines of the Asia Pacific Economic Cooperation forum summit in New Zealand.
Both sides want to repair the severe damage done this year to Beijing-Washington ties.
And improving trade relations is in the interest of both countries, say officials from both sides and trade analysts.
Informal trade talks between officials from the two countries on China's long-sought bid to join the World Trade Organisation are likely to begin even before the Clinton-Jiang session in Auckland on 11 September.
Recently the relationship between the two countries has been plagued with snags.
First, there were Republican outcries over campaign contributions to Clinton's re-election campaign by Chinese interests.
Then came a bipartisan House of Representatives report documenting alleged widespread Chinese espionage at U-S nuclear laboratories.
And on May 7, the United States accidentally bombed the Chinese embassy in Belgrade, Yugoslavia.
Last month, U-S/China ties came under further strain when the President of Taiwan advocated a change in the relationship between his island and the mainland, suggesting relations henceforth be "state to state."
China considers Taiwan a renegade province and has said it would use force, if necessary, to block independence.
The United States maintains unofficial links to Taiwan and the law is deliberately vague on the question of whether U-S forces would help defend Taiwan.
But despite the elevated rhetoric across the Taiwan Strait, there have been optimistic words from both China and the United States on using the New Zealand meeting to mend fences.
The W-T-O is the Geneva-based organisation that oversees and sets rules for international trade.
Previously China hasn't been able to join the W-T-O because of U-S demands that it first liberalise its markets.
The two countries almost reached a deal in April, during a visit to Washington by Chinese Premier Zhu Rongji after the Chinese made a number of market-opening concessions.
But Clinton fearful that the deal was not strong enough to gain approval from the Republican-controlled Congress, refused to approve an agreement.
Then came the embassy bombing - and China froze the trade talks.
Some hard-liners in China remain opposed to resuming trade talks with the United States, just as many U-S congressional conservatives oppose closer relations with Beijing.
Thus, both presidents must walk a careful line.
At the very minimum, U-S officials were hopeful that Clinton and Jiang could announce that formal talks could resume.

A team of military observers working with the Organization for Security and Co-operation in Europe (OSCE) who were detained by pro-independence militia members in Slavyansk were presented to the media by their captors on Sunday.
German Colonel Axel Schneider, said that he believes that the people of Slavyansk do not know what the OSCE mission or the Vienna document are, that him and his colleagues are being held for Mayor Ponomarev's purposes of presenting his positions and that the captured OSCE staff wish to return home as soon as possible.
Pro-independence leader Vyacheslav Ponomarev stated in a press conference on Saturday that the observers, including four Germans and their Polish, Czech, Swedish and Danish colleagues, were detained under suspicion of carrying out intelligence gathering. He indicated however that the group holding the officers were open to negotiation.
A team of negotiators from the OSCE mission was confirmed to be heading to Slavyansk to seek the officers' release.

However, nothing could have prepared us for the "diplomatic envoy" that appeared later in the weekend... complete with stoic, silent bodyguards who acted in character as perfectly as they were dressed. If you didn't mind answering a few weird questions at customs on your way home, you could even get your passport stamped!

Emerging from a US Air Force C-17 cargo plane, six US Marines each carried the cases on top of stands before four waiting hearses, as a colour guard led the sombre procession.
Also attending the ceremony were Vice President Joe Biden and US Secretary of Defence Leon Panetta.
The deaths on Tuesday, the anniversary of the September 11, 2001 attacks, and the anti-American sentiment behind them underscored a foreign policy paradox for Obama.
Many of the protests in the Arab world were in countries that underwent revolutions during the Arab Spring.
